4 1 GENERAL INFORMATION 1.1 Registration All participants are requested to register at the Technical Information Centre (TIC) located at Hippos Hall upon arrival in Jyväskylä. All athletes receive a registration packet at TIC by showing their picture ID card. The packet contains the accreditation card, competitor numbers, safety pins, Rfid-cards for participation confirmation and all other useful material you will need during the competition and to enjoy your stay. TIC opening hours: April 1st between 2.00 pm 9.00 pm April 2nd April 8th, daily between 8.00 am 9.00 pm. 1.2 Accreditation cards All athletes and team managers receive a personal accreditation card in their registration package. Athletes / team managers pick up their registration package at the first check-in at the registration desk. The accreditation card must be worn at all times in the competition area and should be clearly visible during the complete competition. The accreditation card is not transferable and it does not allow the holder to escort other persons beyond checkpoints. Athletes are allowed to enter the competition areas only when they are participating in a scheduled event. Accreditation cards are produced based on the information given on the accreditation form. All competitors must verify their identity when picking up the accreditation card. The team manager receives a special accreditation card, which gives him/her access to the Team Managers Meeting and Press Room. If your accreditation card gets lost or damaged, you need to report it immediately to the TIC. The supplement for a new accreditation card is 10, Confirmation of participation All athletes must confirm their participation in each event they have planned to participate. Athletes are allowed to take part in those events only that they have originally entered for. Post-registration will not be accepted. The confirmation of participation will be done with the Rfid -confirmation card at the TIC. The confirmation of participation in events in the morning (start time before am) has to be done the day before by 9.00 pm at the latest. For events that start later than am the confirmation has to be done 2,5 hours before the scheduled start time at the latest. All athletes receive a receipt as proof of the confirmation. The receipt has to be kept safe in order to be able to indicate that the confirmation has been done. 4

5 If an athlete has some special needs concerning the confirmation of participation, he/she needs to discuss them with the TIC personnel. If athletes decide not to participate in a particular event after they have confirmed their participation, the cancellation must be done at the TIC. If the athlete does not have the time to cancel the participation at the TIC, he/she has to do it in the Call Room. If the cancellation is not done according to the rules, the athlete may not take part in any other events during the competition. Confirmation of participation in a specific event has to be done only once, before the first round of each event and for pentathlon before the start of the first event. A second confirmation of participation for quarter finals, semi-finals or finals is not necessary. If the competitor has a legitimate reason for not taking part in the semifinals or finals in running events, he/she is obligated to notify TIC about it within 30 minutes after he/she has been qualified for subsequent rounds. If the athlete is prevented to make the notification after being qualified for subsequent rounds, the notification can be done at the TIC or in case of finals in the Call Room at the latest. If an athlete fails to confirm their participation according to the rules, the athlete will be disqualified from all other events as well. Also for Non-Stadia events, including half marathon, race walk, cross country run and throwing events, athletes have to confirm their participation with the Rfid -confirmation card at the TIC. 1.4 TIC (Technical Information Centre) TIC is located at the Hippos Hall. 7 1.6 Parking There are about 1360 parking spaces in the Hippos Hall area. There will be parking control provided within the parking area. 7

8 1.7 Changing rooms, showers and toilets Changing rooms, showers and toilets are located at Hippos Hall. There are also changing rooms, showers and toilet facilities at Harju Stadium. Changing room tents and/or dressing rooms of M/S Rhea boat as well as portable toilets (BajaMaja) are at your disposal in the start / finishing line areas of the half marathon and walking routes. 1.8 Signposts and announcements All signposts are in Finnish, English, German and French. Competitor names, results, notifications and general information will be announced in Finnish and English. 1.9 Opening Ceremony The opening ceremony is held at Hovirait ti, Sokos Hotel Jyväshovi. The opening ceremony takes place on Monday, April 2nd starting from 7.30 pm. The ceremony starts with an opening parade from the pedestrian street to Hovirait ti. Every team can have up to five athletes at the parade. Meeting point for the opening parade is at Kompassi, the centre point of the pedestrian street, in the junction between Kauppakatu and Asemakatu at 7.15 pm Athletes Party The Athletes Party takes place in Jyväshovi on Thursday, 5th of April at 7.00 pm. Ticket price for Athletes Party is 30, Closing Ceremony The closing ceremony takes place at Hippos Hall on Sunday, 8th of April, immediately following the completion of the final competition. During this ceremony the WMA flag will be handed over to the next WMA host, Budapest Hungary. Athletes and other audience can enjoy the ceremony in the stands Attachés Attachés assist the competitors and teams in all competition related matters. All major participating countries have their own designated attachés. Additionally there are some attachés in the TIC Transportation You can use the local buses free of charge with your WMA-pass during the whole competition. Additionally a shuttle bus service between the venues and the hotels will be provided for all participants. The shuttle bus starts from Spa Hotel Peurunka driving to all the venues, passing all hotels located downtown on the way. The bus also passes Harju Stadium and the harbour on those days when there are scheduled events at those venues. Transportation between Tikkakoski airport and Jyväskylä city centre will also be organized. 8

9 1.14 Results Results will be posted on the official scoreboard which is located in the community centre / Hippos Hall. The results are shown on 20 different display units around the Hippos Hall. The results may not be removed from the walls because they are intended to be shown for all contestants and visitors. Single results sheets are available for purchase at TIC ( 1,00 / page). The results will be posted online at the competition website wma2012.jyvaskyla.fi Results Book Athletes who did not order the Results Book with their entry can still order a copy by filling in an order form at TIC. Price for a printed version of the Results Book is 20,00 and 10,00 on DVD. The payments will be made at TIC. The Results Book will be mailed to all those who ordered as soon as the books are available. When ordering an electronic version (Adobe) of the Results Book, an address has to be given to TIC. Price of the electronic Results Book is 5,00. 2 TEAM MANAGERS MEETING WMA Technical Delegates will preside over all Team Manager Meetings. The meetings will be conducted in English. The meetings take place in Kihu conference room at Hippos Hall. The initial Team Manager Meeting will be held on Monday, April 2nd at 5.00 pm in the Team Managers meeting room Kihu at Hippos Hall. The next Team Manager Meetings will be held at 8.30 am daily at the same location starting from Wednesday, April 4th. Attendance is limited to a maximum of two representatives from one WMA country. An interpreter or attaché may also attend the meeting if necessary. Written questions for the initial meeting have to be submitted to the TIC by 9.00 pm on Sunday, April 1st at the latest. Team Manager Meetings have a specific agenda. Technical and organizational questions have to be submitted in written form on a specific Technical Meeting Form, which is available at the Technical meetings or at the TIC. All questions submitted to the TIC in written form by 6.00 pm, will be answered at the meeting on the next day by the appropriate LOC or WMA representative. Spontaneous questions may not be answered fully during the meeting. 2.1 Agenda for Initial Team Manager Meeting 1. Greeting by Chair 2. Introductions of special guests by Chair 3. 10 3 MEDICAL, PHYSICAL THERAPY AND MASSAGE SERVICES First Aid is available at Hippos Hall, Harju Stadium and along the routes of half marathon and walk races. Medical and physical therapy services will be provided by LIKES Mehiläinen Urheiluklinikka during the competitions. Physical therapy and massage facilities will be reserved for teams at the warm-up area. 4 AWARD CEREMONY All awards will be presented according to a separate schedule in the award ceremony tent in front of the Hippos Hall. Athletes must wear their official team uniform for the award ceremony and they have to be at the award ceremony area 10 minutes prior to their own event awardgiving starts. If the competitor is not attending the award ceremony, he/she can collect the medal at the TIC after the award ceremony. Awards will not be presented prior to the scheduled award ceremony. A professional photographer will be taking pictures at the ceremony and those pictures will be available for purchase at the TIC. All medallists receive their diploma at the award ceremony. Athletes finishing in other positions can buy their diplomas at the TIC ( 5). Medal engraving service is available at the TIC. Costs for the engraving depends on the amount of engraving needed. 5 RECORDS All world records set during the competitions will be automatically noted by the WMA, the record-set ting athlete is not required to make any special actions. All national or affiliate records should be reported on a record form, which will be handed over by the record-set ting country s team manager to the TIC to be completed. 6 DINING Dining is available at the Competition Centre. Athletes can buy food vouchers for 7,00 10,00. These are sold as single vouchers or as voucher packages at the TIC. 10

11 7 RULES OF COMPETITION 7.1 Constitution and by-laws The technical rules of the IAAF shall be applied in the competition except if WMA has modified a specific IAAF rule and if the technical rule is mentioned in this technical manual. 7.2 Changes in planned schedules All changes in the schedule will be informed to the team managers at the daily team manager meetings and additionally these changes will be posted in the team mailboxes. All changes will also be posted at the competition venues. No event shall begin at a time earlier than that shown on the printed schedule. 7.3 Entered events Athletes do not have to compete in all events they have originally entered, but changing or increasing the number of events for which they want to enter is not possible. Competitors may not take another athlete s place in an event. Those who are not following these rules will be disqualified from all subsequent events. 7.4 Competition numbers All competitors receive three competition numbers. One of them should be worn on the front and another one on the back, except in high jump, pole vault and throwing events. In High Jump and Pole Vault the number can be worn on the front or the back. Throwing events require the number to be worn on the back. The third number should be attached to the athlete s carry bag. Competition numbers must not be folded or cut in any way. This could lead to disqualification. The numbers are for athlete identification purposes and they must be firmly attached to the uniform with safety pins. In relay events, competitors will use their own competition number and the final runner must additionally wear a country code attached to their chest. This country code will be given to the Team Manager at the Reporting / Check-in at TIC. The competition number must be clearly visible at all times during the competition. 7.5 Chip time taking systems Chip time taking will be used in the following endurance events: 3000 m track race walk, 3000 m run, road race walk, cross country run and half marathon. Athletes receive a chip at the TIC when confirming participation to a specific event where chip time taking is needed. The chip does not have to be returned after the completion of the event. The chip needs to be attached carefully when participating in chip time taking requiring events. Guidance on how to use the chip will be given by the competition officials who give out the chips. Also a guidance video on how to attach the chip will be shown at the TIC. Competitors are required to pass through a test area before the start of an event, in order to verify that the chip is operating properly and that it is correctly attached. 11

12 7.6 Competition singlets In accordance to the WMA rules, all athletes have to wear a singlet that is approved by their national affiliate. The singlet must also comply with IAAF competition rules. 7.7 Advertising All advertising on athletes clothing must conform to IAAF and WMA regulations as to size and content. The compliance of this rule will be inspected by the Call Room personnel. 7.8 Spikes Spikes on athletes shoes will be inspected at the Call Room. A maximum of 11 spikes per shoe is allowed. That part of each spike which projects from the sole or the heel shall not exceed 9 mm except in the High Jump and Javelin Throw, where it shall not exceed 12 mm. The spike must be so constructed that it will, at least for the half of its length closest to the tip, fit through a square sided 4 mm gauge. IAAF rule Markers Contestants are not allowed to use their own markers. All athletes receive markers (2 pcs/ athlete) from the organizer. Marking tape is allowed for high jump. Athletes are prohibited to use chalk markers or any kinds of permanent markers on the runway or on the track. Breaking of the rule will result in immediate disqualification from the event Personal belongings There will be inspections at the Call Room to make sure that all athlete uniforms comply with the rules and regulations, including adverts on them. Spikes and prohibited items etc. will also be inspected. Unnecessary equipment is not permitted on the field. Competitors are allowed to take one bag to the Call Room and on the field. The bag will be examined by the officials at the Call Room. Competitors are permitted to use pulse counters, pace counters and other equivalent equipment, but only, if these devices do not give a possibility to communicate to other people. According to the IAAF rules athletes are not allowed to bring a cassette recorder, radio, mobile phone, camera or other gear to the competition area. All athletes can leave their personal belongings at the Mixed Zone before reporting to the Call Room. These items can be picked up after the event by presenting the competition number Competition rule compliance There are designated referees who will ensure that the rules of competition are being followed. 12

13 7.12 Safety Judge There will be designated Safety Judges, who have the right to disqualify any competitor whose participation could endanger their own health or the progress of an event for others. A Safety Judge may exercise his/her authority through deputies as well. Both safety officials and deputies will be clearly identifiable. The task of the Safety Judge is: Ensure that the athlete's health is not endangered by the competition Ensure that every competitor has sufficient motor skills to compete in the event and maintain the integrity of the event Ensure that coordination and communication with Medical Services personnel is such that first aid is available immediately if needed Disqualification Procedure by the Safety Judges: 1. A competitor causing problems is given a yellow card as a warning. 2. After two warnings have been given to the same athlete from two different Safety Officials, the athlete will be disqualified verbally or by a red card by the Main Safety Official. The athlete is then required to immediately abandon the event and leave the area Leaving the competition area during competition In the High Jump and Pole Vault all eliminated competitors may leave the competition area after a competition round as instructed to the Mixed Zone before entering the Call Room. Athletes may use toilet facilities during the competition only if escorted by a referee or other authorized person Tie In case of a tie in field and track events, the round will not be repeated and the tie will be valid Doping Control LOC is responsible for conducting doping control during the competition. Doping control will be conducted according to the rules of IAAF and WADA. A representative of the WMA and / or LOC will be supervising the doping operations. Athletes that are selected for doping testing will be advised of their selection for a test immediately after completing an event. A doping-testing official will be designated to stay in company of the selected athlete until the start of the doping-test. If being selected for doping-testing the competitors can drink the refreshments provided by the organizer while waiting to be tested. Athletes are also allowed to drink their own beverages. All competitors should be aware that refusal to take the doping test may lead to ejection and disqualification. Athletes who are selected for doping-testing may have another person accompanying them during the doping-testing process. The accompanying person receives a permit from the anti-doping personnel. A representative of the WMA and / or LOC will be personally supervising the doping procedures according to the IAAF rules. 13

14 8 PROTESTS AND APPEALS 8.1 Verbal appeals and written protests Verbal appeals and written protests shall be made in compliance with the modified version of the normal IAAF/WMA rules. Appeal forms that are requested to be filled in for a written protest are available at the TIC. These forms will also be returned at the TIC. A written protest needs to be done within 30 minutes after the official announcement of the results. 8.2 Terminology A verbal appeal is an athlete s objection directly to the referee, related to any aspect of the completion of an event. A written protest will be done if an athlete is not satisfied with the referee s decision. All written protests will be made at the TIC and they will be passed on to the Jury for evaluation. Any protest concerning the status of an athlete to participate in the competition must be made prior to the start of the event in writing to the technical delegates. In cases that the matter is not settled satisfactorily before the competition, the athlete is allowed to compete under protest and the matter will be referred to the WMA Council for final decision. 8.3 Making a protest A written protest must be done within 30 minutes after the announcement of the results at the latest. The 30-minute-rule is valid for all venues: Hippos Hall, Harju Stadium and Shore of Lake Jyväsjärvi. When making a protest the athlete needs to pay a deposit of 100 US$. The deposit is forfeited if the protest is not upheld. Any protests that should be evaluated by the Jury need to be done at the TIC. In order to arrive at an as fair as possible decision, the Jury must consult all of the available evidence and conduct any necessary interviews. The Jury will give a written decision for each written protest. 14

15 9 STADIA-EVENTS (RUNNING AND FIELD EVENTS) 9.1 Reporting procedures Athletes do not have to compete in all events they have originally entered for. However, an athlete can be disqualified from competing in other events, if: 1. The athlete confirms his/her participation with the Rfid- card but does not show up in the Call Room 2. The athlete competes in the qualifying rounds, earns advancement and then does not show up at the next round without showing a medical certificate or any other acceptable evidence for absence. All competitors must report to the Call Room according to the given competition schedule. The schedule indicates the times when the athletes need to arrive at the Call Room and when they need to continue to the competition area. All times are calculated from the event starting time. 15

There will be one Call Room at each competition venue. The athletes will be identified by their accreditation card and competition numbers. After the athlete is identified and he/she has been reported as present, the judges will check all athletes competition uniform, shoes, other equipment, personal belongings etc. Officials will give the competitors instructions and after that the athletes will be escorted to the competition area as a group, one group at the time divided either by round (running events) or other group criteria (jumping and throwing events). After reporting to the Call Room as present, athletes may not leave the Call Room without approval from a Call Room Officer. Warm-up can be continued at the competition area. Athletes can bring their own interpreters to the Call Room if necessary. If athletes have questions about anything they should first ask their team manager. If the team manager is unavailable, they should then ask TIC. At Harju Stadium (outside throwing events), at the Shore of Lake Jyväsjärvi (Half Marathon, Road Race Walks) athletes should turn to the personnel at the venues Call Room. 9.3 Warm up areas Marked warm-up areas are available for warming up downstairs at Hippos Hall. The warm-up areas can be entered from the inside of Hippos Hall. Warm-up is also possible downstairs of Hippos Hall and on the turf of the baseball field or elsewhere outside on the walkways. 16

17 9.4 Running events Starting blocks Competitors are not required to use starting blocks. Both hands don t have to be in contact with the track for the start The start As per IAAF rules, the starter s commands will be given in English. Up to and including the 400m, the following commands will be used: - On your marks - Set - Gun For races of 800m and longer, the following commands will be used: - On your marks - Gun WMA false start rule: If an athlete is charged with a false start by the head starter in any race, the athlete will receive a warning for the false start. If the same athlete is charged with a second false start in the same race by the head starter, the athlete will be disqualified from the race. The same rule is valid for pentathlon. 17

18 9.5 Relays Each affiliate can have only one relay team in each age group. An older athlete can participate in a younger age group in order to make a full team. An athlete will be allowed to take part in only one age groups relay team during the world championships. The team shall enter by submit ting a team relay entry form at the TIC. Subsequent round heats shall be seeded in a zigzag distribution base on place first then time per IAAF rules. Lane assignments shall be based on competitor s performance times at the most recent stage of the events and shall be as follows: 1st: lane 4, 2nd: lane 5, 3rd: 3, 4th: lane 6, 5th: lane 2, 6th: lane 7, 7th: lane 1, 8th: lane 8, 9 th: lane 9 If any group goes to a direct final, lane assignments shall be per seed marks. If 9 lanes are available, advancement shall be as per outdoor 9 lane advancement. 18

Various age groups will be combined if necessary. If this is the case, the winner of each group may request special height progressions, which don t have to be equal to the normal height progressions. Other competitors are not allowed to jump at these special heights but must continue in the normal progressions according to the rules. Both feet must be off the ground during the jump. Competitors are allowed to touch the matt before clearing the bar but they may not use the mats to any advantage as determined by the judge. In Pole Vault the poles will be inspected at the competition venue. 21

23 10 COMBINED EVENTS In Pentathlon every team has a team leader. Competitors will move from an event area to another under the direction of their team leader. The team leader will be the source of information as to where and when each event will be held. After the completion of each event, the team leader will check the results and deliver the results sheet to the competition secretary for score input. The team leader will receive the results of each event and he/she will announce them to the competitors after each event, as per IAAF rules. The final point totals will be calculated per the WMA Age Grading system for combined events, as stated in the WMA Handbook. In combined events the high jump bar progression is 3cm throughout the complete competition. The starting height is determined according to the lowest requested height. The competition implements for throwing events at Harju Stadium will be inspected at the Stadium. Implements used in the events at Hippos hall will be inspected at Hippos Hall. If an athlete decides to bring his/her own implement to the competition, all other competitors are allowed to use it as well Weight Throw and Shot Put Indoor Shot Puts that are covered with plastic are used. Metal weights are used in Weight Throw Venues Shot Put and Weight Throw will be arranged at the Hippos Hall venues. Discus Throw, Hammer Throw and Javelin Throw will be arranged at Harju Stadium. 12 TEAM MEETINGS Teams can reserve a place for their own team meetings at Hippos Hall at the TIC. The conference room Kihu serves as a meeting place. 13 STORAGE OF PERSONAL BELONGINGS Do not leave any valuable belongings to the dressing rooms. All valuable belongings can be left at the guarded storage areas at Hippos Hall Lost and Found Lost and Found is located at TIC. 24

25 14 NON-STADIA RUNS Non-stadia running events are Cross Country, Road Race Walk and Half Marathon Cross Country Cross Country will be run in the scenic environment of Harju Stadium just beside the city centre of Jyväskylä. The eight kilometre running route will continue from the first lap directly to the second lap without going through the stadium. In the last three laps there will be extra round in the Stadium in order to get the whole amount to be exactly 8 kilometres. This means that the first lap is 1,92 km, the second one 1,98 km and the last two 2,05 km long. The track has a stone dust surface. There will be one water station for each round. Own beverages are not allowed during the Cross Country Run. First aid will be available along the route. There will be toilet facilities at the Stadiums running track. The results of the Cross Country Run will be posted at Hippos Hall and the awards will be given at Hippos Hall as well. 25

26 14.2 Half Marathon The start and finish of the Half Marathon are located in Jyväskylä harbour. The course goes around the shore of Lake Jyväsjärvi just next to the city centre. All bags tagged with name and competition number can be left at the Call Room near the start area. Athletes can collect their bags at the Call Room by showing their competition number. First aid will be provided at the start and finish area and along the running route. Time limit for the Half Marathon is three hours. Athletes not reaching the finish line within three hours must retire from the course after the time limit is exceeded. No one is allowed to accompany the athletes on bicycles or by any other means. Beverages can only be handed over to the athletes at the official water stations. Infringement of this rule will be grounds for disqualification. The results will be posted at Hippos Hall. Awards and diplomas will also be given later after the competition at Hippos Hall. Schedule for award ceremonies will be published in the competition manual Own beverages Athletes have to place their own beverages in the box reserved for them at the TIC at least two hours prior to the start of the competition, i.e. by am. The beverages have to be marked with the athlete s competition number and the water station where they wish them to be delivered to. The water stations are located at Suuruspää (A), Viherlandia (B), Lutakko (C) and Alba (D). 26

27 14.3 Road Race Walk The venue for Road Race Walk is Jyväskylä harbour, which is located right next to the city centre. The harbour offers great surroundings for the road race walk. The Call Room is located in the harbour near to the start area. The walking route consists of ten one-kilometre laps. There are two water stations along the route. Own beverages are not allowed. First Aid will be available in the start area and along the route. There are toilets in the start area and along the route. The results of the Road Race Walk will be displayed at Hippos Hall. The awards will also be given at Hippos Hall according to the schedule printed in the competition manual Non-stadia team events The first three teams in each age group will be awarded. The results of the team events are based on the combined time of the first three team members from the same country. The competitors have to be in the same or in an older age group. There can be maximum two athletes from an older age group competing in a younger group, presuming that both age groups compete at the same time, that the team manager has submitted the requested forms and that the younger age group doesn t already have the sufficient amount of that age groups team members. The team line-up must be informed at the TIC on the day before the event at 6.00 pm at the latest. If an athlete from an older age group competes in a younger age group, which already has sufficient members to make a team, the whole team will be disqualified. 27

28 An athlete can be part of one team only. Athletes that are competing in a younger age group but also competing for individual placements in their own series at the same time, are also entitled to win medals in their individual series. If the age group of the athlete s individual series is not competing at the same time, the athlete gives up the chance for individual medals. In all team events the team members have to wear a uniform that is approved by their national organization. The uniforms have to clearly identify the country the team is representing.
