This proposal immediately concerned many residents within the community with the fear that this facility would have a detrimental effect on the surrounding communities. After a few months of opposition, the good news is that the CVWD Board voted to proceed with the Less Intense Alternative option of the plan which removed the Chromium 6 Facility proposed in the Greg Norman area from the plan. I want to thank all the homeowners that participated in writing letters, going to meetings, making calls and sending out information to homeowners. As we were rallying the troops, we found we had homeowners Board Approves Fall Flowers The Board approved the fall flower selection at its June meeting. Flowers will be planted in all common areas and front yard flower beds during the month of October. that were very qualified to assist in our fight. We found a homeowner that had over 30 years of experience with a hazardous waste business who wrote an unbelievable letter, a retired Asst. City Manager who helped us navigate the workings of the city, a communications expert that organized an ad hoc committee, sent out informational s and kept us organized, a homeowner that knew someone at CVWD and so many other talented people who showed up for us many times. I especially want to thank the homeowners that attended the CVWD public hearing. We did not feel good when we left, but I believe it made us more determined than ever. Also, it was good to see the homeowners at the La Quinta City Council meetings where the City Council and City Manager supported us to best of their ability. Homeowners, stand up and take a bow! It was encouraging to see our community come together. Thanks to all, Deborah Brill, President The Buzz on Drones The topic of drone use and operation has become increasingly popular throughout the community. While the regulation of drones within homeowners associations is still evolving, your Fairways Board is currently pursuing drafting language to add to the Rules and Regulations regarding the use of drones.
2 Update on CVWD Water Rates Effective July 1, 2016, CVWD implemented its new reduced water budget and increased water rates. CVWD decided further review of the significant service charge increase was needed and has postponed the service charge increase until October 1, Status on Governing Documents Restatement Fairways has been working hard on the restatement of the Governing Documents which include the Association Bylaws and CC&Rs. Updates to these documents are important as they were originally drafted & adopted in 1999 and there have been many changes in law and within the community since then. When the documents have been finalized, they will be mailed with an official ballot to each owner. Approval of these documents requires a majority of the voting power which is over 450 ballots. Due to the administrative costs associated with this mailing, please consider voting as soon as you receive your ballot. This will help us avoid additional costs if a quorum is not reached. It is important to know that this restatement process was done in conjunction with an ad hoc committee made up of homeowners. We plan to mail the documents within the next few months. An communication will be sent to all owners prior to the mailing. Please stay tuned for more information on this very important project. We plan to water at 80% of the old tier 2 Efficient rate which will exceed the new tier 2 Efficient rate by about 5%. We forecast the July water cost to be approximately $26,500 and although some penalties will be paid, this cost is similar to previous years prior to the drought mandate. some stress may occur at the 80% level and we will increase water as needed to maintain healthy turf and landscape. We estimate the highest water bill for the year will be for overseeding in October 2016 and will be approximately $45,000. Included in this amount is the service charge increase estimated to be between $1,052 and $4,505. The Association is considering additional turf conversion projects with the goal of reducing irrigation water to the new Efficient budget. Submitted by Greg Gritters, CEO/President of Vintage Associates, Inc. We expect the turf and landscape will perform better at the 80% level compared to last year s drought mandate level of 64%. However, New Home Developments at Fairways We currently have two new home developments in the construction and sales phases within the Fairways Association. The Signature development is underway and the models have been open since November Sales in the first few phases have commenced and we have welcomed new homeowners to the Fairways community. There are three different product types within Signature, totaling 230 homes Estates, Haciendas and Villas. These homes will make up two new Special Benefit Areas within Fairways, Villas SBA, which are the condos and Haciendas-Estates SBA, which are the single-family homes. Our other new development is Monterra. The models at Monterra are currently open and sales in the first phase are set to begin in July. Monterra will bring 40 new single-family homes that will annex into the Fairways Association. These homes will make up one additional Special Benefit Area Monterra SBA. Monterra SBA is located in the Greg Norman Area off of Brown Deer Park and Turnberry Way. We are excited for the growth these two developments bring to the community and we look forward to welcoming new homeowners to PGA WEST.
3 Fairways Conversion to Automated Trash Pickup In May, the Association sent out an electronic communication to our residents announcing the conversion from manual trash pickup service to automated trash pickup service. The message outlined the service information and included a survey of questions for homeowners to complete in order for the Association to implement the change of services. Transitioning to the automated service was considered for a number of reasons, including standardizing the manner in which trash is left at the curb, preventing unsightly bags from being left on the street and reducing the likelihood of trash being foraged by animals. Automated trash service includes specially designed trash barrels and a particular truck which will pick up the barrels by mechanical arm controlled by the driver whereas, the manual trash pickup service is when the driver picks up the barrels and bags by hand and dumps the trash manually into the truck. Many homeowners have indicated they are familiar with this type of service in other locations. There is no change in cost from the manual service to the automated service. The current cost for trash service is $14.28 per month and is included on your property tax bill. The Association does not pay for trash service. In addition, our trash pickup day will remain on Mondays. This new program will provide homeowners with two specially designed containers. A maroon trash barrel for collecting all of your household waste and a gray recycling barrel in which you may mix all of your recyclables together. You have the option to select between 35-gallon and 64-gallon barrels, or a combination of either (size options to right). Burrtec still offers yard/pull out ( behind the gate ) service with the automated system at an additional cost of $6.33 per month. Yard/pull-out service is where the driver removes your trash and recycle barrels from its designated location at your home (on side of garage, or behind side gate, etc.), the driver walks it to the service vehicle to dump it, then returns the barrel to its designated location. The Board is aware that you may have questions regarding certain challenges at your home that you may experience with this conversion. We plan to address those concerns during this process; however, at this time the Board is requesting feedback from the homeowners regarding the size of barrel you would like to use (Burrtec will be placing an order for the required number and size of barrels for Fairways) and whether or not you are interested in Yard Pull Out service. As we approach the conversion to automated service, we will continue to provide additional information to our homeowners. We are set to begin the actual conversion from manual to automated during the months of October and November 2016, when most of our residents return to PGA WEST. In order to keep with that time frame, we need to gather the information needed to coordinate the conversion with Burrtec. With that said, please make sure to respond to the survey that was sent in May, if you haven t done so already. If you did not receive the containing the link to the survey, please contact management at (760) Trash Barrel Sizes 35-gallon: H:39" W: 20" D: 24" 64-gallon: H:41" W: 27" D: 29" FAQs - Trash Conversion How is the Yard/Pull-out Service charged to the homeowner? The homeowner will be direct billed for 1 year and then the fee will be applied to their property tax bill. What if they are already enrolled in Yard/Pull-out Service, will any changes be made? No, the fees will remain the same Can you do Yard/Pull-out Service for the months that you are there and then suspend for the months you aren t? No, this will become a year around charge on your tax bill like trash is. Will there be a container available for green clippings? If not, which container should the homeowner use for their clippings, maroon or gray? The barrels used in PGA WEST are trash and recycle only. Green clippings (not otherwise handled by your landscape or gardener personnel) should be placed in the trash barrel, not the commingle recycle barrel.

(760) All Washingtonian Robusta (Mexican Fan) Palms should be trimmed once per year during the summer months. The Fairways Association palms were trimmed during the month of July. It is important that you schedule the trimming of the palm trees in your area that are not maintained by the Association, if you haven t already done so, during the month of August. If palms are not trimmed by the end of August, homeowners will begin to receive notices from the Association for maintenance. The company we use for palm tree trimming is Reliable Tree Care. You can also coordinate the trimming of your palm trees with Reliable Tree Care. Contact Richard Romero at (760) or ratreecare@gmail.com. As a reminder, any company that you use for tree trimming needs to have the appropriate license and insurance. Please verify this with the contractor when scheduling the tree trimming. Exterior Maintenance Summer is a good time to schedule necessary maintenance and repairs for your home. We ve noticed several garage doors, shutters, and exterior components that are in need of maintenance. This is a reminder to get those maintenance items scheduled. As a general note, any changes to the exterior of your home require Architectural approval. You can contact Kari Martin, Fairways Operations Manager, for assistance with the Architectural process at The Association has noticed an increase in architectural modifications throughout the Fairways. While enhancing the exterior of your home is appreciated, the Association wants to remind homeowners that there is an architectural application and approval process in place that is required when modifying the exterior of your home. When considering making improvements to the exterior of your home, whether that includes landscape, painting, rear or side yard changes, you will need to complete an architectural application and submit the application to the management office for consideration by the Association s Architectural Review Committee. Holiday Trash Schedule The Fairways Association regular trash pickup day is Monday, unless Monday falls on a national holiday. If normal Monday pickup falls on a national holiday, trash pickup is pushed to the Tuesday following the holiday. On Monday, September 5 Labor Day trash pickup will be done on Tuesday, September 6. Please note, trash can t be placed at the curb until 6:00 P.M. the day before pickup day. Trash barrels must be removed within 12 hours after pickup.
