2 Welcome Message from the Chairman Supplementary Regulations With great pleasure I would like to welcome you to the 2011 New England Forest Rally. We have been working hard to again bring you an event that will be memorable for all of our Workers, Competitors, Sponsors and Spectators. With all of the challenges of creating an event of this complexity it is always amazing that we have such a large and loyal group of dedicated workers who continue to provide their time and expertise in so many, many areas. It is not without their long hours before, during and after the event that we can accomplish our goals in providing you with some of the most challenging Stage Roads in the country. On board this year we have many wonderful Sponsors. We thank L.L. Cote, THE STOP in Errol for last minute supplies, and the wonderful people of JML Trucking in Errol, who provide their facilities for our service area and the Errol Super Special. Sunday River which is again our Rally Headquarters is providing us with a barbecue for our Finish Awards Ceremony which will take place this year on the Slope Side on the Patio on Saturday evening. We look forward to seeing you all there. Thanks also to the Mount Washington Auto Road which continues to be our presenting sponsor for our Regional events and we hope you will take a trip up their road while you are in the area. We also have two land owners that contribute so much to our event. The Town of Mexico and their Recreation area is a wonderful Super Special location and we know how much the spectators enjoy the Yump! Seven Islands Land Company provide all our northern stages and we especially appreciate their willingness to go the extra mile in working with us. 4 1. Event Description The New England Forest Rally is to be held on July 15-16, It will start and finish at the Sunday River resort located in Newry, Maine. Friday s Mexico Regional Rally presented by Mt. Washington Auto Road will have approximately 40 miles of stages. It comprises three Super Specials totaling 1 ½ miles and three traditional stages totaling approximately 38 additional miles. Saturday s LL Cote Regional Rally will have approximately 60 plus miles of stages. There will be rougher sections on these stages, staying in character with past Maine Forest and New England Forest Rally s. The two day, National, New England Forest Rally comprises both regional rallies above. Parc Fermé will be located in the South Ridge Parking Lot 2. Service Park s will be located in the lot next to the South Ridge Parking Lot, just North of the Phoenix House restaurant and at the Mexico Rec Park in Mexico, Maine and at the JML Trucking facility in Errol, New Hampshire. The route is contained in an area 80 miles to the north and 40 miles to the west of Mexico, Maine. Maps will be included in the front of the route book and on the web site. The route is approximately 360 miles long with 102 miles using 11 special stages. The altitude of the area covered ranges from 600 Feet (200 Meters) to 2000 Feet (600 Meters) in height. Most of the stages are 1½ lane, well groomed ex-logging roads, some are being used as access for current logging operations; all are on gravel with short stretches of asphalt. The roads tend to be fast and may cut-up in some softer areas. Friday nights last stage, Concord Pond and Saturday s Sturtevant Pond and Fish Pond stages are the most challenging with many spectators present. A Parc Fermé will be utilized to hold National event entrants overnight. It is possible for National Competitors to remove their rally cars for overnight servicing from the Parc Fermé but it will be deemed illegal servicing if done and the competitor will incur a 10 minute penalty. There is a 45 minute Friday evening and 1hour early service Saturday morning in the schedule. Please see: online for information prior to the event. New England Forest Rally Page 4 of 26

6 4. Status The New England Forest Rally counts towards: Rally America National Championship Rally America Eastern Regional Championship MaxAttack Championship 5. Rally Headquarters and Official Notice Board All activities unless otherwise indicated take place at various Sunday River Resort facilities. Sunday River Resort is located in Newry, Maine. Maps are available on the internet; use them to find specific locations referenced in these Supplementary Regulations and in the Service book. Headquarters on Friday night and Saturday morning, before start of the rally, will be at the South Ridge Welcome Center of Sunday River and will be open at times listed in the Schedule and Appendices. The OFFICIAL NOTICE BOARD will be located at the rally headquarters registration area until the start of the rally on Friday morning. During the running of the event, the OFFICIAL NOTICE BOARD will travel with Rally America s scoring vehicle, along with their scoring monitors generally located at the service areas. 6. Type of Event This is a performance rally consisting of 11 day stages, to be run over closed roads, linked by transit sections with liberal time allowances. All competitive driving will be on gravel stages. Total length of the route will be approximately 360 miles, including approximately 102 miles of stages. The Official Route Book will include distances and tulip diagrams. Timing will be in seconds and tenths of seconds. Stage Notes may be purchased and will be provided in a separate book for the special stages. Organizers reserve the right to change the number of stages and exact stage/transit mileage within a reasonable margin. If it is changed, a competitor s bulletin will be issued. Major Exceptions to Rally Rules 1- For SS1, SS2 and SS3 all competitors will be started at 30 second intervals and will remain in that timing configuration until the RGC1 spreads them to 1 minute intervals. 2- There will be NO reverse order running on this event. 3- Stages longer than 15 miles will be used. 4- The Route Book may have mileages more than 5 miles in length between instructions. 5- In the case of Super Special Stages running after a Parc Exposé, transits may be less than 7 minutes in length. Wait times to start the stage should allow for these shorter times. 9. Features of the Rally 1- All speed limits, which may differ from posted limits, are given in the Route Book. These are mandatory, and any penalties for excessive speed will be based on these speed limits. 2- The un-posted SPEED LIMIT on gravel roads is 35 mph. 3- Official time will be available at MTC s and at Registration on Friday. 4- QUIET ZONES are to be traversed at 5 mph below the speed limit, low beams and being quiet. 5- The initial STARTING ORDER will be determined on the basis of the RA Speed Factor List. Cars qualified to start in the first group will be started per RA Rule 1.7.E.6, based on the draw Thursday evening. The first three stages on Friday will be run at 30 second intervals, including the transit from Sunday River to the Mexico Rec Area. New England Forest Rally Page 8 of 26

9 6- If a control issues a time that the competitor believes to be in error, the competitor will point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker will, on request, initial the time and note the nature of the dispute in the Control Log. The competitor will then submit a written scoring inquiry to scoring within 30 minutes of arriving at the Final MTC of the event in question. 7- All INCIDENTS/ACCIDENTS must be reported on the appropriate forms; forms are printed in the Route Book. It is the responsibility of the competitor to hand the completed form to one of the Stewards. 8- All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the Rally America rules to the Stewards. 9- MPL will revert to zero at the end of Friday night; a new 30 minutes will apply to the entire day Saturday. 10- Please do not block side roads or driveways while waiting to check into an ATC. 11- All competitors are advised to commit the paragraph in the Rally America rules (7.10) concerning Force Majeure to memory. Remember, all stages are hot until stopped by a red cross. 12- All personnel connected with the rally MUST sign the WAIVER at Registration. 13- Commencement of Rally Participation: Once team members have signed the waiver, for the rally or the recce, they have begun their participation in the event and are subject to the regulations, rules of conduct and penalties established in the Rally America Rulebook and these Supplementary Regulations. 14- Chicanes will be used on the Icicle Brook N Stage (SS #4) and Icicle Brook S (SS #5) on Friday afternoon. Competitors must follow the proposed correct direction indicated in the Route Book. Failure to do so (i.e., driving straight through, making no effort to negotiate the chicane) will result in a 1 minute penalty per offense. The Marshal at the Chicane will be the Judge-of-Fact. 15- When stage roads are run twice, if you stop on course your car will be left in a safe location until after the second running of the stage. 16- For Teams running only the Saturday Regional rally there will be a mandatory driver s meeting at 7:00am at the MTC Out. 17- Any circumstances not covered by these Supplementary Regulations and the Rally America Rules shall be decided by the Chairman, Clerk of the Course, or the Stewards, as applicable. 10 10. Registration Supplementary Regulations After Friday, May 21, :00 AM, entries can be remitted in the following ways: Online - at Click on LOGIN in the right hand margin. Please have required documentation per Rally America rules and Article 4 of these Regulations. Complete the Rally America Registration Form online or mail or present it with full payment, to the Registrar. All checks, money orders, or bank drafts must be made payable to New England Performance Rally, LLC". Post dated checks are not acceptable. NSF checks will be subject to a $50.00 administration fee and entries will be considered Withdrawn until such time as replacement funds are received by the Registrar. Please allow five days for mailing from within the USA. Entrants may confirm receipt of their entry by checking the Rally America website. CARS License Holders CARS license holders are required to fill out the Rally America entry form online. Documents The completed Rally America registration must accompany the entry fee. The waiver must be signed by the driver, co-driver, and all service crew by the close of registration. All applicable documents must be presented at registration and must be valid on the day of the event. Rally licenses must be obtained prior to the rally. Maximum Number of Entries The maximum number of entries will be 75. If more than 75 entries are received, entry will be determined on a first pay / first serve basis (i.e. payment must be received before your entry is considered. A wait list will be utilized. The organizer reserves the right to allow more entries. Event Entry Closing Date Event entry will close upon the Close of Registration. Withdrawal of Entry If the team withdraws after July 5, 2011 the entry fee will be refunded less a $ processing fee. There is NO refund for a regional double play entry. 11 11. Fees and Charges Supplementary Regulations Entry fees are detailed in the table below. Entries submitted day of the event must be paid in cash or check. Credit cards will not be accepted at registration. Additional Fees - Friday end of day party at Phoenix House $10.00 each at registration, $20.00 at the door. 12. Starting Order Starting order will be determined in accordance with Rally America rules and posted on official notice board as soon as possible after the Close of Registration. 13. Scrutineering Scrutineering will be held at the Sunday River maintenance shed, indicated on the map and during the times mentioned in the schedule. Competitors must present their vehicle log books at technical inspection. Only vehicles that have successfully passed scrutineering will be permitted to participate in the event. Please arrive no later than 7:15pm as Scrutineering needs time to check your car and they will close promptly at 8pm. NOTE: There will be no log books issued at scrutineering. Please book an appointment with an authorized Rally America scrutineer ahead of the time. TECH FORMS are available at Tech. You may go to Tech before Registration. 12 14. Vehicle Visual Identification Competitor ID packages, including Rally America door panels, series sponsor s decals, windshield decals, and number packages will be available from Rally America at Registration when ordered in advance from Rally America or at Scrutineering if not ordered beforehand. There might also be event sponsors who require their stickers be placed on competing vehicles. Sponsors are entitled to receive the full benefit of their advertising. Please show your appreciation of their support by displaying their advertising with pride. Competitor ID materials and event sponsor decals must be applied to the satisfaction of the Scrutineers. 15. Unauthorized Practicing/Recce The New England Performance Rally, LLC (NEPR) has worked very hard over the past 6 months with the various landowners to obtain the right to use their land for stage roads. One must remember these stage roads are private, active logging roads. Logging trucks are paid to deliver logs. To do so safely they travel the middle of the road. Every landowner has made it clear, if we have a repeat of past problems, trespassing, their land will be closed for good. No more New England Forest Rally. NEPR has agreed to notify all Participants - Drivers, Crew and Workers of the following: The landowner s roads are CLOSED at all times throughout the year except for date & times approved for the NEFR. Anyone found on the roads at any other time will be banned from competing in NEPR Rally s under Article 4.8 of the Rally America rules. If you desire to use any of these landowner s roads for testing, you must have prior written permission from the landowner with a copy to NEPR clearly stating the Date, Time and Road. The landowners reserve the right to set conditions on said use which may include a road use fee or actual denial of access. The Clerk of the Course shall be the sole arbiter of any potential violation. The official Practice Stage provided to competitors is not considered a violation during its official hours of operation. Participation in the official reconnaissance when provided is not considered a violation during its scheduled times. Before the event, competitors and service crews are free to travel on any paved road getting to and from hotels, fuel stations, meals, etc. During the event small detours from the service route, for service, vehicle fuel, food, etc. are allowed, as long as all travel is on asphalt roads. All unpaved (dirt/gravel) roads within a 60 mile radius of Sunday River are off limits to all competitors. New England Forest Rally Page 12 of 26

13 16. Odometer Check An odometer check is included in the Route Book, if you need a longer one please use the following instructions. Re-zero at the junction of Sunday River Road and Route 2, heading East on Route 2, toward Rumford and Mexico. From here to the junction of Route 2 and Route 5 (Rumford Point) the distance is 9.26 miles. 17. Reconnaissance Registration for the reconnaissance takes place on Wednesday, July 13 th between 6:00pm & 10:00pm at the South Ballroom, Grand Summit. A single-pass reconnaissance (recce) will take a place on Thursday, July 14 th, between 7:30am to 5:30pm. Stage Notes are available for purchase by pre-ordering from Rally America. To participate in the Recce a fee of $80.00 is required and can be paid for on the Rally America web site or in person at Recce Registration. The Stage Notes and recce instructions will be handed to competitors at recce registration. We plan to start competitors at approximately 30 second intervals. Competitors are allowed to be on the stage roads only within the time intervals listed by the organizer. Vehicles used in reconnaissance must be normal street vehicles with no lettering, advertising or other markings/customizations which would call attention to the vehicle. Exhausts must be quiet. The Clerk of the Course will be the final arbiter of the suitability of a vehicle intended to be used for reconnaissance. It is customary that only the driver and co-driver are allowed in the vehicle during reconnaissance. Additional passengers are not allowed unless they are a registered driver or co-driver in this event. Recce requires a lot of concentration to do it well, any distractions would put teams at a disadvantage. Competitors will not be able to complete reconnaissance and be back in time to take their cars through scrutineering or Parc Exposé. Competitors should therefore make arrangements with their service crew (or another team) to take their car through scrutineering. 18. Autograph Session On Thursday evening from 5:30pm - 8:00pm there will be an autograph signing at the Phoenix House at Sunday River Road. The shakedown stage will also be nearby. Driver or Co-Driver presence at the Autograph Session is necessary to allow access to the Shakedown Stage. A pass will be issued to confirm that at least the car s driver has been to the Autograph Session. Remember that the kids especially like seeing their favorite Driver s and appreciate it immensely. 14 19. Media/Shakedown Stage There is a combined Media/Shakedown Stage provided to competitors. Event registration and scrutineering must be completed before entering the shakedown stage. All competition safety gear is required of drivers and co-drivers. Media will be required to have been properly registered and wear approved helmet and SFI 38.1 head and neck restraints. Drivers are encouraged to present themselves in their competition driving suits. 20. General Event Running Information Pre-Event Parc Exposé This year as in past years the Parc Exposé will be at Sunday River, in the South Ridge Parking Area Lot 2 on Friday July 15 th. Competitors must be in position by 10:30 AM by the latest (to avoid a monetary penalty). Service may be done before the Parc Exposé in Lot 3. At 11:00AM there will be a short drivers meeting in Lot 2. Service in Parc Exposé between 10:30am and 11:30am must be by Competitors only and with only parts and tools brought with you in the car. Sunday River and Mexico Rec Park Super Special Stages Competitors will leave the start to run the first three Super Specials and the Transit to Mexico Rec Area at 30 Second Intervals and will be run in normal starting order. You will transit to the Mexico Rec Super Special. Cars will run the Mexico Rec Super Special twice in normal running order; one run of the field right after the other for maximum spectator appeal. There will NOT be a transit through the Super Special as in the past year. Your view of the Super Special and the jump will be during the recce on Thursday! Once in the Mexico DOT Lot please follow the marshal s instructions and be in correct running order. Accommodation for starting line ruts will be taken as appropriate. A 30 minute service and 20 minute Regroup will follow the running of the stages. Fuel will be available during Regroup at Mexico Rec Park. Friday Regroup Upon returning to the Mexico Rec Park after SS # 5, competitors enter a TC (Time Control) check in on your minute, a new time card will be issued and you will go directly into a 30 minute service. Following the service, crews enter another RGC (Regroup/Refuel IN). You will have about 20 minutes to fuel and be positioned in the Regroup. At the appropriate time (normally 7:00pm), the first (and subsequent) cars will be released from the RGC OUT onto the transit to SS # 6. Since this is a Regroup, no service is allowed in the regroup area. New England Forest Rally Page 14 of 26

15 Friday Evening Service and Overnight Parc Fermé Supplementary Regulations National entrants after arriving at all time controls may leave the Park Fermé by their choice and with a penalty assessed on Friday night after notification with the time control personnel and notation in the Timing Log and Time Card. National Competitors will be assessed a 10 minute penalty for leaving the Parc Fermé and it will be deemed as illegal servicing. This allows for late or all night servicing for teams that may require it. (You must be back at the first MTC5 (on time) Saturday to continue in the rally) Informational Scores for Friday and Restart times for Saturday will be available at the Phoenix House (approx 10:00pm) and will be posted at the Sunday River Grand Summit and the South Ridge Welcome Center (shortly therafter) Saturday Morning Restart In the morning you may take your car out of Parc Fermé at 6:30am, if you have not done so the night before as mentioned above. This will allow you another hour of service time in the morning before your required Start at MTC4 Sunday River OUT on Saturday morning. You are required to check in to MTC4 on Saturday morning on your appropriate minute. Time cards will be available at this MTC for the running of the first section. Fueling, (subject to refueling area rules) can be done at this time as well. Turnaround Stages Due to many circumstances beyond our control it is necessary that we use Turnaround Stages in only two locations this year. Please follow the marshal s advice in parking your vehicles in an orderly fashion to be ready for the restart. (The Snack Attack Team, Krista & Julie will again be at the turnarounds with refreshments for competitors.) Once competitors clear the end of the Control Zone, they are free to work on their cars-with equipment and parts carried therein. Competitors must be ready to restart at their IDEAL START time, although their actual restart time will depend on Course Opening. 21. Park Fermé, Impound and Teardown All vehicles are subject to inspection by the Technical Inspection team at any time during the rally. This team is aware of the running schedule, and transit times are such to allow the Technical Inspection team to complete their during-event checks without exposing a competitor to road penalties. All finishing competition vehicles will be directed to Park Fermé at the final Main Time Control. All finishing competition vehicles may be directed to an impound area at the final MTC. Vehicles so directed are required to remain in the Park Fermé area until released by the Event Steward or his designee or referred for additional inspection as required. Selected vehicles may also be subject to a tear-down. New England Forest Rally Page 15 of 26

16 22. Service Park and Servicing Supplementary Regulations All service personnel directly associated with the competitors must sign the waiver and have a wristband. Note that anyone working on a rally car in a service area that does not have a wristband will subject that team to the penalties associated with illegal servicing. Service area marshals will also inspect team personnel for wristbands. All personnel traveling into a service area in a vehicle displaying a Service Vehicle or Over-Crew Vehicle Pass are required to have wristbands as a condition of admittance. The Service Area marshal will have a supply of waiver forms and wristbands. Information in the service routebook will contain locations, time available and other pertinent information. Service work on rally cars before or after the event in the GRAND SUMMIT area at Sunday River may only be accomplished in LOT 8, which is the large dirt parking lot on the left just before entering the Grand Summit parking area. All trailers parked at the Grand Summit Area must also be parked in Lot 8. Each team will receive two Service Vehicle Passes and two Over-Crew Passes; the Over-Crew Pass will allow parking at a separate area near the service area (Mexico and Errol). A vehicle is considered a car, van, truck or a trailer. For TRAILER s (up to 24 long, whether the trailer is loaded or not) you need TWO service vehicle passes (one for the puller and one for the pullee)! If you have a big truck (longer than 24 ) then you will need to use both your service passes for that one vehicle as well. Extra service vehicle passes will be available for purchase at registration for $ each; over-crew passes will be available for $ Only service vehicles displaying the Service Vehicle Pass will be allowed to enter the service areas; the passes will have the competitor s number and vehicle license number on them. Please read and comply with the above sentence BEFORE arriving at the service park entrance. Vehicles in service areas failing to display their assigned service vehicle passes will be fined $ each occurrence. Full coverage ground sheets MUST be used at all times; jack stands with flat bottoms or 12 X 12 platforms under the stands must be used. Service Crews may spectate but service vehicles must not leave pavement at Spectator points. You may walk in to spectate, following the general spectating rules and observing Spectator and other Marshals. New England Forest Rally Page 16 of 26

17 Mexico Rec Service Area The Mexico Rec Service Park is the traditional location for Friday s mid-day service. Refueling will be located adjacent to the area. Overflow parking will be available. Access to the service area will be between the hours of 10:00am and 11:30am. No Entrance after 12:00pm will be permitted. Follow the Service Area Marshal s instructions. Food Vendors will be available in the service area. Errol Service Area (The traditional DOT lot will not be used for this event.) The Errol Service Park is located 1.1 miles North of LL Cote in the town of Errol at JML Trucking. Service spots generally will not be pre-assigned. We have allowed space commensurate with the known service vehicle sizes from past events. A re-fueling location will be included in this service area for refueling on your transit out of Errol Service 1 and 2. Please follow the Service Area Marshal s instructions when setting up your service location. With a large entry, the space has been planned to take advantage of the many issues we had in previous years. Over-crew vehicles are to park in the grass lot just beyond the Service Park. Both the Service Park and additional parking locations are on the right side of the highway as you travel north. Food Vendors will be available in the service area and at LL Cote. 18 23. Fuel/Refueling Supplementary Regulations Refueling may never be done in a Service Area, regardless of whether the area is active at the time or not. Refueling locations are usually located adjacent to Service areas. While the rally is in progress (Entrance to Park Exposé 1 at Sunday River until the finish of the rally on Saturday), refueling may only be conducted in official rally refuel areas or in an emergency, at a normal public gas station. In practice, Refueling will be upon exiting each service area. They will be incorporated as part of transits or regroup controls. All of LL Cote s Irving station pumps reading 91 Octane will contain 93 Octane fuel for the rally. Please Use The LL COTE PUMPS for your Service Vehicles and personal transport, they are our sponsor!!! (The Irving pumps located across the intersection from LL Cote s building are NOT 93 Octane and NOT our sponsor s facility.)
