2 SAFE WORK INSTRUCTION Hand and Case Charge Deployment 1. Approved Persons Persons carrying out the placement of explosives explosive charges must hold a current Approved Handlers Test Certificate for handling explosives and Avalanche Management Stage 1. Approved explosives handlers must supervise at all times non approved explosives handlers. Persons who do not hold Avalanche Management Stage 1 must be supervised by an approved person who has Avalanche Management Stage 1. Persons carrying out placement of explosive charges must be approved and meet the minimum ski or snow board abilities covering off-piste terrain as per ski field conditions. 2. Ski or Snowboard Equipment Check to ensure equipment is safe to use. Check to ensure the equipment is suitable for the area and environmental conditions you will be operating in. Check equipment after use, any damage must be reported and equipment tagged to ensure no one uses it until it is maintained, fixed or replaced. 3. Safety Clothing You must wear approved snow safety clothing suitable for the environmental conditions. Clothing should be static resistant or static free. 4. Safety Equipment You must be wearing and have with you at all times the following equipment: A 457khz avalanche transceiver A non-ferrous snow shovel An avalanche probe A two way radio First aid equipment Level 4 ear protection Crimpers and safety fuse cutters Pull wire igniters for the safety fuse Watch or other approved timing device 5. Explosives Back Pack Check the back pack is approved for transporting explosives. Check to ensure the back pack fits you correctly and is in good condition and zips and pull locks are working correctly. Ensure the back pack is not wet or contaminated by other products. 3 Ensure the back pack has the class 1 or explosives label, badge or placard attached identifying that the back pack has explosives inside it. All flammable products or items not necessary for the carriage of the explosives must be removed. All HSNO and local regulations governing the carriage of explosives must be followed. 6. Emergency You must fully understand the emergency procedures outlining actions involving an unexpected avalanche, accident, fire or loss of explosive products. In an emergency you must be familiar with and able to operate the communications system/s. 7. Daily Avalanche Control Plan. Snow Safety Officer or Avalanche Control Coordinator. 8. Avalanche Control Team Leader and Control Team 9. Loading and Transporting Explosives by Back Pack. Explosives not assembled. 10. Loading and Transporting Explosives by Back Pack. Assembled Explosive Hand Charges, Case Charges and Fuse Assemblies. You must be briefed and fully understand the avalanche control plan/s. Refer to the following SOP EACP 1011 Explosives Avalanche Control Plan Team leader must be approved and appropriately trained in avalanche control and explosive charge handling. Team leader must discuss safety aspects of the control work to be carried on that day with the control team. Team leader must effectively discuss the control plan with the control team to ensure they know what area of the ski field they will be travelling to and where the placement of explosive charges is required. The control plan must show where the placement of explosive charges is required and discussed by the team to ensure all team members have input and provide feedback and understand the plan. You must be trained in the following procedures to carry out this task Refer to following SOP ETBP 1004 Transport Explosives by Back Pack. Other SOP s to refer to ETRV 1001 Transport Explosives by Road Vehicle ETSM 1002 Transport Explosives by Snow Mobile ETCL 1003 Transport Explosives by Chairlift. You must be trained in the following procedures to carry out this task Refer to following SOP ETBP 1004 Transport Explosives by Back Pack. 4 ETSM 1002 Transport Explosives by Snow Mobile ETCL 1003 Transport Explosives by Chairlift. 11. Transport Explosives through the approved Avalanche Control Routes 12. Assembly of Hand and Case Charges Control team must stay on the approved route/s as per the avalanche control plan. If the control team deviates from the planed route/s for any reason you must notify other control teams working in the area. All teams must acknowledge they understand the change. Control team must notify the Snow safety controller or avalanche control coordinator of the change. Charges must be constructed at the last practicable moment and as close as practicable to the site of deployment. If environmental conditions are poor, charges should be pre-assembled at an approved and appropriately labelled shelter. Shelter must be free of combustible materials and all sources of extraneous electricity must be isolated. Refer to following SOP s for construction of hand charges EAFD 1008 Assembly of Safety Fuse and Number 8 Detonator EHCA 1009 Hand Charge Assembly Control team leaders need to consider conditions such as snow, rain, wind and poor visibility. These conditions make assembly of charges very difficult, pre assembled charges should be considered before deploying control teams. 13. Avalanche Control Area - Plan You must be trained in the following procedure to carry out this task Refer to following SOP EACP 1011 Avalanche Control Plan. Hand charges must be deployed as per the avalanche control plan. Any deviation from the avalanche control plan must be communicated to other control teams and the snow safety controller or avalanche control coordinator. All control teams in the active control area must respond and confirm they understand the updated avalanche plan before hand charges are deployed. If other control teams working in the area do not respond, physical contact must be made to ensure they are made aware of the changes to the avalanche control plan regarding the placement of the hand charges. 14. Hand Charge and Case Charge On reaching the avalanche control area remove skis and snowboard. Control team leader must survey the area to establish a SAFE ZONE to retreat to once the charge is deployed. When establishing the safe zone take into consideration effects from the explosives charge and possible exposure to uncontrolled avalanches triggered by the hand charge. 5 Remove back pack and take out the required charges. Secure the back pack to ensure no items fall out and place it back on your back. HAND CHARGES Check the charge to ensure there is no damage to the packaged explosive, cast booster or fuse assembly. Check to ensure the fuse assembly is inserted correctly and secured to the packaged or cast booster explosive so that it will not become dislodged when the hand charge is deployed. If required the hand charge can be attached to a rope. Remove rope from back pack and cut off an appropriate length. Tie the rope to the hand charge ensuring it is firm whilst ensuring you do not damage the fuse assembly or explosive. Ensure the rope is secured effectively so it will not slip off when the hand charge is deployed. CASE CHARGES Check the charge to ensure there is no damage to the plastic bag or container, detonating cord and fuse assembly. Check to ensure the fuse assembly is attached and secured to the detonating cord so that it will not become dislodged when the case charge is deployed. If required the case charge can be attached to a rope. Remove rope from back pack and cut off an appropriate length. Tie the rope to the case charge ensuring you have secured the rope effectively so that it will not become dislodged when sliding the charge into position. Check the avalanche control plan to confirm the position where the hand charge is to be deployed. 15. Deployment of Hand and Case Charge The following process must be followed by all handlers when the hand charge is to be deployed:- Control team leader must confirm the emergency plan if an uncontrolled situation occurred. Team leader must identify where the safe zone is located that the team will retreat to once the hand charge is deployed (must provide safety against avalanches and explosive effects). Handler must have on hand a spare pull wire igniter and set of crimpers or safety fuse cutters. Advise other control teams that the charge is being prepared and identify the location where the hand charge will be deployed. Handler deploying the explosive charge must ensure the control team is ready. Handler must ensure there is confirmation by radio that the area is clear and must make a visual check that the area is clear as well. It is the ultimate responsibility of the handler to ensure the area is clear for the explosive charge to be deployed Remove the static cap from the safety fuse and place the igniter on the end of the safety fuse Handler must confirm verbally to the control team that the igniter is placed on the safety fuse Handler to release safety wire and state SAFETY OFF STR82U Systems & Solutions Ltd Page 5

6 Handler must make a final check of the area and a final call over the radio 60 seconds before fuse is lit. After the 60 seconds the handler must call 1, 2, 3...PULL and pull on the igniter to light the safety fuse. Handler must check immediately for positive burn of the safety fuse. Regardless of a positive burn the explosive charge must be treated as a live charge. Handler or assistant must make a call over the radio... FIRE IN THE HOLE AT XXXX LOCATION Handler must throw or slide the hand charge using an underhand throw once this call has been made. Handler must slide the case charge into position once this call has been made. Handler and control team must move to the identified SAFE ZONE and wait for positive detonation. Within the last 30 seconds of the burn time of the safety fuse the handler must give a final call over the radio stating 30 seconds until detonation. Team leader or handler must record the position and results of the blast. IMPORTANT NOTE: IT IS THE ULTIMATE RESPONSIBILITY OF THE HANDLER TO ENSURE THE AREA IS CLEAR FOR THE EXPLOSIVE CHARGE TO BE DEPLOYED UNDER NO CIRCUMSTANCES MUST THE HANDLER OR ANY OTHER TEAM MEMBER TRY TO RE-LIGHT AN EXPLOSIVE CHARGE AFTER THE INITIAL ATTEMPT HAS BEEN MADE. THE EXPLOSIVE CHARGE MUST BE REGARDED AS LIVE AND THROWN AS PER THE STEPS OUTLINED ABOVE. IF THE HANDLER BELEIVES THE CHARGE IS NOT LIT HE MUST DEPLOY THE HAND CHARGE IN A SAFE AREA WHERE IT CAN BE EASILY DEALT WITH AS A MISFIRE. 16. Misfire Refer to following SOP EHCM 1014 Misfire Hand Charges 17. Avalanche Control Log You must record the following information on the avalanche control log. Date Time Location of placement of charge Type and size of hand charge Avalanche occurrence or non-occurrence Avalanche characteristics Resulting damage Avalanche log must be returned to base and information reviewed and stored. 7 18. Transporting Explosives by Control Team must ensure that they travel on the approved route. Back Pack Back to Magazines or You must be trained in the following procedure to carry out this task Day Box or Other Approved Refer to following SOP Area. ETBP 1004 Transport Explosives by Back Pack. Other SOP s to refer to ETRV 1001 Transport Explosives by Road Vehicle ETSM 1002 Transport Explosives by Snow Mobile ETCL 1003 Transport Explosives by Chairlift. 19. Unloading Back Pack You must be trained in the following procedure to carry out this task Refer to following SOP combined with the following points ETBP 1004 Transport Explosives by Back Pack. Detonators and explosives must not be put into the same magazines or day boxes. Fuse assembles must be placed into a day box or magazine. The handler must check to ensure the fuse assemblies are not damaged. If they are they must be tagged damaged. Assembled charges must be placed in an appropriate day box so they can be disassembled then placed into the correct magazines. Log books for all day boxes and back packs must be updated.
