5 Welcome Speeches I have been looking forward with great excitement to the fourth edition of the European Team Championships this weekend, with the Second League taking place in Kaunas, Lithuania. The European Athletics Team Championships are the culmination of a lot of research and consultation by European Athletics to the needs and wants of athletics fans, media and athletes. Indeed, we have fine-tuned the regulations after recei ving feedback from all our stakeholders following the first three editions in 2009, 2010 and 2011, and this will make for even better championships in the coming years. The emphasis of this unique competition remains on the success of the nation and the points of individual athletes rather than on the individual results. We have men and President European Athletics Hansjörg Wirz women competing as one team, promotion and relegation battles in the four leagues and a European league table ranking teams from Nos. 1 to 50. Lithuania and the city of Kaunas proved in 2009 with the European Athletics U23 Championships that they are good hosts of athletics events and I have no doubt that this weekend will be a successful one. Lithuanian athletics is strong and so I am sure the local sports fans will come out in force to cheer their athletes to success and enjoy a great weekend of competition. European Athletics greatly appreciates the efforts made by the local authorities, the Athletic Federation of Lithuania and the local organisers in preparing these 3 championships at the S. Darius and S. Girenas stadium.
6 Kaunas City Mayor Andrius Kupčinskas I am glad to have a possibility to welcome you in the most sports loving City of Lithuania Kaunas. I hope that this Championship will become remarkable to all of you not only for the great sports results but also for a good level of organisation as well as great atmosphere. The athletes from eight countries are going to compete at the unique place Steponas Darius and Stasys Girenas Stadium surrounded by the natural oak forest. I do hope that visiting our city will be joyful for all of you athletes, coaches and your fans. I wish you the unforgettable impressions and remarkable victories! President LAF Eimantas Skrabulis I am very happy to welcome you, on the occasion of the European Team Championships, which is taking place in Kaunas this year. We are excited to host such sports event and inscribe it into our country s history of athletics. For the past years, Kaunas was the city to host major European competitions. In 2005 and 2009 we were pleased to organise European Athletics Junior Championships and European Athletics Permit Meetings in 2007 and This year another challenge European Athletics Team 2nd League Championship. We hope that our past experience will be helpful in organising this important event to European Community. Once again, I warmly welcome all of the participating countries. European Athletics Team 2nd League Championship is a very special competition to Athletics of Lithuania. It only remains for me to wish all of the competing athletes the very best of luck here in Kaunas. Looking forward to seeing you all 4
7 Kaunas Sport Centre In 1921 the Lithuanian Physical Education Union rented a big section of land from Kaunas City Administration where the playing-field with running track was installed. Since then the stadium was reconstructed and renovated several times. In 1993 the sport complex was named as S.Darius and S.Girenas Sports Centre. Many significant sport and cultural events took place in Kaunas, among others the World Lithuanian Games, the World Lithuanian Song Festival, the Baltic Sport Games etc. The major athletics championships organised in this stadium are the European Athletics Junior Championships in 2005 and the European Athletics U23 Championships in

10 European Athletics Team Championships Competition structure European Athletics Team Championships consist of four leagues with a programme of 20 events for men and 20 for women. The Super League and the First League have 12 teams each, while the Second League and the Third League 8 and 14 respectively. Team scores are calculated by combination of men and women s points. The winner of each individual event and each relay in each will score as many points as there are teams competing, the second will score one fewer, and so on. Athletes or relay teams disqualified or not finishing shall not score. Each year, three teams are relegated from the Super League and are replaced by three teams promoted from the First League. Two teams are relegated/promoted among First, Second and Third League teams.
