1 BOTSWANA INTERGRATED SPORTS ASSOCIATION ATHLETICS COMPETITION DOCUMENT 1
2 1. COMPETITION 1.1 The competition shall be named: BISA National Athletics Track and Field Finals. 1.2 The competition shall take place in the first term of the school calendar 1.3 The competition will have four categories based on ages. 1.4 Four Member Zones, NORTH, NORTH CENTRAL, SOUTH and SOUTH CENTRAL are entitled to select their school based teams, 1.5 Officials for the competition will be taken from all four zones. 1.6 Selections of the BISA National Athletics Teams shall take place at this competition. 1.7 In entering the competition,athletes, coaches, teachers and individual schools agree to operate by these rules and regulations. 2. GENERAL RULES 2.1 The competition shall be run under the IAAF rules. 2.2 A technical meeting will be held a day before the start of the competition. 2.3 Each team/school will be represented by a maximum of two persons, preferably senior teacher 1 sports. Technical officials must also be in attendance. 2.4 Agenda The meeting will clarify all issues concerning the general flow of the meeting as well as administrative procedures. 3. EQUIPMENT 3.1 All equipment to be used shall be as approved and certified by IAAF. 3.2 Competition numbers shall be used as prescribed. 3.3 Spike sizes shall be as follows: 4. THROWS * 9cm track events, long and triple jump. * 12cm high jump and javelin (see approved weights and heights). 4.1 All equipment should be provided by BISA and LOC at the competition area. 4.2 Equipment for throws is on table at the end of the document. 5. MARKERS 2
3 5.1 Athletes are not allowed to use pens, choke and spray for long jump, triple jump, javelin and relays. Athletes are advised to use adhesive tape instead. 6. MEASUREMENTS 6.1 Measurements at horizontal jumps and throws will be made by a measuring tape (steel tapes will be used for National Records or World records). 7. TIMING 7.1 Timing system will be provided by BAA and will be displayed on the official electronic timing and photo finish. A back-up system must also be made available. A photo finish system will be used to determine times and positions, to confirm placing by judges. Hand timing will also be used. 8. COMPETITION AREA 8.1 The track must be: rule 160 Approved Synthetic Athletics Track x 8 lanes x 400m. 1 High jump site. 1 Shot put circle. 1 Concentric discus throw circle. 1 Javelin throws runways. 2 Long and triple runways. 8.2 Teams will sit on designated areas except on the designated VIP area. 8.3 Training will only be allowed at designed areas. Teams must however communicate their training schedules to the LOC. 9. EVENTS 9.1 Events for all categories are as according to the IAAF and will always be changed to try and align to any change made by the body. Please see the table below and programme for the events as per category. ENTRIES 10.1 Team entries will be sent to the results team and the National Organizer 14 days before the Competition. 11. ATHLETE NUMBERS 11.1 The association will provide teams with competition numbers at the Technical meeting only after the final entries are confirmed. 12. COMPETITION CLOTHING 12.1 IAAF Rule 143 will be strictly applied. Athletes wearing Clothing and items not conforming to this rule and the current IAAF Advertising Regulations will be disqualified. Competitors must wear the Member School/Zone official team clothing. 13. RESULTS 13.1 A full set of results will be given to the Zone Organizers upon completion of the meeting. Completed items results will be displayed on the results board or designated area after 10 minutes upon the completion of the item. 14. LANES & STARTING ORDER 14.1 Lanes and starting order and the groups at jumps and throws events, will be arranged by the technical team and handed over to Referees of the respective events Lane seeding on track events will be done in-accordance with the positions as 4
5 registered in the team entry forms and will be sent to zones 28 days before the competition Starting and progressive heights in the High Jump will be discussed in the Technical Meeting. 15. COMPETITION PROCEDURE 15.1 The Competition will be run over two days In the opinion of the starters if any competitor makes false start he or she will be disqualified For 100m, 200m, 400m, 100m/110m hurdles, 400m and 800m each zone will be allowed two runners in each category. For 4 100m, 4 400m and Medley relays each zone will be allowed two teams in each category In races longer than 800m each zone will be allowed three runners in each category.for steeple chase each zone will be allowed four runners In 100m, 200m, 400m, 100m hurdles, 110m hurdles, 400m hurdles, 4 100m, 4x400m and medley relay competitors are allocated lanes before the race. Any competitor running out of the allocated lane shall be disqualified in accordance with I.A.A.F Rules Exception to disqualification in rule 15.5 will be if the accused competitor was forced to or pushed out of their lane In 4 100m, 4 400m and medley relay races the baton will be carried throughout the race. If it is dropped it has to be retrieved by the competitor who dropped it Promotion in 4x100m, medley and 4 400m relay is only 50% of the team (two competitors per team).when promotion occurs it is upward to the next category. A competitor who is promoted in a relay cannot then go and run the same relay in their original category m, medley and 4 400m relay teams are school based teams. Teams should follow the line up given to the call room manager, swapping of positions by athletes once the runners have been called in will result in the teams being disqualified When competitor appears in a field event and track event at the same time, the track event takes priority.however the competitor must inform the judge before departing to their track event, so as they can return after they have completed their track event to complete their turn If the opinion of the starters there is a false start which is not the fault of any competitor in the race then a green card is shown to all competitors. FIELD EVENTS 5
6 15.12 In all field events except high jump when there are eight competitors or less six attempts are allowed. The best attempt is taken and used for positioning In field events, except high jump, there will be six attempts given to each competitor. After three attempts, competitors shall be arranged in a descending order where the strongest come last. A competitor will be accredited with their best attempts for the final results A competitor may choose not to take the attempt. They must communicate this to the official in charge of the field event For high jump the judge will announce the starting height for each completion Category For high jump, competitors are disqualified when they have three consecutive failures regardless of the height jumped For triple jump the takeoff board distance will be announced before the event starts For both long and triple jump the point of contact in the pit nearest to the takeoff board is taken as the measurement of the attempt. 16. WARM UP 16.1 Warm up for all events will be done on designated area The call room must be located next to the area leading to the tunnel through to the competition area Reporting times: Running events: 35 Minutes before scheduled time. Jumps : 55 Minutes before scheduled time. Throws : 45 Minutes before scheduled time It is the responsibility of Team Leaders to inform their athletes on these procedures Athletes who do not report to the call room or arrive late may be disqualified from the event Athletes will be escorted from the call room to the starting line or site of the field event. The following are the time schedules: Running events: 10 Minutes before scheduled time. Jumps : 20 Minutes before scheduled time. Throws : 35 Minutes before scheduled time. 17. CALL ROOM PROCEDURES 17.1 The Call Room is the control and check in point of athletes before the start of 6
7 each event at specified times, this enables the Judges to group and arrange athletes according to starting lists and lead them to the competition site Officials, Team representatives, Coaches, Media etc., do not have access to the Call Room The following will be checked: Competition Numbers Accreditation Competition Shoes Uniforms Bags (Identification of contents) Personal belongings such as: Video cameras, tape recorders, radios, MP3 players, CD players, mobile-phones or similar devices are not allowed from this point (IAAF Rule 144.2d) To make Call Room procedures and the athletes waiting time as short as possible it is important that athletes co-operate by entering the Call Room at scheduled times without delay. Prohibited equipment or devices must be left in the care of coaches or team leaders Team leaders are responsible for passing all necessary information and instruction to the athletes. 18. EVENT PRESENTATION 18.1 The Event Presentation Manager (BISA) will be in charge of the Meeting 18.2 Announcing will be in English and vernacular The announcement of the athletes will be made 3 minutes before the start of the event. Athletes will be on line and step forward as soon as they hear their names. 19. STARTING COMMANDS 19.1 Start command for distances up to and including 400m and 4x 400m relays is: On your mark, Set, Start(Pistol) Events form 800m and above command is: On your mark, Start(Pistol). 7
8 19.3 Starting Blocks: The competition venue will provide IAAF certified starting blocks for the 100m to 4x400m relay (10 sets must be provided). 20. LEAVING THE COMPETITION AREA DURING COMPETITION No athlete is allowed to leave the competition area without the permission of the event Referee. In such an event the athlete must be accompanied by a designated official. 21. POST EVENT PROCEDURES 21.1 After completion of the event, athletes may be directed to the PE Centre, where accredited media may conduct interviews. Interviews are not compulsory. This will be the only exit point for athletes. 22. DOPING CONTROL 22.1 Doping Control Officials will identify and inform athletes for doping tests at the Post Event Centre(PEC) only Athletes who fail to sign the Doping Control forms or fail to present themselves for doping within an hour after the announcement, will render themselves liable for disqualification and can be charged with misconduct Athletes who follow medical treatment and is in use of prescribed medicine must declare an authentic medical report to the Organizing Committee during the Technical Meeting Athletes requiring Doping Tests for national records or other purposes and who have not been selected by the Doping Officials may request to be tested at the TIC. A doping request form must then be completed by a Team Leader/Official. This exercise will be at the expense of the team Athletes to the doping centre may be accompanied by a team member or a team official or an interpreter. 23. VICTORY CEREMONIES 23.1 The athletes in first three positions of all final events will be escorted to the waiting room(pec) after the completion of the event. They must remain in the PEC until they are escorted for the medal presentation. Athletes must make sure to collect their personal belongings before proceeding to the waiting room Best performances in track and field events will each be presented with 8
9 trophies, both boys and girls performances. These will be determined by the Performance Evaluation Tables. 24. PROTEST 24.1 Protests are made in the first instance verbally to the Referee by either the athlete or a team leader acting on his/her behalf. The referee will be identifiable by an armband or a red t/shirt. The referee will give a decision on the matter andwill grant the right to appeal The appeal will be submitted to the TIC within 30 minutes of the announcement of the result. Results are considered to be officially announced when official results sheet has been posted on the results board outside the TIC. The Jury of Appeal will preside over the case The Protest must be in writing and in English unless otherwise stated, the secondlanguage can be used. A non-refundable fee of P must accompany the appeal. This amount is refundable if the appeal is ruled in favour and forfeited if ruled against. All official protests must be lodged by a Team Official The decision of the Jury will be in writing to the complainant. The Jury will also keep a copy. 25. MEDICAL SERVICES 25.1 Medical rooms will be made available by the HOST and BISA Executive i.e. first aid and or adoctor s room The host will liaise with the local hospital to have a doctor on call Traveling teams are advised to travel with a First aid personnel An ambulance will be on standby. 26.
