2 VNEA Juniors will return to erie, pa for the 2017 world junior championships celebrating the 27th annual event! June 15-18, 2017 Bayfront Convention Center Erie, Pennsylvania The 2016 Junior Championships in Erie were so well received by both the players and the parents that it was overwhelmingly decided to bring the event back in Junior Players from 8 States, Ontario, Canada and New Zealand battled it out on 80 beautiful Valley Pool Tables at the Bayfront Convention Center. All of the participants (ages 7-20) qualified through their local junior league system by shooting in at least 6 weeks of league play. The Championships offer the players action in Singles, 3-Player Teams and Scotch Doubles events with the chance to play in over 20 Mini-Singles tournaments as well. When they aren t in matches, the kids and their parents/guardians can enjoy all of the amazing activities that Erie and the surrounding areas have to offer. From the scenic Presque Isle to a ride on a Pirate Ship to an incredible nearby Water Park, the Juniors will have the time of their young lives. Tons of Prizes! Plus... No Halter Tops No Cut-Offs No Swimwear No Midriffs No Tank Tops No Tube Tops No Improper Verbiage No Droopy Pants 2. All shorts must be clean, neat, presentable, hemmed and of proper length to be allowed. Rugged cut-offs will not be allowed. 3. All players, during their scheduled matches, will present themselves in a neat and clean appearance. 4. Tournament officials will have the right to ask any player or spectator not properly attired to leave the playing area. 5. Absolutely no alcoholic beverages or smoking in the Tournament Room. PLEASE NOTE... There will be absolutely no tournament entries accepted at the Tournament Site. All participants will be required to submit a Tournament Release Form. All participants must meet the various age requirements by January 1, 2017 to compete in that division at the 27th Annual World Championships. TOP CAT EVENT This exciting TEAM event will consist of all 1st and 2nd Place Finishers in the Singles Tournament. 4 Team Format Teams will consist of three playing members who have competed in at least 6 junior league matches with the same Charter Holder. The 9 game round robin format will be used in the 8-ball team events. Each player will play each player from the opposing team once. The team with the most points at the end of the match will be declared the winner. If there is a tie in total points, the teams will play the last round over as it stands on the scoresheet until a winner is decided. Flip for the first break and alternate thereafter. All divisions will be of the double elimination format with the finals bracket participants starting with zero losses. Singles Format Race - 4 games/winners and losers All players must have competed in a minimum of 6 junior league matches. The double elimination format will be used. Substitution Rule A team may substitute players during a match if the following criteria are met: - The opposing team captain must be notified before the start of the round in which the substitution is being made. - A substitute player will not be allowed to play any opposing player more than once. - Once a player has played, he/she must keep that same position unless removed for a round and reinstated in a later round. Determining the Break Team: Team captains will flip a coin prior to making the line-up. The winner of the coin toss has a chance of being home or visiting team. The home team will complete their line-up first each round. The teams will then break in accordance with the scoresheet. Singles: Flip a coin to determine the first break and alternate thereafter. Official Scoresheet The Home Scoresheet is the official scoresheet and will be used to settle any disputes. Both captains are responsible for the accuracy of the Home scoresheet after each game. 8-On-The-Break If an 8-ball is pocketed on the break, the breaker may ask for a rerack or have the 8-ball spotted and continue shooting. If the breaker scratches while pocketing the 8-ball on the break, the opposing player has the option of a rerack or having the 8-ball spotted before beginning to shoot. Rack Your Own Breaks - Various Rack Systems will NOT be allowed. Devices Are Not Allowed For Jump Shots Call Pocket In Call Pocket, obvious balls and pockets do not have to be indicated. It is the opponent s right to ask which ball and pocket if he/she is unsure of the shot. Banks and combinations are not considered obvious and both the object ball and the pocket must be called. When calling the shot, it is NEVER necessary to indicate details such as the number of cushions, banks, kisses, caroms, etc. Any balls pocketed on a foul remain pocketed, regardless of whether they belong to the shooter or the opponent. If a shooter continually refuses to inform his opponent, even when asked, the captains or tournament officials should be informed. Continuous failure to verbally call the pocket can be ruled unsportsmanlike conduct. Calling the 8-Ball Calling of the 8-ball must be by the disc method in the following manner: Disc Placement... The disc must be completely within the first two diamonds on either side of the intended pocket. (A Referee will make a ruling if the position is protested.) It is not necessary to move or touch the disc if it is already at the intended pocket. If a player shoots at the 8-ball and commits a legal shot and the 8-ball is not pocketed, the game continues. Team Roster The Official Team Roster are the players listed on the Scoresheet/Computer. Illegal Team Player Any Team determined to have listed a Team Member on the Tournament Scoresheet, for any match that has begun, that is not listed on the Official Team Certificate will be penalized as follows... The Team will Forfeit any match in progress or any match completed before their next round begins and eliminated from any further Team competition. The Team will Forfeit any Prizes. Safeties A Safety can be played within the definition of a legal shot. Start of Match All matches will start at their posted time if the assigned table is available. If a player/ players is absent, the match must still begin and the absent player/players will have until the end of that round to show up. If they are not there by the end of the round, the absent person/persons will lose that game This rule is the same for all the rounds. Played Wrong Player In the event that wrong people have played or are playing each other, the following procedure will be followed: If the game is completed, that score will be forwarded to the proper place that they are scheduled to play. That score will not count until it falls into the proper place. If the game is not completed, the captains will get the proper people to the table and restart the game. If a game is played between the same opponents for a second time during the match, the score of the second time does not count as long as the scoresheet is filled out properly prior to the round beginning. It is both team captain s responsibility to ensure that the proper players are playing each game before the round starts. Therefore, if one captain listed a player to play the same player a second time, the captains team who listed the wrong player will lose Scoresheets may be filled out round by round. End of Match A match is considered over when a team can no longer mathematically win. Forfeits Team & Singles... Be sure to read and be aware of the Forfeit Procedures that are posted in the Tournament Room. Scoring If a game ends without a group of balls being legally determined, the winner receives ten points and the opponent receives zero points. Junior League players who have played in the VNEA World Championships in Las Vegas will not be eligible to compete in the 27th Annual World Junior Pool Championships. Tournament Referees will be used and decisions will be final.

5 ON-LINE PLayer Registration Details... All Junior Official Certificates of Entry, Official Tournament Entry Forms and Fees must be returned to VNEA Headquarters by June 1st, 2017 with accompanying statistics. Entries received without proper statistics will be returned. Registering Your Players ON-LINE REGISTRATION IS EASY, FAST & SECURE! All Tournament Participants will be registered on-line, by Charter Holders, for the upcoming International Junior Championships Every Charter will login, create their own password and enter their own secure registration section. Once logged in, you will have access to your player base and can complete as may Certificates as needed. All Stats and Payment will still be required to be mailed to VNEA Headquarters before entries are accepted. You will be able to and must print copies of all Certificates for yourself and each Team Captain to take to the Tournament. Formal, easy, step-by-step instructions will be forwarded to all Charter Holders shortly. All sanctioned players are eligible for Tournament competition providing they have played in a Junior League for a minimum of 6 league matches and are deemed an active player by their respective Charter Holders. Singles: All Singles Divisions will be separated into female divisions and male divisions. All participants must meet the various divisions age requirements by January 1, 2017 to compete in that division at the 27th Annual World Championships. Bracketing: All Qualifying team brackets will be comprised of eight, sixteen or thirty-two entrants. Two entrants from each bracket will qualify for the final bracket. Any byes will be equated out in the qualifying brackets. All entrants in the team finals brackets will start with 0 losses. There will be NO Byes in the finals brackets. NOTE: Please be diligent in checking your players Team Names for appropriateness. There will be no Entry Forms accepted after June 1st, 2017 or at the Tournament site. Erie s Bayfront Convention Center is located within 20 miles of Ohio and New York and only 100 miles from Canada! This incredible property is right on the waterfront and at the heart of downtown Erie. It is also surrounded by 7 miles of beautiful beaches and year-round recreation. 9 Jr. Tournament Release Form For Participants Under 18 Years Of Age Release executed on, 2017, by of City of, County of State/Province/Territory of WHEREAS, the undersigned, being [indicate parents or legal guardians] of a person of less than 18 years of age (hereinafter referred to as the Minor ), understand the circumstances in which the aforesaid Minor will be placed at the VNEA Junior Tournament being held on June 15-18, 2017, (hereinafter referred to as the Tournament ), acknowledge that supervision of the Minor will not be provided by Tournament officials, represent that the undersigned will provide supervision of the Minor at the Tournament, and consent to the participation of the Minor in the Tournament; and WHEREAS, the undersigned is/are informed and understand that participation in the Tournament may affect the amateur status of the Minor in amateur sports, and desire and consent to the participation of the Minor in the Tournament. NOW, THEREFORE, in consideration of the Minor being allowed to enter, attend and participate in the Tournament, the undersigned, individually and as parents or legal guardians: 1. Hereby release, waive and discharge Valley National Eight Ball League Association, Inc. (herein referred to as VNEA ), Valley, all tournament sponsors, [indicate name of sponsoring Charter Holder] and each of them and their respective officers, directors, Charter Holders, members, employees, agents, partners, successors, assigns and their parent, subsidiary and affiliated corporations (hereinafter referred to as Releasees ), and each of them, from any and all liability to the undersigned, to the Minor, or to their respective personal representatives, assigns, heirs and next of kin, and each of them, from any and all loss or damage, and any claims therefor, on account of any injury to the person or property or resulting in the death of the Minor, whether caused by the negligence of Releases or otherwise, while the Minor is attending, competing in, observing or traveling in connection with the Tournament, whether within or without the Minor s home state/province/territory, or otherwise participating in Tournament related events; 2. Hereby covenant not to sue and agree to indemnify, save and hold Releasees harmless from any loss, liability, damage or cost, including reasonable attorney s fees, that it or they might incur due to the presence of the Minor at the Tournament whether attending, competing in, observing or traveling in connection with said Tournament, within or without the Minor s home state/province/territory, or due to any other participation in Tournament related events, whether caused by the negligence of Releasees or otherwise; 3. The undersigned expressly agree that the foregoing release, waiver and indemnity agreement is intended to be as broad and inclusive as is permitted by law, and that if any portion thereof is held to be invalid, it is agreed, notwithstanding, that the balance shall continue in full legal force and effect; 4. The undersigned, as parents or legal guardians of the Minor, hereby consent to travel by the Minor in connection with the Tournament and any related events, within or without the Minor s home state/province/territory; and 5. The undersigned hereby grant permission to any and all Releasees to use his/her and the Minor s likeness, including photographs, relating to the Tournament without obligation to the undersigned or to the Minor and without liability to Releasees. In consideration of the foregoing, the undersigned also hereby agrees to indemnify and hold Releasees harmless for any loss, damage or expense (including attorney s fees) caused by the undersigned in respect to any person or property, arising out of or in any way connected with the undersigned s participation in or attendance at the Tournament. The undersigned hereby grants permission to any or all Releasees to use his/her likeness, including photographs, relating to participation in the Tournament without obligation to the undersigned and without liability to Releasees.
