2 RAHA Updates Thank You Past Board Members The Rosemount Area Hockey Association wants to extend our sincere gratitude and appreciation to former Board of Director members Dan Nicklay, Chris Kalata, Chris Noonkesser, Tim Rozak, Freddie Berberena, Bryce Barry and Jason Edger. In April they completed their terms. The contributions they made to RAHA and our community impacted all of our members. We wish all of you the best with your next endeavors. And we thank you for making RAHA one of the best youth athletic associations in Minnesota. -Andy Proshek, President More Ice Closer to Home On May 15, Rosemount City Council gave the final approvals on the proposed 10-year partnership between the City of Rosemount and the City of Inver Grove Heights to guarantee RAHA with 550 peak hours of ice time at Veterans Memorial Community Center-West Rink in Inver Grove Heights. This partnership will significantly reduce, possibly eliminate, our need to travel long distances to places like Minneapolis, Cottage Grove and Faribault in search of open ice time. This agreement is a result of the work done by the RAHA Board of Directors and the City of Rosemount as a stopgap solution after the 2016 referendum, which included an ice rink, failed to pass. In 2016, the City of Inver Grove Heights (IGH) contacted the City of Rosemount regarding the West Rink at Veterans Memorial Community Center. The proposal made by IGH asked Rosemount to share in the costs of repair, otherwise, IGH had planned to remove the ice sheet and permanently install turf to support their need for an indoor field. Earlier this year, Rosemount City Council reviewed the repair estimates gathered by IGH and at the May 15 meeting approved the joint powers agreement with IGH, which will allow them to move forward with repairs. In parallel, The City of Rosemount and RAHA had been working on an agreement to split evenly Rosemount s portion of the cost. That agreement too passed during the May 15 session thus finalizing RAHAs efforts to secure ice closer to home. Budget Summary While RAHA remains in a strong financial position with money in savings, we overspent our budget by $75,000. There were many areas that contributed to this including lower than normal pull tab sales, increased costs for tryout evaluators, increased costs to subsidize a growing IP program and numerous hours of unused ice time at the traveling levels. The Board of Directors have reviewed these and other expenditures as part of the budget planning cycle and may be making a few changes to help booster RAHA financially. Some of the changes you may see Page 2
3 next year could include things like removing the $75 pull tab credit and increasing registration and/or tryout fees. We are also evaluating a new ice scheduling tool which should reduce ice time that RA- HA pays for but goes unused by our traveling teams, thus never paid back to RAHA via monthly ice bills. New Goalie Reimbursement Policy Bantams/15U Girls shall be allowed to submit a goalie equipment reimbursement; RAHA shall reimburse up to 75% of the purchase price, capped at $700. Peewees/12U Girls shall be allowed to submit a goalie equipment reimbursement; RAHA shall reimburse up to 75% of the purchase price, capped at $600. Squirts/10U Girls shall be allowed to submit a goalie equipment reimbursement; RAHA shall reimburse up to 50% of the purchase price, capped at $100. Rule 639 Tripping/Clipping/Leg Checking/Slew Footing (Note 1) Tripping is the act of placing a stick, knee, foot, arm, hand or elbow in such a manner that causes his opponent to lose balance or fall. (Note 2) Clipping is the act of deliberately leaving the feet or lowering the body for the purpose of making contact with the opponent at or below the knees. (Note 3) Leg check is the act of extending the leg from the front or from behind for the purpose of tripping the opponent. (Note 4) Slew Footing is the act of a player using his leg or foot to knock or kick an opponent's feet from under him. This is done by pushing an opponent's upper body backwards with an arm or elbow at the same time using a forward motion of his leg causing the opponent to fall to the ice. (a) A minor or major penalty shall be assessed under this rule for any of the actions described above. (Note) However, no penalty shall be assessed under this rule if, in the opinion of the Referee, the player was clearly hook-checking or poke-checking the puck for the purpose of gaining possession. (b) A major penalty plus a game misconduct penalty shall be assessed to any player who injures an opponent as a result of tripping, clipping, leg checking or slew footing. Referee Signal: Strike the side of the knee and follow through once, keeping the head up and both skates on the ice. Video examples of the above can be found on the USA Hockey Rulebook website - here. The USA Hockey Mobile Rulebook is available on ios, Android and Windows 10 devices. Page 8
