4 STOCKTON SAILING CLUB UNAPPROVED BOARD MINUTES February 13, 2007 Commodore Stefani called the meeting to order. Request from the California Association of Harbor Masters to ask members of the club to participate in a survey regarding the state s attempts to mandate mandatory boater certification. 6. Proposal from the State Department of Boating and Waterways to offer power boating safety courses. It was declined. Old Business: 1. D Dock pilings: Pete Roberts reported that the new pilings on D Dock have been installed and the caps will be installed later. 2. Dredging: Mike Stefani stated we have a contract with KSN to do research for the dredging committee. This will assist the committee in developing their longterm dredging strategy. 3. Accounting conversion: Susan McLain updated the Board on the status of the conversion. By April 1, 2007, all accounting will be on Quick Books. 4. Harbor and crane rules: Tom Lueck has retyped the rules and posted them. 5. Work party to clean clubhouse burgees: This was assigned to Susan McLain and will be discussed at a later board meeting. 6. Research for club tenure awards: This is postponed until the March meeting. 7. Recommendations for weed abatement in the harbor: This was assigned to Susan McLain who reported it is an ongoing process. 8. Embosser and original Articles of Incorporation: A stamp with the club seal has been located so we no longer need the embosser and no change in the by-laws is needed. 9. Planning for SSC s 75 th Anniversary in 2008: Susan McLain is organizing member assistance with this event. 10. RBOC donation billing to be changed to September so that check can be presented to RBOC in November. Susan McLain has made this change on her planning calendar. 11. Dock space for Golden Gate Tall Ship Association in July 2007: Susan McLain will give them our available dates. (continued on page 5) (continued next column ) #

5 (continuation of Board Minutes from page 4) New Business: Several years ago during a dark and stormy night (ok it may not have been stormy but it was dark) the phone rang at the Stockton Sailing Club. The call was for a club member; a friend had gone off course and impaled a classic power boat on some treacherous rocks several miles down river. The tide was rising and the victims had no way off the stricken vessel. Immediately the sailing club members energized and went into action. Two vessels were dispatched. One a small shallow draft capable boat and the other a long range vessel where the victims could be kept warm and dry for the trip to dry land. The rescue of the hapless boaters was accomplished successfully but then the woody needed assistance. It was secured so no further damage would happen through the actions of the savage waters. A plan was drawn up for the tomorrows adventure. The plan involved the procurement of pumps, timbers, levers, towing lines, and strong backs. Sunrise saw a determined salvage armada made up of several vessels from the sailing club, crewed by a dozen of the Stockton Sailing Clubs finest, charging out to reclaim the stricken vessel from the grasp of the mighty San Joaquin River. Several hours into endeavor it became apparent that all the intricate planning was coming to fruition. With the accompaniment of loud cheering the woody was released from the deadly clutch of the claw like boulders. Next, with knife edge precision timing the vessel was wrapped in a protective sheath and the water was removed by a complicated dewatering procedure. The vessel was then escorted to a nearby marina where repairs were skillfully done to restore the fine motor vessel to its classic condition. Why, you might ask, did a bunch sailors come to the rescue of a motorboat and its crew? Most sailors have experienced peril before and many were assisted by fellow boater. Simply, the favor was returned. Bartholomew Negro 1. The new membership cards are at the printer and will be distributed soon. The Roster is in progress. 2. Pete Roberts reported there is dry rot around the office. The stairs also need to be sanded and painted. This work will be done in drier weather with volunteer help. Facilities Manager s Report: Susan McLain submitted a written report dated February 13, 2007, which the Board reviewed and discussed. There are currently 32 slip vacancies in the harbor. The club now has two boats from unsuccessful lien sales. They will be advertised for sale. Next year s contribution to RBOC will be reduced by the total amount credited back to the members in 2006 who chose not to contribute. A bid has been submitted for new gate and clubhouse control keys. The finger repairs on G dock are near completion and F dock is next to work on. Other small repairs and improvements on the docks are taking place. Changes were made in the gas line for the retreat area so it should be easier to light the stoves and water heater. The estimate is $ to repair the roof and to extend the shelter over the doorway of the junior room. Various other repairs and maintenance have taken place in and around the clubhouse and warehouse. The Learn to Sail grant was approved by the Department of Boating and Waterways and is extended through February A collection agency is working on collecting four delinquent berthing accounts. Committee Reports: Dredging Committee: See Old Business above. Membership Committee: Abe Ayala reported that there are three new membership applications: Robert and Patricia De Haan, Ronald Leonardini, and Perry and Elizabeth Johnson. 6 (continuation of Board Minutes from page 5) FBLI Committee: Peter Hine distributed the first draft of the SSC Budget for the fiscal year beginning April 1, The proposed budget was discussed by the board and will be presented at the February General Meeting for comments and input. The proposed budget includes no increase in berth rent or dues and a 3% cost of living increase in income and expenses for contractual items. Regatta: No report. Rules and Policy: No report. Social and Cruise: Abe Ayala reported that the Sweetheart Cruise was a success. Junior Sailing: Tom Lueck reported that the Lincoln High School sailors may choose to become a club rather than a racing team. Sailing Programs Oversight: No report. Meeting adjourned. It may be necessary to provide for up to a 12-hour advance notification requirement. K 4" (K 6.< VALKYRIE FROM CABO SAN LUCAS TO SAN DIEGO I was fortunate enough to be able to help Dave Eberhard move their boat from Cabo San Lucas to San Diego. Rosie needed the break so I volunteered. We left at 12:30 PM on a Wednesday. There were quite a few whales but not very close. There was very little wind and the ocean looked like glass so we made good time that day and the next. Dave saw quite a few dolphins. When we got close to Turtle Bay, the wind and the wind waves picked up there s nothing quite like pitching and thrashing in the middle of the night! But we were still able to make good time and we got into San Diego at 5:30 PM on the following Monday. The very last day at sea was truly exceptional. It started off with a humpback whale breaching right next to the boat if I had been at the bow, I could have touched it. And then, we got boarded by the Mexican Navy automatic weapons and all. And then, a US Navy helicopter circled overhead to give us a once-over. And then, as we were going into Point Loma, a nuclear submarine (with all attendant patrol boats, including two Navy boats that looked like something out of Star Wars) was coming out we were within a boat length or two of it. And then, a twomasted sailing vessel (from Pirates of the Caribbean?) was sailing out of the harbor. And then, as we were tied up at the customs dock, the Navy brought two sea lions that they were training for underwater rescue and recovery work. 9 UPCOMING BLUE WATER CRUISE NEWS At the Blue Water Cruise reunion on Saturday, December 22, it was decided that, in 2007, we would again go south to Monterey Bay. The cruise will begin on Saturday, Sept. 15, and continue for the next week. In addition, there was interest in a 2 nd cruise going north to Bodega/Tomales Bays. If there are enough members that want to do that to organize a cruise, it would continue for the next week (begin the following Saturday, September 22). Of course, it wouldn t be required that you go on the first week s trip to Monterey to head up to Bodega and Tomales Bays, since in coming up north from Monterey, on the way to Bodega, the group would pass through San Francisco Bay. There was also a lot of interest in a stop at Moss Landing, which would be most convenient by adding a day to the trip, so that we d return to SF Bay on Saturday, September 22 rather than the traditional Friday, if the Moss Landing stop is in the final schedule we decide on. MARCH 10 On Saturday, March 10, at 9:30AM, there will be a planning meeting for the 2007 Blue Water Cruise to Monterey. The cruise is scheduled for Friday Sept. 14 through Saturday, Sept. 22. We ll make stops at Half Moon Bay, Monterey, Moss Landing (with a dinghy safari into Elkhorn Slough), then on to Santa Cruz, and back to Half Moon Bay and San Francisco. Around the Harbor A new call out for assistance from the RBOC has been issued to our members. Legislation has been introduced with layers of provisions that could ultimately require mandatory boater certification for all boaters. It is being referred to in Sacramento as Vessel Operator Certification. The CAHM&PC (California Assn. of Harbor Masters and Port Captains) and the RBOC are working together to deal with all concerns related to this bill and with the language of the bill. While the DBW is not issuing an opinion for or against certification, they are interested in seeing that the entire boating community is represented. Concerns are raised that the legislative process is moving too quickly. RBOC is providing the proposed language for the bill and plans to work closely on the bill as it goes through the legislative process. The suggested proposed language of this bill is being referred to now Boater Safety Education by the RBOC. Stakeholders in this proposed law are you, the boaters. A survey has been drawn up by the RBOC for distribution to as many boaters as possible to address the stakeholders. This survey has been placed in the Clubhouse for members to complete and then place in the envelope for later mailing as a group.
