Please account for minutes of walk to make it to Maple Lodge. An ATV with sled will be available to transport persons with mobility limitations and equipment between the Camp Fortune parking lot and Maple Lodge. Maple Lodge will welcome athletes, spectators, volunteers, and coaches as well as the Race Secretariat during the event. 4 SANCTION Quebec Cup 2019 and Ontario.22 Championship races 2019 competitions are sanctioned by Biathlon Canada, Fédération Québecoise de biathlon (FQB) and Biathlon Ontario and are covered by their insurance policies. RULES This race event will be run in compliance with the following regulations: International Biathlon Union (IBU) Event and Competition Rules, 2016 Congress; with amendments made by IBU for season. Range procedures for competitors not carrying rifles: Biathlon Canada Canadian Hosting Policy, April 2016, Annex A-3; Quebec Cup Race Hosting Policy (Politiques d organisation des Coupes Québec), November 2017; and Biathlon Ontario Championships Race Hosting Policy. PARTICIPATION REQUIREMENTS All members of Biathlon Canada Divisions and of the US Biathlon Association are eligible to participate. A day permit will be available for each race day for non-member competitors. Cadets are exempt from day permits for biathlon activities that have been approved and sanctioned by Cadets Canada. COMPETITOR ELIGIBILITY Competitors: To participate to Quebec Cup races, all competitors must be a member in good standing or registered and purchase a day permit. All competitors must comply with Canadian firearms laws and their provincial firearms regulations if using a 22 cal. rifle. Club: A club must be affiliated with their Provincial Sport Federation and meet all requirements of their provincial federations club membership criteria. To participate in each race of the Quebec Cup, competitors belonging to other Canadian Divisions must hold memberships in good standing with Biathlon Canada and of their provincial federation. Competitors from other countries must be members in good standing of their national biathlon federation. Members of FQB will be eligible to receive points for their standings in each of the races of the Quebec Cup series. 3

5 COMPETITOR CATEGORIES BY AGE In accordance with IBU rules and policies, male and female competitors that reach their 22nd birthday by the 31st of December must be compete in their gender s event categories respectively, named Men and Women categories. Competitors that are not of age to participate in the Men s and Women s categories will be Junior Men and Junior Women (19-21 years old). Race events must be held for these categories. In all Quebec Cup serials, additional to the categories mentioned previously, race categories for the following must also be opened: Master Men and Women (35 and up), Youth Men and Women (17-18), Senior Boys and Girls (15-16), Junior Boys and Girls (13-14). Three additional participative categories will also be opened: Juvenile Boys and Girls (11-12), Beginner Boys and Girls (9-10) and Initiation Boys and Girls (8 and below). However, participative categories will not be awarded Quebec Cup points. OTHER ELLIGIBILITY CRITERIA The Organizing Committee and members of the jury will verify the competitors eligibility by confirming date of births. The Organizing Committee will ensure that all athletes competing hold valid Firearms Possession and Acquisition Licenses, or minors permits. A competitor may not race up by more than one category. DAY PERMITS A day permit will be available for those athletes that wish to initiate themselves to the provincial biathlon race circuit. The athlete may not benefit from the access to more than one serial of the Quebec Cup circuit. If following participation to one serial, the athlete would like to participate to more Quebec Cup in a competitive category, he must register for a membership and become a member in good standing with FQB. 6 RACE REGISTRATIONS Individual registration of each competitor to this event must be completed on-line through the Zone 4 secured web site at the following link: A link to the registration page can also be found on the FQB web site at Registration payment by credit card (Vis or Mastercard) Payment will be done through the above web site which include administration fees ($1 per transaction, $1 per person registered and 3% of total will be charged to the participant(s). We recommend completing the registration of multiple participants per transaction. Online registrations must be completed before 23:59 on Monday 18 February A late fee of $10 per race will be automatically added to registrations received on Tuesday before 23:59 and of $20 for registrations received Wednesday before 23:59. The price of registrations received on Thursday or later will be increased by $25 per race. Registrations done on Thursday or later must be authorized by the race jury and done in person to the Competition Secretary as on-line registrations through Zone 4 will ne longer be possible. No competitor shall take part in a race for which these registration procedures have not been completed. Registration fees are payable to the Organizing Committee through Zone 4 before the distribution of race bibs. REIMBURSEMENT POLICY Registration and Zone 4 administration fees are non-refundable, except when the event is cancelled before the Wednesday before the race event, whereby the Organizing Committee reserves the right to retain part of or the full registration fees collected in order to cover costs already incurred at time of cancellation. 8 REMARKS Air rifle categories: Competitors will complete the short penalty loop. Cadet categories: The competitors will not carry the rifle during the race and will shoot in the prone position only. The competitors will complete the short penalty loop. Senior Boys and Girls categories: Athletes will not carry the.22 rifle or the air rifle on the race course during their competition, but will take possession of their rifle from a rifle rack upon entering the range and will leave it on a rifle rack when exiting the range. The competitors will complete the longer penalty loop. The sequence of start of each event class will be decided once registrations have been closed and will be communicated on the Wednesday evening before the race weekend and confirmed at the team captains meeting on Friday 22 February The organizing committee reserves the right, with the approval of the race jury, to modify the start time subject to weather. Athletes covered by day permits will be supported by the representative club from their home region and in the absence of a club, the host club Chelsea Nordiq will provide coaching support. The Chief of Competition will have the authority to stop an athlete from participating if he judges that an athlete could present a danger to himself or to others. MEDALS Quebec Cup medals will be presented to the top three athletes of each category. No medals will be awarded for recreational open categories. Chelsea Nordiq medals will be awarded to the 3 Cadet categories. Ontario.22 Championship medals will be presented to admissible athletes from Ontario in accordance with the Ontario Championship Event hosting policy et the number of participants within each open category (3 medals if 4 participants or more, 2 medals if 3 participants, etc). Quebec Cup points will be awarded to all athletes who are members in good standing of FQB. Ontario Cup points will be awarded to all athletes who are members in good standing of Biathlon Ontario. PARKING The biathlon competition site is restricted to only 12 reserved parking spots in the Camp Fortune parking lot. One parking permit will provided per team at the Team Captains meeting on 22 February 2019 at 20:00. On Saturday 23 February and Sunday 24 February, a shuttle service will be provided to transport event participants, volunteers and spectators, between the Gatineau Park P9 parking lot located near the intersection of Meach Lake Road and Dunlop Road. The shuttle service will be available from P9 (far right corner) from 07:00 until16:00. It is highly recommended that drivers drop off their passengers and their equipment at the designated biathlon drop off zone to then proceed to the P9 parking lot and take the shuttle service. 7

9 RIFLE/SKI STORAGE AND WAXING Heated storage close to the rifle range will be available for air rifles. A common wax room will be available at the Roost (Volunteers/First Aiders/Patrollers Chalet). It is important to note that Gatineau Park and the biathlon site are accessible at all times by day to the public. All rifles and biathlon equipment must be properly secured and supervised at all times. When a rifle is removed from the competition area, it must be transported in a case or rifle bag. PROTESTS Forms will be available at the Competition office. All protests must be submitted in writing to the Competition Secretariat, in accordance with IBU event and competition rules along with a deposit $50.00 (CAN). Deposits will be returned only if the protest is upheld by the competition jury. If a protest is rejected, the protest fee will be kept by the organizing committee. RACE COURSE Race course maps are attached. A limited number of maps will be made available for review on site. In order to reduce the costs to the organizing committee and on the environment, we ask participants to print their own copies as required. VOLUNTEERS The organization of a biathlon race event requires a large number of volunteers both in preparation for the race and during the event in order to ensure its success. The organizing committee asks its supporters, parents of participating athletes and friends of the club to please volunteer. An on-line self-directed training package will be provided to all volunteers before the event, as well as an information session on the day of the event. An on-line volunteer registration is available at the following link and provided on the Chelsea Nordiq club web site and Facebook page: We will endeavour to honor your choice of preferred volunteer assignment. However, the Chief of Competition may need to make last minute changes to the assignments in response to any changing needs on race day. A big thank you to all our returning experienced volunteers and to those who are new to our organization.
