4 lumbia Playfield Suary lumbia Playfield is a block south of Burleigh Street, between 13th and 14th Street. It encompasses the entire block between lumbia and Chambers Streets. lumbia Playfield is managed by the Milwaukee Recreation partment and is often utilized by Milwaukee Public Schools. The playfield is popular in suer months because offers kids a variety of activies. A makeshift splash pad operates occasionally and is used to cool off from the intee suer heat. The Wacky Wheels Skate Van offers free skates and bumping beats for MPS students once a week, the basketball courts are in cotant use during the suer months, and the playfield is also used as a distribution point for meals for the hgry. All of these activies make the playfield an important part of the coy. In s current state, the playfield is primarily pavement wh two grassy bump-outs. The play equipment is in minor disrepair, and the building on the se is in major disrepair. There is ltle access to shade, seating, and lighting. 4 lumbia Playfield, January 2017

6 si Process Se Vis, Youth Engagement y Engagement y si Review si Proposal mpleted 8/23 10/11 12/1 January 2017 Inial Research y Engagement si Milwaukee Recreation contacted y si Solutio seeking a new vision for lumbia Playfield. The desi process included a major portion of coy involvement, including a youth engagement and coy engagement aspect. The desig proposed for lumbia Playfield rely heavily on the feedback and input of the coy. A se vis was conducted in parallel wh a youth engagement meeting in August Youth input and discussio informed CDS s research. Precedents and desi concepts were presented to the coy in October Information gathered informed the desi process going forward. Two desig for the playfield were finally proposed to the coy in cember lumbia Playfield, January 2017

7 y Engagement Involving the coy contributes many posive impacts to the project and informed the team about important se issues and activies that were not previously known to the desiers. CDS and Milwaukee Recreation agree that for a vision to be successful in implementation, coy ownership is val. The coy was involved during the desi process, and can also be involved in certain aspects of the desi self such as coy art projects or coy cotruction projects. y si Solutio 7

9 Suary and Survey Results The youth engagement portion of the desi process was coordinated to coincide wh a vis by the Skate Van to lumbia Playfield. This provided a high level of participation. Kids and teenagers, the primary users of the playfield, were asked to desi their ideal park by gluing down cutouts of play equipment and other park elements to a map of the park. A survey and braorming board were also on display for the kids and tee to interact wh. Free popsicles were provided for the participants and were happily welcomed. 10 Key Takeaways A primary observation of the playfield in the suertime is that gets very hot. The massive amot of asphalt and minimal shade creates a heat island effect that is palpable. This explai why the makeshift splash pad is incredibly popular and why many participants favored having a well-desied splash pad as part of the vision for the playfield. Furthermore, shade and lighting were desired. The basketball courts and large amots of asphalt were coidered assets in the playfield. Participants asked for them to be improved and built upon. A seemingly obvious piece of information that may have been overlooked was the desire for seating, especially near the basketball courts. Neighborhood involvement in the cotruction of the playfield was an element that all participants agreed was valuable. A neighborhood art project was particularly desired in the vision for the playfield. 10 lumbia Playfield, January 2017

12 Suary and Survey Results The coy meeting was held at the Metropolan Missionary Baptist Church just north of lumbia Playfield. The information gathered from the youth engagement was shared wh the interested coy members. Precedents of park desig that successfully addressed concer raised at the youth engagement were also shared. A survey and braorming desi session were conducted to gather more information about the desires for the playfield. 13 Key Takeaways The coy agreed wh the proposed ideas of a splash pad and a walking track. It was confirmed that the basketball courts and the asphalt are existing assets in the playfield they should be improved. The coy desired that the playfield have a multigenerational concept, including spaces that appeal to different age groups. For example, play equipment for 2-5 year olds and separate play equipment for 5 and older. Exercise equipment might appeal to yog and older adults while the basketball courts might appeal primarily to teenagers. A necessary element of the vision, according to the coy, is adequate lighting. This would eure a greater perception of safety in the playfield. The coy also agreed that seating in the park is lacking and needs to be addressed in the vision as well. y si Solutio 13

19 si Suary y si Solutio The first desi proposal envisio capalizing and improving on the existing asset of the basketball courts. The existing courts are kept and resurfaced and half courts are added alongside them for yoger age groups to utilize. Large two-tiered seating benches are placed to divide the full courts from the half courts and allow a place for players to rest. A small artificial greepace is included between the half courts and is populated wh planters and benches that could be coy cotruction projects. The planters provide shade to the area and the artificial turf surface lims the heat island effect creating a comfortable central hang out space that celebrates the asset of the courts. In addion to the re-visioning of the basketball courts, a multi-purpose track is added that connects a swing set, splash pad, 5-and-older play equipment set, and a large open green space. Central to all these elements is a shaded space created by large s sails. This provides space for parents to watch over their kids as they enjoy the surroding amenies. 19

20 si Feedback While the geometric nature of the plan was not particularly well received by the coy, the Milwaukee Recreation representatives believed allowed for a phased approach in development. The coy appreciated the celebration of the basketball courts and believed that the hang out space created by the seating and artificial green space would be successful. The lighting and seating module incorporated along the track was also well received as a great way to simultaneously address the lack of lighting and seating. The multi-generational approach was also appreciated. The shape and desi of the splash pad was cricized. The coy preferred a wall-less splash pad that integrated directly into the pavement. This could easily be accoodated in this vision. Milwaukee Recreation reerated the importance of having a 2-5 year old play equipment, this could be implemented by adding another paving spoke to the central portion of the playfield and occupying the resulting space wh this equipment. 20 lumbia Playfield, January 2017

22 si Suary The second desi proposal intends to capture the multi-generational potential of lumbia Playfield. The individual generational spaces are at once separated and connected by a multi-purpose track and a network of pathways. This proposal also takes advantage of the existing courts by resurfacing and adding tiered bench seating. While the basketball courts appeal to teenagers and yog adults, the half courts added along the north appeal to a yoger group of pre-tee. Adjacent to the half courts is a set of play equipment for kids 5 and older. Exercise equipment for adults is located on the other side of the playfield. The various age specific spaces are connected by a variety of spaces that appeal to all age groups. A large splash pad is incorporated into the pavement alongside the primary basketball courts. An open greepace is provided wh a large stage that can serve alternative prograing such as concerts, movies, and plays. 22 lumbia Playfield, January 2017

23 si Feedback The coy preferred the organic desi in this proposal over the geometric desi of the previous proposal. Many of the elements in the first proposal that were well-received are similarly received in this proposal. Namely, the improvement of the existing basketball courts and the addion of half courts were appreciated. The focus on multi-generational usage was of particular interest in this desi. Milwaukee Recreation reerated the importance of having a 2-5-year-old play equipment set. This could be incorporated near the proposed 5 and older play equipment. A concern raised was about the exteive amot of greepace. However, the greepace is anticipated to be prograed by use of the stage. This explanation migated the concer. In both of these desig, the space in front of the building is left paved. This allows vehicle access to the playfield which is necessary for the Skate Van, the food truck, and other uses. y si Solutio 23
