Traffic Safety Advisory Committee (TSAC) Meeting Minutes November 20, 2017 and December 18, 2017 Recommendation: Approval D. Public Forum The Public Forum provides an opportunity for members of the public to speak on any item within the jurisdiction of the Committee that does not appear on the agenda. A speaker has the option of addressing an item listed on the agenda if the speaker will not be present when that item is taken up. Public comment is generally limited to 3 minutes per speaker. 2 CITY OF ORINDA TRAFFIC SAFETY ADVISORY COMMITTEE MINUTES December 18, 2017 A REGULAR MEETING OF THE TRAFFIC SAFETY ADVISORY COMMITTEE (TSAC) WAS HELD ON THE ABOVE DATE IN THE SARGE LITTLEHALE COMMUNITY ROOM, 22 ORINDA WAY, ORINDA, CALIFORNIA. A. CALL TO ORDER Chair Libby called the meeting to order at 7:01 p.m. B. ROLL CALL COMMITTEEMEMBERS: Laura Bisesto, Ivo Gustetich, Greg Haet (absent, excused), Lary Hanshaw, David Libby, Mark Roberts (absent, excused), Steve Schnier City Staff: Public Works and Engineering Services Director Larry Theis; Police Officer Dave Sandy C. TRAFFIC SAFETY ADVISORY COMMITTEE MEETING MINUTES November 20, 2017 This item was continued to the next TSAC meeting. D. PUBLIC FORUM Chet Martine, Orinda resident, expressed his support of a recent request for a crosswalk at the Woodhall Center near Kite Hill Road; additionally, he shared a handout that included a web address for which discusses technology advances for computing processing in vehicles. Tom Norris, Orinda resident, suggested that, in light of the recent Valley Fire, Orinda should consider more vehicular connections between the numerous cul-de-sacs in order to provide redundancy in evacuation routes and emergency vehicle access. E. TRAFFIC CALMING UPDATES AND ACTIONS 1. Briefing from Police Chief - SLOW DOWN ORINDA/Traffic Citations Report. Police Officer Sandy presented the Traffic Citations Report, which included statistics for November Traffic Calming Requests East Altarinda Drive near St. Stephens Drive Director Theis presented a new Traffic Calming Request to reduce vehicular speeds for East Altarinda Drive near St. Stephens Drive, submitted by Orinda resident Carol Reeves. 1 DRAFT December 18, 2017

3 Director Theis proposed combining this Traffic Calming Request with a current request for Orindawoods Drive, which is continuous with this section of East Altarinda Drive. Ms. Reeves requested that her request remain separate to ensure that measures are implemented along her specified area of East Altarinda Drive. Director Theis stated that her request could remain separate but advised that it would then be put on hold until staff can process other requests already in the queue. Ms. Reeves agreed and understood that her request would likely be postponed until Spring Accessibility Issues Update BART Downtown Access Ramp and Lighting Project Director Theis advised that the project is now complete and operational. The Committeemembers suggested that staff provide a newsletter article on the completion of the project in the weekly report and possibly the Lamorinda Weekly. 8:05 p.m. Committeemember Schnier left the meeting. 4. Discussion TDA Grant Candidates: Recommendation for Moraga Way/Brookside Road Crosswalk Per direction from TSAC at the previous meeting, Director Theis and staff reevaluated the five proposed TDA Grant candidates, including the following: 1. Ivy Drive Bike Route Add Sharrows, Signs, and Striping 2. Camino Pablo/Monte Vista Road Add High Visibility Striping at Existing Signalized Crosswalk 3. Moraga Way/Whitehall Drive Install High Visibility Crosswalk with Pedestrian Activated Warning System 4. Moraga Way/Hall Drive Install High Visibility Crosswalk with Pedestrian Activated Warning System 5. Moraga Way/Brookside Road Install High Visibility Crosswalk with Pedestrian Activated Warning System Director Theis concluded that staff s original recommendation for the Moraga Way/Broodside Road crosswalk would be the best TDA Grant candidate project based upon significant requests from residents in the Wilder development and also TSAC s previous recommendation to proceed with a consultant crosswalk study. MOTION: By Committeemember Gustetich, seconded by Committeemember Hanshaw, to recommend the Moraga Way/Brookside Road crosswalk as the Orinda TDA Grant Application Project. Committeemember Bisesto and Chair Libby expressed safety concerns with the high volume of traffic along Moraga Way and lack of shoulder width; they stated 2 DRAFT December 18, 2017

4 that encouraging pedestrians with a crosswalk would create a false sense of security rather than crossing with no assigned right-of-way where the pedestrians would be responsible for crossing during available gaps in traffic. The motion failed by a voice vote of 2-2 (Gustetich, Hanshaw Aye; Bisesto, Libby Nay). TSAC discussed the other four candidate projects. MOTION: By Committeemember Hanshaw, seconded by Chair Libby, to recommend the Camino Pablo/Monte Vista Road project to add high visibility striping at existing signalized crosswalk as the Orinda TDA Grant Application Project. The motion carried by a voice vote of (Bisesto abstain). F. STAFF REPORT 1. Update - Moraga Way Pedestrian Pathway Traffic Study Director Theis advised that staff intends to present a request for $100,000 for a scoping study for a sidewalk along the entirety of Moraga Way at a future City Council meeting or at the Capital Improvement Plan Workshop in March Update Moraga Way near Brookside Drive Traffic Study Pedestrian Crosswalk Request The preliminary results of the traffic study concluded that a crosswalk was not required based upon the low volume of pedestrians observed; the study suggested providing additional safety enhancements to warn vehicles of the upcoming crosswalk if installed. 3. Update Sundown Terrace Speed Cushions (Voting Results of Properties within 40 Ft of Cushions) Director Theis advised that all votes have not been received from property owners within 40 feet of the proposed speed cushion locations; he will follow up with the property owners who have not returned ballots and report on the results at the next TSAC meeting. 4. Update Orindawoods Drive/East Altarinda Drive Traffic Calming Request Holly Eliot and Kay Norman, Orinda residents, expressed their support for installation of electronic speed feedback signs along Orindawoods Drive to help reduce vehicular speeds in the neighborhood. Cher Martine, Orinda resident, noted his frustration with the lack of priority for traffic safety and the continued delay with the implementation of any measures in this corridor, including his previous requests for crosswalks at various intersections, such as Kite Hill Road. Ms. Eliot, Ms. Norman, and Mr. Martine all concurred with keeping this request separate from the request for East Altarinda Drive near St. Stephens Drive. Mr. Martine urged the TSAC to act quickly by recommending that the City purchase a speed feedback sign, noting that All Traffic Solutions currently is offering a low price through the end of the year. 3 DRAFT December 18, 2017

5 Director Theis informed the TSAC that the next step in the process is for staff to schedule the first Neighborhood Meeting with the Orindawoods residents. The City must go through the necessary steps prior to any recommendations being forwarded to the City Council. 5. Update Rheem Boulevard Traffic Calming Request Director Theis advised that staff needs to determine an alternate radar speed feedback sign location in the westbound direction. 6. Update Altarinda Road near #8 Modifications to Lighted Crosswalk Director Theis advised that the Public Works Department has added red paint to the curb between the two driveways at the Masonic Lodge; this has provided improved sight distance for drivers when a pedestrian is waiting to cross the road. 7. Postponed Donald Drive Signage and Speed Cushion Installation Director Theis advised that this request is on hold until the new Engineering staff member begins in January Postponed Rheem Boulevard at Zander Drive 3-Way Stop Sign Director Theis advised that this request is on hold until the new Engineering staff member begins in January G.
