3 Current Route-From City Hall along Lakeshore Road West to Burloak Drive and Back Change from Prior Route without Mandated Public Input or Public Consultation Impact on Affected Residents Not Considered Occupies South and Centre Lanes of Lakeshore Road Locks in over 5,000 residents on South Side of Lakeshore and adjoining streets for more than 4 hours North Lane for emergency vehicles and North side residents with Urgent Business 3
4 Inconveniences small businesses Esso Station on Lakeshore South near Kenwood - closes for day Catering Businesses difficulty accessing clients No Frills on Brant Street Parking lot filled with cars of Race Participants Safety Issues Insufficient Capacity for increasing number of race participants race organizer projected 6,000 runners in 2014 Traffic Islands along route Forces runners into Emergency Lane where North Side residents are travelling 4
5 Caregivers for seniors (CCAC) cannot access south side residences during scheduled morning visits Cars entering South Lane from side streets and unbarriered driveways cross two lanes of runners Significant Opposition to Current Race Route Opposition Increased with Knowledge of "For Profit" nature of Race and Minor Contribution to JBH ITS TIME TO MAKE CHANGES TO THIS EVENT 5
6 BEST PRACTICES FROM OTHER EVENTS
7 EARLIER START TIME Current Start Time 10:05 a.m. Many Races start between 7:30 and 8:30 a.m. Oakville Half Marathon 7:45 Milton Half Marathon 8:30 Downsview Half Marathon 8:00 Hamilton Marathon 8:30 Earlier start time would reduce impact on residents and traffic Sunrise on March 2, :54 a.m. 7
8 STRICTLY ENFORCE TIME LIMIT Current Time Limit: 3:15 hours Not strictly enforced often road remains closed for over 4 hours Will only get worse with increased numbers Strictly enforce 3:15 hour time limit Common for most races: Oakville, Milton, Downsview Half Marathons After time expires, barriers come down, roads are opened and runners must move to bike path Downsview Half Marathon require runners to be at designated distances by specified times; Oakville Half Marathon requires runners to maintain a 10 minute per kilometre pace 8
9 ROLLING ROAD OPENINGS Currently entire route closed from before start to finish over 5 hours Rolling Openings do not work well on Out and Back courses Open sections of race as last runner has passed designated checkpoints Examples of this: Oakville Half Marathon Downsview Half Marathon Milton Half Marathon Melissa Half Marathon (Banff) Vancouver Half Marathon 9
10 LIMITS ON NUMBERS ,265 finishers probably 3,000+ participants 2014 Race Organizer predicts 6,000 participants or 100% increase Lakeshore Road has limited capacity in Out and Back Race Increased numbers create safety issues and extend period of road closures Suggest mandatory cap on numbers based on road capacity Caps on numbers of participants feature of most road races 10
11 HALF MARATHON WALK Half Marathon Walk extends race period significantly Less than 200 participants Move Walk to less impactful course e.g. back and forth along trail running along hydro right of way 11
