1 MEMORANDUM January 16, 2018 VIA TO: NCAA Divisions I, II and III Coordinators of Men's Basketball Officials. FROM: J.D. Collins National Coordinator of Men s Basketball Officiating. Art Hyland NCAA Men s Basketball Secretary-Rules Editor. SUBJECT: Bulletin No. 3 Teleconference Follow-Up. Because of the importance of this information, we appreciate your consideration and effort in providing this bulletin directly to all officials and head coaches in your conference. We believe that providing this information to each institution demonstrates a continuing commitment to maintaining and improving the officiating in every game. Thank you in advance for your cooperation. This information will also be available on the Coordinator s Meeting section of the men s basketball officiating website at 1. Dan Gavitt, NCAA Vice President of Basketball, commented on men s basketball statistics, officials positive impact on the game and the need for officials to continue their efforts to reduce physicality to create freedom of movement. 2. Conference play has begun. As coordinators, your workload is unbelievable right now. The volume of issues you are dealing with is hard for you to ever get done. Stick to your guns, continue pressing on the directive to reduce physicality and when official disregard the directives my hope is that you are calling it out and providing accountability. Thank you for all for your efforts thus far to consistently enforce the rules as written and the directive to reduce physicality. Officials are addressing the directive to reduce physicality in order to create freedom of movement in the six key areas. We are doing well with the following five directives: a. Handchecking/body bumping the ball handler Rule b. Freedom of movement for players without the ball cutters. c. Screening make sure all screens are legal. This includes rolling screens by the bigs at or near the free throw line. d. Rebounding call displacement fouls. (We have seen significant improvement in this area.)

2 Page No. 2 e. Offense initiated contact on legal defenders. (We have seen significant improvement in this area since our last call.) We need to continue to focus on the following directive: f. Physical post play call the first displacement. We need to improve our efforts in calling offensive players for straight-arm ward-offs and defensive swim strokes. In addition, when the offensive player bumps the defender while trying to back him down and displaces him, call the first foul. Defaulting to the no call will only encourage physical play. I have seen positive improvement and yet have seen a few games where physical post play is being disregarded. Bottom line call the first foul. g. The rules committee also gave a directive to give additional focus to the following four areas: (1) Traveling We are still struggling with traveling. Officials MUST find the pivot foot. (2) Hook and hold plays See the whole play and be prepared for it. (3) Wide screens Keep up the good work. (4) Strict enforcement of the coaches box and bench decorum We have seen situations where a coach is standing on the floor beside an official and it goes unaddressed. There have also been situations where an official has to run around the coach and it goes unaddressed. Officials MUST engage this process and communicate with coaches so they comply with the rules. Some coaches just need to be addressed and reminded of where they are located on the floor. We must tighten this area up. h. Overall, we are making progress and we must stay diligent in adjudicating all of these directives. Those officials that have not made the choice to get on board with the directive to reduce physicality are putting themselves at risk. 3. Relative to mechanics and signaling, I am asking the coordinators of officials to continue to support the following: a. Proper positioning will enable us to get the calls right. (1) Get to a good initial starting position. (2) Move to get a better angle. (3) Close down to officiate traveling, rebounds and post play. (4) Mirror the ball at the lead position.

3 Page No. 3 (5) Being stationary no longer works MOVE! b. Stop the clock on all fouls and violations. (We have seen significant improvement in this area!) c. When the play is leaving you, it is entering someone else s primary let them do their job. In addition, the center official must stay engaged and officiate shooting plays above the board on the center side. The center and trail should not be going across the lane and calling fouls on shooting plays when another official is primary on the play and has a great look. d. The center official needs to be aware of post activity when he does not have an active matchup. e. The trail official needs to move rapidly to the center position during a rotation. This may give him his only shot at seeing post physicality. f. The trail official coming up the floor needs to stay connected to the play as it moves up the floor. If we are too far behind the dribbler, it causes us to be behind the play in the half court set. g. The lead official needs to clear the players, clear the 3-point arc, stop and report fouls to the table. Put some zip into it. This issue causes me significant angst. It is not that hard. Encourage your officials to act like they want to be there. h. Officials should protect the shooter all the way to floor. There are many new techniques sneaking into our game. Be sure to see the shooter to the floor. i. If we encourage our officials to stick to the basics listed in the CCA Mechanics Manual, we will do a better job of having the right official in the right position to make the right call. 4. Again, as I spoke to the Division I coordinators this week there were reoccurring plays that I would like to comment on that need our attention: a. Pass and crash plays: Defaulting to the no call on pass and crash plays will only encourage physical play. b. Cylinder plays: A reminder to officials to slow down and process the play. Officials should be looking for violations of the vertical cylinder by the defense and call the fouls early. This will prevent many elbow plays from happening. The thought process should be: the defense needs to back off. I feel it necessary to remind officials that proper positioning will assist our accuracy on cylinder plays. c. Monitor reviews of cylinder plays: When officials are at the monitor to review a cylinder play, they should spend an equal amount of time looking at the defense to determine if he was legal and at the offense to determine if he was legal. We all know we are there looking for a flagrant foul process both sides.

4 Page No. 4 d. We have had a good start to the conference season. Let s all commit to making this the best conference season possible. 5. Art Hyland, Secretary-Rules Editor comments. a. Reminders. (1) November 1, 2017 SRE Arbiter Posting When Team A commits a player control foul or violation (including causing the ball to be out of bounds) or there is a held ball in favor of the defense, Team B becomes the offense and the thrower-in is at the nearest of the 4 spots per Rule a. (2) Escape Lanes (Rule ) In arenas where there are escape lanes, officials should make every effort to ensure that these lanes are clear. b. End of Period Penalty Situations Officials are reminded to review these penalty situations as reported in my Arbiter posting date January 3, In particular, please be reminded that, once players and officials leave the confines of the court at halftime, there can be no instant replay review to determine if a flagrant foul or contact dead ball technical foul occurred prior to the end of the first half. c. Timing Mistakes Correcting timing mistakes as soon as they occur is critical, especially at the end of games. Please review the four timing mistake situations in the January 3, 2018 Arbiter posting. In particular: Play A1 attempts a throw-in and the clock operator mistakenly starts the game clock. The ball is 1) deflected out of bounds by Team B in Team A s backcourt or 2) is controlled by B1. The officials recognize the mistake and blow the whistle in both plays. Ruling In 1.), the officials, with definite knowledge of the mistake, should place the correct time on the game clock to when the stoppage occurred and resume play with a throw-in to Team A at the nearest out of bounds spot. In 2.), since Team B had control of the ball when the officials recognized the mistake and blew a whistle, the officials, with definite knowledge of the mistake, should place the time back on the game clock to when the stoppage occurred and resume play with a throw-in to Team B at the closest of the four spots per Rule a and a 30 second reset of the shotclock. d. Correcting Timing Mistakes with Zeroes on the Game Clock Rule states that when there are zeroes on the game clock officials may use instant replay to determine if a foul or shot-clock violation occurred before a reading of zeroes on the game clock. When either the foul or shot-clock violation occurred prior to zeroes on the game clock, the officials must put time back on the game clock to when the foul or shot-clock violation occurred. Please note also

5 Page No. 5 that Rule c.1.e requires that shot clock violations in the last two minutes of the second period or of any overtime period are corrected by putting the time back on the game clock to when the violation actually occurred. In a situation when the shot-clock violation horn sounds while the shot is in the air and then fails to hit the rim, time shall be placed back on the game clock to where the shot-clock horn sounded or went to zero. See also A.R. 305 and 306. In order to eliminate this conflict, there will be an exception to d in that the.3 tenths of a second rule will not apply to plays where there are zeroes on the game clock and instant replay is used under Rule to determine if either a foul or shot-clock violation occurred prior to zeroes on the game clock. During any other stoppage in the last 59.9 of any period, the.3 of a second rule will apply. 6. General Comments/Questions and Answers. Encourage your officials to make it about the student-athletes. Any action they take to draw attention to themselves and/or away from student-athletes is unacceptable. It is an honor and privilege to officiate college basketball and we need to do our very best to facilitate a great experience for the student-athletes. NCAA/1_16_2018/JDC:AH:BLT
