4 All-But-One Principle: All live ball fouls are enforced from the basic spot, with the exception of a foul by the offense (team in possession) which occurs behind the basic spot; which is enforced from the spot of the foul. All-But-One Principle does NOT apply to fouls with special enforcement rules defined in 10-4 and Loose Ball Play: Legal forward pass or kick. Fumble/snap/backward pass/illegal kick from behind the NZ. Includes all action prior to pass/kick/fumble/snap. Basic Spot is the Previous Spot Running Play: Action not included in a loose ball play. 8 When a Touchdown is Scored A USC or non-player foul by either team on a play when a touchdown is scored, is a COF. Any foul by the opponents of the scoring team when a touchdown is scored is a COF (if no change of possession). If there was a change of possession during the down, only fouls after the last change of possession, by the opponents of the scoring team are COF. Any dead ball foul, USC or non-player foul be either team after the down is over, but before the RFP for the PAT is a COF. Fouls after the RFP are enforced from the succeeding spot (false start, encroachment, etc). COF options are: Enforce on the PAT Enforce on the ensuing kick-off No carry-overs into over-time (since there are no kick-offs). 8

10 When a PAT is Scored If offense fouls, carry over does NOT apply. Enforce penalty and re-try (unless LOD foul). If R fouls during a successful kick try, K has options: Accept the 1 point, and enforce penalty from the succeeding spot (kickoff, or snap in OT). Take the 1 point off the board, enforce the penalty on the PAT and retry the down (go for 2). If R/B fouls during a successful 2-point try: Enforce the penalty from the succeeding spot (kick-off, or snap for OT) When PAT Fails Carry-Over does not apply. Fouls by R/B, enforce penalty and retry the PAT. Fouls by K/A, penalty declined, try is no good. 10

12 When a Field Goal is Scored If offense fouls, carry over does NOT apply. Enforce penalty and replay the down (unless LOD foul). If R fouls during a successful field goal, K has options: Accept the 3 points, and enforce penalty from the succeeding spot (kick-off, or snap in OT). Take the 3 points off the board, and replay the down after enforcement of the penalty (typically giving K a first down). 12

13 A B-40. Runner A1 runs for a touchdown. After getting into the end zone, he does a prolonged dance. LJ and BJ throw flags for unsportsmanlike conduct. a. The touchdown is nullified. b. B has options. c. B has no options. Applicable Principles Special Enforcement Foul YES (scoring play, carry-over) Any foul by either team after a TD, but before the RFP for the PAT, has the option of enforcement on the PAT, or on ensuing kickoff. RULING: - b. B has options 13

14 A B-40. Receiver A1 catches a forward B-30, and then defender B2 hits him above the shoulders with his helmet. BJ throws a flag for targeting. Somehow, A1 stays on his feet, and runs for an apparent touchdown. When he B- 5, however, he turns around, holds the ball out toward B2, and struts backwards into the end zone. BJ throws another flag for unsportsmanlike conduct. a. Only A has options. b. Only B has options. c. Both teams have options. Applicable Principles Special Enforcement Foul YES (scoring play, carry-over) Any foul during the down, by the opponent of the scoring team on a TD (after any COP) is a COF. Any USC or non-player foul by either team during the down when a TD is scored is a COF. USC & dead-ball fouls are not coupled with a live-ball foul to create a double foul. Penalties are enforced in the order of occurrence. RULING: - c. Both teams have options. 14

15 A A-30. Quarterback A1 is under heavy pressure and is A-20. The BJ comes up to the Referee and announces that he has a 5 yard face mask foul against B2, which A-40. The penalty will be assessed from A. The previous spot. B. Spot of the foul. C. End of the run. 16 A A-5. Quarterback A1 is under heavy pressure and is hit in his own end zone, where he fumbles the ball. A3 recovers and is downed in the end zone for an apparent safety. The BJ comes up to the Referee and announces that he has a 5 yard face mask foul against B2, which occurred downfield, prior to the fumble. The penalty will be assessed from A. The previous spot. B. Spot of the foul. C. The goal line. Applicable Principles Special Enforcement Foul - NO Fumble behind the line Loose Ball Play Fouls on the D are enforced from Basic Spot Loose Ball Play Basic Spot is the Previous Spot RULING: - a. 17 Covered in 9/3 Meeting.Remember, on a scrimmage kick, If R is first to touch beyond the ENZ, a new series will be awarded to the team who ends up with possession. K can only advance if K catches/recovers the kick behind the NZ. 17

18 K R-3. K is in scrimmage kick formation with holder K1 on his knees and presumed kicker K2 in kicking position. The snap goes directly to K1, who shovel-passes the ball while on his knees to K3 who runs across the goal line. After LJ gives the touchdown signal, the Umpire comes up to the Referee and asks hey, can he do that. The Referee should: A. Negate the touchdown, and explain why to the coaches/captains (if asked). B. Tell the Umpire Yes, it s a perfectly legal play. C. Tell the Umpire We can t do anything about it, since we already signaled that the try is good. Applicable Rule a Special Exception for a player being down. Holder may.rise to advance, hand, kick or pass RULING: - a. Negate the TD 18

19 A B-3. Runner A1 gets the B-6, but sees several defenders are in the offensive backfield with him. A1 jumps straight up in the B-6, and holds the ball over his helmet with both hands. He then throws the ball forward to eligible receiver K2 who is standing in the end zone. The throwing motion looks exactly like a soccer player who is performing a throw in from out of bounds. K2 catches the ball in the end zone, inbounds.: A. Illegal forward pass, since it must be with one hand. B. Illegal forward pass, since it started out as a run. C. Touchdown Applicable Rule Forward Pass A throws the ball with both feet in or behind the NZ, prior to any COP. Only 1 per down. RULING: - C. Touchdown 19

20 We extend the period with an untimed down, if any of the following occur during a down in which time expires: A penalty is accepted for a foul occurring during the down, except for the following fouls: Non-player foul Unsportsmanlike conduct fouls Fouls that specify loss-of-down Fouls enforced on subsequent kick-off (after a touchdown) Fouls for which enforcement result in a safety Double-Foul Inadvertent Whistle (unless a penalty is accepted) Period is extended for PAT. 20

21 A A-20. There are 5 seconds left in the first quarter when B1 encroaches. The coach of A says to the LJ, We want to accept the penalty, and then we ll get an untimed down, correct? The LJ should tell the coach: A. Absolutely B. You can accept the penalty, but we will not have an untimed down unless we have another foul. C. I have no idea, I m only a line judge. Applicable Rule Extend a period w/untimed down when an accepted penalty occurs during the down in which time expires (except for NP, USC, LOD, Safety, fouls enforced from ensuing kickoff). RULING: - B. You can accept the penalty, but no untimed down. 21

22 A A-20. There are 5 seconds left in the first quarter when there is a delay of game foul called against team A (first one of the game). The coach of B says to the HL, We want to accept the penalty, and then there will be an untimed down, correct? We want to make sure their kicker has to kick into the wind. The HL should tell the coach: A. Absolutely B. You can accept the penalty, but the clock will start on the snap, so we will not have an untimed down unless we have another foul. C. I have no idea, I m only the Head Linesman. Applicable Rule Clock starts on snap after Delay of Game. RULING: - B. You can accept the penalty, but clock starts on the snap. 22

23 A B-20. There are 5 seconds left in the game with A trailing 7-3 when A1 runs to the B-10. A1 sees he is going to be tackled, so he throws the ball forward to eligible A2, who is standing in the end zone. A2 makes the catch. The clock reads 0:00 well before the catch. The coach of B says to the Referee: We want to accept the penalty, and then the game will be over, correct? The R should tell the coach: A. Absolutely B. You can accept the penalty, but we have to have an untimed down, since time expired and their was an accepted penalty. C. I have no idea, ask someone who knows the rules. Applicable Rule Extend a period w/untimed down when an accepted penalty occurs during the down in which time expires (except for NP, USC, LOD, Safety, fouls enforced from ensuing kickoff). RULING: - A. Absolutely. LOD foul. 23

24 A B-10. There are 4 seconds left in the 2 nd period, and the clock is stopped for an incomplete pass. A sends out their field goal unit, which consists of 5 new interior linemen: long snapper #88, guards #54 and #55, and tackles #84 and #85. A also sends out their kicker and holder. The umpire is thinking : A. We might have a problem. B. There is no problem. C. I wonder where we re going for beers after the game. Applicable Rule Numbering Exceptions On 1 st /2 nd /3 rd down, with K in a field goal type formation, snapper may be 1-49 or If this is the case, you must have at least 4 numbered between on the LOS. RULING: - A. We might have a problem. 24

25 A A-5. A is in the lead, with 30 seconds left in the game and the clock running. A lines up for a punt, and the right tackle is called for a false start with 27 seconds remaining: A. Clock starts on RFP. B. Clock starts on the snap. C. Clock runs during penalty enforcement. Applicable Principles Referee s Judgement Invoke We cannot allow a team to gain an unfair timing advantage (under 2min is rule of thumb), through their illegal act. RULING: - B. Clock starts on the snap. 25

26 K lines up for a free-kick, and after the RFP, there are 3 players on one side of the apparent kicker K44, and 7 players on the other side of the apparent kicker K44. As K44 approaches the ball and just before he kicks the ball, player K17 moves from one side of K44 to the other side of K44. K44 kicks the ball with 4 players on one side of him and 6 players on the other side of him. A. Live ball foul on K. B. Dead ball foul on K. C. No foul Applicable Rule Rule Change At the time the ball is kicked.. RULING: - C. No foul 26

27 A 4 th & B-6. A12 throws an incomplete pass, but B is flagged for pass interference in the end zone. After the penalty is enforced, we have: A. 1 st & the B-1. B. 1 st & the B-3. C. 4th & the B-3.
