1 2016 IOWA MICRO SPRINT CAR SERIES RULES The rules and/or regulations set forth herein are designed to facilitate the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition for all events, and by participating in these events, all participants agree to comply with these rules and regulations. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND REGULATIONS. They are intended soley as a guide for the conduct of the sport, and are in no way a guarantee against injury or death to participants, spectators, officials, or others. The Iowa Micro Sprint Car Series (IMSCS) Race Director or his/her designee, shall be empowered to permit any reasonable and appropriate deviation from any of the specifications and procedures herein, or impose any further restrictions that in his/her opinion does not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM ANY SUCH DEVIATION OR RESTRICTION OF THESE SPECIFICATIONS, RULES, OR PROCEDURES. Any interpretation of, or deviation from, these rules is left to the discretion of the IMSCS Race Director or his/her designee. THEIR DECISION IS FINAL. ALL DRIVERS All drivers must be at least 12 years of age. All drivers under the age of 18 must present to the IMSCS Race Director or his/her designee, a minor release form signed by a parent or legal guardian before being allowed to compete. All underage drivers must also comply with the requirements of each race track, if applicable. All drivers entered to compete in each IMSCS race event are required to attend the pre-race drivers meeting at a place and time designated by the host track officials. ROUGH DRIVING WILL NOT BE TOLERATED and shall result in the issuance of one or more of the following penalties - a warning; directed to go to the tail of the race for a restart; scored last in the race; disqualification; as determined by the IMSCS Race Director or his/her designee. ALL ENGINES All engines must start out as production 600cc four cylinder four stroke engines. ENGINES SHALL REMAIN STOCK BORE AND STROKE AS ORIGINALLY MANUFACTURED FOR THAT PARTICULAR ENGINE'S MODEL AND YEAR. 600cc MAXIMUM DISPLACEMENT. No turbo or supercharging. All cars must have a noise eliminating exhaust. The top 3 feature finishers will be teched for bore and stroke. The IMSCS Race Director or his/her designee may announce, during the pre-race drivers meeting, any additional number of feature finishers that will be teched for bore and stroke for that specific race event. Any car returning to their pit area prior to reporting to the tech area shall be disqualified. The IMSCS officials will direct a team representative to remove any number of spark plugs for the purpose of teching the
2 engine. Only 2 representatives of the car being teched will be allowed in the designated tech area during the teching procedure. Bore and stroke must measure within the OEM tolerances on file with the IMSCS. Any engine found to be illegal will result in disqualification. No points or money will be awarded/paid to disqualified race cars for any violation of these rules and/or specifications. A car owner may appeal an engine disqualification by filing a Letter of Appeal with the IMSCS Board of Directors within 10 days after the event, stating the specific reason(s) why the disqualification should be reversed. The decision of the IMSCS Board of Directors shall be final. CAR WEIGHT All cars entered at any IMSCS wing event must weigh a minimum of 775 pounds with the driver. All cars entered at any IMSCS non-wing event must weigh a minimum of 750 pounds with the driver. All cars must report to the scales to be weighed after competing in each heat race and before returning to your pit area. All feature finishers being teched shall first report to the scales to be weighed before reporting to the tech area. Any car returning to their pit area prior to being weighed shall be disqualifed. No points or money will be awarded/paid to disqualified cars. Materials used for weight MUST be securely attached to the race car. NO weight materials may be added to or attached to nerf bars, bumpers, or wings. Weight materials MUST be painted white and marked with the car number. Only lead, steel plate, or aluminum plate will be allowed. Cars entered at any IMSCS event with added weight attached are subject to inspection by the IMSCS Race Director or his/her designee to insure the materials are securely attached to the race car. TIRES HOOSIER tires only on the entire car. Any compound will be allowed. Any car found competing with any other manufactured tire will be disqualified. No points or money will be awarded/paid to disqualified cars. FIREWALL All cars must have a firewall between the driver and the engine compartment. Minimum 24 gauge or.0625 thickness aluminum or equivalent approved materials manufactured for the purpose of a firewall. CHAIN GUARDS Chain guards will be installed on all cars using a minimum of.080 aluminum or equivalent approved materials manufactured for the purpose of a chain guard. ON/OFF SWITCHES
3 All electric fuel and ignition on and off switches must be on the dash. ROLL CAGES Roll cages shall be manufactured of chromoly steel, shall have sufficient fore and aft bracing, and shall be at least 1 1/8 inch,.065 wall thickness or 1 1/4 inch,.065 wall thickness or as manufactured by an approved certified chassis manufacturer. All cars must be equipped with nerf bars which shall not exceed beyond the width of the rear tires. All cars must be equipped with front and rear bumpers extending beyond their respective tires. TOP WINGS A top wing center air foil shall be a minimum of 10 square feet and a maximum of 16 square feet. A top wing is MANDATORY to enter a winged event. Cars may finish an event without a top wing if a replacement is not available. A top wing will NOT be allowed for non-wing events. NOSE WINGS A nose wing is MANDATORY to enter a winged event. Cars may finish an event without a nose wing if a replacement is not available. The nose wing must not extend beyond the outside of the front tires or beyond the front bumper. The center air foil cannot exceed 4 sqaure feet of surface area. A nose wing will NOT be allowed for non-wing events. FUEL 85% ethanol and methanol is allowed, NO gasoline. NO PERFORMANCE ENHANCERS OR OTHER ADDITIVES ALLOWED, with the only exception of top end lubricants manufactured specifically for that purpose. All cars are subject to random fuel checks during any event as may be directed by the IMSCS Race Director or his/her designee. Any car found with prohibited performance enhancing fuel additives will be disqualified, forfeit all points earned to date in the IMSCS, and will not be eligible for the championship points money fund or contingency awards. No points or money will be awarded/paid to disqualified cars. Any fuel cell may be used if it meets the approved industry standards for micro sprint cars. TRACTION CONTROL DEVICES Absolutely no traction control devices of any kind will be allowed. Any car found with any such device will be disqualified, forfeit all points earned to date in the IMSCS, and will not be eligible for the championship points money fund or contingency awards. No points or money will be awarded/paid to disqualified cars.
4 NUMBERS All cars shall display a number of 8 inches minimum height on each side of the tail fuel cell and 12 inches in height on each side of the top wing. Only 2 digit numbers are allowed (00-99). A letter(s) may be used with the number. In the event 2 cars display the exact number(s) or number(s) and lettter(s), the IMSCS Race Director may direct an additional number or letter be used in conjuction with the existing car identification soley for the purpose of distinguishing each car for electronic timing and scoring. IOWA MICRO SPRINT CAR SERIES DECALS/CHAMPIONSHIP POINTS FUND The Iowa Micro Sprint Car Series Board of Directors may direct the display of series and/or sponsor decals on all race cars competing in IMSCS scheduled events. Drivers who compete in the designated amount of point races as establised by the IMSCS Board of Directors policy and display the IMSCS series decal and series sponsor decal(s) on their race car, are eligible for the championship points money fund and contingency awards. All series and/or sponsor decals will be issued by the IMSCS Race Director or his/her designee to each race team. Replacement decals with be issued on an as needed basis. DRIVER SUBSTITUTIONS A driver is allowed 2 driver substitutions per year to count towards the drivers point total. Heats and/or features in any given scheduled date will count as 1 substitution. Hot laps do not count towards substitution. If a substitute driver is used for both heats and all features of a single scheduled date, only 1 substitution is counted. In the event a substitute driver is used, the substitute driver shall inform the IMSCS Race Director or his/her designee. The approval of the substitute driver is at the discretion of the IMSCS Race Director or his/her designee. Combination car and driver substitution will not be allowed. CAR SUBSTITUTIONS A driver is allowed to drive any legal micro sprint car during any IMSCS scheduled event. IMSCS Race Director or his/her designee shall have the discretion to determine if the micro sprint car entered is legal and allowed to compete. The car used for the heat race(s) must be used for the feature race(s). Combination car and driver substitutions are not allowed. RACECEIVERS The use of Raceceivers one-way communications is MANDATORY for all drivers anytime you are on the track in a race car. Drivers shall provide their own Raceceivers radio. Radio checks will be conducted by the IMSCS scorer before competition on the race track begins. The procedure for radio checks will be announced during the pre-race drivers meeting at each IMSCS event. One-way communications are authorized between IMSCS officials and/or host track officials to drivers only. One-way or two-way communications between race teams and
5 drivers are NOT allowed. Any race team found using one-way or two-way communications at any time during any race will be disqualified, forfeit all points earned to date in the IMSCS, and will not be eligible for the championship points money fund or contingency awards. Failure for any driver to follow the instructions of the IMSCS officials and/or host track officials during any race event, by radio communications and/or other means of signalling, will result in disqualification in the event and any other appropriate penalty as may be determined by the IMSCS Race Director or his/her designee, or penalty as contained in other sections of these rules. No points or money will be awarded or paid to disqualified cars. TRANSPONDERS Transponders are the property of the IMSCS and will be issued to each car by IMSCS officials when the race event will be scored using the electronic timing and scoring system. ONLY IMSCS ISSUED TRANSPONDERS WILL BE ALLOWED TO BE USED AT IMSCS SCHEDULED EVENTS. The car owner and/or driver is responsible for properly mounting the transponder as directed by IMSCS officials. The transponder must be returned to IMSCS officials at the end of race event to receive your pay check. Failure to return the transponder will result in a penalty of $200 issued to the owner and/or driver of the car. PASSING POINTS The heat race(s) will be lined up by draw or as directed by the IMSCS Race Director or his/her designee. The feature race will be lined up using the passing point system. Point ties will be decided by a drivers current series points standing or by draw, as determined by the IMSCS Race Director or his/her designee. The second feature race for a "twin features" scheduled event will be lined up by draw or as determined and announced at the pre-race drivers meeting by the IMSCS Race Director or his/her designee. WORK AREA The IMSCS does not mandate yellow or red flag work areas, rules, or restrictions. All work areas, work rules, and restrictions will be at the sole discretion of the host track officials, and if applicable, announced during the pre-race drivers meeting. TECH AREA The IMSCS Race Director or his/her designee will designate and announce the scales and tech area during the pre-race drivers meeting. Only 2 representatives of each car being teched will be allowed in the tech area during the teching procedures. STARTS/RESTARTS During double file starts the pole sitter driver must start the race in a box defined by the entry and exist of turn 4 or other location designated by the IMSCS Race Director or his/her designee
6 announced at the pre-race drivers meeting. The entry of turn 4 is defined as the center point of the radius between the back stretch and the front stretch. The exist of turn 4 is defined as the end of the radius between the back stretch and the front stretch. During double file starts all rows shall maintain side by side, front to back position until such time as the pole sitter begins the race. During a double file or single file restart the leader must start the race in a box defined by the entry and exist of turn 4 or other location designated by the IMSCS Race Director or his/her designee announced at the pre-race drivers meeting. All cars, during double or single file restarts, MUST maintain side to side, front to back position until such time as the leader begins the race. Any car determined to have not maintained side to side, front to back position until the leader began the race, shall be penalized by being scorced at the end of the race. A driver who "jumps" the start of a race, as determined by the IMSCS Race Director or his/her designee, shall cause a caution (yellow flag) of the race and that driver shall be penalized by being directed to the tail of the field by the IMSCS scorer. Failure to follow the instructions of the IMSCS scorer will result in disqualification. No points or money will be awarded or paid to disqualified cars. Any driver who has been penalized a total of 2 times for "jumping" starts during the same race event shall be placed on probation with the IMSCS. The probationary period will last 2 IMSCS race dates. Any violation of "jumping" starts during the probationary period will result in the period being extended 2 additional IMSCS race dates. During the probationary period, the driver will start every heat and feature race at the tail and will not earn any passing points. SPIN/STOP ON THE TRACK Any driver causing a caution (yellow flag), whether coming to a complete stop or not, shall go to the tail for the restart. Stopping is defined as a complete loss of momemtum for any period of time. The IMSCS Race Director or his/her designee shall determine who is involved in the caution (yellow flag). Anytime there is a caution during the race, the IMSCS scorer will announce the restart line-up by one-way communication to the drivers. Failure to follow the directions of the IMSCS scorer, IMSCS Race Director or his/her designee, or host track officials during any heat race will result in disqualification in the race, as well as the loss of points, and you will start the feature race at the tail. You are required to leave the race track if you are disqualified (black flagged). If you refuse to leave the race track after being notified, you will be placed on probation for 2 IMSCS race dates. Failure to follow the directions of the IMSCS scorer, IMSCS Race Director or his/her designee, or host track officials during the feature race will result in disqualification in the race, as well as loss of points and money pay-out for the feature race. You are required to leave the race
7 track if you are disqualified (black flagged). If you refuse to leave the race track after being notified, you will be placed on probation for 2 IMSCS race dates. Example 1: If you spin and stop, or otherwise cause a caution (yellow flag), you caused the caution and you shall go to the tail. Example 2: to the tail. Another car spins you and you stop, you cause a caution (yellow flag) and you go Example 3: A car spins and you take evasion action to avoid contact and results in you either stopping or slowing on the track, if a caution (yellow flag) is displayed, you will restart in the position you held on the last completed lap prior to the caution. Example 4: Cars involved in contact on the track during a green flag, stop as a result of the contact and a caution (yellow or red flag) is displayed, are considered to be part of the caution and will restart at the tail in a position as directed by the IMSCS scorer.
