1 Regular Meeting Minutes Page #1 February 8th, 2018 POKEGAMA TOWNSHIP APPROVED MINUTES OF THE REGULAR BOARD MEETING FEBRUARY 8TH' 2018 Chairman Dave Deutsch lander called the meeting to order at 7:00p.m. and the Pledge of Allegiance was said. Supervisors present were Jason Zastera, Terry Peterson, Dean Swenson and Henry Fischer. Also present were Treasurer Rick Wickre, Zoning Administrator Gordy Johnson and Administrative Clerk Susan Alderink. AGENDA Chairman Deutsch lander asked if there were any changes to the Agenda and hearing none Dave Deutsch lander motioned, Jason Zastera seconded to Approve the Agenda as written. APPROVE MINUTES Henry Fischer motioned, Terry Peterson seconded to approve the January 11th, 2018 Regular Meeting Minutes as written. Henry Fischer yes, Terry Peterson yes, Dave Deutschlander yes, Jason Zastera yes, Dean Swenson abstained. Motion carried. PAYROLL CLAIMS Terry Peterson motioned, Dean Swenson seconded to approve Payroll Claims Ck# through Ck# and Ck# through Ck#11252 for a total of $9, SEWER CLAIMS Dean Swenson motioned, Dave Deutsch lander seconded to approve the Sewer Claims Void Ck# 2919, approve Ck# 2920 through Ck# 2930 for a total of $28, All in favor motion carried. TOWNSHIP CLAIMS Henry Fischer motioned, Terry Peterson seconded to approve Township Claims Ck# through Ck# for a total of $4, PUBLIC COMMENT- None REPORTS TREASURER: Treasurer Rick Wickre reported that the Cash Control for the month of

2 Regular Meeting Minutes Page #2 February 8th, 2018 January 2018 was $287, and the Actual was $285, Rick stated that the Budget and Actual shows less spent in January 2018 than in January of 2017 which leaves us with all positive fund balances. Dave Deutschlander motioned, Jason Zastera seconded to approve the Treasurer's Report as given. BUILDING DEPARTMENT: Building Supervisor Terry Peterson reported that he has fixed the toilet in the men's room and the kitchen sink. Terry also said that he would be looking at the outside light on the south side of the building, which currently is not working. CLERK: A. Terry Peterson motioned, Dean Swenson seconded to approve the following Election Judges for the March 13th, 2018 Township Election: Susan Alderink, Darla Hall, Victoria Sigurdsen, Anita Sparks, Cordia Swenson, Pauline Royce, Aria Kuss, Donna Zastera, Elaine Garaghty, Germain Hoschka and Gordy Johnson. B. Dean Swenson motioned, Henry Fischer seconded to approve Resolution appointing the 2018 Ballot Board for the March 13th, 2018 Election. The Ballot Board consists of Susan Alderink, Darla Hall, Anita Sparks and Victoria Sigurdsen. C. Dave Deutsch lander motioned, Terry Peterson seconded to allow PGP Computers/Paul Probach to use remote access with the Township employees computers for quicker and less expensive updates and general issues. All in favor motion carried. D. Township Mail Box- Terry Peterson will take care of removing and having it welded back to its original shape. E. Clerk Alderink suggested that the Board approve a new laptop computer for Zoning Administrator. The current Zoning Computer is near five years old and was purchased used. Clerk Alderink stated that there is a HP currently on sale at Staples that would work well for around $ Terry Peterson motioned, Henry Fischer seconded to approve the new laptop computer for Zoning Administrator Gordy Johnson.

General Report- Zoning Supervisor Terry Peterson gave a short update with data on the Survey that was sent out to Township residents in October Terry is currently putting the numbers together and will be working on the comment section of the Survey next and reporting back to the Board and Planning Commission at that time. B. Woischke's Condtional Use Permit was discussed and there was discussion on where the second entrance to the development should be. The Township is currently agreeing that a road should come back out on to Island Resort Road. Mr. Woischke is still working with his bank Wells Fargo to get the last four months of Sewer Usage bills paid which will be required before this permit can go forward. The Township is waiting to hear back from Mr. Woischke's staff on that issue so things can proceed. C. Parking on Township Roads- Discussion was had and it was decided to go with the Snow Removal Policy which states there is no parking on Township Roads in the winter months. The Clerk was also directed to publish the Snow Removal Policy in the Pine City Pioneer in the fall so that the Township Residents are aware ofthe parking rules and the 4" minimum snow depth rule for the snow to be plowed off the roads. Henry Fischer motioned, Jason Zastera seconded to publish the Snow Removal Policy in the Pine City Pioneer in the Fall. ROADS: Road Supervisor Jason Zastera spoke about the trees on White Oak Road that need to be taken down in front of the Brackenbury residence. Jason will set up to get those trees taken out of the right of way and also get the Township's Permission form signed and returned to the Clerk. FIRE & ANNEXATION: Fire Supervisor Terry Peterson let the Board know that the Brook Paark Fire Department would like to see the Supervisors attend one of their Fire Department Meetings to discuss the option of using the Brook Park Fire Department as their primary Fire Department for the Township. The Fire Department meetings are on the First Monday of the month. SEWER: A. Woischke- A little discussion was had on the end of the Woischke Litigation

4 Regular Meeting Minutes Page #4 February 8th, 2018 and the future of the working relationship with Mr. Woischke and the new Agreement that was signed in December. The installation of the Flow Meters for the Manufactured Home Park was discussed and the cost of the Flow Meters rising to $54, from the cost of $49, from last fall for an increase of $4, Terry Peterson motioned, Dean Swenson seconded to have the Clerk talk with Stantec and order the 2 Flow Meters for a cost of $54, B. Update on Sewer Financials- Clerk Alderink explained that Deputy Clerk!/ Treasurer Darla Hall has been working on putting the new financials together and they should be done by the March 2018 Regular Meeting. Also Darla had spoken with Frandsen Bank about renewing three CD's to increase the interest rate from % to %. Henry Fischer motioned, Jason Zastera seconded to renew the CD's at Frandsen Bank and Trust with include # with a current balance of $36,293.21, # with a current balance of $35, and # with a current balance of $16, Darla will take care ofthis either on or before February 14th, Jason Zastera yes, Henry Fischer yes, Dave Deutschlander yes, Dean Swenson yes and Terry Peterson abstained. Motion Carried. OLD BUSINESS A. Preregistration for the MRWA Conference has to be done on or before February 23rd, Everyone should get back to the Clerk so this can be taken care of. NEW BUSINESS A. Set date for Annual Board of Audit Meeting. Terry Peterson motioned, Dean Swenson seconded to set the Date for the Annual Board Of Audit Meeting for Monday February 26th, 2018 at 7:00 p.m. All in favor motion carried. B. Local Board of Appeal & Equalization reminder that Dean and Terry will need the Training for this before the end of C. Local Government Officers Meeting- Supervisor Henry Fischer attending this Meeting along with Supervisor Terry Peterson and Zoning Administrator Gordy Johnson. Henry brought back information from the Sheriff's Department from the Dispatch letting everyone know about statistics on call outs. Also a graph put together by the County Attorney showing their yearly work schedule.
