1 NFHS Wrestling Rules Exam - Part I 1. The Figure 4 around the head is not an illegal hold/maneuver. 2. During injury, blood or recovery time-outs, the referee should be in a position to monitor the appropriate clock and wrestlers. 3. The wrestling area shall be marked on the mat by painted lines, 2 inches wide, which are not inbounds. 4. In the offensive starting position, the offensive wrestler may place a foot or a knee on the mat between the opponent's feet or leg. 5. In dual-meet/team-formatted tournaments, scoring is based upon the results of each individual match as in Rule In a dual meet, the random draw shall take place immediately following the conclusion of weigh-ins. 7. For all matches, net weight is not required. 8. Prior to the meet, the head coach shall verify that all wrestlers will be in proper uniform, properly groomed, properly equipped and ready to wrestle. 9. A contestant can wrestle in two consecutive matches with less than a 30-minute rest between matches. 10. 2 11. In individually bracketed tournaments, no substitution is allowed after the conclusion of the weigh-in. 12. A series of matches, one in each of the NFHS weight classes, constitutes a dual meet. 13. A coach may instruct his wrestler by using an amplifier. 14. Scales for weighing in wrestlers of both teams may be provided by both teams. 15. Nonparticipating team personnel who are in the bench area are not covered by the rules concerning bench decorum. 16. The coach may move toward the mat only during a charged time-out or at the end of the match. 17. Spectators who act in an unsportsmanlike manner shall be removed by the home management and the home team penalized a team point. 18. Each team shall designate a captain or captains prior to the beginning of the dual meet. 19. Unsportsmanlike conduct by any wrestler prior to or following the match carries the same penalty as unsportsmanlike conduct for a coach. 20. If a wrestler bites an opponent, it will be called as unsportsmanlike conduct. 21. Use of tobacco products by coaches is left to the authority of the state association.

3 22. The head coach shall not be penalized when a wrestler reports to the scorer's table with shoelaces that are not properly secured. 23. During the end-of-match procedure, the assistant referee shall be at the scorer s table verifying the match score. 24. The assistant referee is responsible for communications to the coaches. 25. The referee s jurisdiction begins upon arrival at the site of the competition. 26. On matters of judgment, the referee will use the NFHS wrestling rules and interpretations, and their decision shall be final. 27. State associations may authorize the use of artificial limbs by a wrestler. 28. The referee is the final authority as to a wrestler wearing eye protection. 29. 4 33. State associations may adopt different weigh-in procedures for dual meets than those outlined by the NFHS rules book. 34. The NFHS minimum weight for the 106-pound weight class is 100 pounds. 35. The referee, or other authorized person of the same gender, shall supervise the weigh-ins. 36. All contestants (male and female) do not have to weigh in wearing a suitable undergarment that completely covers the buttocks and the groin area. 37. 5 45. In order to earn a fall, a wrestler must hold his opponent s shoulders or scapula to the mat for a period of at least one second. 46. A fall shall not be awarded if the wrestler being pinned is handicapped by having any portion of the wrestler s body out of bounds. 47. An assistant referee can call a fall. 48. A fall may be scored in a bridgeback in a body scissors. 49. It is possible to score a near fall against an offensive wrestler. 50. A near fall should not be awarded until the defensive wrestler is out of a pinning situation. 51. Criteria for a near fall is met when any part of both shoulders or both scapulae of the defensive wrestler are held within 4 inches or less of the mat. 52. Only the wrestler with the advantage, who has the opponent in the pinning situation, may score a near fall. 53. In the neutral starting position, it is permissible to have both feet on the starting line. 54. When assuming the offensive starting position, the offensive wrestler will place his/her head on or above the near shoulder of the defensive wrestler. 55. A defensive wrestler must allow the offensive wrestler an opportunity to assume a legal position.

6 56. It is bad time if the choice of position was not given after the second injury time-out. 57. A match is competition between two individual wrestlers who are of as nearly equal weight as possible. 58. The awarded wrestler need not be in uniform to receive a forfeit. 59. If no scoring occurs in the 30-second ultimate tiebreaker, the defensive wrestler will be declared the winner. 60. A disqualified wrestler is always removed from further competition. 61. In a match involving a visually-handicapped wrestler, contact is to be maintained throughout the match. 62. In the offensive starting position, the offensive wrestler has the option of being on either the left or right side of the opponent. 63. After three stoppages for adjustment of ear guards, the referee may award one penalty point to the opponent. 64. The referee should not establish eye contact with the scorer's table when starting the contestants from the down position. 65. If there is no action at the edge of the mat and one wrestler is out of bounds, the referee may stop the match. 66. If a wrestler is injured or indicates an injury, the referee must stop the match.

7 67. When penalizing any infraction, the match shall be stopped. 68. Although not a requirement, the referee may stop the match on any potentially dangerous situation. 69. If the referee can determine the amount of time that should have been run off the clock, and it was because of a timekeeper s error, he/she may deduct the time. 70. All scoring errors can be corrected if they are detected within 48 hours. 71. When bad time occurs in a wrestling match, acts of unnecessary roughness penalized during bad time would be eliminated. 72. If a coach believes that an error has been made during a match, he/she must wait until the conclusion of the match in order to address the referee about this situation. 73. A twisting kneelock is a potentially dangerous hold/maneuver. 74. Potentially dangerous holds/maneuvers cannot become illegal holds/maneuvers. 75. If a body part is forced to its limit of normal range of movement, the hold/maneuver should be considered potentially dangerous. 76. A front headlock or any headlock with an arm or leg encircled is a potentially dangerous hold. 77. It is stalling if neither wrestler can improve his/her position.

8 78. The match is always stopped when penalizing either wrestler for stalling. 79. Stalling shall be called consistently from the start of the first period until the conclusion of the overtime. 80. Use of tobacco product by a coach is a warning when first detected. 81. Unsportsmanlike conduct can occur by a coach prior to, during or after a meet. 82. When a wrestler, coach, other team personnel or spectator is removed for unsportsmanlike conduct, the team score will be reduced by two points. 83. A wrestler leaving the wrestling area, without first receiving permission to do so from the referee, is a technical violation. 84. A warning is always given before unsportsmanlike conduct is called. 85. Penalties and warnings are cumulative throughout the match. 86. During any tournament, the maximum time an individual can be removed for flagrant misconduct is one day. 87. Flagrant misconduct will disqualify any individual for the remainder of a multiple-school event or a tournament. 88. Unsportsmanlike conduct by a wrestler, prior to or after the conclusion of wrestling, results in the deduction of two team points for the first offense.
