2 14.1 Air Quality Protocol For the Big West conference's policy on cancellation or postponement of championship events due to poor air quality, see Appendix Awards Following the championship match, the winning team shall be presented with individual medallions (student-athletes only), championship tee shirts and the Big West tournament trophy. The championship team shall be provided the opportunity to purchase additional medallions. A Tournament MVP, to be determined by a committee, shall be named and presented with an award. (Revised 5/14/12, 5/17/13.) 14.3 Ball Retrievers Host teams must provide six ball boys/girls for each game. The game referees will coordinate the ball retrievers regarding their location and duties Bands/Rally Squads Bands and rally squads shall be treated equitably in terms of size, seating location, and performance opportunities. Rally squads and band members will be admitted via a pass gate list. The visiting team must provide the host institution an alphabetical gate list for entrance into the host facility at least two hours prior to the start of each contest. Bands may not be stationed behind the end lines or the visiting team bench. (Revised 5/11/10, 5/17/13.) There is a limit of 30 band members and 12 rally squad members per institution. Electronic bands are not permitted Card Accumulation Per NCAA rules, caution accumulation will carry over into postseason play, which includes the conference tournament and the NCAA tournament. Players or coaches participating in postseason play will receive a one-game suspension when a total of eight cautions have been accumulated. Further, each three additional cautions shall result in additional one-game suspensions Expenses/Per Diem All tournament net expenses and revenue shall be divided equally among the member institutions participating in the sport of men's soccer. Participating institutions shall be reimbursed for actual transportation costs for a travel party maximum of 30 up to a maximum budget as communicated to each business manager. Each participating institution requiring hotel lodging, as approved by the conference office, will be reimbursed in accordance with correspondence from the Conference Office to the institutions' business managers. Per diem for traveling teams will be determined by the Conference Office and communicated to the business managers Game Balls The host institution shall provide a minimum of nine game balls. Three game balls shall be provided to the visiting team for pregame warm-ups. The game referee shall coordinate the ball retrievers regarding their location and duties Men s Soccer Tournament

3 14.8 Game Length The NCAA soccer rules shall govern all play in the Big West Tournament. When a game is tied after the regulation 90 minutes, the Big West Tournament shall utilize NCAA rule 7.1.2, which calls for two, sudden-victory overtime periods of 10 minutes each. If the score is still tied at the end of the second overtime period, the game shall be recorded as a draw and the tiebreaker procedure of taking kicks from the penalty-kick spot shall be used to determine advancement. Halftime shall be 15 minutes, with teams required to return to the field no later than the four-minute mark on the game clock Locker Rooms Locker room locations shall be determined by the host institutions Lodging Host institutions shall block 15 rooms for each visiting team needing hotel lodging. Information regarding the name of the hotel, rate, and hotel contact must be communicated by the host institutions to the visiting institutions by the Sunday of tournament week. Visiting teams are not permitted to use alternative hotel accommodations Marketing and Promotions Host institutions and participating teams are encouraged to market the event to their alumni and local soccer fans. The Big West Conference office will be in contact with the host institutions regarding conference marketing plans Host institution permanent corporate sponsorship signage may remain for the Conference Tournament. However, the Conference Office may sell championship sponsorships that include in-venue signage that is tied to the event logo and that may compete with host site sponsors. The conference Office reserves the right to not approve any temporary corporate sponsorship signage that was sold by the host institution specifically for the event. (Adopted 5/11/10.) Host institution season-long corporate sponsorship promotions may continue during the Conference Tournament. (Adopted 5/11/10.) Media Interviews First Round and Semifinals: The winning coach and two players from the winning team are to make themselves available to the media for interviews five minutes after the conclusion of each semifinal game. The non-advancing coach is to make himself/herself available following the winning team. Championship: The losing coach will talk with the media first, followed by the winning coach and players. Media interviews with coaches and players will be conducted after the games on the field. Each institution's Media Relations Director is responsible for getting his/her coach to the post game interview area and for helping accommodate media interview requests. Locker rooms are closed to the media Media Operations Host institution Media Coordinators are responsible for handling credentials for media and participating teams. Host institutions are responsible for distributing box scores to the NCAA and local media. Participating teams with additional 14-3 Men s Soccer Tournament

4 distribution requests should submit the information to the host institution's media coordinator Noisemakers Except for canned air horns and whistles, artificial noisemakers are permitted at Big West soccer facilities. (Revised 5/9/11.) Official Party Each competing team is permitted a maximum list of 30 participants that may include players, coaches, trainers, managers and administrators. Of the 30, a maximum of 22 players may compete in each game. The official travel party will enter each facility at a location to be determined by the host institutions. (Revised 5/17/13) Officials Four officials are assigned to work each tournament game. The fourth official shall be stationed in front of the scorer's table on the field and will handle player substitutions. The Big West Coordinator of Officials will make the assignments, which will be announced on the tournament organizational conference call. The Conference Office is responsible for payment of the officials. The Conference Office shall communicate any hotel needs of the assigned officials to the host institutions The host institutions shall make available two complimentary tickets for each official assigned to its game(s), which must be requested by the officials at least 48 hours in advance Participant Gifts The coaches and student-athletes of the six participating tournament teams will be provided with commemorative participant gifts from the Big West Conference Practice Schedules Each participating team is allotted one hour of practice on the game field the day prior to its tournament game. The host institution will provide an adequate number of balls, including six game balls. Arrival times and practice times will be reviewed on the tournament conference call If weather conditions preclude practice on the game field, the host institution must provide a suitable alternative practice field for visiting teams. If visiting teams are not permitted on the game field, the home team must also hold its practices at an alternative site Pre-Game Schedules All players in the official travel party may be in uniform, participate in the pregame warm-up, and sit on the bench during the game. Of those, a maximum of 22 players shall be designated eligible to play on the game rosters submitted 15 minutes before kickoff. Teams shake hands. 0:00 Game begins. * Introductions must be uniform for both the visiting and home teams and should be conducted in one of two manners: 1) Teams walk to midfield with the officials and are then introduced (visiting team first); 2) Players are introduced and run to midfield individually (visiting team first). Either way, it should be uniform for the visiting and home teams Seeding/Tiebreakers Seeding for the tournament is determined by the final regular season conference standings. The top three teams in each division shall advance to the tournament bracket, with each division's No. 1 team receiving a bye in the first round. Each division s No. 2 team shall host the third-place team from the opposite division. No. 1 North shall host the winner of the No. 2 South vs. No. 3 North game and No. 1 South shall host the winner of the No. 2 North vs. No. 3 South game. The championship game shall be hosted by the highest remaining seed. If both No. 1, No. 2 or No. 3 seeds win the semifinal games, the championship game shall be hosted by the team from the division that has the highest number of total points in games against the opposite division. If the divisions tied in total points against each other: 1. The team with the most points against the opposite division shall host the championship game. 2. If still tied, the team with the most overall conference points shall host the championship game. 3. If still tied, the team that defeated the other tied team in regular-season head-to-head competition shall host the championship game. 4. If still tied, a coin flip shall determine the host of the championship game. (Revised 5/17/13, 5/13/17.) Tiebreakers In the event of a two-way tie for a position in the final divisional standings: 1. The winner of the regular season Conference games between the tied teams shall be declared the higher seed. 2. If the two teams are still tied, the team with the greatest goal differential in the head-to-head games between the tied teams shall be declared the higher seed. 3. If the two teams are still tied, the team with the most goals scored in road games within the division shall be declared the higher seed. 4. If the two teams are still tied, the team with the greatest goal differential in all games within the division shall be declared the higher seed. 5. In the event the two teams are still tied, the higher seed shall be determined based on a coin toss conducted by the commissioner. (Revised 7/14/03, 7/10/06, 7/14/08, 5/14/12.) 6 1. The teams shall be ranked based on point total against the other tied teams. If a team is ranked ahead of the other teams, it shall receive the higher seed and the tie between the remaining team teams shall be broken based on the two-way tiebreaker formula. If still tied and one team is ranked behind the other tied teams, it shall fall behind and the tie between the remaining teams shall be broken based on the two-way tiebreaker formula. 2. If more than two teams are still tied, the teams shall be ranked based on goals scored in road games within the division. If a team is ranked ahead of the other teams, it shall receive the higher seed and the tie between the remaining team teams shall be broken based on the two-way tiebreaker formula. If still tied and one team is ranked behind the other tied teams, it shall fall behind and the tie between the remaining teams shall be broken based on the twoway tiebreaker. 3. If more the two teams are still tied, the teams shall be ranked based on goal differential in all games within the division. If a team is ranked ahead of the other teams, it shall receive the higher seed and the tie between the remaining team teams shall be broken based on the two-way tiebreaker formula. If still tied and one team is ranked behind the other tied teams, it shall fall behind and the tie between the remaining teams shall be broken based on the twoway tiebreaker. 4. In the event more the two teams are still tied, the higher seed shall be determined based on a coin toss conducted by the commissioner. (Adopted 7/14/08. Revised 5/14/12.) Sports Medicine The host institutions of the tournament must have a certified athletic trainer on site and a team physician or an EMS unit on site. Each participating team must provide its own certified athletic trainer, who must be one of the 30 people in the team's official party and bench area. Team physicians, EMS units and any extra athletic trainers provided by the host teams for the tournament may be stationed between the two bench areas and are not required to be included in the host teams' 30-person bench list The NCAA Heat Index shall be used to determine the safe playing conditions of a conference championship. When the Heat Index reaches 90, conditions are of a concern and the Games Committee and host certified athletic trainer will confer. When the Heat Index reaches 105, the event is subject to delay, postponement or cancellation by the Games Committee and host ATC. A heat index chart may be found in Appendix 2. (Adopted 5/11/09, Revised 7/1/10.) Squad Size and Team Benches Each team is limited to a maximum of 30 persons on its bench. Of the 30, 22 student-athletes are to be designated eligible for play and the official game roster is to be submitted and exchanged 15 minutes before game time. Other players within the official party limit of 30 may sit in the team bench area in uniform but may not participate except in pre-game warm-ups. Extra players not in uniform should not be permitted on the bench unless they are counted in the official party limit. 7 14.23 Staffing Host institutions shall provide all staffing necessary for conducting a home soccer contest, including a public address announcer, ticket takers, event management, official scorer and clock operator. In addition, the hosts must provide six ball boys/girls for each game (see Ball Retrievers) Suspended Coaches A coach who has been suspended from a contest by the Big West Conference, the NCAA or as a result of a violation of Playing Rules shall not be within sight and sound of the contest. Additionally, a suspended coach shall be precluded from communicating with any team personnel or officials, from participating in any official pre-game activities at the site of the contest directly preceding the competition and from being in the facility once pre-game activities have started through the end of the contest. (Adopted 5/14/12.) Tickets Admission must be charged at all rounds of the men s soccer championship. The host institutions will determine ticket prices. Student tickets shall be at the discretion of the host institution in consultation with the conference office staff. Both the host and visiting institutions' students shall be charged the same amount, if anything. (Revised 5/13/16) Visiting team spectators must be provided a seating location equitable to that of the home team spectators. The Conference Office shall approve seating diagrams for all matches if reserved seating is used. (Revised 5/11/10.) The host institutions shall make available two complimentary tickets for each official assigned to its game(s), which must be requested by the officials at least 48 hours in advance Player-Guests Player-guest admissions may be purches by participating institutions in accordance with NCAA regulations (up to six admissions per studentathlete). A pass gate system will be used for the distribution of playerguest admissions. Visiting teams shall provide the host institution with its player-guest list at least two hours prior to game time Tournament Organizational Conference Call An organizational conference call shall take place on the Wednesday prior to the tournament. All head coaches of participating tournament teams are required to be on the call. The host institution administrators and media coordinators must also participate on the call Tournament Program/Flip Cards The Big West Conference office will provide a tournament program or flip cards containing rosters, statistics and season results. 8 Friday Practice availability for advancing teams at host institution Saturday Championship Game at host institution Football conflicts may result in first-round games being moved to Friday and/or the championship game to Sunday Uniforms For all tournament matches, the home team shall have its choice of uniform color (either light or dark) and the visiting team shall wear a uniform in contrast with that of the home team. Uniform colors shall be declared by each coach on the tournament organizational conference call Video Host institutions are responsible for taping each tournament game in digital format. Videos must show the entire game, including overtimes and penalty kicks. All institutions are required to use video equipment that meets quality standards established by the Conference Office. All matches must be filmed from midfield at the minimum height of a Hi- Pod camera. (Revised 5/17/13.) The host institutions shall send a DVD copy of each tournament game to the Big West Conference for its archives A game DVD will be provided to the participating teams by the respective host institutions following each tournament game. Each tournament match shall be uploaded to the video exchange platform by the home team by 11:00 a.m. local time the day following the match. (Revised 5/14/12.) The host institution of the men's championship game is required to provide a DVD of the game to the visiting team within 30 minutes of the conclusion of the game A penalty of $1,000 shall be assessed to any men's soccer team not in compliance with , or Water Breaks Water breaks will be granted if the onsite athletic trainer determines the Heat Index (HI) will be at or above 95 at the start of play in each half. The onsite athletic trainer will monitor the HI during play and if the HI is at or above 95 at any point in the contest he/she will notify the game official. When necessary, a water break will occur at the first stoppage of play after the 20th minute in the first half and the 65th minute in the second half. Water breaks will last no more than 90 seconds from the stoppage of play to the restart of play (whistle to whistle). If a water break is taken in the first half, then a water break will automatically be granted for the second half. (Appendix 2) 14-8 Men s Soccer Tournament

9 APPENDIX 1 - Air Quality Protocol Chain of Command The decision to cancel, postpone or suspend a Big West Conference Championship intercollegiate athletic activity in the event of poor air quality will be made by the Big West Conference Games Committee and the host Certified Athletic Trainer present at the practice or competition site. Criteria For Cancellation / Postponement of Activities Due to Poor Air Quality- The policy for Big West Conference Championship events included in each handbook will be as follows: 1. Big West Conference Games Committee and host ATC will inform each team s coach and game official(s) / umpire(s) of the conference policy with regards to poor air quality during the pre-event meeting and will provide condition updates throughout the championship. 2. The Big West Conference Games Committee and host Certified Athletic Trainer will monitor one or more of the following for up to date Air Quality Index (AQI) readings and statistics. National Weather Service and/or National Oceanic & Atmospheric Administration (NOAA) local weather radar ( or 3. The Big West Conference Games Committee and host ATC will utilize the following table as a guideline with regards to the Air Quality Index and recommendations for activity restrictions. 10 4. Big West Conference Games Committee and host ATC will continually update the following people with regards to the air quality and recommendations for outside activity. Game officials / umpires (if applicable); and Participating Team Head Coaches and Athletic Trainers (if applicable) 5. If the Host Institution has cancelled classes at the university due to poor air quality, the Big West Conference Games Committee and host Certified Athletic Trainer will consider this strongly when recommending the cancellation, postponement or suspension of all games, practices, and other activities. 6. Safety decisions made on site by the Big West Conference Games Committee and the host Certified Athletic Trainer are not subject to appeal. The Air Quality Index (AQI) The Air Quality Index (AQI) is an index for reporting daily air quality. It tells how clean or polluted outdoor air is, and what associated health effects might be a concern. The AQI focuses on health effects that may be experienced within a few hours or days after breathing polluted air. The Environmental Protection Agency (EPA) calculates the AQI for five major air pollutants regulated by the Clean Air Act: ground-level ozone, particle pollution (also known as particulate matter), carbon monoxide, sulfur dioxide, and nitrogen dioxide. For each of these pollutants, EPA has established national air quality standards to protect public health. How the Air Quality Index (AQI) Works Think of the AQI as a yardstick that runs from 0 to 500. The higher the AQI value, the greater the level of air pollution and the greater the health-concern. For example, an AQI value of 50 represents good air quality with little potential to affect public health, while an AQI value over 200 represents very unhealthy air quality. An AQI value of 100 generally corresponds to the national air quality standard for the pollutant, which is the level EPA has set to protect public health. AQI values below 100 are generally thought of as satisfactory. When AQI values are above 100, air quality is considered to be unhealthy - at first for certain sensitive groups of people, then for everyone as AQI values get higher. 11 APPENDIX 2 - Heat Index Heat Index General Effect of Heat Index on People in Higher Risk Groups 80 to 89 - Caution Fatigue possible with prolonged exposure and/or physical activity. 90 to Extreme Caution Sunstroke, heat cramps, and heat exhaustion possible with prolonged exposure and/or physical activity. 105 to Danger Sunstroke, heat cramps or heat exhaustion likely, and heatstroke possible with prolonged exposure and/or physical activity. 130 or higher - Extreme Heat/sunstroke highly likely with continued exposure. 13 SECTION II Host Responsibilities Hosting Minimums The following requirements must be met to host Big West Soccer Tournament games: 1) A competition field that meets the minimum and maximum dimensions required by the playing rules, is properly lined, and features a playing surface that is considered safe for the competing student-athletes; 2) Adequate seating and spectator accommodations; 3) Adequate locker rooms or dressing areas for the teams, and a covered meeting area on or adjacent to the field at halftime; 4) Separate on-site restroom facility for players and officials (i.e., portable facilities near the bench areas if there are no locker rooms nearby); 5) Covered area for working media (at score table or in press box); 6) Covered area for officials with chairs, water and towels; 7) Visible electronic scoreboard or timing device; 8) *Security barriers between fans and the playing field, and if team benches and fans are on the same side, a minimum of one security person stationed with the visiting team's bench; 9) Halftime and postgame escort for officials; 10) Certified ATC on site plus team physician or EMS unit as required by Big West bylaws, and taping or training area; 11) Tournament director, media relations representative(s) and appropriate game management personnel on site; 12) Satisfactory hotel accommodations for non-local teams within 30 miles or 30 minutes of the host facility. *Security barriers are recommended. If sufficient barriers are not possible, additional securityshould be provided to ensure player safety. 14 Host Timeline Prior to start of conference play (or earlier) Confirm that a local hotel can accommodate visiting teams for each round of the tournament if your team is a host institution. Fifteen rooms must be blocked for the visiting team the night before a hosted game and in some cases, the night of the game.
