1 -1- JUNIOR TRACK AND FIELD RULE BOOK In order to clarify rules of competition the following order of interpretation will be used (unless otherwise put forth in this document): 1) OFSAA rules 2) CTFA rules and by-laws 3) IAAF handbook 2. SCHEDULING List and Order of Events: There is a certain accepted convention here; however, the following order of events should be flexible. There are constraints of time and facilities that may necessitate a change. Track Events: All track events will be run in the following order unless otherwise mentioned. Boys: U-14, U-13, U-12, U-11, U-10 (gr. 4 only) Girls: U-14, U-13, U-12, U-11, U-10 (gr. 4 only) Track: 80m Hurdles (U-14, U-13, U-12, U11, U10) Boys then girls in the same age category 80 M hurdle finals Timed sections (U-14, U-13, U-12) (U-14, U-13) Heats (U-12, U-11, U-10) Heats Final Final Timed sections (U-13, U-14) Timed sections (U-12, U-11, U-10) Timed sections Timed sections 1500m 100m 80m 100m 80m 400m 200m 150m 800m 4 x 100m Timed sections 4 x 400m Open
2 -2- Field: The order is not particularly important as long as conflict is avoided doing LJ and TJ, LJ and HJ, at the same time. U-10 Long Jump, Triple Jump, High Jump, Shot Put (4lb), soft discus and Soft Javelin (300 g) U-11 Long Jump, Triple Jump, High Jump, Shot Put (4lb), soft discus and Soft Javelin (300g) U-12 Long Jump, Triple Jump, High Jump, Shot Put (6 lb), soft discus and Soft Javelin (300g) U-13 Long Jump, Triple Jump, High Jump, Shot Put (6 lb), soft discus and Soft Javelin (300g) U-14 Long Jump, Triple Jump, High Jump, Shot Put (6 lb), soft discus and Soft Javelin (300g) Order of Precedence of Events: All competitors should be informed that they must observe the following order if they are entered in two events that are being run simultaneously: a) Track b) High Jump c) Other Field Events Calling Events: All events will be called two times. 1st call - 5 minutes prior to the start of event 2nd call - 1 minute prior to the start of event 3. OFFICIALS Normally the Meet Director will assign officiating duties to competent men and women on his or her staff, as well as the staff of the other competing schools. It is important that all schools, especially in the CISAA Championship Meet, be responsible for officiating. For the CISAA Championship Meet the following officials will be necessary: Meet Director Assistant Meet Director Track Referee Field Referee Starter Clerk of the Course (formerly - Starter's Assistant) Head Track Judge Track Judges (4-6) Head Timer Timers (at least 6) Announcer Scorer Relay exchange Judges (6) Field Crew (3 per event = 21) Hurdles Crew (10)
3 -3- Individual responsibilities and technical rules governing these positions can be found in: 1) "How to Judge Field Events" by Victor Sely - available through OFSAA 2) IAAF handbook - available through OTFA 3) Abridged Version Attached 4. LENGTH OF GAME The precise schedule of events will obviously depend on entries, officials and facilities. An agreed upon date, late in May, is best to maintain interest until the end of the term. 5. SCORING The first 8 places will be awarded points in the following manner: Place Individual Relays 1st 10 points (Double the 2nd 8 points individual 3rd 6 points amount) 4th 5 points 5th 4 points 6th 3 points 7th 2 points 8th 1 point There will be a Boys Champion, a Girls Champion, and an overall Co-Ed Champion. 6. ELIGIBILITY a) All competitors must compete in one age group (except for open events.) b) All competitors are limited to competing in 3 events plus relays. c) Each school is allowed 3 entries per age and gender in the track events, 3 entries in field events per age and gender, 1 entry per age per gender in the relays. d) Schools should not enter "fillers" into events in which the athlete is untrained just to get points for the school. This is primarily based on safety reasons. Only athletes who have represented their school at a minimum of two CISAA meets during the season can compete in the championships. e) CISAA championship track meet~ After the entry deadline, there will be a 24 hour period where a coach can make changes to his/her entries. There will be a $25.00 administrative fee for the late changes. The convenor will notify the Executive of all administrative fees, and they will be used to offset the cost of the CISAA championship track meet.

COST There should be an entry fee, to be fixed by the host school, to cover costs of awards, rented equipment, etc. This fee should take into consideration the number of athletes each school is bringing to the championship. 8. UNIFORMS Each athlete must wear an identifiable school or PE uniform. All members of a relay team must wear the same jersey. Jeans, cutoffs, Bermuda shorts, etc. are NOT permitted. 9. EQUIPMENT Shot Put U10, U11 4lbs Shot Put U12, U13, U14 6lbs Javelin - 300g for all age group Relay Batons Scissor Hurdles Soft Discus 10. PLAYOFFS There are no playoffs. 11. TIE BREAKING FORMATS Track Events: Seldom, if ever, are two runners tied. Where the judges rule a tie, however, where practical, the tying competitors shall both qualify, failing that they shall compete again. The referee, in any final, where a tie for first occurs is empowered to decide whether it is practical for the involved runners to compete again. If he decides it is not, the results shall stand. Ties in other places shall remain (where points are divided, etc.). If there is a tie for fifth, and only four places are chosen, the points for fifth position are divided. Height Events: Ties shall be broken in the following way: i) At the height which the competitors last cleared, the competitor with the lowest number of jumps at the height shall be awarded the higher place. ii) If the tie remains, the competitor with the lowest total of failures throughout the competition
5 up to and including the height last cleared shall be awarded the higher place. -5- iii) If a tie still remains, the competitor with the lowest total of attempts throughout the competition up to and including the height last cleared shall be awarded the high place. iv) IF A TIE STILL REMAINS: If it concerns first place, the competitors who are tied shall have one more jump at the height at which they failed. If no decision is reached, the bar shall be then lowered or raised 3 centimetres at a time in the high jump with one jump at each height until the tie is broken. Competitors must jump on each occasion when breaking a tie. If it concerns any other place, the competitors shall be awarded the same place in the competition and the points shall be split. v) In jumping for height, all measurements shall be taken as the length of the perpendicular between the ground and the lowest part of the upper side of the bar. Distance Field Events: Measurement: a) All measurements must be made with a certified steel or plastic tape or bar. b) Distance and heights shall be recorded to the nearest centimetre below the distance achieved or covered. 12. ADDITIONAL PLAYING RULES Reporting of Contestants - All Events: It is the competitor's responsibility to report to the official in charge of the event immediately after the first call. This should be done before the start of the event if he or she is competing in another event at the time. If a contestant's name is called in the high jump and he or she does not respond it will be presumed that he or she has passed unless he or she has informed the official in charge that he or she is in another event. In no case will the bar ever be lowered because a contestant has failed to jump at the lower height. If an athlete must leave to compete in another event, he or she should inform the official, who may allow the athlete to take his or her turn out of order. In no case may an athlete take an attempt to count in a round when that round has already been finished and the next round started. General Regulations: i) The event will be called 15 minutes prior to the scheduled start. Competitors will be checked off and allowed warm-up jumps or throws. If substitutions are made, the athlete must present a substitution slip signed by the Meet Director. Five minutes prior to the commencement of the event, the Meet Director should call the competitors together, BRIEF
6 -6- THEM ON THE RULES, read the order of competition, and then begin the event. ii) iii) iv) If an athlete must leave to compete in another event, he or she should inform the chief judge, who may allow him or her to take a turn out of order, but in no case may an athlete take an attempt after a round has been completed. Thus, if an athlete returns after all other competitors have taken their 2nd attempt, and the 3rd round has begun, he or she must be recorded as passing (P) the 2nd attempt, and the next jump will be recorded in the 3rd round. All ties are decided by the next best performance except in high jump. Distances and heights shall be recorded to the nearest centimetre below the distance achieved. Throwing Events: a) To be valid, all throws must fall within the inner edges of the lines marking the sector. b) The measurement of each throw shall be made from the nearest mark made by the fall of the implement to the inside edge of the circumference of the circle, along a line from the implement's mark to the centre of the circle. c) Each competitor receives 3 attempts. one attempt at a time, not consecutive throws d) The head judge may order a substitute trial if he feels the competitor has been in some way hampered. Shot Put Rules: U10 & U11-4lbs U12, U13 & U14-6lbs a) The ball is to be put (ie. pushed), not thrown, with the overhead motion. At no time may the shot move behind the plane of the shoulders. b) The athlete may touch the line drawn for the circle of the edge of the toeboard. He may not touch the top of the toeboard or the ground outside the circle during a throw. Any violation is a fault. c) The athlete must exit the rear half of the circle under control. d) Place the zero end of the tape at the mark made by the shot closest to the throwing circle, pull through the centre of the circle, and read off the measurement where the tape crosses the inside edge of the circumference of the circle or toe board. e) Each athlete gets 3 attempts. one attempt at a time, not consecutive throws f) If any disputes or problems arise, consult the Field Referee. Javelin Throw: Equipment: 300g soft tipped Javelin Rules: The athlete will use a throwing motion to propel the javelin. The athlete s feet must remain behind the designated line until the measurement is completed. On the approach, the athlete may use as much space as necessary. The throw will be measured from the throwing line to
7 the point of impact. (Measure from the point of impact closest to the line.) -7- Each competitor receives 3 attempts. one attempt at a time, not consecutive throws Soft Discus Rules: a) The throw is made with a pulling action of the arm b) During the throw the athlete may touch the inside of the rim, or circumference of the circle but not the top of the rim or step on the ground outside c) The athlete must exit the rear half of the circle and under control d) Any violation of rule b) or c) is a fault e) Place the zero end of the tape at the mark made by the discus closest to the throwing circle and read off the measurement where the tape crosses the inside egde of the circumference of the circle f) Each competitor has three attempts one attempt at a time, not consecutive throws Field Events: All implements will be available for use for any competitor. Triple Jump Rules: a) The athlete must execute a hop (take off and land on the same foot), step and jump. If either foot touches the ground out of this order it is a fault. b) The distance of the run-up is unlimited. c) No marks shall be placed on the runway but a competitor may place marks alongside the runway. d) If the athlete jumps with any part of his or her foot over the board it is a fault. e) If the athlete runs past the board without hopping, or walks back through the pit after jumping, this is a fault. f) Put the zero end of the tape at the mark in the pit closer to the take-off board, and read off the tape where it crosses the front edge of the board. g) To be legal the jump must end in the pit. h) Each athlete gets 3 jumps. one attempt at a time, not consecutive jumps i) Record the result to the nearest centimetre below the distance achieved- ie. 11m 75.5cm becomes 11m 75cm. j) If any disputes or problems arise, consult the Field Referee. Long Jump Rules: a) The distance of the run-up is unlimited b) No marks shall be placed on the runway, but a competitor may place marks alongside the runway. c) If the athlete runs through the pit without jumping, or steps over the board, it is a fault. d) If the athlete jumps with any part of his foot over the board, it is a fault.
8 -8- e) Put the zero end of the tape at the mark in the pit closest to the take-off board, and read off the tape where it crosses the front edge of the board. f) Record the result to the nearest centimetre below the distance achieved. ie. 5m 25.5cm becomes 5m 25cm. g) Each athlete gets 3 attempts. one attempt at a time, not consecutive jumps h) If any dispute or problems arise, consult the Field Referee. Height Events: Ties shall be broken in the following way: i) At the height which the competitors last cleared, the competitor with the lowest number of jumps at the height shall be awarded the higher place. ii) If the tie remains, the competitor with the lowest total of failures throughout the competition up to and including the height last cleared shall be awarded the higher place. iii) If a tie still remains, the competitor with the lowest total of attempts throughout the competition up to and including the height last cleared shall be awarded the high place. iv) IF A TIE STILL REMAINS: If it concerns first place, the competitors who are tied shall have one more jump at the height at which they failed. If no decision is reached, the bar shall be then lowered or raised 3 centimetres at a time in the high jump with one jump at each height until the tie is broken. High Jump Rules: a) Consult the Field Referee for opening heights in each division. b) A competitor may begin jumping at any height above the opening height, and may jump at his own discretion at any subsequent height. Three consecutive failures, regardless of the height at which any of the failures occurs, disqualify the jumper form further competition. c) Even after all the other competitors have failed 3 consecutive times the remaining competitor is allowed to continue jumping to determine his best height. d) All measurements are to be made perpendicularly from the ground to the upper side of the crossbar where it is the lowest. All heights are to the nearest 1 cm (1/4 inch) below the height measured. e) A competitor fails if he: i) In the course of the jump dislodges the bar so it falls off the uprights. ii) Touches the ground or pit beyond the imaginary line from the bar without first clearing the bar. iii) Takes off from both feet. If any problems arise, consult the Field Referee. The high jump will begin at the heights listed below and go up no more than the height shown. (As the talent in our Association grows these starting heights should be adjusted upwards; perhaps set at the 10th best jump from the previous year.

The 400m usually is run in lanes but may be changed at the discretion of the convenor. 2) On the first false start, the entire field is charged, on the second false start the offending athlete is disqualified. 3) 4 x 100m relay will be run in lanes, with a 10m acceleration zone preceding the normal 20m exchange zone. 4) Hurdle heights: Boys and Girls U U U-12 21" U-13 24" U-14 Girls 27" U-14 Boys 27" 5) Hurdle distances: start to first hurdle is 12m, then 8m between hurdles and the last hurdle to finish line is 12m 13. SPORTSMANSHIP AND CONDUCT See CISAA Code of Sportsmanship. Spectators, coaches and non-competing athletes will not be allowed on the infield area. All teams should be supervised by a coach and coaches and athletes should give good examples to spectators to see that there is no interference with the conduct of the meet of the efforts of the competitors. 14. COACHES RESPONSIBILITY AND HOST SCHOOL
10 AWARDS CISAA plaques at all levels of play will be awarded to the champion at each level. Plaques will be awarded to the overall coed, girls and boys champions. 16. SPORT SAFETY The host school is responsible for providing medical care for all meets. This person must be qualified to deal with athletic injuries and be prepared to handle emergency situations.
