6 League mode and conditions LNA, LNB, LNC NLA, NLB, NLC Organisation Groups of 8 teams. First and second leg (playing each twice, home and away). NLA: Playoff for the top teams after second leg (/ finals and final). NLB & NLC: Playoff for the top teams after second leg (Championship Finals) [Option : Playoff with teams for LNA, LNB and LNC] Champion Champion is the winner of the Playoff final game. Promotion Champion of NLB will promote to NLA. NEW: For promotion from LNB to LNA: Entire season without any forfeit. Entire season with players on the field during every game (with exception in case of a red card). Second Team playing in D-League all season Champion of NLC will promote to NLB. NEW: For promotion from LNC to LNB same criteria as promotion from D-League to LNC: Entire season without any forfeit. Entire season with players on the field during every game (with exception in case of a red card). Relegation Last of NLA at the end of the second leg will be relegated to NLB. Last of NLB at the end of the second leg will be relegated to NLC. Mandatory Promotion A team winning the C league or B league must accept promotion to the higher league. Under special circumstances, the Team can make a request to stay in the league for ONE MORE SEASON (example: rebuilding, stability criteria, etc). The request will be evaluated by the Competition Commission Excellence A Organisation Groups of 8 teams. First and second leg (playing each twice, home and away). Play-Off for the top teams after second leg (/ finals and final).

7 LNA The Second Teams of LNA Teams have to play in Excellence A LNB & LNC The second teams of LNB and LNC teams have to play in D-League and CAN NOT BE PROMOTED to LNC or LNB EXCEPTION: Second Teams To allow for extreme geographical circumstances, the Second Teams of clubs from the Kanton of Ticino can play in the D-League, even if first team is promoted to LNA

8 Playing Rules D-League: Rules: Teams can declare before the game if they wish to play with full World Rugby Rules or WR U9 rules or Uncontested scrums. The referee can ALWAYS modify this condition during the game, for player safety (in EVERY league) NEW: Outside the Challenger Group of the D-League: Teams can borrow players from another club but they will loose the match (no forfeit recorded and match can be played as a friendly game) Player Numbers: Minimum: players in D-League. With 0 players the team can have a technical forfeit Under 0 players: REAL forfeit NEW: Teams can have more than players on the match sheet and can use free substitutions.

10 League mode and conditions - D-LEAGUE Promotion from D-League to NLC A team from the development league has to meet the following conditions: Declaration of the intention to promote to NLC at the beginning of the season. Entire season without any forfeit. Entire season with players on the field during every game (with exception in case of a red card). Champion of the D- League. Then (when the previous conditions are going to be met) The team can challenge the last of NLC in a barrage (One match hosted by the D-League Team) Second Teams The Second Teams of LNA Teams have to play in Excellence A The second teams of LNB and LNC teams have to play in D-League and CAN NOT BE PROMOTED to LNC or LNB. NEW: This rule is valid for the first season, 08-9, and will be re-evaluated afterwards. 11 League mode - D-LEAGUE Name of the league D-League (FRA: Ligue D) First Phase Organisation: First Phase: Groups of to teams. First and second leg "inside" the groups (playing each twice: home and away). Second Phase: Building of two new groups Group A: the top Teams of both groups form the "first phase = Challenge Group (As they can challenge to be promoted into LNC if they fulfil the criteria) Play legs inside the group: home and away. Winner of Challenge Group is Champion of D-League Group B: the rest of the teams from both groups from the "first phase". Play in flexible format: option to play one round inside the group or to play in Triangulars Competition Commission to propose - options. Teams in the group to decide. 13 OPTION A: Year Transition 07-8: LNC = No Promotion from LNC to LNB. Last Team of LNC is relegated into D-League LNB= Bottom Team from each group is relegated to LNC. 08-9: LNB with 0 Teams = Home/away games. No Playoffs (no final) for one season. End of season: LNB = Teams Relegated to LNC LNC = team promoted to LNB, teams relegated to D-League 09-0: Play with new format NLB A NLB B NLB C 7 D-League NLB NLB C 7 8 D-League

14 OPTION B: COMPLETE TRANSITION THIS SUMMER LNB= relegations (from 8 th to th ) LNC= NO PROMOTION, relegations to D-League BOTH OPTIONS: NEW League D starts in Sept 08 - Jura, Sierre, Thun, Bern, Winterthur, Basel - the nd of the team relegated from LNA - the last team of LNC

16 Planning of the season Main Principle A fixed schedule in NLA, NLB, NLC Schedule Ex A similar to schedule NLA Schedule Development League adapted to Schedule NLB/NLC ( nd Team should have a home game on the same weekend as the first team). Schedule is based on the ranking from the past season. Looser of the Playoff-final is nd. For losers of Playoff-Halffinal will the ranking after second leg be decisive (better classified team will take "place nr. "). If no Playout, also for the bottom four teams will the ranking after second leg will be decisive. If with Playout, same procedure as in Playoffs. Team witch promotes to a higher league will "take" place nr. 8 in the upper league, team witch is relegated in a bottom league will "take" place nr. in the bottom league. Middle of June (after the Playoff-Finals) all "positions" are clear so the calendar of the next season is immediate "clear" too. Clubs can apply for changes to the FSR, after consultation with the other involved team, until July 0th. Then the FSR decide final during one week. So middle of July we will have the "finale" schedules. No swiss championship the day of home game of national side We can use the date of the away game of national team for postponed games of swiss championship NEW: Season 08-9: LNA starts on /07/08; Leagues B, C, D Start on 0/09/08 From Season 09-0 Onwards: every league starts on nd Weekend in September.
