Definition The Organizer of the 7 th Rally Poland Historic (being also the 4 th and 5 th round of Polish Championship in the Historic Regularity Rallies MPHRR), which takes place between and , is Automobilklub Krakowski (Automobile Club of Krakow). Supplements to the Regulations Maciej Trzebiatowski Tel: The provisions of the present Regulations may be amended if necessary. Any amendment or any additional provision is announced by dated and numbered bulletins, which form an integral part of the present Regulations. Any bulletin issued after the beginning of Administrative Checks must be signed by the stewards. These bulletins are posted in the Rally Secretariat and on the official notice boards and are also directly communicated to the participants, who must acknowledge receipt by signature unless this is materially impossible during the running of the Competition Application and Interpretation of the Regulations The clerk of the course is charged with the application of the present Regulations and their provisions during the running of the Competition. Any case not foreseen in the present Regulations is judged by the stewards. 2. ELIGIBILITY TITLE The results of the 7 th Rally Poland Historic count for the Polish Championship in the Historic Regularity Rallies (Mistrzostwa Polski w Historycznych Rajdach na Regularność MPHRR as 4 th Round and 5 th Round). 3. DESCRIPTION The length of the 7 th Rally Poland Historic is 1368,7km in total with 31 regularity test sections covering a distance of 817,76km. The Competition is divided into 4 legs and 14 sections. 4 th MPHRR Round covers leg 1 and 2 (total of 758,7km), 5 th MPHRR Round covers leg 3 and 4 (total of 610,0km) The breakdown of the route as well as its time controls, passage controls, neutralization periods etc. are described in the Road Book, which gives the crews all information required to complete the route correctly (tulip diagrams, maps, etc.). 4 z 16
5 4. ELIGIBLE VEHICLES 4.1. Eligible vehicles A Driver wishing to enter a vehicle to the Competition must ensure that at the date of Scrutineering and for the duration of the Competition his vehicle is roadlegal for Poland. The Organizer may refuse a car not complying with the period specifications, «spirit» and aspect In the Polish Championship for in the Historic Regularity Rallies classification comes in two groups: Traditional and Sports (see MPHRR Regulations) Cars competing in 7 th Polish Rally Historic are divided into following period groups and classes: Groups I - Cars built to (period B, C, D, E,) II - Cars built between (period F, G1, G2) III - Cars built between (period H1, H2, I) IV - Cars built between (period J1, J2) Each group will be divided into Classes (engine displacement) Class 1 below 1300 cc Class 2 between 1301 and 2000 cc Class 3 above 2000 cc In case of cars equipped turbo-charged or rotary engine (of the type covered by the NSU Wankel patents), the will be multiplied by 1.4. Factor for cars with: - turbo-charged petrol engine 1,7; - turbo-charged diesel engine 1,5. In case of cars with rotary engines equipped with turbocharging or supercharging, the nominal engine displacement shall be multiplied by 2.5. Car will be classified in the class corresponding to the fictive volume thus obtained Group or Class is recognized when there are at least 4 cars is such Group or Class. In case of fewer cars in Class 1 and 2, the cars shall be classified in a respectively higher Class. In case of fewer cars in Class 3, cars shall be classified in their respective Group only. In case of fewer cars in a Group, cars shall be classified in their respective Class in a younger Group Is forbidden to use lighting (extra headlights) incompatible with the period. Exhaust volume level may not exceed Polish Highway Code (Ustawa Prawo o Ruchu Drogowym) limits Cars must be equipped with GPS power installation compliant with Attachment 2. Organizer will provide vehicle with installation after additional payment (see: art ) In case of competitor s withdrawal during the rally, GPS device has to be given back to the Organizer at the closest passage control point or at rally base. 5 z 16
6 4.2. Measurement devices: The Organizer permits the use of: Additional mechanic or electronic trip meters with any number of counters/displays; Any number of chronometers/stopwatches, either mechanic or electronic; Speed tables, either electronically or paper; Any types of speed sensors, in any number Traditional Group, competing in the regularity driving competition in the Polish Championship in the Historic Regularity Rallies, can only use equipment permitted by the MPHRR Regulations The Organizer is entitled to check at any point of the Rally, whether the aforementioned rules are being respected by the Competitors Use of forbidden measurement devices will be penalized by exclusion from the Rally An FIA Historic Technical Passport («HTP»), an FIA Historic Regularity "Car Pass" («HRCP»), an Identity Card issued by an ASN or a FIVA Identity Card («FIVA IC») must be submitted no later than at Scrutineering (see also Article 10.1) 4.4. The Organizer may issue a one-time permit to participate in the Rally upon payment of a fee mentioned in article Crews 5. ELIGIBLE CREWS, ENTRY FORMS, TEAM ENTRIES A crew comprises of the driver plus one or two co-drivers as specified on the entry form. The first Driver must hold a valid driving license allowing for driving a vehicle on Polish public roads During the entire Rally only the driver indicated in entry form is entitled to drive the car Driver must: 5.2. Entry Forms either hold any kind of Driver s Sporting License valid for the current year and the Competition, or obtain a "Regularity Rally Driving Permit" from the organizer. These "Regularity Rally Driving Permits" are issued during the Administrative Checks of the Competition, upon payment of a fee specified in Article Anybody wishing to take part in the 7 th Rally Poland Historic must deliver a properly filled in entry form to the Rally Secretariat. The entry form is available at the official Rally website Competitors willing to be classified in MPHRR Rounds have to check accordingly on the form. Failure to do so will be treated as not willing to compete in MPHRR Rounds. When submitting an entry form, it is required to attach and send copies of the following documents: Historic Technical Pass (HTP) or Historic Regularity Car Pass (HRCP) issued by the FIA or FIVA Identity Card (FIVA IC) or 6 z 16
7 Identity Card issued by an ASN; Valid vehicle registration document; Valid car insurance (at least civil liability insurance); Colored photograph of the car; proof of entry fee payment; Cars without: HTP or, HRCP or, FIVA IC or Identity Card issued by an ASN, can obtain from the Organizer one-time permit allowing the car to start in the rally, upon payment of a fee as specified in Article Drivers not having a valid R-HREG license (or any other valid motorsport license) may be given a one-time permit after payment compliant with Article Original entry form, signed by driver and all crew members, must be submitted during the Administrative Checks The Organizer must receive the entry form with all the attachments by The replacement of driver, co-driver or of the car may only be made before the beginning of the Administrative Checks and must be approved by the Clerk of the Course. Replacement reported after Administrative Checks may be accepted before Starting List publication, after Stewards of the Meeting decision to do so The Organizer does not allow to participate in a single MPHRR Round only Team Entries A Team consists of at least three Crews entering the Rally. Teams are awarded points for their Crew s positions in the General Classification 1 st place = 1 point, 2 nd place = 2 points, etc. The winning Team is the one accumulating the least amount of points. In case of a draw the rule for deciding between the teams is: A Crew at a higher place in the General Classification. For any Team member that does not finish the Rally, the Team is awarded an amount of points equal to the number of members participating in the Rally + 5 points. The organizer reserves the right not to accept the entry without giving reasons On submitting the entry form, all drivers and co-drivers agree to abide by the present Regulations. 6. ENTRY FEES, INSURANCE 6.1. ENTRY fees The competition entry fee for each car with two person crew is as follows: For Crews accepting the Organizer s optional advertising 400 For Crews non accepting the Organizer s optional advertising 800 Costs per second co-driver 225 This entry fee includes: Full documentation of the Rally, including competition numbers and two rally plates (one of which is a souvenir); Supper buffet on and ; Meals during the Rally (3 suppers and 4 snacks) on , and Participation in the official Commander s Ball on z 16
8 The all-inclusive competition entry fee for each car with two-person crew is as follows: For Crews accepting the Organizer s optional advertising 750 For Crews non accepting the Organizer s optional advertising 1500 Costs per second co-driver is 475 (including a single-room accommodation). This entry fee includes: Full documentation of the Rally, including competition numbers and two rally plates (one of which is a souvenir); Guarded parking for the car participating in the Rally + one service car + one trailer; 4-night stay in a 2-person hotel room, breakfast included, between and ; Supper buffet on and ; Meals during the Rally (3 suppers and 4 snacks) on , and Participation in the official Commander s Ball on Payment 6.3. Refund Entry fee should be paid to the Organizer s bank account until r.: Bank City Handlowy, Account number: Account number: PL (Euro) Swift code: CITIPLPX The participant must bear the cost of bank transfers. Entry fees are refunded in full: to candidates whose entry has not been accepted, in case of the Rally being cancelled. The organizer can return up to 50% of the entry fee to those participants who submit a written withdrawal until Insurance Of the Organizer: Civil liability insurance amounting to PLN 50000, extended by clause No.16 (The insurance policy will be presented at the Official Notice Board) Extension of insurance scope to claims referring to damages having occurred during the time of insurance to participants of a non-mass event subjected to mandatory civil liability insurance Of the Crew: Every Crew must be in possession of a valid (throughout the whole duration of the rally) civil liability insurance for owner of a car. Insurance must be compliant with Polish legal regulations. The Organizer is not liable for any harm and loss occurring during the Rally The organizer is not responsible for any damages and/or losses and/or harms of drivers and/or crew members and/or members of participants personnel, having occurred during the Rally. Each participant takes part in the Rally at their own risk. By signing of the Entry Form the driver and all crew members of the entered crew, renounces all rights to enforce any compensation for any damages and/or losses and/or harms, which might be result of accidents occurred during the Rally. This renouncement refers to FIA, PZM, the Organizer, the rally officials 8 z 16
9 6.5. Additional fees and other drivers and crew members. The participant is solely responsible for his personnel. The competitor is fully responsible for his/her crew members The cost for a one-time, Regularity Rally Driving Permit allowing to participate in the 7 th Rally Poland Historic is The cost for a one-time permit allowing the car to participate in the 7 th Rally Poland Historic is The cost of making the GPS power wiring installation by the Organizer of 7 th Polish Rally Historic is ADVERTISING 7.1. The advertising stickers provisions specified in the Code must be respected. A copy of these provisions is available from the organizer, if required. Advertising stickers provided by the Organizer are mandatory and must be placed at parts of the vehicle indicated by the Organizer. Improper or incomplete display of advertisements on the car shall be treated as participation without advertisements of the Organizer The Organizer reserves rights to be the only displayer of advertisements at the Start and Finish of the Rally, in the Secretariat of the Rally, in the Rally Base and the entire track of the Rally. Any advertisement activities of Participants must first be agreed with the Organizer Use of any promotional materials, including flags, banners, umbrellas, as well as distribution of leaflets by Participants is strictly prohibited During the Honorary Start and Finish ceremonies, Crews must not be accompanied by anyone, including Team members Crews are allowed to place advertisement in the boundaries of their parking spot at the Base of the Rally. 8. GENERAL OBLIGATIONS 8.1. Crews Only Crews specified in the entry form are allowed to start. If one member of a Crew withdraws or if an additional person is admitted on board, the car may be excluded from the Competition Starting Order Plates Numbers The start for each leg is according to the Starting List with the separation of 1 minute. Any Crew arriving late at the start of the Competition or of a leg or of a section (restart after a regrouping) will receive a penalty of 120 points per each minute or fraction of minute of delay The Organizer shall supply each Crew with two rally plates (one as a souvenir) and two competition numbers The rally plate, which also carries the competition number, must be fixed to the front of the car (hood) in a visible position for the whole duration of the Rally. It must under no circumstances cover the car s license plates, even partially. 9 z 16
10 8.3. Time Card Competition numbers provided by the organizer must be fixed to both sides of the car (doors) throughout the whole duration of the Rally. If it is ascertained at any time during the Competition that any competition number or rally plate is missing, a penalty of 100 points shall be imposed Each crew is given a time card showing the times assigned to cover the distance between two time control points. Time Cards provided at the beginning of each Rally Leg. Crews are allowed to fill in only the grey fields in their Time Cards. Any arbitrary changes or losing the Time Card may be penalized with up to exclusion from the Rally The regularity test sheets are an integral part of the Time Card Traffic laws Repairs Throughout the entire Competition, Crews must strictly obey Highway Code laws of Poland. Any crew violating the Highway Code is to be penalized. Violation of the Highway Code, therein exceeding the speed limit by over 15% First infringement 600 penalty points; Second infringement 1200 penalty points; Third infringement exclusion from the Rally; These rules apply to Regularity Test Sections also, in particular on the sections with a change to a lower average speed Service cars or assistance cars must not enter zones of Regularity Test Sections at any time of the Rally. Towing is strictly prohibited at all times of the Rally. Repairs and refueling are permitted during the Rally only in places not causing traffic disruption Crews are forbidden to do the following (and may be excluded from the rally as a penalty): Preventing other competing cars from overtaking, Behaving in an unsportsmanlike manner. 9. RUNNING OF THE COMPETITION 9.1 Route reconnaissance 9.2. Start Organizer does not allows route reconnaissance. The organizer, apart from the calibration section, will introduce a test section to familiarize with the route marking system in the itinerary. Itinerer for the calibration and test section will be issued during the Administrative Check. Itinerary for the rally will be issued in the Rally Office on August 29, 2018 from The starting interval between the cars is 1 minute. The start is in accordance with the Starting List Crews must have their passage checked at all points mentioned on their time 10 z 16
11 card in the correct order Controls General Provisions All controls, i.e. passage and time controls, start and the end of regularity tests («RT») are indicated by means of FIA approved standardized signs (see also Appendix 1). Intermediate time checks on the regularity test sections are not indicated The arrival at a time or passage control from any direction other than that of the Rally or non-reporting at a time or a passage control entails a penalty: - TC 2500 penalty points; - PC 1000 penalty points Control posts are ready to function at least 15 minutes before the target time for the passage of the first crew. They cease to operate 15 minutes after the final competitor s passage or upon instruction of the Clerk of the Course Crews are obliged to follow the instructions of the marshals in charge of any control post All marshals at the posts are dressed in yellow or green high visibility vests If the route of the rally at some point proves to be impassable, event participants are required to make a detour and return to the rally route by the shortest way Passage and Time Controls (PC, TC) Passage Controls PC At these controls, the post marshals simply stamps and/or signs the time card as soon as this is handed in by the crew, without mentioning the time of passage. The lack of such a stamp and/or signature at a passage control entails a penalty 1000 points Time Controls TC At these controls, the post marshal enters the time at which one of the crew members hands the time card to the post marshal. The check-in time is the time obtained by adding the time allowed to complete the road section to the time of leaving the time control of the previous section. Any difference between the actual check-in time and the target check-in time is penalized as follows : For late arrival 1 min = 120 points. For early arrival 1 min = 240 points. No entry made at a time control, or reporting outside the maximum permitted delay 2000 points. Maximum permitted delay with regard to target time between two time controls is 15 minutes Organizer allows for early arrival at TC: 2, 4, 6, 8, 10, 12, 14, 16, 18, 21, 23, Failure to complete the stage, leg or rally: A crew who, for technical reasons, has missed during a leg a time control or a passage control an be re-admitted to the rally by submitting a written request to the Clerk of the Course. Such a crew is given a point penalty according the Regulations for every missed RT and lack of stamps/signatures for PC and TC posts. In order to be classified, the car must report to the final Time Control post. 11 z 16
12 9.5. Regrouping Controls Regrouping Controls may be set up at any point along the route. On their arrival at these regrouping controls, the crews hand the post marshal their time card. They receive instructions as to their restart time Regularity Test Sections (RT) Regularity Tests Sections are organized on public roads open for public traffic Regularity Test Sections are marked like Super Stages according to FIA regulations Regularity Test Sections need to be passed through at an average speed set by the Organizer, different for each Test, however never exceeding 50 km/h The Organizer might introduce changes to the initially set average speed at any point of an RT. Places of the average speed changes would be marked in the itinerary as beginning of speed change and end of speed change, indicating thereby new average speed required from the Participants. After having passed the end of speed change mark, the valid average speed is as set at the start of a given RT For every RT, the Organizer accepts two kinds of average speed levels: regular and low The right to choose low average speed level is available only to cars from Group I and cars from Class 1, belonging to Group II and III A Crew allowed to choose the speed has to indicate the chosen speed on the entry form. Once chosen speed level applies throughout the entire Rally and cannot be altered On track of every RT, the Organizer is allowed to place undisclosed number checkpoints where Crews performance is measured with the use of chronometer or GPS. Accuracy of such reads shall be rounded to one full second Every Crew shall receive average speed limits for RTs at the Administrative Checks RT penalties:: Time below or above the target time at every checkpoint: 1 second = 1 point.; Failing to complete an RT 3000 points; Missing an RT checkpoint 500 points; Maximum amount of points available per RT 3000 points Organizer will use Jokers throughout the rally. For 1 st Leg 1 Joker, 9.7. Parc Ferme for RT4-RT7 one Joker, for RT8-RT15 one Joker, for 3 rd Leg one Joker, and on 4 th Leg one Joker. This makes a total of 5 Jokers for the Rally. Joker cancels one single worst result on checkpoint within the abovementioned stage limits. Joker does not cancel penalties for missing a checkpoint. Joker does not concern MPHRR classification. 12 z 16
13 7thRally Poland Historic Organizers applies Parc Ferme rules during the Regrouping breaks: Honorary Start between TC 0 and TC 1 (Kraków) 1st Leg between TC 2 and TC 3 (Modlniczka) 2nd Leg between TC 6 and TC 7 (Czchów) TC 8 and TC 9 (Stary Sącz) TC 12 and TC 13 (Żegocina) 3rd Leg between TC 16 and TC 17 (Łapanów) TC 18 and TC 18 (Rusiński Wierch) th 4 Leg between TC 24 and TC 24 (Sucha Beskidzka) 10. ADMINISTRATIVE CHECKS AND SCRUTINEERING, PENALTIES Administrative Checks and Scrutineering Every Crew participating in the Rally has to undergo Administrative Checks and Scrutineering according to a detailed schedule announced until During Administrative Checks and Scrutineering every Crew has to present valid originals of the following documents: Original entry form, signed by driver and crew members; Driving license; Valid R-HREG License or other motorsport license The main aim of Scrutineering is to confirm car make and model, year of production as well as car s compliance with the Highway Code of Poland. Required documents: Valid car registration document; Car insurance (OC civil liability); Historic Technical Passport (HTP) or Historic Regularity Car Pass (HRCP) or FIVA Identity Card (FIVA IC) or Identity Card issued by an ASN, Mandatory equipment: 1kg fire extinguisher (with valid technical check), a car warning triangle, a first aid kit and 2 reflective high visibility vests. Scrutineering shall also confirm proper installation of advertising stickers, competition numbers and rally plate Organizer's GPS devices (GPS logger) must be installed in all cars during Scrutineering with the use of power wiring compliant with Appendix Each crew that reports to the Scrutineering with a delay exceeding 5 minutes in relation to scheduled time will be penalized with a fine of 200 PLN Final Checks At the finish of the Rally, all Crews must make their cars available for a brief check by the scrutineers and GPS uninstallation Summary of Penalties Exclusion: Art Use of unpermitted measuring devices; Art rd infringement of Highway Code regulations; Possible exclusion: at the discretion of the stewards: 13 z 16

15 Class Classification: - 1st,2nd and 3rd place in each Class 2 cups Classification of Polish Championship in the Historic Regularity Rallies (MPHRR) Traditional Group - 1st, 2nd, 3rd place - 2 cups for each round Sports Group - 1st, 2nd, 3rd place - 2 cups for each round Ladies' Classification The best all female crew in the overall 7 th RPH classification 2 cups Team Classification of 7 th RPH Prize Giving Protests General Classification 1st place 3 cups at Commander s Ball, Hotel Soray, Wieliczka All protests must be conducted in accordance with International Sporting Cod regulations. Each protest has to be reported in writing, by a single crew and may be against a single crew or the Organizer. Protests and explanations regarding misconduct of other Rally participants are accepted in the Rally Secretariat until 30 minutes after the finish line had been crossed by the crossing the finish line by final crew. Protests and explanations regarding results are accepted up to 30 minutes after presentation of provisional results. Protests regarding inscriptions in the Time Card or time measures shall not be accepted. Explanations regarding such matters are not treated as a protest. Participants of the Rally have the right to lodge a protest only after payment of a 1500 PLN deposit. The deposit will be returned if the protest is proven right The decisions by the stewards are considered conclusive. 15 z 16

System requires two wires of 0,75 mm 2 diameter. Positive (+) wire must be red and have a 1 Amper fuse. Wires have to end with female insulated connectors (as depicted below). Wires must end at the place close to GPS device mounting spot. Wiring allows for powering the GPS device provided by the Organizers.
