As the tournament host, Illinois State will play the 7:30 p.m. game on the fi rst day of the tournament. Subsequent game times shall follow the natural fl ow of the bracket. 6 1. Administration of the Tournament: The games committee shall consist of the eight head baseball coaches of the competing institutions and the Commissioner (or an appointed representative). A majority vote is required for all action. The Commissioner or appointed representative may vote only in the event of a tie. The host institution s Director of Athletics may also serve on the tournament committee. The Commissioner or appointed representative shall serve as tournament director. 2. Admittance/Pass Lists: The 34 dugout members of the official traveling party (student-athletes, coaches, etc.) and coaches wives and children shall be admitted via a pass list through the player entrance to Duffy Bass Field by the ticket office located at the main entrance. Any person entering on a pass list who will not be in the dugout but will be given reserved admission seating just behind the team dugout and given a wristband. The Illinois State ticket office will administer pass lists for teams who wish to purchase tickets for student-athlete guests. NCAA rules allow a maximum of six complimentary admissions per studentathlete for each game. Institutions will be billed for the number of tickets utilized. All persons entering on the pass list will be given general admission seating. Lists should be submitted to Bryan Goodall, Assistant Athletic Director for Ticket Operations no later than Monday, May 20 at 12:00pm via fax at or at bsgooda@ilstu.edu. 3. Athletic Training/Medical Information: Limited athletic training services will take place in the athletic training tent, located behind the first base line. Additional training facilities and services are located in the Horton Fieldhouse Athletic Training Room. The athletic training facilities will be open three hours prior to each game. A certified athletic trainer will be on site for all games and physicians of all specialties will be on call and/or present throughout the tournament. An EMT will be on site, however an ambulance will not be at the field. The EMT station is located directly behind the press box and the ambulance will be stationed there. Post Tournament Awards Ceremony: The following awards will be presented at an awards ceremony held on the field immediately following the conclusion of the championship game: Championship trophy Runner-up trophy Championship watches to members of the winning team 12-member All-Tournament Team, including Most Outstanding Player, selected by the media T-shirts for the tournament champion s travel party Elite 18 Award 5. Ball: Rawlings baseballs will be used in all tournament games. Each team must furnish its own practice balls. Rawlings shall provide 50 dozen balls for the tournament at no cost to the Conference. The Conference Office shall be responsible for receiving the balls from Rawlings. 6. Banners: Hand-held signs are permitted at the discretion of the tournament director. Inappropriate signage or items that may interfere with or obstruct spectators view will be removed. 7. Banquet: There will be no banquet this year, as determined by league coaches. Instead, the awards will be presented on-field before the host institution s first game. 8. Coaches Meeting: The coaches meeting will take place at 6:30 p.m. on Monday, May 20, at the Marriott Hotel & Conference Center in the Beaufort Room. Directions to Marriott from The Chateau Hotel and Conference Center: Take the first left onto College Avenue and after 1.5 miles, continue onto Mulberry Street. Turn left onto Constitution Boulevard, and at the traffic circle, take the first exit onto W. North Street. Turn left onto Broadway Street, and the Marriott will be on the right. Directions to Marriott from the Hampton Inn & Suites: Turn left onto South Towanda Avenue. Turn right onto E. Vernon Avenue, and after 1.5 miles, turn right onto Broadway Street. The Marriott will be on the left. Coaches must submit their 27-man roster (pg. 16) to Jack Watkins at the coaches meeting or fax to Peyton Deterding, Courtesy Cars: One or two courtesy cars will be available for each team s use if applicable. If provided, the cars will be parked at the school s individual hotels and the keys will be available for pick at the front desk. 10. Credentials: Credentials will be required for all personnel on-site at all times during the championship. The host will create the following credentials for use at the tournament: MEDIA: Allows members of the news media (press, radio, television) access to the facility, interview rooms, press box and hospitality room. Media members are not allowed on the field during the 6

8 tournament. No game ticket is needed for admittance to the facility as long as the individual presents this credential. PARTICIPANT: For team personnel (athletic trainers, coaches, etc.) not in uniform. This pass allows access to the stadium and playing field. STAFF: For event personnel and volunteers (athletic trainers, ushers, security) VIP: Non-bench members of the institutional travel parties and Missouri Valley Conference personnel. 11. Curfew: No tournament game scheduled on Thursday shall be started after 10 p.m. if Friday is an open date in the tournament schedule. 12. Directions and Restaurants: See pages for maps and directions. 13. Dugout/Uniform Assignments: The home team will use the first base dugout. The higher seed is the home team on Day 1. In determining which of two teams shall be home in any subsequent game, the games committee uses the following guidelines: The institution that has been the home team the fewer number of times in that particular tournament shall be designated the home team. If the two teams are equal in that respect, but unequal in the number of times they were visitor, then the team that has been the visitor more often will be the designated home team. If the two teams are equal in the number of times that they have been home and visitor, the games committee shall observe the following procedures in the order stated: 1. If the two teams have met previously in that particular tournament, the visitor in the previous game shall be the home team in the game in question. 2. The team that was visitor in its preceding game shall be the home team, unless both teams were visitor in their preceding game. 3. If the above procedures do not resolve the matter, the higher-seeded team will be the home team. The home team will wear white uniforms for its first round games. In subsequent games, jerseys shall be assigned by the tournament director in conjunction with the two opposing coaches. Competing teams shall have both light and dark colored jerseys and stockings available. All Conference schools are required to wear an MVC patch on both home and away jerseys. 14. Expense Report: Each team needs to fill out the expense report (pg. 22) and return to Kristin Gregory or fax ) by Friday, June 7, Facility/Site Information: Duffy Bass Field is proud to host the 2013 Missouri Valley Conference Baseball Championship. Duffy Bass Field features a gated complex with seating for over 1,000 spectators, concessions, restrooms, team dugouts and a state-of-the-art press box, making it one of college baseball's premier Midwest venues. In 2008, the facility underwent a $3.2 million renovation, and in 2010, a new energy efficient LED scoreboard was installed beyond the right field wall. Prior to the 2013 season, a brand new field turf was installed. 7

9 16. Format: The tournament consists of all eight conference teams split into two, four team brackets. Each four team bracket will be double elimination with the two winners meeting in a single elimination championship game. Teams are assigned brackets based on seed, which is determined by the order of finish in the regular-season conference play. The teams will be split up as follows: Bracket A (Seeds 1, 4, 5 and 8) Bracket B (Seeds 2, 3, 6 and 7) 17. Game Management Staff: The host will provide all game management staff including official scorer, clock operator, tournament announcer, ushers, ticket sellers, merchandise sellers, program sellers and other game management personnel (i.e. grounds crew, facility management, ball kids, etc.). 18. Gifts: Participant gifts will be provided by the MVC for student-athletes (27) and coaches (2) of each participating team. To purchase additional participant gifts, contact Carla Fight ( ) at the Conference office. 19. Hospitality: A VIP Hospitality tent will be located on the first baseline for all working personnel as well as coaches. Lunch and dinner will be served and drinks and snacks will be available throughout the day. VIP, championship staff, participant and media credentials will be allowed access to this area. A student-athlete hospitality area will also be available to all players in uniform throughout the championship. Snacks and drinks will be provided. There will also be a small hospitality area where snacks will be provided in the Duffy Bass Press Box to working personnel and media for the duration of the championship. Only working personnel will be allowed to access this area. 20. Hotel/Lodging: The team hotels for the tournament will be the Chateau Hotel and Conference Center, the Hampton Inn & Suites and the Marriott Hotel & Conference Center. Rooms have been reserved for each participating team starting on Sunday, May 19. Once you return to your hotel, collect laundry and contact Matt Harbeck at He will pick up at the front desk and return once clean. 22. Locker Rooms: Locker rooms will be available if necessary in Horton Fieldhouse, towels can be provided if requested 24 hours in advance. 23. Mascots: Team mascots are not allowed on the playing field at any time. 24. Medical Services: A physician is required to be on call for the whole championship. Additionally, an ambulance is required to be on site for championship competition, with additional coverage of practice activities determined by the host dependent on response time. 25. Merchandise: The MVC will provide merchandise for sale at the tournament site. A merchandise area will be located along the first base line of Duffy Bass Field. Contact Carla Fight ( ) at the conference office regarding tournament merchandise. 26. National Anthem: The National Anthem will be sung or played before each session and prior to the championship game. 27. Parking: Bus parking will be available in lot G-82 located south of Duffy Bass Field. Buses will be permitted to drop off teams next to the field then proceed to the designated bus parking area south of the field. Additional parking will be available in lot G-81, located directly southwest of the field and in lot G-91 located west of the field off of Adelaide Street. 28. Post-game News Conference/Interview Policy: Post game interviews with the winning coach and selected players will be held on field after the game. If working media wishes to conduct interviews with the losing coach and selected players, they will need to work through that team s SID. 29. Postponed Game: A game postponed due to weather or other causes shall be rescheduled. If play is stopped prior to being a regulation game (4½ innings), the game shall be resumed from the point of suspension. If there has been a minimum of seven full innings of play and one team is ahead by ten or more runs and the game cannot be finished (i.e. inclement weather, etc.), it shall be ruled a complete 9

11 game. Exception: Due to the game being televised, the 10-run rule shall not be in effect for the championship game. If for unforeseen circumstances, it becomes impossible to play a tournament game(s), the MVC is authorized to determine which team(s) shall advance in the championship or what team shall be the champion. 30. Practice: Practice times on Monday, May 20, at Duffy Bass Field will be available to all participating teams. Times will be assigned according to seeding, although consideration may be given to accommodate team travel schedules. Following are the available practice times. Media will be allowed on the field to conduct interviews following each practice. SIDs are requested to bring postseason media materials to practice day to assist the media. 8:00-9:00am 9:15-10:15am 10:30-11:30am 11:45-12:45pm 1:00-2:00pm 2:15-3:15pm 3:30-4:30pm 4:45-5:45pm An extra practice field will be available at Illinois Wesleyan University for one hour practice times between the hours of 8 a.m. - 5 p.m. The weight room in Redbird Arena will be available for use by teams throughout the week of the Championship. Please contact Jim Lathrop ( or rjplathr@ilstu.edu) for use of the weight room. 31. Programs: Host will provide each team 27 programs to be distributed prior to the tournament. Programs will be sold at Duffy Bass Field for $ Protest Procedures: The following protest procedures shall be followed in the tournament: a. Any protest by the coach of a competing team must be made at the time of the action or incident which caused the protest and before play is resumed. b. If the game ends (legal contest) in a situation or protest, the offended team must start protest procedures immediately (within 20 seconds). c. All protests must be made to the umpire-in-chief. d. No protest shall be allowed that involves a judgment decision by an umpire. e. All protests must be ruled upon immediately by the tournament director. 33. Radio Policy: The MVC retains exclusive radio rights for all tournament games. a. A charge will be made for all commercial broadcasts. The broadcast rights will be granted to the official stations or a network of participating institution in the geographical boundaries it represented during the regular season. All other rights belong to the MVC. 10

12 b. For broadcast rights, the originating station or agency will be assessed $150 for the tournament, regardless of the number of games its team plays in the tournament. A station wishing to broadcast all tournament games shall pay a $500 rights fee. c. Not more than one non-commercial or student station may broadcast games of its own institution unless that institution gives approval and provided space permits. One booth will be allocated to the station. No rights fees will be assessed the designated student station. Any additional noncommercial stations will be charged $100 for the entire tournament. 34. Rain Conditions: The tournament director shall control the start of games under rain conditions. If rain occurs any portion of any day, but not sufficient to cancel the entire day s schedule, the tournament schedule shall be revised to accommodate full double-elimination competition. If rain cancels the first day of competition, the tournament shall be moved back one day and played as scheduled. If rain should cancel any day following the first scheduled day of competition, the tournament shall be moved back one day and played as scheduled. If rain cancels the first two days of competition on Tuesday and Wednesday, the tournament schedule shall be revised as follows: 4 games on Thursday, 4 games on Friday, 4 games on Saturday and the two if necessary games and championship game on Sunday. If all games are played on the first day of competition on Tuesday but rain cancels the next two days on Wednesday and Thursday, the tournament schedule shall be revised as follows: 4 games on Friday, 4 games on Saturday, and the two if necessary games and championship game on Sunday. If rain delays the championship game Saturday, the game shall be postponed until such time that weather conditions permit the game to be played. If the Conference tournament cannot be completed due to inclement weather or other conditions, the No. 1 seed shall be declared the Conference's automatic qualifier for the NCAA tournament. 35. Sports Information: The sports information director of each competing institution in the tournament shall forward the following to the host institution: a. Brochures/Media Guides/Post-Season Packet b. Headshots of top individual players and head coaches, and a team photo with caption. c. Up-to-date roster (including name, height, weight, class, age, letters won, hometown, high school, special awards or recognition) d. Season s record and standing in Conference e. Individual statistics and team statistics 11

13 Each participating team is required to bring a member of the sports information staff to the tournament. This person is required to attend the coaches meeting. In addition, the sports information contact should be available to meet with broadcast talent should their team advance to the championship game. Please note that the sports information contact may be asked to assist with official scoring during the tournament. 36. Sportsmanship: Attention to the MVC Code of Sportsmanship will continue to be a point of emphasis. Coaches and players should be reminded of their responsibility to positively impact sportsmanship by modeling and promoting appropriate behavior. A pre-game sportsmanship handshake will take place during the tournament. 37. Squad Size: Each team shall be limited to twenty-seven (27) eligible players in uniform to be designated prior to the tournament. After the tournament has begun, no changes may be made in a team roster for any reason. On the field, including the practice field, bullpen, bench and dugout, each team is limited to official coaches in uniform, twenty-seven (27) eligible players in uniform, one athletic trainer, one equipment manager and two bat persons, all of whom must be in appropriate uniform. 38. Team Introductions: Introductions of athletic trainer, manager, roster and coaching staff shall be conducted only for the first game in which a team competes, and the championship game. However, starting lineups for each team will be announced prior to each game. SIDs are asked to report their team s lineup to the press box no later than 20 minutes before game time. 39. Television: The Conference retains all television rights to the tournament. The championship game will air at 7:07 p.m. Saturday on the MVCTV Network comprised of FOX Sports Midwest, FOX Sports Indiana, FOX Sports Kansas City, FOX College Sports, Comcast SportsNet Chicago and ESPN Ten-Run Rule: The 10-run rule shall be used for all tournament games except the championship. 41. Tickets: Individual game and tournament all-session tickets will be priced as follows: All Sessions (8 total) $30 Single Session $10 Three rows behind each dugout will be reserved for player guests. These individuals will be given a colored wristband for each session by ticket office personnel to gain access to this seating area. The remainder of Duffy Bass field will be treated as general admission seating. No complimentary tickets shall be provided for the tournament games except for coaching staff family members. Team members in uniform and those on the official roster team list will be admitted. 42. Tobacco Products: Per NCAA and MVC policy, the use of all tobacco products is prohibited by all individuals on the field of play, including the dugouts, as well as during other championship activities such as banquets, autograph sessions, press conferences and post-game interviews. 12

14 43. Umpires: The MVC shall assign eight umpires for the tournament. Four umpires shall work each game, except during the championship game where six umpires will work. 44. Videotape: Each school is permitted to staff its game(s) with a single videographer. The team videographer is not permitted to have an assistant during the game shooting and is only permitted to document its team s game(s). Upon completion of the game being videotaped, the camera person is required to immediately depart the photography area. The photography areas are located directly behind home plate in the stands. One seat per team will be provided. 45. Warm-ups: The Championship field will be available for participating teams for at least fifteen minutes prior to the game. Warm-up time may be increased at the discretion of the tournament director pending field conditions. Competing teams shall each have forty (40) minutes of batting practice, with the home team batting first. Batting practice will take place in Horton Fieldhouse, located south of Duffy Bass Field, just past the outdoor track. 13
