This one of a kind events highlights the true weekly warriors of dirt track racing and the prestige of the Dirt Track at Charlotte Motor Speedway will make this event historic. Dirt racing s family reunion will be the theme.. with lots of laps and lots of fun A perfect culmination of all of your hard work throughout the season, so please have a good time and enjoy the event to its fullest. 5 SPECIFIC PIT AREA RULES: Alcoholic beverages are not permitted in the pit area during racing. Four-wheelers may be utilized with caution. All motorized carts, UTV s and 4-wheelers must have a permit. ATV s are restricted to the pit area throughout the week. They will not be permitted outside of the pits or in grandstands, 600 Boulevard or on in campgrounds. All ATVs, Golf Carts, UTVs, Bikes, Scooters, Etc. Will be ground 30 minutes after final checkered flag. Vending of any-type is not allowed without the permission of DIRTcar management. Open flames are not allowed in the pit area. Anyone under age 18 must have a minor s release on file. Pit fee applies to all persons regardless of age or duties. Full food concessions are available Your wristband will allow you admission to the main grandstand. We are not responsible for the loss or damage of your property. General Information: 1. The World Short Track Championship is the combination of several of the prominent sanctioning bodies of dirt track racing. 2. The DIRTcar General Rules and Specifications will prevail for every aspect of the event, except in areas where the divisions sanctioning body General Rules interpret differently or conflict. In those cases, the Series will prevail. 3. General race procedures and event particulars are listed in the Competitors Guide and/or communicated at the drivers meeting. 4. This event has a HARD curfew of 11pm when all racing must stop. In most cases, we will pick up the program from that point the next day. Purse/Payoff: 1. All winnings for all events will be paid in the lower pit Command Center after the conclusion of technical inspection for each event. 2. In the event a driver does not pick up their purse money after a completed event, Checks will be mailed within one (1)-business week following the conclusion of World Finals. 3. Contingencies and other special awards: Multiple awards and Contingency awards will be in place for this event. All awards will be summarized and distributed. Please see the posted contingency awards and special awards notice at the Command Center. Decal placement is mandatory. Most contingency awards will be mailed to the team or driver by either DIRTcar and/or the company posting the award. Results and Post Event Info: Results for events, once official, will be available at the lower pit Command Center or the series trailer. Important Event Information: A mandatory driver s meeting is scheduled for each division on Friday and Saturday. Location will be announced. An all division drivers meeting will be held Thursday at 5pm. It is the responsibility of the participant to be present for the meeting. Absence from the driver s meeting may result in penalty. 1. RACE FUEL: VP Racing Fuels will provide the official fueling center for the World Short Track Championship. VP Racing gasoline will be on sale in the pit area fueling area. Please note the posted sales hours. 2. TIRES: The Hoosier Tire compound is located in the pit area on manufacturer s row. Please reference the Competitor Notes for each division for the specific tire requirements for each division. 3. TIRE DISPOSAL: There will be a roll-off container in the pit area for tire disposal. The container will be labeled. Please assist in keeping the pits clean by disposing of your tires in the provided container. Any tires left in the pit area will be associated with a team and the team will be assessed a $25 per tire disposal fee. 5. One-Way radios (RE, Solo II or similar) and transponders (verify with series My Laps or Westhold) are mandatory for in all divisions, during all events including practice. Please be certain you and your car are equipped with each any time you go on the racetrack. DIRTcar offers rental units of each in the pit Command Center. Please be aware, if renting, you will be required to leave your driver s license in exchange until the unit is returned. The one-way frequency is FM Broadcast: Announcers will be broadcast on FM radio channel Feel free to listen to event play-by-play by announcers. 7. Two-Way Radio Transmission: Courtesy of Racing Electronics, DIRTcar and Officials on-track activity will be utilizing radio frequency throughout the week. Please feel free to monitor the frequency to listen for updates or for some good oldfashioned entertainment. 8. Waste Oil: Safety-Kleen Compound - Please dispose of waste oil in the supplied waste oil tank located in the pit area near the maintenance area, in the Safety- Kleen Compound. 9. Schedule: We will make every effort to stay on the schedule as it appears within this guide. However, as we all know we are in Charlotte in October and deviations from the schedule are a strong possibility. Please be aware, the rain-date is Sunday. 10. Motorized traffic will not be allowed on 600 Boulevard after 4pm each day. Entry into the pit area between the hours of 4 pm and 11:30pm will be through Gate 14 behind the Dragway Grandstands. 5

This is DRY camping in front or next to your race hauler. You must request in advance on your entry blank. Pump out service will be available at the track at TOILETS. YOUTHFUL DRIVERS Minimum age to compete is 16. All 16 and 17 year old potential drivers must complete the minor release and be a member in good standing of DIRTcar, SECA, USCS or Home track. Any driver aged 14 or 15 may apply for the Youthful driver exemption by completing the packet available at this website. This is an extensive approval process and must be done in advance. DIRTcar Membership application is required as part of the application. PIT ENTRY AGE REQUIREMENTS For this event, any age may enter the pit area. There is not youth pricing. A pit pass is not required for age 6 or below. Age 17 or younger - A minors release signed by both parents/guardians is required. DIRTvision Plan on your family and friends to follow all the racing action on All events will be broadcast on Live Streaming PPV on DIRTvision and free audio available on DIRTvision audio. Series Membership Series Membership is required for pit pass discount and maybe required for participation. DIRTcar Pro Late Models, UMP Modifieds and NE Sportsman Modifieds membership required. Number of Friday Qualifying Races will be based on the total number cars competing in the event. (8-lap qualifying races) Top 6 if 3 qualifying races, top 4 if 5 or 6 qualifying races, top 3 if 7 or 8 qualifying races, transfer to the feature. Top two (four heats or less), or Winner (five heats or more) will enter the redraw. Balance of qualifiers lined straight up. Feature Event 30 laps Car Field. 2. All cars not transferring to the feature: a. If more than 59 cars enter a C main will be held with the top 2 tagging the two Last Chance Showdowns b. 2 Last Chance Showdowns (8-laps) lined straight up based on qualifying heat finish. Number of Transfers will be announced based on car count filling the field to 22 cars. 3. Four (4) Provisional positions available; a. Position 23 and position 26 to the 2017 DIRTcar Pro Late Model Top 2 drivers in the top 30 current season National championship point standings. b. Position 24 and position 25 to the 2017 SECA Late Model Top 2 drivers in the top 30 current season National championship point standings. c. Additional Provisional starting positions to fill the field, if necessary, will be awarded to the driver(s) based on the first driver s pre-entry receipt and have failed to qualify for the feature race provided the competitor made an attempt to qualify through the qualifying races. Friday Night All Star Invitational 20 laps 1. Up to 20 cars will make up the field. a. All winners of the qualifying heats b. All 2017 track Champions (DIRTcar & SECA priority Other sanction to fill to 20 if needed) c. Top drivers (number based on available spots) from the final DIRTcar National Points d. Top drivers (number based on available spots) from the final 2017 SECA Late Model points e. Top driver from King of Carolinas feature f. Blind or revenge draw for line up. g. Winner, if not qualified, would be added to the Saturday night feature. Event Specific Rules; 1. All starts are side-by-side until the green flag is displayed. The front row must maintain the pace established by the pace car 2. All restarts will take place in the area of the VP Racing Fuels Power Point (indicated by the placement of the VP Fuel Barrels at the exit of turn four). 3. The leader is the control car on all starts and/or restarts. 7

All restarts will be Delaware double-file with lead lap cars to the front - lapped cars will drop to the inside under caution and rejoin the field beginning after the last car on the lead lap in their order of running on the race track at the time of the caution. 5. If the caution is displayed and you must pit, you will not lose a lap in the pits. You may only lose a lap on the race track under green flag conditions. 6. After the completion of lap 25 all remaining restarts will be single file until the completion of the event. 7. All races will end with a green-white-checker finish 8. Caution laps will not count in this event. 9. One-way radios are mandatory 10. When the caution is displayed, please get into single-file order, you will be signaled over the one-way radio when it is time to go double-file and/or restart single file. 11. If at any time the red flag is displayed and competitors are signaled to stop due to a red flag condition, cars must come to a complete stop. After the field is stopped and is under control of the pace car, Officials, will instruct any vehicle not involved in the red flag incident that needs to pit for service, to pull up to the pace car prior to being released to the pit area on the one-way radio. Any car that pits during the red flag period will be required to restart at the tail of the field in their respective position. If any car heads to the pits without following the instructing over the one-way radio, a 1-lap penalty may be issued. 12. To be eligible for other available contingencies you must run the decals. Included is a guided map for two available options to place decals on your vehicle. 13. Immediately following the conclusion of the event, the first place car needs to go to the scale first, then we need second and third to the scales and to victory lane. The maximum width of the tire will be 9 inches. The M-60 and H-40 may be used as a right rear option tire.no GROOVING allowed. Siping permitted on M-60 when used as a right rear. There is a $100 entry fee to enter the weekend event. See the back of this guide for downloadable form. With each entry comes one free overnight pit area camping permit. b. Open to 2017 DIRTcar licensed Sportsman-Modified drivers only. c. Log onto to apply online or download a printable DIRTcar Sportsman license application. Friday Night All-Star Invitational: Eligible Drivers: a. Top-12 in 2017 DIRTcar Sportsman Championship Series Final Points b. Any 2017 DIRTcar Sportsman Championship Series feature winner c. Winner from each qualifying heat race (2 nd place from heat races to complete field of 20 if needed) Event Procedural Rules a. This is a non-point post-season event run under DIRTcar Sportsman Championship Series guidelines. b. All teams draw for qualifying group in the series trailer. Teams will run timed hot laps and heat races within the group and sub-group assigned. c. The number of groups will be determined by the series officials based on the total number cars competing in the event. d. Timed hot laps will be two (2) laps. e. A driver missing his/her timed hot lap group will receive no time and start tail in assigned heat. f. Heat races will be eight (8) laps. g. Last Chance Qualifiers will be ten (10) laps. h. A redraw will determine the first starting positions, depending upon number of heat races run. The top-12 in final DIRTcar Sportsman Championship Series Points are guaranteed starters for the Friday 20-lap invitational. All qualified cars will be required over the scales following heat races and consolations. d. The top five finishers will be required over the scales following the feature event. Fuel a. Only D -type VP Racing fuel will be permitted for competition. D-98 will be the only specified fuel permitted at any sanctioned DIRTcar and/or Super DIRTcar Series event. In addition a maximum 94 octane, R+M/2 standard pump gasoline will be permitted. b. Blending of fuels or gasoline, including VP spec (including D ) fuels of different octane will not be permitted. Alcohol, methanol, nitrous oxide, nitro-methane and/or propylene oxide will not be permitted. c. Fuel may be subject to inspection and testing at any time. Proof of purchase for the official fuel of DIRTcar may be required. d. Only one mechanical fuel pump in the stock location will be permitted. Fuel must be delivered through the fuel system from the fuel cell to the mechanical fuel pump. Fuel systems that require a return line, a pressure regulator of any type and/or other volume and/or pressure altering device will not be permitted. Approved Shock Absorbers: All shock absorbers for the DIRTcar Sportsman must be approved and display an approved designation decal. There will be three types of approved designations, A, B and C. 13 Wheels a. Only one-piece steel and aluminum wheels will be permitted for competition. Magnesium, carbon fiber and/or any other exotic type material will not be permitted. b. The maximum rim width will be 14 -inches when measured from the inside of left bead to the inside of the right bead of the wheel. Only wheels 15 -inches in diameter will be permitted. c. Only beadlocks on the outside of any wheel will be permitted. Any wheel utilizing a beadlock must maintain a minimum diameter hole of 11 or 5 inches inside the beadlock and the wheel. Beadlocks may only be used on the outside of the wheel. d. Wheel covers and/or hubcaps will not be permitted on the inside of the wheel(s). Wheelcovers and/or hub caps will be permitted on the outside of the wheel providing they are one piece, bolted in 3 places to the wheel and/or beadlock and that they maintain a minimum thickness of.090 with a minimum 1 diameter hole in the center of the cover. Only steel wheel cover fasteners will be allowed. It is highly recommended that wheel covers have a minimum of 5 mounting points. Foam inserts (with approved installation) may be permitted. If wheel covers are not properly installed, they may not be permitted. e. A minimum of five (5) lug nuts on the rear wheels will be required. A minimum of three (3) lug nuts will be required on the front wheels. Knock off hubs of any type on any wheel will not be permitted. Tires a. Only the following Hoosier tire sizes/compounds will be permitted: Front - 11/82-15/D300, D400 Front - 13/82-15/D300, D400, D500 Rear - 13/87-15/D300, D400 Rear 13/89-15/D300, D400 Rear - 13/92-15/D300, D400, D500 b. The altering of any tire compound, by any means, will not be permitted. Chemical alteration of the tread carcass and/or tread compound, such as tire soaking and or the introduction of tread softener and/or the physical defacement (removal, altering and/or covering) of tire sidewall markings in any manner will not be permitted. If any competitor is found to have altered their tires any penalty deemed appropriate by Super DIRTcar Series and/or DIRTcar Officials may be issued. c. Tires may be protested by another competitor following the protest rules as stated in section Any tire may be inspected and/or analyzed for alteration at any time. This will consist of a process as determined by the independent laboratory that performs the analysis. A Chain of Custody process will be outlined with the competitor upon inspection of the tires. The analysis process will require shipment of the tire to the selected laboratory. Additional race event(s) may be completed before a determination is made. If a penalty is issued, the event(s) that fell into the analysis time period while the tire(s) were being analyzed may be considered as part of the penalty time period. Each car must have one (1) unaltered muffler per exhaust. b. The exhaust must exit past the driver and the exhaust must flow toward the rear of the car in an upward manner away from the racing surface. Exhaust systems that face the outside of the car will not be permitted. c. Each muffler must have a tail pipe that is a minimum of 10 -inches long when measured off the rear edge of the muffler. d. Cross-over and/or the joining of exhaust systems from side-to-side will not be permitted. e. Any manufacturer of exhaust header is permitted, but the header material must be magnetic steel and/or stainless steel. f. No aftermarket (racing) headers. Factory production header allowed without any tuning alterations. 11. Computer may be chipped and/or tuned to adjust or remove factory rev limiter. NOTE: It is helpful to have a manual for your make and model car or truck if you are concerned that a question will come up in post-race inspection. Weight Rules: All cars must weigh 2,100 pounds with car and driver after the race. Body / Wheel / Tire Rules: 1. Any front or rear wheel drive car or truck 2. All Oshweken Speedway cars must abide by the rear gear rule determined by officials for use at Charlotte Dirt Track. Heats Line-up: 1. Unless announced otherwise, qualifying races will be lined up by the draw. After the draw is completed, cars will be lined up with the #1 draw or lowest drawn number on the pole of the first qualifier, the #2 draw on the pole of the second, etc. 2. Number of Friday Qualifying Races will be based on the total number cars competing in the event. (8-lap qualifying races) Top 6 if 3 qualifying races, top 4 if 5 or 6 qualifying races, top 3 if 7 or 8 qualifying races, transfer to the feature. Top two finishers will enter the redraw. Balance of qualifiers lined straight up. Feature Event 25 laps (or as adjusted) 1. Up to 26 Car Field. Event Specific Rules; 1. All starts are side-by-side until the green flag is displayed. The front row must maintain the pace established by the pace car 2. All restarts will take place in the area of the VP Racing Fuels Power Point (indicated by the placement of the VP Fuel Barrels at the exit of turn four). 3. The leader is the control car on all starts and/or restarts. 4. All restarts will be double-file with lead lap cars to the front - lapped cars will drop to the inside under caution and rejoin the field beginning after the last car on the lead lap in their order of running on the race track at the time of the caution. 5. If the caution is displayed and you must pit, you will not lose a lap in the pits. You may only lose a lap on the race track under green flag conditions. 6. After the completion of lap 20 all remaining restarts will be single file until the completion of the event. 7. All races will end with a green-white-checker finish 8. Caution laps will not count in this event. 9. One-way radios are mandatory 10. When the caution is displayed, please get into single-file order, you will be signaled over the one-way radio when it is time to go double-file and/or restart single file. 11. If at any time the red flag is displayed and competitors are signaled to stop due to a red flag condition, cars must come to a complete stop. Any car that pits during the red flag period will be required to restart at the tail of the field in their respective position. 22
23 12. To be eligible for other available contingencies you must run the decals. Included is a guided map for two available options to place decals on your vehicle. 13. Immediately following the conclusion of the event, the first place car needs to go to the scale first, then we need second and third to the scales and to victory lane. Unless announced otherwise, qualifying races will be lined up by timed hot laps. 2. All teams draw for qualifying order in the series trailer. 3. The number of groups will be determined by the series officials based on the total number cars competing in the event. 4. Timed hot laps will be two (2) laps. 5. A driver missing his/her timed hot lap group will receive no time and start tail in assigned heat. 6. In the case, a simple draw is used: once the draw is completed, cars will be lined up with the #1 draw or lowest drawn number on the pole of the first qualifier, the #2 draw on the pole of the second, etc. General: The MMSA strives for the best 4-cylinder competition around, hands down. We welcome each and everyone to the 2017 Racing Season. The following rules are set for 2017 Racing Season. Good luck to every team. The rules and regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events sponsored and conducted by MMSA; however there are certain rules and regulations that are set forth by each track that will have to be adhered to. No express or implied warranty of safety shall result from publication of or compliance with these rules or regulations. They are intended as a guide for the conduct of the sport for each competitor and spectator. MMSA Protest Procedures: refer to website Pre-Race Inspection: All cars must go through pre-race inspection. At this point a MMSA official has the right to check the following: carburetor, suspension or chassis. If found not to meet MMSA rules you could be subject to change the part or add weight at this time. Pre-Race inspection ends when the drivers meeting starts, you must be in line. If you do not go through pre-race inspection you will be penalized and first out for qualifying or starting last in the last heat race Post-Race Inspection: The top 5 cars in the feature are to cross the scales with the top 3 proceeding to the tech area. At this time there will be 3 envelopes; the winner will pick 1 st, then 2 nd will pick an envelope and 3 rd will get the last envelope. Inside will be what is inspected on those cars. The only times the envelope system will not be used is on Crown Jewel Races (over $2000 to win). Safety: All cars must have a roll cage that has been approved by the MMSA. All drivers MUST wear a full fire suit (jacket and pants). Gloves, racing shoes and window nets are recommended. All cars MUST have a working Fire extinguisher within the reach of the driver. Driver is not to exit car unless it is on fire or upside down. If driver exit s car for any other reason is subject to be disqualified. NO TWO WAY RADIO S, Raceceiver only. It is also recommended to have a full containment seat or head / neck restraint device. You will be given a 25lb weight break TOTAL (this is for 1 NOT each). All added weight MUST be secured by ½ bolt and painted white with car # on it. Fuel: The official Fuel of the MMSA is VP Racing Fuel: VP 110 or VP 114 Fuel is to be NON OXYGENATED Buying fuel from the track is allowed but MUST inform Tech that fuel was purchased from track if fuel is checked. 24

It is the responsibility of each track to provide scales and we have to use what is provided. **If You Are Caught Cheating for A Major Violation such as porting, light crank not claimed, stroked crankshaft, NOS, anything listed NOT Allowed, or something without a doubt you knew was cheating you will be stripped of all points, winnings and banned for 365 days. Minor Offense you will forfeit all points and winnings for that night and possible race suspension (MMSA discretion).** **IF IT DOES NOT SAY YOU CAN T DO IT, IT DOES NOT MEAN YOU CAN. ASK TECH.
