With the four standard contests and a new offshore race between Monaco and Nice completed, the three-day (Thursday 13 th to Saturday 15 th July 2017) programme more than met expectations of the 21 teams from seven nationalities. As reflected by its General Secretary, Bernard d Alessandri, the YCM was satisfied with the outcome: We are delighted to see more and more young people coming to this meeting. They bring new ideas and their enthusiasm for their projects is infectious. The one overriding objective is to use competition to promote eco-responsible propulsion to the largest number of people involved in motor-sport. This event is a way to raise public awareness. Sustainable energy sources exist today and it is up to us to demonstrate their application, explains Marco Casiraghi, the man behind the project. Dutch have head start Nothing can stop them: Gerhard van der Schaar s Dutch boat Clafis Victron Energy Solar Boat Team in the Open Class and Johannes van der Steen driving NHL Solarboatteam in Challenge A, each won the Fleet Endurance Race, the speed contest, slalom and one-on-one duels in their respective categories. It s great to come here and face more and more competitors each year. The concept has attracted new teams from very different backgrounds, said Gerhard van der Schaar, winner of all four editions. Of course, the team and I are very happy to win the Monaco Solar & Electric Boat Challenge again. His Dutch team also won the YCM Speed Record, with a speed of km/h registered over one eighth of a mile (231.5m). New for 2017 The big novelty this year was the launch of the Monaco Offshore Solar & Electric Race from Monaco to Nice and back. Built to YCM Offshore Class specifications, the electric boat Heliodive equipped with 50 solar panels, and able to take three people aboard, completed the 25 nautical miles in 3 hours 10 minutes to establish a reference time.

2 The UIM also brought something new to the table, a workshop focused on the environment and motor-sports. Fourteen speakers representing major international automobile authorities and federations spent two hours debating problems that still face application of sustainable energy sources for boats and cars. It is vital that we come together to progress and develop these technologies in our different fields, stressed UIM President Raffaele Chiulli, It s the future! One major issue is battery storage on board and how to increase their capacity, a foray into technical details that will help tomorrow s engineers visualise and create an even cleaner yachting sector. Young Monegasques take up the challenge In addition to contests on the water, students from Monaco s Lycée Technique et Hôtelier were again involved in the Vripack Challenge. Eight plunged in at the deep end to build two boats assisted by their teachers. Dorian, Olivier, Corentin and Téo, all in their penultimate year, have had since the end of June to assemble a race boat, while Quentin, Daniel, Enzo and Nicolas, who already took part last year, had only four days to complete the task. It was a daunting challenge for these budding engineers, who then competed in the slalom and duels. Rendezvous next year for the fifth edition which looks set to be as entertaining and well-attended.

3 UIM European Offshore Class 3A and 3C Championships, Tvedestrand Tvedestrand Motorboat Forening (Tvedestrand Yacht Club) was established in Shortly after TMF organized their first powerboat race. In the early 1980s, was created a special racing section of TMF, called Tvedestrand Racing Klubb. Tvedestrand is considered as the Powerboat capital of Norway. In 1967 TMF started the Skegerak Across race, between Norway and Denmark. In 1972 TMF hosted a round of the UIM Class 1 World Championship. Over the years, numerous championships have been hosted by TMF / TRK. This year, TRK organized the UIM European Offshore Class 3A and 3C Championships, with competitors from Finland, Sweden and Norway. The races were run on the 7th and 8th of July, with a combination of inshore and offshore sections. Race one started out in the archipelago, and was the shorter of the two races. The Offshore Class 3A boats started first. The offshore-section was rather rough. Here the Swedish team of Modin/Jansosson in their new 19 Phantom quickly opened up a good lead over A-66. Unfortunately A-66 hit a big wave and hooked, leaving the navigator with a broken rib, they had to retire. A-4 broke their transom bracket and had to retire. Veteran racers Olaussen and Gulbrandsen in A-25 stormed into a 2nd position in their Beechcraft. In Offshore Class 3C, the Finnish team of Johnsson/ Myllymæki in C-101 opened a surprisingly big lead over local heros C-2 Braaten/Bjørntvedt. C-55 had a spin-out early in the race, but managed to pass the fleet and ending in 3rd position. C-91 raced and finished in second, only to realise that he had raced most of the race without cowling, and was disqualified. A spectator found his cowling, which enabled him to race on the Saturday. The Saturday race started and finished in Tvedestrand Harbour UIM Offshore Class 3C European Champions Marcus Johnsson/Jussi Myllymæki, Jan Trygve Braaten/Kjetil Bjørntvedt, Sebastian Groth/Josefin Due- Boje The Tvedestrand fiord is about 5,5 nm long. This combined with an offshore lap in flat conditions gave us an extremely quick race. Again all hopes were on the local C-2. But the Finns in C-101 were too quick, and comfortably won the race. C-91 did not find the speed from Friday s race and finished in 5 th position. As on the first race the Swedes in A-82 were way in front of A-66, now with a new co-driver. The only accident happened in the first turn after the start when A-25 hooked and rolled, leaving the driver with a broken collar bone and the co-driver uninjured but beaten up. Unfortunately for the youngsters Vibeto/Woxen postrace scrutineering found a technical problem with the engine, and they were disqualified. All through the week end, there was a huge hospitality area in Tvedestrand harbour with price-giving, restaurant, pub, concerts as a part of Skagerak Water Festival. Thousands of people gathered for this event, which also included several local powerboat races with all sorts of classes. For the greater enjoyment of both visitors and organizers, the town was «turned upside down».

4 Alex Carella repeats victory at UIM F1H2O Grand Prix of France in Evian The season may only be two races old but already we can see patterns emerging: Team Abu Dhabi driver Alex Carella, three times World Champion of the category, made the perfect start off the dock from pole and was comfortably clear of defending World Champion and winner of the opening F1 GP in Portugal Philippe Chiappe, ahead of Sami Selio, who had finished second in Portimao. Yet, Team China driver Philippe Chiappe suffered an engine failure and remained without points for the third consecutive time in a row in Evian. The Grand Prix of France had assembled thousands of spectators along the spectacular Evian waterfront, with numerous representatives of International Sports Federations onsite, including SportAccord President and IOC member Patrick Baumann, who were made acquainted with the secrets of the powerboat sport by UIM and ARISF President Dr. Raffaele Chiulli. After the opening two rounds in Europe the UIM F1H2O World Championship now heads to the Far East and to Harbin for the Grand Prix of China on August. After a brief sequence under yellow flag, due to 5 th ranked Australian Grant Task having barrelrolled out of the race in lap 11, Carella showed the same commitment that held him off to take his 13 th GP victory, the second consecutive win on Lake Leman. I was waiting for this victory for a long, long time, he said. To win again in France is a great feeling. It was an important win for the whole team and I thank them for the hard work and for giving me the perfect boat. I put all I had into the race and it paid off. 5 Al Qemzi Crowned King of Kaunas Over the past few years the opening rounds of the UIM F2 World Championships have provided the series with some unfamiliar names on the winners trophy; 2016 Alberto Comparato, 2014 Peter Morin, being just two of them. So no one should really be surprised that Team Abu Dhabi driver, Rashed Al Qemzi, has now joined that list of talented drivers getting their season off to a prefect start. It certainly wasn t a straight forward lights to chequered flag victory, although at no time was anyone ahead of the UAE driver. An even more remarkable feat bearing in mind he had to contend with three starts today, including a rolling re-start. The Lithuanian F2 Grand Prix had hardly got going before the race officials were lining the competitors up again for a re-start. Tobias Munthe-Kaas, who had started from third on the grid, was forced to take action to avoid a driver who had crossed in front of him. I had two options said the Norwegian driver, One was to T-bone him, the second was to try and save the situation. I tried the latter and ended upside down. At the second time of asking the field of nineteen drivers all made it safely round the first turn mark but it wasn t long before the red flag was waved again brining everyone to a halt. This time the rescue teams were heading to the far side of the course to attend to a collision between David Del Pin and Matt Palfreyman. UIM F2 World Championship Podium - Kaunas, Lithuania: 1st, Rashed Al Qemzi, 2nd Johan Österberg, 3rd: Edgaras Riabko It transpired that Del Pin and Erik Edin had earlier collided and that the steering on Del Pin s BaBa hull had been damaged. Powerless to steer his boat he collected the unfortunate British driver whose sponson was badly damaged in the impact. Edin was on my outside when we turned the mark said Del Pin, I have to say that I m a little angry because of the way Edin drove today. He s was having a bad weekend but he made mine and Palfreyman s worse. The British driver was unhurt in the collision but his team are now heading back to the BaBa workshops in Italy, something they certainly hadn t planned for.

6 0 After both boats and drivers were safely back ashore, the race officials decided that a safer alternative to another dock start would be a rolling one. Once again Al Qemzi led the field around the short, tight, course in front of several thousand Lithuanian fans all cheering on their local hero Edgaras Riabko, who was in second place. Up to third now was Johan Osterberg but the Swedish driver had his mirrors full of Nelson Morin who was making his F2 World Championship debut. Lap after lap Morin poured on the pressure, making good use of the back markers to close the gap. A group of five or six back markers all fighting their own battles is really hard to pass said Osterberg. My radio man was telling me that Morin was just two seconds behind me and closing. I was getting so frustrated with trying to find a way past the slower drivers that at one stage I almost turned into the Incredible Hulk. Then a huge accident took place just in front of the race pits. Mohamed Al Mehairbi in the Team Abu Dhabi DAC hull had crashed into Finland s Harri Lehti and as the spray began to settle there was no sign of Lehti. The rescue drivers managed to release the trapped driver and he was immediately evacuated to the near by hospital where he is receiving medical attention. With the laps counting down under the yellow flag the race organisers were obliged to use the rule that increases the number of race laps by five to avoid the Grand Prix finishing under a yellow flag situation. This meant that once again Al Qemzi had to keep his wits about him to avoid losing the lead, especially as by now Riabko was right behind him. In fact the Lithuanian driver was slightly to close and as the green flag was raised Osterberg flew past him and into second place. It was like a drag race and for once I was on the right side for the turn said the Swedish driver. A simple error on my part cost me second place said Riabko. By the time I saw Osterberg I knew it was too late to accelerate, next time I will know better. I can t be too disappointed because a podium finish in my home town was something I had dreamt about but never expected. Out in front was Al Qemzi who knew victory was his and to the obvious delight of his team he took the chequered flag. That was a pressurised race said Al Qemzi. I had to drive one hundred per cent for the first fifteen laps to keep Riabko behind me. This is a new adventure for me but I know I have the right boat for this category, plus training after training will give me the good experience I need to get the job done. His Team Manager Guido Cappellini was full of praise about his driver but knows the next event will be a huge test as the race teams now head to Antwerp, Belgium where Cappellini raced F1 back in the late 1990 s. It s incredible rough there but Al Qemzi will cope you can be sure of that.

The event which was held alongside the 2017 Solar and Electric Boat Challenge was spearheaded by UIM President Dr. Raffaele Chiulli and Engineer Marco Casigrahi, and was attended by multistakeholder representatives from the four International Motorsport Federations FIA, FIM, FAI and UIM, the renewable-energy industry, Design Studios and Academia, all of whom presented ways how to apply sustainable energy sources for mobility on water, land and in the air. The main goal of the workshop was to exchange best practice and to provide a platform to discuss How to have a better world through Sustainable Motorsports & Green energies. UIM President Raffaele Chiulli called on the Motor Sport community, International Federations and other energy stakeholders to continue to fully support green initiatives such as the Solar & Electric Boat Challenge, as undertakings such as these were the bedrock of green innovation. We would like to use this opportunity to share with and learn from all parties present here today. It is about time that we use our talents together! During the two-hour session, the audience heard from 14 experts who widely acknowledged the importance of the Boat Challenge in bringing together, in healthy competition, young innovators who are the driving force behind the global sustainability research and development efforts. Topics covered included the challenges and rewards of sustainable energy, steps organisations were taking to offset their carbon footprint and the democratization of environment-friendly means of propulsion in the major motor sports bodies. 8 NEWLETTER -AUGUST 2017 The Sa.Me.Da. L.I.F.E. bracelet comes to F2 Racing In March 2015, the UIM Safety Award in the Name of H.H. Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum was presented to former F1 driver Ivan Capelli on occasion of the UIM Gala held in Monaco, for having developed a ground-breaking safety tool, the medical bracelet. This bracelet particularly recommended to be worn by drivers in motor sports, has been conceived to store vital medical data of the drivers to allow to save precious time in the event of a medical emergency. UIM has agreed with Mr. Ivan Capelli to introduce said medical bracelets in the Powerboating sport and this service has been successfully implemented in the UIM F1 World Championship and in the XCAT World Series over the past two years. In the 2017 season, this UIM safety service has been extended to F2 racing and implemented on the occasion of the first Round of the 2017 F2 World Championship on 10th/11th June in Kaunas. The Sa.Me.Da. L.I.F.E. bracelet has been distributed to the 23 Drivers who attended the UIM F2 race in Kaunas. Raoul Cadeï, Motivegeeks Labs S.r.l. Technical Director, who attended the Kaunas event with the purpose of programming and personalizing the devices on-site for each driver and to brief the medical services on duty, has accepted to reply to our questions regarding the practical use of the Sa.Me.Da. L.I.F.E. bracelet: Whose responsibility it is to inform the local Land Ambulance Team or the Local Hospital that the injured Driver has a Medical Bracelet? RC: Usually, for the Ambulance teams, this is Motivegeeks Labs responsibility. Beside the information, we give to the medical teams one of ours smartphones, loaded with the Sa.Me.Da. Emergency Reader, the application is able to read the bracelet contents. The smartphone is given to them at the David Del Pin wearing the Sa.Me.Da. L.I.F.E. Bracelet at the 1 st round of the UIM F2 World Championship in Kaunas, Lithuania beginning of the day and is collected back at the end. In other Championships where there is a permanent medical delegate (like Formula 1, for example), we deliver the smartphones to the doctors and they keep the devices for the entire duration of the Championship. Even if they are not permanent medical delegates, we have delivered in the past years smartphones to the Scuba Angels, because of their involvement in many Championships. Whose responsibility it is to make sure that the Driver actually wears the Bracelet when he sits in his race boat and races? RC: Currently, the project enrollment is voluntary so no driver could be forced to participate in it. For the same reason, nobody can force the driver to wear his/her bracelet. The project to cover the UIM top Championships (at least) is going on since three years, but we still consider it in an "experimental" phase. We are working with the UIM Secretary General, Mr. Thomas Kurth to find the best way to set in

9 NEWLETTER -AUGUST 2017 the usage of the bracelet in the rules, just like any other safety device (helmet and so on). Something has been done for the XCAT Championship last year and we need to improve the effort and take the rules to all the Championships this project is involved in. The information loaded up to the Medical Bracelet can be lifesaving at some situations therefore wearing it is more than recommended. RC: You are perfectly right: wearing the bracelet is more than recommended. Its purpose is to carry information that could be useful in emergency/urgency situations. When I say "useful" I mean for the driver but ALSO for the doctor that gives him/her the first aid cares. Reading the information contained in the bracelet memory, the doctor can act in a "safer" way because he knows the details of the driver (for example, knowing that he/she is allergic to the penicillin the doctor would never give that drug to the driver). Being able to know this information, the doctor shorten the intervention time during what is normally called "golden hour", that is the first period of time immediately after an accident where the right care can make the difference between a good or a bad aid. Anyway, we don't use the word lifesaving, because wearing or having the bracelet is not enough to guarantee that the driver should receive the proper cares. We prefer to say that having the bracelet is certainly an aid that could help in critical situations. Are there any software / computer system requirements for a remote hospital to be able to read out the information? RC: Technically there isn't but the bracelet is downloaded with a PDF file that can be read using a PDF reader. The information contained is also in English, so every hospital with this basic computer technology would be able to read the file and access all of the drivers details. It is envisaged that in the near future, the bracelets will be provided with a PDF reader in the bracelet. Does any member of the Race Organisation have the right to hold copies of the medical data, in case the Driver does not wear it in the time of the accident? RC: Currently, because of the reserved nature of the information, only medical staff should be able to keep copies of the drivers' data. Indeed, the system allows a doctor to download PDF files containing the details of the driver health status on a computer. The treatment of the medical data is regulated by the Italian Laws, because the service is given from Italy. If you think that a copy of the data should be made available to someone of the Organization, we can work in this way and see what we can do, but this means that we need to change the information papers required by the law and ask again the drivers to sign a new disclaimer for the privacy. I would keep this opportunity for the next year, when hopefully we will start with a new project time period.

10 NEWLETTER -AUGUST 2017 May we remind the Drivers after every race to update the Bracelet with any new medical data? How can I make it sure that the Driver who was injured during a race will update his medical data before he comes racing next? RC: This is another part that should be followed by a permanent medical delegate. This delegate, knowing the drivers and their histories, would be able to keep constantly updated the information in the system. As today, the only thing we can do, is going around in the paddock asking the drivers if there are any changes in their medical details since the last update. For the technical side of this question, every time that a driver's data is updated, he/she receives an , with the details to connect and download the new status in the bracelet memory. We have reason to believe that on a small percentage of belts, the right lap insert tab had the hole drilled off center by a 1/16th of an inch, causing the lock pin inside the camlock dial to not lock properly. This could potentially cause the right lap belt to come unlocked from the camlock dial under minimal stress.
