BOARD MEMBERS PRESENT: Heinze, Liuzzi, Nagy, Saker, Waldbauer, Wein. BOARD MEMBERS ABSENT: None. GUESTS ALSO PRESENT: None. CALL TO ORDER: The President called the meeting to order at 7:12 PM. APPROVAL OF THE AGENDA: It was requested that the APPROVAL OF THE MINUTES be moved to follow the officers and directors reports. MOTION: to approve the meeting agenda as adjusted. - Mark Waldbauer, motion supported; Ayes all present, the motion carried. ANNOUNCEMENTS: None. CITIZEN / HOMEOWNER NON AGENDA COMMENTS: None. OFFICERS REPORTS PRESIDENT S REPORT: No report. VICE-PRESIDENT S REPORT: Heinze reported that she has spoken to Cynthia Helbert, 1507 Crowndale, lot 122 regarding accumulating trash next door at Xin Xin Liu, 1465 Crowndale, lot 123. The issue has been resolved. She also spoke to Chris Radzilowski, 1825 Stonebridge Way, lot 105 regarding accumulating trash in the driveway near the garage at the home of Steven Williams, Windridge Lane, lot 19. The issue has been resolved but a letter of unsightly conditions will most likely be mailed regarding the appearance of the lot. A second conversation with Chris Radzilowski informed Heinze of Canton Township Treasurer s Office and Wayne County information which may be available to us upon request. A lien filing packet is available from the Canton Homeowner s Advisory Council and online at: There was additional conversation regarding mortgage foreclosures and the placement of liens on real property. MOTION: that the Pheasant View Homeowner s Association Board of Directors employs the services of a legal council for filing and/or placing liens against real property within the subdivision, and collect outstanding assessments on the Board s behalf. - Len Liuzzi, motion supported; 4 AYE, 1 NAY; the motion carried following lengthy discussion regarding payment of annual assessments and the placement of liens. A discussion ensued regarding the time line for the collection of the subdivision annual assessments.

2 Page 2 of 5 MOTION: to accept the Vice-President s Report. - Mark Waldbauer, motion supported; AYES all present, the motion carried. SECRETARY S REPORT: Waldbauer reported of his attendance to a Canton Homeowner s Advisory Council meeting April 9, Kramer-Triad Management Group, LLC was present. The topics included discussion of By Laws, collection of assessments, Liens, and the managing agent responsibilities vs. the association s responsibilities. Interestingly enough, an association Board of Directors is still needed to govern the actions of the managing agent. As of April 23, 2007, we are now fully compliant and in good standing in the eyes of the State of Michigan Department of Labor & Economic Growth. Copies of a certificate were distributed. To maintain our good standing, yearly filings are required. They are Due October 1 of each year along with a $20 fee. There was discussion regarding Kramer-Triad Management Group, LLC and the estimated cost to employ them. MOTION: to accept the Secretary s Report. - Mark Wein, motion supported; AYES all present; the motion carried. TREASURER S REPORT: Wein offered commentary regarding the activities for the month. EXPENSES FOR THIS MONTH: $42.18 DTE Energy (July) $54.69 DTE Energy (Aug) $ TERRY LEWISTON - Landscaping $61.00 DEE HEINZE - Garage Sale advertisement $ INDEPENDENT LAWN SERVICE - Irrigation system repair $ IN-LINE CONSTRUCTION - Water basin sink hole repair $ PRRMA - One month? INCOME FOR THIS MONTH: $ ANNUAL ASSESSMENT - payment from lot 54 DUES AND FINES STILL OUTSTANDING: Lot Address Homeowner $ Windridge Lane Steven & Teresa Williams $ Crowndale Lane Patrick & Karen Kennedy $ Crowndale Lane Ramel Howard $ Windridge Lane Earnest & Agnes Williams $ Stonebridge Way Andy & Trisha Kowalski $ Crowndale Lane James & Mary Brown We are still waiting for refunds from the Canton Tree Planting Partnership Program and for workers compensation. It was recommended that we conduct an audit of the books Stonebridge Way, lot 117 is now empty; a moving van was seen on August 6, Southwick, lot 130 is also vacant. Water meter installation (water turn-on charge) now costs $50.00 per meter which is up from $15.00 per meter.

3 Page 3 of 5 MOTION: to accept the Treasurer s Report. - David Nagy, motion supported; AYES all present; the motion carried. DIRECTOR and COMMITTEE REPORTS ROADWAY MANAGER S REPORT: The sink hole at the home of Wei Ding & Jien Tang, 1340 Crowndale Lane, lot 153 has been repaired. At cause was a failed concrete patch. The litigation with 1 PRRMA and Fairway Pines subdivision is ongoing. Fairway Pines subdivision has not paid to date. All negotiation has proven unsuccessful. Work moves forward with road repair. The estimated amount needed this year, according to the reserve study for road repair budget, is $545,750 for The breakdown is: $62, Pheasant View $220, Fairways $42, Fairway Pines $70, Glengary Boulevard (township) $150, Summit Parkway (township) The suggested work is being reassessed by Canton Township. An effort has been put forth to bring this amount down from $545,750 to $275,000. Nagy has requested all financial records (assessments collected and expenses incurred) from the date of the inception through fiscal year 2007 of PRRMA. It is his opinion that Fairway Pines not receive any additional funding from PRRMA for any roadway repair until they are paid to date, PRRMA receives support of Fairway Pines, and the assurance that PRRMA will continue to operate as it does currently. Additional commentary was offered. MOTION: that Pheasant View Homeowner s Association discontinues contributions to the PRRMA reserve study until we have a guarantee that Fairway Pines will not receive PRRMA funding for any road repair since Fairway Pines is not contributing to PRRMA, or until they resume funding. - Mark Wein, no second, motion died. Commentary regarding percent allocation per giving unit (contributions) to PRRMA was offered. Discussion followed. The next meeting for PRRMA is August 29, MOTION: that the 2008 Annual Assessment be increased by ten percent (10%) the maximum without a vote of the membership, to an amount of four hundred forty dollars ($440) in anticipation of higher invoices from PRRMA. - David Nagy, motion supported; 4 AYES, 1 NAY; the motion carried. Nagy reported that Wayne County is projecting a new traffic signalization to be installed at the intersection of Crowndale Boulevard and Beck Roads. The county will instill new signs on East bound Central Park Boulevard, just west of Beck Road, indicating that traffic must turn onto Beck Road. An additional sign posting Private Road No thru Traffic could be erected at our entry at Crowndale Boulevard. Commentary and discussion followed. MOTION: to accept the Roadway Manager s Report. - Dee Heinze, motion supported; AYES all present; the motion carried. SUBDIVISION GROUNDS AND LANDSCAPING MANAGER S REPORT: Saker asked about irrigation on the berm. Waldbauer will look at the timers. The timer was adjusted to water the ten (10) new 1 Acronym for Pheasant Run Road Maintenance Association.

4 Page 4 of 5 trees south of Windridge Boulevard (Windridge Park) and therefor we have standing water in the ditch along Beck Road at this location. Saker will send letter number two regarding unsightly conditions this week. Discussion followed on the fine procedure. Heinze will forward the letter format to Saker. Curb trees look good throughout the subdivision. Saker mentioned tree concerns at: Southwick Drive lot 133 Tom McNulty & Tirzah Roger Overhill Lane lot 70 Satish & Sativa Sachdev 1465 Crowndale Lane lot 123 Xin Xin Liu Discussion continued regarding certain properties within the subdivision. MOTION: to accept the Subdivision Grounds and Landscaping Manager s Report. - Dee Heinze, motion supported; AYES all present; the motion carried. APPROVAL OF THE MINUTES: MINUTES OF TUESDAY, APRIL 3, 2007: It was requested that page two, the second paragraph be deleted; page five, paragraph four to be reworded to Wein asked for assistance regarding filing the liens whereupon Len volunteered his service to perform this duty. MOTION: to approve the minutes of the regular Board meeting minutes from Tuesday, April 3, 2007 as revised. - David Nagy, motion supported; 4 AYES, 1 NAY; the motion carried. MINUTES OF TUESDAY, JUNE 5, 2007: It was requested to change the title of the report on the Subdivision Grounds and Landscaping Manager and also the motion to approve the report. Both were mistakenly titled as the Communication Coordinator s Report. Then add Subdivision tree planting summary on the south end of the Windridge Park Berm to include 4 - Maples (Celebration Autumn Blaze), 3 - Norway Spruce 7 foot, 3 - Pears Bradford Pears, and bushes. to the report. ARCHITECTURAL REVIEW COMMITTEE: No report. SUBDIVISION COMMUNICATION COORDINATOR S REPORT: No report. ORDERS OF THE DAY: None. OLD BUSINESS: February 6, 2007 regular meeting, Treasurer s Report, the following motion was made: MOTION: to table the discussion of an audit of the subdivision financial statements / books. - Dee Heinze, motion supported; the motion carried. NEW BUSINESS: None. ACTION ITEM REVIEW: 1. Nagy to contact his lawyer to obtain information regarding the filing of liens. 2. Nagy to obtain a lawyer fee schedule for filing of liens and the Board.
