This Strategy is supported by the individual strategies of each NAVFAC Echelon III Commands, NAVFAC Atlantic, NAVFAC Pacific, and the Naval Facilities Engineering and Expeditionary Warfare Center. The purpose of this Strategy is to identify workload projections for our environmental programs, to evaluate our current contracts and their capacity to meet program requirements, to develop plans for future contract requirements, and to track and project contract usage toward achieving Strategy objectives and metrics. 2. This Strategy is the product of teamwork throughout the Environmental Business Line and Acquisition Support Line. As we execute this Strategy, the Environmental Business Line and the Acquisition Support Line will continue to work closely in delivering best-value services to our clients. Our teamwork extends from each component command through all echelons of NAVFAC. 3. The Mid-Term Update focuses on the changes in the proposed contracts as outlined in Enclosure A.2 of the EBLAS; the latest version of the enclosure can also be found in the web posting on the NAVFAC portal: As of October 2017, the Environmental Business Line (EVBL) has awarded 35 contracts out of the 104 contracts (includes 12 proposed contracts to be awarded beyond FY19) originally planned in the FY17-19 EBLAS. Of the 104 planned contracts, 25 are delayed and 3 are cancelled due to schedule slippage and changes in the requirements (Figure 1 and Figure 2). The EVBL plans to add 24 new contracts with an estimated value of $187.5 million (M). These proposed contracts are to provide the Navy Environmental Restoration Program with a wide range of acquisition tools to facilitate the uncertainties in both environmental investigation and remediation areas. Overall, the total contracts planned changes from 104 at an estimated requirement of $2,863M to 96 at an estimated requirement of $2,107M. Figure 3 shows the changes in the proposed contracts profile between the original plan and the October 2017 snapshot.
