AL TO NOTE DECISIONS / ACTIONS TAKEN SINCE THE FOC MEETING Council & ESB decisions, notable information from Council 22 May 2018: The ESB unanimously approved the request for a Rules Deviation regarding on-course refreshments from the organisers of the Orienteering World Cup in Norway in August/September According to the Rules Deviation, competitors own drinks cannot be accommodated at refreshments stations for the Long Distance race due to logistical reasons. AL

2 Page 2 4 June 2018: The ESB unanimously appointed Jüri Joonas (EST) as the Event Adviser (EA) for the FISU World University Orienteering Championships in Smolensk, Russia in June 2018: The ESB appointed Jaakko Lajunen (FIN) as the Senior Event Adviser (SEA) for the European Orienteering Championships in Rakvere, Estonia in June 2018: At the IMGA Annual Meeting, it was announced that the IMGA and IOC have signed an agreement that WMG will be held in the Summer Olympic Games venue one year following, i.e. Paris in 2025 and Los Angeles in June 2018: World Urban Games Several Skype and phone meetings were held prior to the SportAccord Convention regarding the inclusion of orienteering. A special meeting of all interested IFs was held at SportAccord and it was announced that Orienteering was prequalified as one of 7 sports for the games. The GAISF organisation is now looking for host venues, but work is behind schedule. More will be known about organisation and financial concepts during the fall. FOC to be involved once the concept is ready. 15 June 2018: Council appointed HUN the organiser of EYOC 2020 based upon the recommendation of the FOC. The dates were approved as June June 2018: Council appointed USA the organiser of NAOC 2020 based upon the recommendation of the FOC. The dates were approved as July NAOC 2020 will also include Junior and Youth Championships. 15 June 2018: FOC had proposed to Council to initiate a test period for allowing the use of map scale 1: for Long Distance competitions (in WREs and Regional Championships only). The test period would commence immediately and run until 31 December Event Advisers would be given the opportunity to approve the use of 1: but would in such cases be required to report back to FOC and the Map Commission following a set of specific questions. Council approved the FOC proposal for implementation. 15 June 2018: Council approved the rules for the Oceania Junior & Youth Orienteering Championships which would be held together with the Oceania Orienteering Championships, first time in June 2018: Based upon discussions held in connection with the evaluation visit for WOC 2022 in Paris, TH asked for Council support to potentially assign a World Cup event to FRA and Paris during This since the decision for inclusion in the 2024 Paris Olympic Games would be in late Council approved, including potential financial support to FRA to be able to provide TV productions. TH was tasked with working further with FRA regarding this. 15 June 2018: Mikko Salonen proposed a rules deviation so that when preparing the new bid documents for the next bid period, it could be communicated that Council, if receiving several bids of high quality,

3 Page 3 could appoint organisers for multiple years. Council approved the rules deviation, only for the next round of bids for WOC and WMOC, and for the maximum of 2 organiser appointments. David Wästlund was tasked with including information about this in the bid documents. 15 June 2018: Council decided that the name for the Sprint WOC 3 rd Format should be Knock-Out Sprint. The decision was based on a recommendation from FOC of two names, and the result of an online survey of the orienteering community where Knock-Out Sprint received more than 75% of 500 votes. FOCUS ON KEY OUTCOMES STRATEGIC PLANNING & EVENT QUALITY 3 Strategic Planning Several applications were received for most of our High Level Events. Multiple applications are expected for WOC 2023, so at the moment the focus should be on realising the strategic planning calendar that was set out in 2017 and fixing dates especially for World Cup events as soon as possible. FOC noted that the only major event currently missing an organiser is EOC 2021 and we have a plan for identifying one. No additional activities in this area at the moment. 4 The World Games (TWG) In mid-april, orienteering was confirmed to be a part of The World Games 2021 in Birmingham, USA. FOC s initial responsibilities will be proposing an SEA and defining the qualification criteria. The competitions and the number of participants remain the same from Cristina Luis (USA) will be named as Competition Manager. TH to visit Birmingham in November SEA will be contacted and confirmed in the fall of Action USK to contact SEA. 5 World Orienteering Championships (WOC) WOC 2018, Latvia. Status report. No new SEA report available. The event is ongoing during the meetings. WOC 2019, Norway. Status report. No new SEA report available. Venue is Sarpsborg, Østfold. Dates are August. Progress seems to be on track. Sprint WOC 2020, Denmark. Status report. No new SEA report available. Dates are 7-11 July. Bulletin 1 is published. The programme is Sprint Relay on Day 1, Knock-Out Sprint on Day 3 and Individual Sprint on Day 5. The organiser seems to be making very good progress. WOC 2021, Czech Republic. Proposed dates are 4 th -8 th of July. After discussions with the organiser, FOC approved the programme as Middle Q (day 1), Middle Final (Day 2), Rest day (Day 3), Forest Relay (Day 4), Long Final (Day 5). No major actions expected until after the World Cup in October. MKH, HLP, AL AL DL, AL. PM

4 Page 4 Sprint WOC 2022: Two bids were shortlisted this spring: Paris (FRA) and Edinburgh (GBR). AL presented the findings of the assessment visits and FOC made a recommendation for Council decision, who subsequently appointed GBR as the organiser for Sprint WOC Special Rules for WOC: FOC agreed to update the Special Rules for WOC every year in the same way as is done for the World Cup. Action BT to update for European Orienteering Championships (EOC) EOC 2018, Switzerland. JM gave a short oral report. This seemed to have been a fine event overall. EOC 2020, Estonia. The Estonian application was approved by Council. Dates are August. Proposed programme is the same as the fixed WOC programme (forest). FOC recommends approval of EST s request to allow B -finals in the Middle Distance competition. Action AL to inform ESB. EOC The event will have the same formats as the sprint WOC. Application deadline was 31 st March 2018, but no application was received. This should be World Cup round 2/3. EOC in the future: FOC established a Working Group to adjust the rules for EOC after the split in forest and sprint EOCs. Members of the Working Group: AL (chair), USK, JM and BT. Action AL to initiate the work of this group before the next FOC meeting. 7 World Cup (WCup) World Cup 2018: status report o Round 1 Switzerland, as part of EOC (5-13 May). o Round 2 Latvia, as part of WOC (4-11 August). o Round 3 Norway: Pre-WOC in Østfold will be held from 31 st August to 2 nd September. (Shortened) long distance on Friday, a prologue and a pursuit (16:00) on Saturday and a forest relay on Sunday is on the programme. Bulletin 3 was published in June. o Round 4 Czech Republic: Dates are 4-7 October, with the Knock- Out Sprint on Thursday, a Sprint Relay on Friday, a Middle Distance on Saturday and an Individual Sprint on Sunday. Preparations seem to be on track. World Cup 2019: status report o Round 1 Finland, somewhere in the Helsinki metropolitan area, the week before Jukola (8-11 June). Two forest competitions on the weekend and one Relay competition (Sprint Relay on Suomenlinna?) on Tuesday. o Round 2 Norway, as part of WOC (13-17 August). o Round 3 Switzerland: (Laufen, near Basel), Sprint-based round. Dates are September. The plan is to have three AL, PM BT, MKH, PM

5 Page 5 competitions with a Middle Distance, a Knock-Out Sprint and an (Individual) Sprint. o Round 4 China: BT as SEA gave an update. The Partnership Agreement is signed. The province of Guangdong (around Guangzhou) will host the event. Jaroslav Kačmarčík is a part of the organisation. The dates will be between October with one individual Sprint competition (without qualification), one Sprint Relay and a Middle Distance (similar to that in The World Games in 2009 and 2013). FOC approved the Middle Distance format, although the terrain is a mix of park and forest and known to some competitors. It was agreed, that the map should be 1: Mapping should be done this autumn as the vegetation there is seasonal. o Special Rules for World Cup 2019 must be approved by Council in October in order for the teams to have adequate time for planning. FOC discussed, adjusted and approved the draft for the Special Rules for Action BT to finalise following discussions with event organisers and SEAs. World Cup in the future: From 2020 and onwards the intention is that the World Cup will be held with 3 fixed rounds. The 3 rd World Cup round in 2020 is proposed to be the EOC (forest). Discussions with O- Ringen AB and Verein Swiss Cup regarding the World Cup for the years had reached the stage that a written agreement had been proposed and was being discussed between the parties. The goal is to finalise the agreement as soon as possible. A decision will need to be reached on scoring; AL, HLP and BT set up a working group to discuss this question before developing a proposal for FOC. 8 Junior World Orienteering Championships (JWOC) JWOC 2018 Hungary: This was a fine event from a technical perspective. The only minor issue to report is the lack of visibility for the event. JWOC 2019 Denmark: Status report. No new SEA report available. Dates are 6-12 July. Preparations are on track. The rule deviation request regarding a 1-minute (1,5 minute) start interval in the long distance competition (with butterflies) is said to be withdrawn by the organiser, as there was no support for it from the team officials at JWOC JWOC 2020 Turkey: New SEA report available. The Event Plan was signed by JM in March. The Event Centre is moved closer to Istanbul, to Gebze University. Dates are 28 June 5 July. JWOC 2021: Three applications received from POR, ROM and SWE. Presentations were made during the FOC meeting on Sunday morning. Following these meetings, FOC gave its final recommendation to IOF Council, who subsequently appointed POR as the organiser for JWOC HLP

6 Page 6 General Assembly proposal. The IOF received a proposal for the General Assembly from NOR regarding a program change for JWOC, adding a Sprint Relay competition in place of the Middle Distance Qualification. Council was in support of the principle of including the Sprint Relay in JWOC, however this prompted an evaluation of the whole JWOC programme. Council tasked FOC with performing an analysis and recommendation, with the intention of putting forward a counter-proposal to be presented at the General Assembly. o AL asked the coaches at JWOC 2018, who didn t present a clear view. In general, they wanted to retain the Middle Distance Qualification competition, but were also sympathetic towards the idea of including a Sprint Relay competition. FOC presented an evaluation to the IOF Council and got feedback from the Council meeting. FOC was asked to draft a new paper about the JWOC programme in the future with the intention that FOC and IOF Council should present a joint proposal at the General Assembly in October. Action HLP. 9 World Masters Orienteering Championships (WMOC) WMOC 2018 Denmark: No final SEA report available. This was one of the biggest WMOCs in the last decade. Despite some challenges with start list creation and parking, this seemed to be a fine event. WMOC 2019 Latvia: Status report. No new SEA report available. Approved dates are 5-12 July. Some concerns about a lack of manpower. Most key officials are also working with WOC, i.e. they will most likely not start the work until after WOC. Next SEA visit scheduled for August. Some challenges regarding transport to the forest events are still to be resolved. Bulletin 1 was published in March. WMOC 2020 Slovakia: Status report. SEA Francesco Giandomenico and Assistant SEA János Sümegi approved by Council. First SEA visit scheduled for August. Dates approved by Council: 7-15 August, WMOC 2021: four bids from BUL, ESP, ITA (same as WMOC 2020 bid) and JPN (together with WMG 2021). FOC shortlisted BUL, ITA and JPN for assessment visits, which were carried out by DM & TH in May and June. FOC went through the assessment reports and made a recommendation for Council, who subsequently appointed JPN as organisers of WMOC WMOC Questionnaire: a questionnaire was sent out to WMOC participants after the 2018 event. DM presented the results. The start interval for MF was discussed by FOC, but we agreed to stay with one minute for at least another year. WMOC Long Distance Qualification: DM presented an analysis of the current qualification method. A sub-group consisting of DM, BT and HLP was formed to propose minor changes for the 2019 FootO Competition Rules. Action DM. DM, BT, JM

7 Page 7 10 Senior & Youth Regional Orienteering Championships (outside Europe) North American Orienteering Championships 2018 (Senior & Junior), 18 th -21 st August 2018, Whitehorse, Yukon, Canada. Clarification for the 2018 edition: The winner of the M21 & W21 courses (and not the classes) get the extra entry spots for WOC South American Orienteering Championships 2018 (Senior & Youth), 5-11 November 2018, Uruguay. No new SEA report available. Bulletin 1 was published in April. Asian Orienteering Championships 2018, Hong Kong. Dates are December. Bulletin 2 published in July. Bulletin says AsOC is organised in classes M/W 18E, 20E & 21E. Asian Junior & Youth Orienteering Championships 2019: Japan applied. FOC recommends the application for Council approval. Oceania Orienteering Championships (Senior, Junior & Youth) 2019, 28 th September 6 th October 2019, Wagga Wagga, NSW, Australia. Asian Orienteering Championships 2020: South Korea had shown interest in applying to organise. No news for now. North American Orienteering Championships 2020 (Senior & Junior): Lake Tahoe (CA), USA. Dates are July. NAOC 2020 will also include Junior and Youth Championships. South American Orienteering Championships 2020 (Senior & Youth): rumours are that Brazil will be the only candidate and that the proposed event venue will be the area of Foz do Iguazu. BT, JM FOCUS ON KEY OUTCOMES RULES 11 Rules The 2019 FootO Competition Rules will be approved by ESB. FOC should aim to get the changes ready by 15 th November. Action USK to conduct the process. Proposals: Rename Guidelines to Guidelines/Manuals in 2.12 Amend 9.14 or EOC appendix to ensure that 9.14 covers EOC Middle Distance Qualification. Clarify if it is valid for other competition formats as well. DL: We shall define the exact names of all the classes in each format as follows: WOC: Men, Women; JWOC:...,... > the same or M20 and W20?; Qualification: Men Heat 1, Men Heat 2, Men Heat 3 and not Men A, Men B, Men C etc.; Sprint Relay and not Mixed relay or USK, DM

8 Page 8 similar; Finals: Men A Final, Men B Final, etc.; When only A Final then: Men Final, Women Final - without the letter. NAOC Rules (and Oceania): Clarify that the Regional Champion s personal WOC place does not have to have been entered in the 21E class. Add rules for NAJOC/NAYOC Add Event Supervisors to the Rules ITC to prepare a short document proposing removal of 1/10 second timing. To go to IOF Council after input from FOC & RC. Knock-Out Sprint rules to be added The minimum distance between controls in sprint competitions to be changed from 15 to 20 metres. Pending on IT Commission report. [PMN: rename the Sprint format to Individual Sprint or Time-Trial Sprint or AL] 12 Liaising with FootO Athletes Commission (FOAC) & Coaches Reference Group (CRG) Entourage reference group AL to organise a meeting with coaches and athletes during the final World Cup round in 2018 in Prague, with the main focus on the evaluation of the Knock-Out Sprint format. The meeting will be in Prague at 18:00 Friday 5 th October. AL to organise. DL will also be there, other FOC members are welcome to participate. 13 Mapping issues FOC had proposed to Council to initiate a test period for allowing the use of map scale 1: for Long Distance competitions (in WREs and Regional Championships only). The test period would commence immediately and run until 31 December Event Advisers would be given the opportunity to approve the use of 1: but would in such cases be required to report back to FOC and the MC following a set of specific questions. Council approved the FOC proposal for implementation. ACh followed this up by contacting the Event Advisers and this work is currently ongoing. ACh sent comments about the new ISSOM draft to the IOF Map Commission. DR will liaise with Map Commission to make sure that there is no doubt about which symbols are forbidden to cross. Map Commission s new map control process was working OK in most cases. Two events, JWOC 2018 and WMOC 2018, had not submitted maps for review in time. The IOF Council earlier discussed a need to review sanctions on organisers who do not meet the requirements in contracts. AL, PM JM, ACh

9 Page 9 FOCUS ON KEY OUTCOMES EVENT ADVISING 14 Event Advising EA Clinics: o High Level Organiser Clinic in China: this was a successful Clinic with Chinese participants. It was organised by the Orienteering Association of China. USK, AL, Száva Zsigmond and Jaroslav Kačmarčík led the Clinic. Focus areas were event advising, high level event organisation and course planning. o Event Advising Clinic in Hong Kong will be held on December, in conjunction with ASOC (21-26 December 2018). OAHK is the organiser, with USK responsible for the content. o High Level Event Seminar Venue is Prague, dates are confirmed as 1-3 February. Friday will be a closed TV seminar, Saturday and Sunday a HLES. AL volunteers to be responsible for organisational matters. HLES content planning group: USK, HLP, AL, MKH. o Planned Clinics for 2019: BT to check if there is interest for a Clinic in conjunction with the Oceania Championships. Action BT. FOC hopes to have an EA Clinic in Sweden in Action USK. The new SOFT Sports Director Tomas Stenström is invited to the FOC meeting in Borås. AL to investigate the possibility of an EA Clinic in the autumn of 2019 in CZE. Action AL. USK, HLP INCREASE THE ATTRACTIVENESS OF ORIENTEERING TO YOUNG PEOPLE 15 Youth promotion Extended remit. Special tasks for 2018 are (all with partial responsibility): Support Council and the IOF Office in seeking inclusion in the Youth Olympic Games Encourage IOF regions to conduct regional youth/junior competitions Develop / maintain competition rules for regional junior / youth competitions Develop the EYOC Organisers Guidelines BT gave an update. There is good progress with championships in all regions except for Africa. The production of Regional Championships Rules is also in an advanced state. BT

10 Page European Youth Orienteering Championships (EYOC) EYOC 2018: Veliko Tarnovo, Bulgaria. Dates are 28 th June 1 st July. Final SEA report available. This looked to be a good event from the report. ACh gave an update. He got some hints from participants for improvement of the Manual. EYOC 2019: Grodno, Belarus. Status report. Dates are approved as June Bulletin 1 was published in July. EYOC 2020: Salgótarján, Hungary. Council approved FOC s recommendation, with the dates set as June. ACh STRENGTHEN IOF POSITION ON THE WORLD SPORTING STAGE EVENT DEVELOPMENT 17 Organisers Guidelines (Manuals) WOC Organisers Manual: DL & HLP set up a milestone plan about when this can be finalised. First draft to be ready by November C-G Strutz assists in creating the WOC Manual. MKH volunteered to assist in proofreading the chapters. JWOC Organisers Guidelines: The 2018 version of the Guidelines are published in the Event Overview Tool format. The contents can be accessed from here: WMOC Organisers Manual: The 2018 version was published in February. WRE Organisers Manual: The 2018 version was published in late April. EYOC Organisers Guidelines: Brand new guidelines were published on the IOF website. The EA for EYOC 2018 agreed to use the document and propose improvements after the competition. Manual transformation project: The JWOC Guidelines are already published in the Event Overview Tool as a Manual. The WMOC Guidelines was renamed as a Manual as were the WRE Guidelines. The FootO Competition Rules for 2019 should also be updated with this new term and it will eventually be merged into the WOC manual project. Course Planning Guidelines: BT earlier suggested to have a review of the course planning principles especially for Sprint. Inspired from WOC courses how difficult should Sprint be? The document shall also contain more recent map examples. PM volunteered to manage the revision. 18 Knock-Out Sprint format development FOC s tasks for 2018: HLP, MKH, USK DL, JM

11 Page 11 develop a testing plan for 2018 (fine-tuning and identification of possibilities to have competition testing with spectators and media production). update the format description document paper by 30 th September (for the IOF General Assembly) and by 30 th November (annual update to be published on the IOF website with the findings of the World Cup in CZE. Action DL, AL & JM to review. find an appropriate name for the 3 rd sprint format. Done. It was previously agreed that the Why document (a discussion paper explaining the choices made) could be further developed. This is still missing. It was also previously agreed that the Milestone plan (a plan showing the milestones and the test and development events that will be held until the format is finally ready for WOC 2020) document could be further developed. VISIBILITY OF ORIENTEERING 19 World Ranking Events (WRE) Update. The World Ranking Scheme Rules were updated in October World Ranking System (WRS) review project: The working group and reference groups were established, and work had begun in the working group. DM and BT are both members of the working group. FOC received an update from DM. The working group will make its recommendations to the next Council meeting with a view to start with the new system from 1 st January DM, BT STRONG MANAGEMENT AND FUNDING TEAMWORK 20 Any Other Business (AOB) The IOF Office is currently conducting a remake of the IOF website FOC will get a subsite to manage. The ambition is to release the new website at the end of ACh volunteered to be the webmaster of this subsite. AL volunteered to be responsible for the content. 21 Next meetings FOC Meeting 4-18: In Borås, Sweden, 9 th -11 th November in conjunction with a local 3-day sprint event. MKH to distribute written information by 31 st August. FOC Meeting 1-19: 18 th -19 th January, as part of the IOF Joint Meeting. Venue will either be Frankfurt or Warsaw. IOF Office to organise. FOC Meeting 2-19: 3 rd -5 th May. Venue TBD. AL all
