4 INDOOR TRACK INFORMATION Entry fees to the State Indoor Meet shall be separate for Boys & Girls Teams. The entry fee should be paid with a school check payable to the: LSU Track & Field Officials Assn. $100 per team (boys or girls) with 10 or more contestants. $10 per contestant for a team with fewer than 10.
5 LATE DECLARATIONS The day following the end of declaration period, a school may submit their declaration between the hours of 8:00 am and 12:00 pm to the meet director < address>. Declarations in the late period shall incur a $30 fine per entry, including alternates, in addition to the standard entry fee. The late declaration should include the school, gender, athlete s name and event. Relays should include the names of all athletes AND any alternates who may run.

10 LHSAA GENERAL TRACK RULES WHEELCHAIR EVENTS WILL FOLLOW CLASS B & C SCHEDULE ON THURSDAY PILOT PROGRAM FOR PARA- AMBULATORY ATHLETES A Para-ambulatory athlete shall have a permanent orthopedic, neuromuscular, or other physical disability. Permanent orthopedic impairment shall be verified by a licensed physician and maintained on permanent file at the school

12 OUTDOOR TRACK INFORMATION The Order of Events for all regular season track meets & post season track meets shall be as listed on page 131 of the LHSAA Handbook. The scoring system to be used for all LHSAA meets can be found on page 133 of the LHSAA Handbook. Boys & Girls Track & Field teams shall compete for district honors only in those districts as approved by the reclassification committee.
13 OUTDOOR TRACK INFORMATION Each district committee shall select a meet site and conduct its district meet prior to qualifying for the regional meet. A contestant shall be limited to 4 events (including relays) in all LHSAA track meets.
14 REGIONAL TRACK MEETS The regional meet chairperson shall be the principal of the preceding years regional meet winner (exception-reclassification years). The regional chairperson shall call a meeting of all regional schools at least 6 weeks prior to the meet.
15 OUTDOOR TRACK INFORMATION All schools present shall have a vote to select the following: Host School Meet Site Dates of the Meet Meet Starting Time Meet Director Select Jury of Appeals Set up Financial Provisions Set Admission Prices -Games Committee -Track Referee -Field Referee & Other Meet Officials NOTE: Regional Meet Committee decisions shall be made by a simple majority vote of the principals present at the meeting.
16 OUTDOOR TRACK INFORMATION Class C Boys & Girls will not participate in district meets for qualifying contestants/relay teams to a regional meet. Each school in Class C may enter a maximum of two contestants/relay teams in each event at the regional meet. State Meet Information may be found on Pages in the LHSAA Handbook.
17 Review the Role of the Games Committee (Pages 12 & 13 of Rulebook) The games committee shall have general supervision of the meet and shall determine the administrative procedures, terms and conditions that will govern the competition. It shall provide the competition areas, meet equipment and all required padding for jumping events. It shall also determine the time schedule.
18 Review the Role of the Games Committee (Pages 12 & 13 of Rulebook) It has the authority to establish reasonable deadlines for receipt of entries. See articles 3 and 4 on page 12 & 13 of the NFHS Rulebook.
19 Review the Role of the Games Committee (Pages 12 & 13 of Rulebook) The games committee may be the jury of appeals or appoint a jury of appeals. The referee shall not be included as a member of the jury of appeals. A jury of appeals, if appointed, shall serve as the final board of appeals. Review Rule 3, Section 5, Article 3, pg. 15
20 GAMES COMMITTEE (Rule 3, Section 2) p Games committee shall have the authority to determine the following: 1. Meet officials 2. Meet time schedule 3. Number of heats required 4. Heat and Lane assignments for competitors. 5. Number and criteria to qualify for the next round of competition. 6. Approved items (tape, chalk, half tennis balls, etc.) and locations in the acceleration zones of all relay races run in lanes.
21 GAMES COMMITTEE (Rule 3, Section 2) p Games committee shall have the authority to determine the following: (continued) 7. Starting height & successive heights of the cross bar for jumping events. 8. Order in which competitors take their trials. 9. Time limitation or number of warm-up opportunities in the field events. 10. Time limit and procedure to follow when competitors are excused to compete in another event.
22 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track Contestants shall compete in school-issued uniforms. Each competitor s uniform shall consist of a fulllength track jersey and track shorts issued by the school. Shorts may vary in length and style but must be the same color for all team members. Bicycle shorts, thigh huggers, abbreviated thigh huggers, leotards, body suits, abbreviated briefs (french or high cut) and similar apparel may be worn under the shorts but not in the place of school issued shorts. The shorts shall be loose fitting boxer type shorts.
23 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track NOTE: One piece uniforms issued by the school are only legal if school issued shorts are worn over the one piece apparel. Contestants shall wear shirts and shoes at all times during the meet. A contestant shall not wear a cap or hat while competing.
24 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track A contestant may wear a headband (subject to the meet director s approval) while competing. If leotards are worn, uniform shorts shall be worn over the leotards. The leotard top may be worn as a jersey. In relay races, each team member shall wear the same color and design of school uniform although the length of the shorts may vary.
25 TRACK UNIFORMS Rule Applies to both Indoor & Outdoor Track Update to Rule With the exception of watches, and unadorned devices, such as bobby pins, barrettes, and hair clips no longer than two (2) inches, contestants shall not wear jewelry while competing. These items for hair control are not considered dangerous for the contestant and are not considered jewelry or adornment.
26 LHSAA POLICY ON INTERRUPTED GAMES All LHSAA member schools are responsible for having workable lightning detectors and for having game management personnel trained in the use of these devices; lightning detectors must be monitored by game management throughout the game. The officiating crew will honor any request by game management to interrupt the game based upon game management s determination that the potential for dangerous lightning exists in the area of the game. Notwithstanding the requirement of the home school to have and use an approved lightning detector, the officiating crew is also required to be familiar with the NFHS Guidelines on Handling Contests during Lighting Disturbances found in the NFHS Rules Book.
27 LHSAA POLICY ON INTERRUPTED GAMES In the case where the crew observes actual conditions that meet or exceed the allowed NFHS Guidelines, the crew will interrupt the contest without regard to whether game management concurs. If an approved lightning detector is not available at the game site, the officiating crew shall utilize the procedure outlined in the NFHS Rules Book entitled Guidelines on Handling Contests during Lightning Disturbances.
28 Authority of Meet Officials and Games Committee Rule The meet referee, other meet officials or the jury of appeals shall not set aside any rule
29 Use of Electronic Devices Rule Officials may use electronic/wireless communication devices for administrative purposes during the competition only as set forth prior to the start of the meet
30 Use of Electronic Devices Rule Electronic devices may be used in unrestricted areas and coaching boxes, providing the location does not interfere with progress of the meet as determined by the meet referee Electronic devices shall not be used to transmit information to the competitor during the race or trial Electronic devices shall not be used for any review of an official s decision State associations may also have policies in place to further address the use of electronic devices Penalties: A competitor shall be disqualified from the event Team personnel (e.g. coach, manager, etc.) shall be disqualified from further participation in the meet for unsporting conduct

32 Responsibility to Inspect Poles Field Referee, Head Field Judge Rules , , Prior to warm-up, the field referee or head field judge shall inspect each pole to be used in competition to verify that the pole is legal equipment
33 General Rules for Throwing Events Rule A pass shall be communicated to the event judge before the start of the trial clock
34 Javelin Throw Rule NOTE When a rubber tip is used, the metal point shall end in a slightly rounded button shape or other feature onto which the rubber tip shall be attached
35 Prescribed Time Limit for Pole Vault Rule A competitor shall initiate a trial that is carried to completion within the prescribed time limits, one minute after being called for a trial When three or fewer remain in the high jump or pole vault at the beginning of a bar height, the above time shall be increased to three minutes When a single competitor, who has won the competition, remains in the high jump or pole vault, the allowed time shall be five minutes
36 Prescribed Time Limit for Consecutive Trials in Throwing Events Rule By way of the chart, the time limits for consecutive trials in throwing events are now clarified
37 Pole Vault Planting Box Padding Rule The planting box shall not contain any foreign materials except planting box padding. Such padding, if used, shall meet the applicable ASTM Specification Standards and can be incorporated into the design of the planting box or can be a padding addition to an existing planting box Padding meeting the ASTM Standards may be used immediately, subject to rejection or conditional approval by state association action Padding meeting the ASTM Standards will be required for the track season
38 Pole Vault Planting Box Padding Rule Pole vault planting box padding shall meet ASTM Specification Standards for the indoor and outdoor seasons

40 Throwing implements returned to competitors by officials Coaches and officials, including all those who may volunteer to assist with administration of the throwing events, must always work together to minimize the risk of injury due to improper return of throwing implements, lack of throwing sectors being cordoned off and/or lack of adequate training for those individuals working the event A throwing implement should never be thrown or tossed back to the competitor once the trial is completed There should be a predetermined process and individuals designated to have the responsibility to walk the implements back
41 Throwing implements returned to competitors by officials This process should also include the path to follow when walking back to avoid walking through the throwing sector This process should be carefully reviewed with all those working the event prior to any warm-ups commencing as well as at the coaches meeting and with the athletes as they report to the event for warmups and competition Everyone involved should always be alert, as the unexpected can always happen Equally important is the coach following similar procedures with his/her athletes during practice
42 Proper coaching requires staying up-to-date on rules and techniques The sport of track and field, like other sports, continues to have advancements made in equipment, uniforms, techniques and training Such advancements may be related to improved performance, better and more efficient training and many times, changes which reduce the risk of injury As an example, the new standard for the pole vault plant box padding has the potential to minimize the risk of injury to a vaulter which 1) makes the event safer and 2) allows the vaulter to minimize the effects of potential injuries and enjoy greater amounts of participation
43 Proper coaching requires staying up-to-date on rules and techniques Coaches have the responsibility to study the rules, attend in-person and online clinics, read current sport literature on training and new equipment and learn from others to stay current with the advancement and opportunities in the sport Just as it is a goal for our athletes to continue to get better, much of that advancement is contingent upon the coach staying up-to-date on rules, techniques and risk minimization in the sport
44 Coaches getting it right with uniforms Track and field is a sport which traditionally has colorful uniforms and styles that serve different purposes for performance Having the athletes show up for competition in a legal uniform starts with the coach Any time there is a violation due to uniforms, it is a violation that could have been avoided The officials do not have the responsibility for putting athletes in legal uniforms, but do have the responsibility to enforce the rules
45 Coaches getting it right with uniforms It is the coach who must know the rules and then take the time each season to educate his/her athletes on the rules and to come ask questions of the referee if the athlete wants to wear a different garment due to weather or an injury This season, there are changes in the uniform rule that coaches must educate their athletes to these rule changes and emphasize the importance and responsibility of each athlete to be accountable for his/her actions to come ready to participate in a legal uniform
46 Importance of proper training of volunteers to work the meet It takes a number of volunteers to work a track and field meet Unlike sports such as soccer, volleyball or basketball, where there is a defined number of officials who are trained and generally certified as an official to work the contest, track and field meets may only have a few certified officials and the rest are volunteers to work the meet During the regular season, these volunteers may or may not know a significant amount about the details of officiating the events they are working They are versed in the basics and then expected to run off a good event In order to run a fair, safe and well-administered meet, the schools must take time to adequately train the individuals with the knowledge and skills necessary to work the event
47 Importance of proper training of volunteers to work the meet Athletic directors and coaches should work together to develop a training system and materials to educate these individuals who are going to work their meets Local officials will also be of assistance, as they may be able to provide training materials or have training materials on a Web site Many state associations have material on their Web sites that are useful The NFHS provides an Officials Manual and the online Pre- Meet Notes, which are suitable for use with volunteers To avoid problems and run an efficient and enjoyable meet, take time to properly train the many volunteers who will work your track and field meets
