1 Council Agenda Municipal Offices- Stone Mills The # meeting of the Council of The Corporation of the Township of Stone Mills was called to order on at in the Municipal Council Chambers in Centreville, Ontario. Members Present: Eric Smith, Reeve John Wise, Deputy Reeve Doug Davison, Councillor Martha Embury, Councillor Deb Thompson, Councillor Wenda Lalande, Councillor Kevin Richmond, Councillor Staff Present: Bryan Brooks, C.A.O/Clerk Roger Hogan, Deputy Clerk Christina Beaushaw, Treasurer Keith Miller, Public Works Manager Jacob Detlor, Chief Building Official Regrets: Members of the public were present to observe the meeting. 1. Minutes 4.1 Minutes of April 9, 2018 Stone Mills Special Council meeting - Hyperborea 2018 Motion Number 4.1 Motion Number W. Lalande THAT Council approve the agenda of April 9, Stone Mills Special meeting of Council-Hyperborea Minutes of Stone Mills Regular Council meeting of April 3, 2018 Councillor Embury suggested that additional barricades be provided on the May Long weekend to limit access to the hyperborean event should be considered at the landfill. 3 THAT Council minutes of Stone Mills Township regular council meeting be accepted as presented. 5. Delegations, Deputations and Presentations 5.1 KFL&A Public Health pertaining to Services Available to Stone Mills Andrew Girouard address Council on the services available to the Township on behalf of the KFL&A Health Unit. Food Safety, Drinking Water Protocol, Recreation Water Protocol, Healthy Environment, Personal Service Setting Inspections, IPAC(Infection prevention and Control lapses), Recreation Camps, Vector Borne disease surveillance, Sewage systems. KFLA Public Health and Part 8 of the Building Code- Andrew Girouard educated council on the role of the Health unit as it pertains to part 8 of the building code. Motion Number 5.1 Motion Number W. Lalande M. Embury THAT Council receive the delegation from KFL&A Andrew Girouard pertaining to services available to the Township of Stone Mills. 5.2 Barbara Way, Road Closing Request Barbara Way presented to Council on behalf of her parents regarding a request to close a road allowance on a property adjacent to their property on White Lake. Barbara was seeking approval in principal to commence to application proceedings to be Page 3 of 12
4 brought back to council. Motion Number 5.2 Motion Number M. Embury THAT Council provide support in principal for the road closure request as requested as requested by Barbara Way. 5.3 Mike Mulroney pertaining to the re-zoning application at 592 Carroll Road. Tim Pelow provided a delegation on behalf of Michael Mulroney highlighting objections to the re-zoning application to permit a temporary zoning amendment by Freedom Fields Naturist Ranch to permit a campground. Motion Number 5.3 Motion Number D. Davison M. Embury THAT Council receive the delegation from Tim Pelow on behalf of Michael Mulroney pertaining to the objections surrounding the proposed re-zoning application of Freedom Fields to permit a campground. 5.4 Chris Stenabaugh regarding the rezoning of 592 Carroll Rd. Chris Stenabaugh presented council with objections and concerns regarding the proposed temporary zoning amendment as submitted by Freedom Fields Naturist Ranch application to permit a campground. Thompson THAT Council receive the presentation from Chris Stenabaugh pertaining to the temporary re-zoning application from Freedom Fields Naturists Ranch seeking approval to permit a campground. 6. By-laws and Resolutions 6.1 Gibson Temporary Zoning Amendment Mark Touw, Planner Mark Touw, IBI advised council of the requirements to only permit a 1year temporary use based on the application or if the applicant wanted a three year term, there is a need for further communication and community comment period under the planning act Mark Touw, IBI presented council with a report with recommendations pertaining to the support of a temporary rezoning application to permit a seasonal campground(april-october) at 592 Carroll Rd. as submitted by Yvonne Gibson and Hector Gravelle. Mark Touw highlighted the setback recommendations and minimum distance separation reports for the proposed zoning amendment should council wish to approve the application but highlighting that community compatibility is not something that could be covered under the by-law. 6 THAT Council receive the report from Mark Touw, IBI pertaining to the temporary by-law application for 592 Carroll Rd. Motion Number 6.1 Motion Number K Richmond THAT Council approve the temporary by-law application for 592 Carroll Rd. to permit temporary operation as a campground. FURTHER THAT Additional screening requirements to improve the visual barrier and setbacks be required, a reduction in the number of proposed campsites and any legal matters as provided by the Municipal Solicitor to be included for a period of 1 year. 9 9. Committee/Board Reports and Minutes 10. Items for Consideration 10.1 Gibson Zoning Amendment Motion Number 10.1 Motion Number W. Lalande THAT Council receive the correspondence as presented. 11. Items for Information 12. New Business and Statements for Members 12.1 Bennett Subdivision Councillor Davison requested council to take an active position on the Bennett Subdivision to comply with the developers agreement. Councillor Davison requested clarification on whether the invoice for winter maintenance has been paid and an update on the status of the required outstanding development issues. Councillor Davison requested that a meeting be held with Mr. Bennett to discuss a plan of action for the completion of the developers agreement items Hyperborea update from the CAO Page 9 of 12
10 C.A.O Brooks updated Council that the deadline for submission is April 17, 2018 in accordance with the Special events by-law. At present, all required documentation has been provided to the Township except an agreement with the leaseholder and a copy of the event liability insurance. Hyperborea event organizers have indicated that the information will be in on time to comply with the April 17, 2018 deadline. 13. Closed Meeting 13.1 A Closed session matter in Accordance with Section 239(e) of the Municipal Act, 2001 Motion Number 13.1 Motion Number J.Wise D. Davison THAT Council rise and move in Camera to discuss a matter in accordance with Section 239 (e) of the Municipal Act. Motion Number 13.1 Motion Number THAT Council return to open session. 11 FURTHER THAT after receipt of direction from the Township Solicitor pertaining to the requirements for consideration, the Township confirm the substantial compliance of the VPCL Rock Crushing bid and award the contract to VPCL as the lowest qualified bid. 14.
