3 Page 3 NRL SA COMPETITION RULES AND REGULATIONS The NRL SA at all times reserve the right to add any By Laws to the Current rules. 1. Purpose This document outlines the competition rules as determined by the NRL SA and details the Local Rules adopted for the NRL SA Junior competition. 2. Scope These rules apply to all participating clubs in the NRL SA competition, to the officials of those clubs and to other committees or associations involved in the running of the competition such as the ARLRA and Judiciary. 3. Definitions ARLC NRL NRL SA. ARLRA Local Rules Australian Rugby League Commission National Rugby League National Rugby League South Australia Adelaide Rugby League Referees Association Rules adopted for the local competition, which deviate from the International Laws of the game 4. General Rules The competition shall be conducted with due regard to the best interest, spirit and intent of the game. The NRLSA shall be the final arbiters on any complaint about fair competition. An appeal to the NRL SA Board is permitted, however new evidence must be presented to the board for an appeal hearing to be granted. 5. Responsibilities and Authorities

4 Page 4 Junior club officials are responsible for ensuring that these rules are adhered to and for the dissemination of the content of these rules to their club s players and other officials. The NRL SA is responsible for the issuing of these Rules to all the clubs and associations who require them and for any subsequent amendments to them. The ARLRA is responsible for ensuring that games are conducted in accordance with these rules and any Local Rules adopted for the competition. The Judiciary has absolute authority in relation to and is responsible for, the hearing of charges brought against players and for the issuing of appropriate penalties. The Competition Rules Manual is the Rules of the NRL SA Junior Competition and shall apply at all times to the Junior Competition. 6. Public Criticism No Coach, registered player, club official or member of a club shall make any public criticism of, the NRL SA or the ARLRA or the referee of any NRLSA Division game. Public criticism shall be deemed to include demonstrative communication (verbal, visual, Media or otherwise) at a ground on the day or any interview (whether live or recorded) for the print or electronic media including social media. 7. Citation Should a club allege that any person who is subject to these Regulations has been involved in misbehavior under these Regulations, it may lodge with the NRL SA a written notice setting out in detail the full particulars of the allegation. The NRL SA may in their absolute discretion, deal with any person the subject of the notice. 8. Investigations If the NRL SA Board suspects that any person subject to these regulations has or may have engaged in conduct in contravention of any provision of these Regulations, the Board may authorize its Chairman to investigate any matters specified by the Board and to report to the Board the results of the investigation. 9. Clubs All Clubs wishing to compete in the NRL SA Competition must be financially incorporated with the correct Government authorities for the playing year and must produce a copy of such current incorporation to the NRLSA General Manager before the South Australian Rugby League Annual General Meeting (December) each year or

5 Page 5 a date set by the NRL SA board Clubs are also required to submit a copy of their annual financial report along with a copy of their AGM minutes. 9.1 Fees All fees payable by competing Clubs to the NRL SA shall be due and payable to the NRL SA according to the due date on the NRL SA Invoices. This includes fees for registration, insurance, goods, bond etc. No Club (irrespective of their grade or ladder position) shall have right of entry into finals series if they are in arrears to the NRL SA 9.2 Recess Member Clubs of the NRL SA who find themselves in difficulties due to support / player / finance unavailability shall be allowed a recess period of not competing in the NRL SA competition. This recess period shall be twelve months and subject to the discretion of the NRL SA Board. Clubs in recess shall be allowed to attend NRL SA meetings, however voting rights will be suspended for the duration of the recess. 9.3 Defaulters Member Clubs of the NRL SA may compile a list of any defaulter members of their Club. That is, members that is in debt to the Club by way of fees, loans, financial assistance or has had in their possession goods or trophies etc. that belong to the Club and not return them. The defaulters listing, when compiled may be given to the NRL SA or placed on the national registration data base at club level. The NRL SA will not transfer any player to any other Club if the said player is in default with their Club. If a player does through some cause or deception gain entry to another club whilst in default, they shall be reprimanded by and to the discretion of the NRL SA Board. The Club that receives a player that is in default and allows that player to compete for them in the competition shall lose the competition points for each competition game that the defaulter player plays for their club. It is the reasonability of clubs to collect registration fees from its members. The NRL SA will release players if a period of two years has passed and they have not played for the club.

6 Page Registration Clubs must register all players with the league prior to taking part in any match in any competition conducted by the League. Applications for registration must be on the form prescribed by the League in duplicate. (The original copy is to be sent to the League) Re registration is only available online (League Net) Information regarding online registration will be provided to clubs. To be eligible to be registered as a player with a club, a person must have been admitted to ordinary membership of that club in accordance with the constitution or Memorandum and Articles of Association of the Club. All registration and insurance costs for the registered player must be paid in full to the NRL SA by the commencement competition. 9.5 Deregistered Players No club can deregister players during the season. Once a player has taken the field in one match he must pay the full registration fee. If the player is signed and cleared to play with another NRL SA club, his new club is responsible for his registration fees and for any costs incurred eg: registration, insurance etc. 9.6 Transfers / Clearances Any person having played Rugby League with a NRL SA club or any other Rugby League club in Australia shall, when transferring to a club competing in the NRL SA Premiership, or interstate competition, shall seek approval to do so from their State League body by correctly completing online Clearance Application before registering with a new club.. All clearance application will need to comply with NRL on line policy. The NRL SA shall approve a clearance for the player at League Level once his previous club has cleared him at Club Level. The NRL SA at its discretion may grant automatic clearance to any player from their current club, after the fourteen (14) days expiry date after receipt of their application, if their club has failed to do so. A player cannot be granted a clearance if the club can prove that the player is Unfinancial to the club, or has unfulfilled obligations to that club. Maximum number of players to be transferred from one clubs age group to another clubs age group will be Five (5) registered players.

(This is a minimum and all present should be given the maximum amount of time possible on field). The NRL SA can implement NRL player number and field sizes where required to the information above. *MOD - Each player in the team is to play a MINIMUM OF ONE UNBROKEN HALF of a match (i.e. Twenty (20) minutes). Changes can be made as stated above. Note: MINI/MOD - In the event that a player, who has already attempted a kick at goal, attempts another kick, prior to all players (on the field at the time) being given the chance to kick, the points will not be awarded, if successful, and another attempt will not be provided to the team to convert that try. Age groups to be read in conjunction with Age Group Document, Age Dispensation and Parent/Guardian consent form.

8 Page NRL SA Games 11.1 Schedule The NRL SA Junior League Competition is a Sunday Competition unless otherwise deemed by the NRL SA General Manager Game - Duration Mini League Games 2014 Game tine and field sizes can be changed by the NRL SA if required Will be 30 minutes in duration (3 x 10 minutes). There will be a 3 minute break between each third. There will be no time off for injuries or other incidences that may occur. Mod League Games incl Girls Tag Will be 40 minutes in duration (2 x 20 minutes halves). There will be a 5 minute break for half time. There will be no time off for injuries or other incidences that may occur. Junior International Changes can be made to the following rules if required by the NRL SA Competition Management committee. Under 14 s and 16 s Games Will be 50 minutes in duration (2 x 25 minutes halves). There will be a 5 minute break for half time. There will be no time off for injuries or other incidences that may occur. Under 18 Games Will be 60 minutes in duration (2 x 30 minutes halves). There will be a 10 minute break for half time. There will be no time off for injuries or other incidences that may occur. Having stated this, club(s) must ensure that their teams are on the field, ready to kick off at the scheduled start time. This means that the time sheet has to be completed, the players ID cards have been viewed and in readiness. That the time keepers are at the table and ready to start the clock, and that all necessary books and equipment are at the table (as Section 24). It is mandatory that this be completed 15 minutes prior to kick off. Home teams are to ensure that match books are available. If a clubs fails to comply fully with these guidelines, the referees will forward a report to The NRL SA General Manager for the appropriate action to be taken.

9 Page Game Points Allocation Points are awarded as follows: Win 2 points Bye 2 points Draw 1 point Loss 0 points Forfeits refer to point s allocation system for forfeits in Forfeiture section Game Ladder Positions Teams will be ranked in Ladder Positions based on the following: Points If Points are equal then For / Against difference will be used to separate teams Teams entering the competition mid-season will start on 0 points. It is recognized that some teams may have more or less Byes than other teams, however this does not influence the above system for ladder placements Forfeiture If a Club knows it will be forfeiting its match prior to the weekend of play, then that club must contact the other club(s) involved and the NRL SA General Manager. This must be done by 10am the Friday prior the Match. Failure to comply will result in Referees charges being applied to the forfeiting club. The NRL SA may also have to look at reimbursement to the Clubs that have been forfeited against for the loss of possible stock (being perishable foods) and equipment such as strapping tape etc. Forfeits in Junior Competition Grades will carry a fine of $250 for the Club forfeiting. In the event of a forfeit the following Points Allocations apply: If the game has not yet commenced / is not played Points 2 0 to the team that did not cause the forfeit Game Score 20 0 in favour of the team that did not cause the forfeit

10 Page 10 If the Game has commenced - If the Leading Team causes the game to be a forfeit Ie. Red Team is 26 and Blue Team is 12 and Red Team causes forfeit Points 2 points to Blue Team & 0 points to Red Team Game Score 20 0 in favour of the Blue team This also applies to games where a Team plays an Unregistered Player. If the Game has commenced - If the Losing Team causes the game to be a forfeit Ie. Red Team is 26 and Blue Team is 12 and the Blue Team causes forfeit Points 2 points to Red Team & 0 points to Blue Team Game Score: If the non-forfeiting team has scored more than 20 then their score remains and the forfeiting team score is recorded as 0. If game score difference is less than 20, then score line of 20-0 will apply. It is not the responsibility of Referee s to determine whether Teams have correctly registered players but are expected to advise the NRL SA if they suspect a player registration breach may have occurred. Therefore, in the event of a team struggling for players and recruiting another registered player, who may or may not be correctly registered for that particular Team, the game will proceed and the Referee s will advise the NRL SA of a potential breach Cancellation of Matches Matches may be cancelled due to: 1) Adverse Weather 2) Ground Conditions considered to be dangerous or unfit for play by the referee 3) Councils closure of grounds 4) Forfeit given by one of the participating teams due to insufficient players. However, teams forfeiting will (if no due notice is given) be required to pay a fee of $250 per game forfeited. A Club having suffered a forfeit against it shall be awarded the two match points for the round. The referee shall forward a Match Report to the NRL SA detailing the nature and reasons for any match cancellation. If a match is cancelled because of 1) or 3) no referee payment will be required of the Home club. In respect to 2) Ground condition which is the responsibility of the home club, the home club will be invoiced for the referee payment for the match program. In respect to 4) Insufficient Players the forfeiting team will be invoiced for the Match program: plus home club loss of revenue subject to the NRL SA discretion. If a club forfeits without the required notice that club will be fined $250 with a $100 compensation going to the club forfeited against. The club receiving the forfeit must complete the sign on sheet with all intending players to sign.

11 Page Team Sign On Team officials shall ensure that the names of all players who are to participate in the game are entered on the Match Book prior to the start of the game. Not more than 20 players can be listed on the team sheet. Players who are at the ground shall sign the Match Sheet and have their registration card sighted prior to kick off. Players who arrive late for the game shall be permitted to participate in the game provided the player s name appears on the Match Book prior to the half time kick off and the player signs the Match Sheet and the registration card is sighted prior to the player taking the field. Timekeepers shall supervise any late sign in of players. This rule is applicable for the Under 12 age group and above. Teams are to be ready to commence play at the schedule start time. Referees have been instructed to enforce this requirement by starting the game clock at the designated game starting time. Clubs with 2 or more teams in any particular Age Group are not permitted to alternate players from one team to the other during the season (ie, those teams are separate teams, just like it is for Club v Club). Prior to the commencement of the season Clubs with 2 or more teams in an Age Group must submit each respective teams playing list to the NRL SA Any new players must be allocated to a team and the NRL SA advised accordingly before that player plays. As per section 9.4 any transgression for player sign on shall result in NRL SA Competition Coordinator or General Manager being empowered to take away points. E.g.: For playing unregistered players or for playing any player who has been sent from the field of play, (regardless of division or grade), and still awaiting Judiciary outcome, or a player who is under a Judiciary penalty preventing a player from taking the field, or playing a player who is unfinancial at 30 th June. Any team fielding an unregistered player or fielding a player without a registration card (ID card) for sighting by the official table personnel shall be considered to have forfeited the game.

12 Page Disqualified / Suspended Players No player who has been disqualified / suspended by the NRL SA or any other Rugby League body for having been found guilty of misconduct under the International Laws of the Game shall be entitled to play in any NRL SA game until such disqualification has expired or been removed by the NRL SA or the Rugby League Body imposing the disqualification. The following points clarify Suspension matters: Suspensions are for games not weeks o i.e. Can t serve a week of suspension if the Team has a Bye or is a public holiday etc Forfeited games: o Do not count if it is that players team that gives the forfeit o Do count if it is the players team that receives the Forfeit: This is providing that the forfeited game was expected to be played during the week it was scheduled (ie. not if the forfeit is the result of a team withdrawing prior to the time the suspension incident occurred). The suspended player cannot play any Club games until the team he / she was suspended in has played the number of games he / she was suspended in; for example; If he / she receives a 1 week suspension in an U14 game Scenario is that the U14 team has the Bye the next week He / she cannot play for another team (like U16) until he / she serves the scheduled number of U14 games Sin-Bin The rules for the sin-bin are as follows: The sin-bin cannot be used for foul play The sin-bin time commences for the player when the referee re-starts play, either by blowing the whistle for a penalty or play recommencing. N.B. The player s time does not begin when the referee holds his hands up to signal the sin-bin or when the player reaches the official table. The player shall sit in a designated Sin-Bin area, which shall be located near the official table and away from both team benches. That player whilst in the Sin-Bin will not participate in any way in the game Player Dismissal Any player, who has been dismissed (sent off) from the field, must report to the Official table and have their name recorded on the team sheet. He must then leave the playing area, resume his ordinary attire, and can have no further involvement in that game or any other game until his case is heard at Judiciary.

13 Page The Playing Area The Playing Area is defined as the area enclosed by the fence, or other such line of demarcation, which prevents the encroachment of spectators. All spectators shall be located behind such fenced areas at all times. Where no such boundary exists, all fields shall be fully roped Off enclosing the playing area along each sideline and the dead ball lines. The ropes should be set back at least (7) seven metres from the Sideline on both sides of the ground. A red line shall be marked one metre in from each touch line Extending from the dead ball lines to define the referee s movement Area. This one metre strip/area is to be left clear of any personnel/ Players at any time. Fields must be lined, marked in white with red forty metre lines. The use of lime product marking material is strictly prohibited. All spectators are to be located behind fenced areas. Under no circumstances are spectators allowed on the playing area. Ground Managers for each field will be appointed by the Host Club or the NRL SA is responsible for enforcing and managing spectator behavior. 15. Dressing Rooms Teams will be allocated dressing rooms on the day. It is the individual player s responsibility to ensure that any valuables are not left in the dressing rooms. Any loss incurred is the individual s responsibility. Teams in subsequent matches will be allowed into dressing rooms at the completion of the half-time interval at the discretion of the host venue Ground Managers. Each team will be responsible for leaving their room tidy A separate room is to be made available for the ARLRA

15 Page Personnel 16.1 Personnel Permitted Inside Field of Play: The competing teams for each game will be allowed to have the following people permitted inside the Field of Play. 1 Coaches 4 Replacements 2 Managers 5 Trainers / League safe(3 only) 3 Official Table Personnel 6 Ball boy and Tee Boys/Girls The NRL on field policy will apply to the only people that have specific tasks on the field beside players and referees. Sports trainers who will wear colored tops (orange, blue, yellow) 16.2 Official Table One representative from each club (team manager) shall carry out the duties of the official table. The duties of these representatives are as follows: Be in attendance fifteen minutes before game time to supervise as players sign on. Sight the opposing clubs registration ID cards. ( When in Use) Players are not to wear helmets at the time of sighting. Timekeepers shall supervise any late sign in. Accurately keep match time Time and supervise Sin-Bins Print details accurately in the match book Ensure that only authorized personnel are on the field of play. At the official table, the host club will provide all equipment listed in the NRL SA Official game day hand book Reserve Players & Club Officials Reserves for teams will at all times remain seated on the reserves bench/seat during the duration of the games, and officials will not be allowed to walk up and down the side lines and will remain seated next to the official area set aside, unless otherwise actively engaged. Only official trainers will be allowed on to the playing area to tend players and no hard or solid objects will be allowed to be taken to players unless cleared by the controlling referee.

16 Page Trainers The NRL SA adopts the following protocols for all trainers in all grades. It is important that these roles are adhered to. Clubs who fail to meet the below criteria will face disciplinary action with the referees removing trainers from the field of play. Each team may engage and use a maximum of three trainers during matches (including Leaguesafe officials). In all cases when trainers enter the field of play to attend an injured player, carry water or deliver messages, they must immediately leave the field once their assigned task has been completed. The specific roles and responsibilities of each trainer are as follows: 17.1 Head Trainer Level 2 (Orange Shirt) 1. Is allowed unlimited access to the playing field to attend injured players and carry water. 2. Must NOT carry messages. 3. Is allowed to be involved in the on-field interchange process Level 1 Sports Trainer (Blue Shirt) 1. May sit with the Head Trainer but can only enter the field of play in the following circumstances at the direction of the Head Trainer. a) Assisting the Head Trainer to remove an injured player from the field. b) To treat an injured player if there is more than one injured player and the head trainer is already occupied. 2. Is not to carry water unless a try has been scored or the two Head Trainers from the participating clubs agree that due to extreme weather conditions require each team to utilize an additional water carrier. 3. May refill drink containers and offer assistance off the field of play. 4. Is permitted to be involved in the off-field interchange process (ie to assist the Interchange official) League safe (Yellow Shirt) 1. Is allowed access to the playing field to: a) Replace players b) Provide water c) Carry messages to individual team members 2. Must enter and leave the field from an onside position. 3. Must NOT give general messages to the team while play is progressing.

17 Page Ground Manager The NRL SA Competition Support Officer will look after Ground Management at the junior central venue. The Ground Managers checklist will be completed before the commencement of play at any NRL SA sanctioned venue. The Ground Managers checklist will also be required to be signed by the match Referee. The Ground Managers checklist will be forwarded to the NRL SA with the Match Report Sheets. 19. Uniform Player s uniforms and equipment shall be in accordance with Section 4 of the International Laws book. A player cannot take the field unless he is wearing the full registered playing strip of his club. (No Rugby Shorts with pockets will be allowed) The NRL SA & NRL logo must be placed on front Right hand side of all junior jumpers. 20. Equipment Match-Game book 1 x per field Host Venue 3 Game Balls per field Host Venue Official Game Day Handbook 1 per field Host Venue Quality Goal Post Pads each field Host Venue Seating for bench replacement players Host Venue 3 Chairs and table (Timekeepers) Host Venue Bell/Hooter Host Venue Time Clock 1 x per field Host Venue Stop Watches 2 x per field Host Venue Kicking tee Each Team/ Host Venue In the case of two fields operating the above equipments will be required on each field. 21. First Aid Equipment A stretcher and Esky full ice shall be provided by the host venue and positioned in an area adjacent to the official table on each field. A qualified Level 1 ARL Sports Trainer for each team equipped with an appropriate First Aid Kit shall be in attendance at all games. This is a compulsory requirement. Signage to be displayed in Change rooms must contain: Ambulance Number 000. Nearest Hospital Name, phone number Nearest Doctors Surgery, phone number The Host Clubs Address (for ambulance attendance).

18 Page 18 If an ambulance is required the Ground Manager or nominee to be located at ground entry to direct ambulance officials. 22. Doping Policy The NRL SA is bound by the World Anti Doping Agency (WADA) Policy and Procedures as from November and as amended from time to time. All clubs are to be vigilant in policing and enforcing the WADA anti doping policy.

19 Page Finals 23.1 Determination of Finals Teams At the conclusion of the minor competition round, there are at least two (2) teams that cannot be separated on the Ladder; then the following is considered: If For / against difference is equal then the Team with the most points scored for the season will be placed higher. If teams still cannot be separated then Head to Head results will be used (ie played each other 3 times and a Team has 2 wins then they will advance to the Finals). If teams still cannot be separated by any of the above then the NRL SA Board will decide on the required action to be taken Player Qualification For the purpose of semi finals, preliminary finals, grand finals and play Offs, the player qualification shall be: To play in any Finals game, a player must have played a minimum of 3 games in the minor premiership rounds during the season in the Age group they wish to qualify for. Where a player plays in more than one grade on any day during the minor premiership competition, the first game played by him on the day concerned will be considered as being the grade he has played on that day for the purpose of finals qualification, ie a player will not be given credit for more than one game per round. Players who have not signed the Match Sheet in any particular game but whose name appears on the sheet shall be deemed to have not played in that game for the purpose of eligibility. Dispensation: State Representation players will be credited with having played if they are representing a sanctioned South Australian State team. To receive this credit, players must have played the most recent available weekend before and after State duties (if injury occurs please refer to Injury dispensation requirements). Injury to be eligible to be credited with a game whilst injured then the Club must complete an Injury Report Form and submit a medical certificate by 12pm (midday) on the Friday following that game. Suspension no dispensation will be permitted for suspension

Representative Squad Curtain Raiser : Any game played by a Representative Team Squad on the day of a South Australian Based NRL game. Representative Squad Championships : Affiliated States Senior Championships, Australian Secondary Schools Rugby League (ASSRL) 15 s and 18 s Championships, U12 School Sports Australia National Championship. Policy Guidelines: Representative Squad Curtain Raiser (NRL) All Representative Players selected to play in Representative Squad Curtain Raiser games that are scheduled on the same day as Club Competition games will be required to stand down from playing for their club team on that day.
