Inform the nearest umpire when there has been an illegal substitution. An extra player, an ineligible suspended player or an illegal player, one incorrectly or not listed on the team score sheet are all illegal substitutes. 5 #5 MOTION BY: Scotland SECOND BY: USA NAME OF THE RULE: Substitution RULE NUMBER: 9.A DESCRIPTOR: Each team may substitute an unlimited number of players at any time during the play, including overtime, after every goal and at halftime. All substitutions must be made through the substitution area, and during play, all players, including the goalkeeper, must come off the field and exit between the cones/markers. When substituting, the player on the field steps off the field with both feet directly opposite/in front of her team s substitution area, her substitute, who is standing behind the cones, may enter the game. No other players or coaches are permitted in the substitution area except those players waiting to immediately enter the game. Following a goal, substitutes may not enter the field of play, nor players on the field, leave, until after the goal scorer s Crosse has been checked and deemed legal. When an illegal substitution occurs, the scorer/timer will immediately notify the nearest umpire. Votes FOR: 18 AGAINST: ABSTAIN: MOTION CARRIED

6 #6 MOTION BY: England SECOND BY: Wales NAME OF THE RULE: Start and Restart the Game RULE NUMBER: 12.A DESCRIPTOR: A.1. To draw, two opponents stand with one foot toeing the center line. Their crosses are held in the air above hip level, wood/plastic to wood/plastic, parallel to and above the center line. Both the head and shaft must lie along the vertical plane of the center line. The hand at the bottom of the player s shaft cannot be higher than the hand at the top of the shaft. The butt end of the shaft cannot be lower than 30 degrees from being parallel with the ground. The crosses will be held back to back, the right sidewall is down, so that each player s Crosse is between the ball and the goal she is defending. A player s top hand may not contact the throat, the pocket or the sidewall of her Crosse. (Rule 19.A.1) Votes FOR: 17 AGAINST: 2 ABSTAIN: MOTION CARRIED

Conduct herself... etc. (copying points 1-6 from the current rule and making them a- f) 2. A coach, manager or other bench personnel must not: a. Leaves their team bench area. b. Use abusive language or exhibit behaviour that is intended to embarrass, ridicule or demean others, i.e. baiting or taunting. c. Exhibit any type of behaviour which in the umpire's opinion amounts to misconduct. 22 B.1 Whenever a warning card is shown, it is considered a warning to all players and bench personnel. add a new 22.B.1.a After any team bench personnel receives a yellow card, the following steps must be taken: 1) The player from the offending team that is closest to the substitution area must be removed from the field. 2) Her team must play short with one less player below/goal side of the restraining lines for the duration of the two-minute penalty. This penalty is to be served by the team and not the individual player who was removed from the field of play. 3) Once play resumes, any eligible player may substitute as long as her team plays short for the duration of the two-minute penalty. 4) Umpires must ensure that the offending team is onside before restarting play. If necessary the player that is nearest to the restraining line below/goal side, will move back onside. 22.B.1.c After any team bench personnel receives a yellow/red or straight red card, the following steps must be taken: 1) The suspended person will be requested to leave the field and the entire playing area. 2) The player from the offending team that is closest to the substitution area must be removed from the field. 3) Her team must play short with one less player below / goal side of the restraining lines for the duration of the five-minute (yellow / red) or ten-minute (straight red) penalty. This penalty is to be served by the team and not the individual player who was removed from the field of play. 11 4) Once play resumes, any eligible player may substitute as long as her team plays short for the duration of the five or ten-minute penalty. 5) Umpires must ensure that the offending team is onside before restarting play. If necessary the player that is nearest to the restraining line below / goal side, will move back onside. 22.B.2.b To resume play the goalkeeper will stand 4m behind the attack player awarded the free position. The goal circle will remain empty. The teammate below/goal side of the restraining line and nearest to her team s substitution area must leave the field to begin the two minute suspension penalty. Play will resume according to 22.B.1.a B.3.a If this player is on the field a substitute will take her place. Play will resume according to Rule 22.B.2 1) a) If this player is on the field no substitute will take her place. b) If this player is on the team bench, the player closest to the substitution area must be removed from the field. 18 #18 MOTION BY: USA SECOND BY: Canada PROPOSAL: Delete and Replace Rule RULE NUMBER: 15 DESCRIPTOR: Remove Rule and Replace with Alternate Possession New Rule At the pre-game meeting with the captains, the team that wins the coin toss will be able to choose either the side that they want to defend in the first half or whether they want the first possession after any of the events listed under Rule 15.a-i have occurred. After the initial possession is awarded, the possession will then alternate. Alternate possession is continuous through any overtime period (not re-established at the coin toss that takes place prior to the first overtime period). The Head Umpire, Table Official and Table, will keep the record of alternate possession. If there is a discrepancy between the Head Umpire and Table official / table personnel, then the Head Umpire s record governs. A visible possession arrow is optional, but not required. The alternate possession shall be taken by the two opponents closest to the foul/incident. No other players may be within 4m of the player awarded the alternate possession. If the alternate possession would be awarded outside of the 15m fan, it is taken where the incident or foul occurs that caused play to stop except that no alternate possession is taken within 4m of the boundaries. The opponent will stand 4m away and nearer to the goal she is defending. If the alternate possession would be awarded inside of the 15m fan and below the goal line extended, it shall be awarded at the closest dot. The opponent will stand 4m away and nearer to the goal she is defending. If the alternate possession would be awarded inside of the 15m fan and above the goal line extended (including the goal circle), it shall be awarded at the closest 11m mark on the goal line extended. The opponent will stand 4m away on the goal line extended on either side of the ball. Note: Only the team that is awarded the alternate possession may call a timeout. Note: If the team awarded the alternate possession commits a subsequent foul before the free position has been administered, that team will lose possession and its right to call time out. Alternate possession occurs when: a) The ball goes into the goal off a non-player. 22 b) The ball goes out of bounds as the result of a shot or deflected shot, and two opposing players are equally near the ball. c) It cannot be determined which team caused the ball to go out of bounds. d) There is an incident unrelated to the ball, and players are equidistant from the ball. e) A ball lodges in the clothing of a field player or umpire. f) A ball that goes out of bounds directly off the draw. g) Two players commit offsetting fouls (major and/or minor), or after the attacking team fouls during an advantage flag situation. h) The game is restarted after any incident related to the ball when neither team has possession and two opposing players are equally near the ball, unless the incident has been caused by a foul. i) The game is stopped for any reason not specified in the rules and possession cannot be determined. B D C wording DESCRIPTOR: Self-Start Following a whistle for a major or minor foul outside the 15m fan, the player who is awarded the free position may continue to play when both of her feet are stationary on the ground and the ball is in her Crosse without waiting for an additional whistle. The offending player must immediately move 4m behind for the major foul or 4m away for the minor foul to the player taking the free position indicated by the official. Any other player(s) within 4m must move 4m away from the foul indicated by the official. All other players must stand. The player who has been awarded the free position may self-start following the official s signal of the foul and the official s awarding of the free position. 1. The option of self-starting is administered at the spot of the foul. However, if the ball is within playing distance (a stick and a half, length away approximately 2.5m) from the player who is awarded the free position, the player who is awarded the free position may pick up the ball and self-start. 2. If the ball is outside the playing distance of the foul, the player who has been awarded the free position and the ball must return to the spot of the foul for the self-start. If the spot of the foul cannot be determined, the official shall indicate the location for the free position. If the official has to reset the free position, the whistle of the official will restart play. If the player who has been awarded the free position chooses to self-start, then defensive players may play her immediately following the self-start. If any player moves prior to the player who has been awarded the free position self-start, this is a false start and shall be penalized at the spot of the ball. Repeated false starts, delays in moving 4m by the defense, or self-starts by the attack beyond the playing distance of the foul will result in a Green card for delay of game. Self-start is not an option when: a. the game clock is stopped, including the last two minutes of each half; b. the ball is out of bounds including the side line and end line; c. there is a Restraining Line violation; d. there is an Illegal draw; e. all major or minor fouls occur in the 15m area including offensive and goal circle fouls. 25 #25 MOTION BY: SECOND BY: PROPOSAL: Add New Rule NAME OF THE RULE: Rule 24 Tournament Rules DESCRIPTOR: 90-Second Possession Clock For World Events Only After a team has gained possession of the ball, a visible 90-second possession clock will start. At the expiration of the 90 seconds, a change of possession will be awarded to the opposing team. The 90-second possession clock will be reset, because of any of the following occurrences: a. Any warning card (yellow, red or green) has been issued to the team without possession; b. Shot on goal by the team with possession (this excludes a shot that goes wide of the pipes or above the crossbar); c. Save by the goalkeeper of the team without possession; d. Shot by the team with possession that hits a pipe or rebounds off a save and the team who shot the ball has retained possession; or e. Change of possession. The 90-second possession clock must stop: a. at any point the game clock is stopped. b. after all major and minor fouls within the critical scoring area. c. when the ball goes out of bounds on the end line. If the 90-second possession clock expires before any of the above occurs (a-e): a. Sound horn and whistle immediately. b. Award free position to the opposing team at the spot of the ball within the playing area at the time of the violation. c. No player may be closer than 4m to the free position. The 90-second possession clock will stop regardless of whether there is a score differential of twelve (12) or more goals and the game clock is continuing to run. It is recommended that two visible 90-second possession clocks be utilized at either end of the field. However, one visible 90-second possession clock at mid- field will satisfy the requirement of this rule.
