3 INTRODUCTION ARGONAUT MARINE provide pilotage services to the Pilbara Port Authority (PPA) Dampier. The company provides services to all PPA-Dampier facilities, King Bay Supply Facility, Toll Supply Base, Mermaid Marine Slipway and all Port Anchorage areas. PILOTAGE MANNING ARGONAUT MARINE will be appropriately manned by qualified pilots at all times. ARGONAUT MARINE Pilots are licenced through a recognised training programme and authorised by the Harbourmaster, Pilbara Port Authority Dampier under the WA Port Authorities Act (1999) and Regulations (2001). CLIENT OBLIGATIONS To ensure that the highest level of service is provided to customers and that shipping schedules throughout the port are maintained, it is important that clients ensure that all necessary arrangements are made for the ships that they represent. Specific client obligations include: Liaison with relevent terminal operators to ensure that berths are available and booked for the appropriate times; Liaison with the ARGONAUT MARINE Duty Pilot to ensure appropriate pilot bookings are made. The specific booking process will be addressed within this document; Liaison with towage operators to ensure that appropriate towage is booked (see towage guidelines at Appendix 1); Liaison with relevent stevedoring providers to ensure linesmen are available at the appropriate time for tie up and let go (see timing guidelines at Appendix 2); and PILOT BOOKING PROCESS The preferred method for booking a pilot is through the Automated Pilot Booking System which is accessed through the home page of the company website After a booking is received an automatically generated is sent to the booking agent confirming the details of the booking. Agents are to ensure that they review the booking details for accuracy and advise the Duty Pilot of any errors or omissions. After a pilotage booking is accepted into the system it will be visible on the Dampier Pilotage Schedule which is also accessed through the home page of the company website Page 3 of 14

5 Draft and Tidal Considerations Clients are requested to bear in mind that tidal restrictions apply to some larger supply vessels and anchor handlers. To this end, it is important to ensure that arrival/departure draft information is provided in the ARGONAUT MARINE Pilot Booking Form. This will allow appropriate consideration of tidal requirements with regard to scheduling. Cancellation Policy The Duty Pilot is to be given at least two (2) hour s notice of a booking change, to avoid the imposition of cancellation or detention charges. Vessel Defects It is a mandatory requirement of the Pilbara Ports Authority that all vessels navigating within the Port of Dampier must report any vessel defects affecting navigation. Should undeclared defects be detected when pilots embark in ships, pilotage services may be delayed until suitable towage can be arranged. Pilotage Exemptions Pilotage exemptions for the Port are granted to suitably qualified and experienced Masters and Chief Mates by the Harbourmaster, Pilbara Port Authority Dampier, in accordance with the WA Port Authorities Act ARGONAUT MARINE Pilots will assist with the administration of this process to ensure that the Harbourmaster is able to make an appropriate evaluation of exemption candidates. It should be noted that in order to be exempt from the requirement to embark a pilot within the Port of Dampier, the Master of the ship must have a valid Pilotage Exemption Certificate. ARGONAUT MARINE will assist the Harbourmaster to periodically audit this process to ensure that regulatory processes are being adhered to. In order to apply for a Pilotage Exemption Certificate, candidates must comply with the process articulated by the Harbourmaster in the Port of Dampier Port Handbook on the Pilbara Port Authority Website ARGONAUT MARINE Pilots will examine candidates by way of an oral and written examination approved by the Harbourmaster Pilbara Port Authority Dampier. This examination will take approximately 2 hours to complete and is mandatory for the local knowledge component of the Pilotage Exemption process. All exemption queries are to be directed to the Harbourmaster Pilbara Port Authority Dampier. Page 5 of 14
6 APPENDIX 1 TO ARGONAUT MARINE CLIENT INFORMATION PACK DATED APPENDIX 1 - ARGONAUT MARINE PILOTS RECOMMENDED TOWAGE GUIDELINES FOR THE PORT OF DAMPIER The information below is a guide only and may change dependent upon ship type or conditions. Ships which are not specifically addressed within the tables below, coupled with towage requirements for barge movements within the port, can be discussed with the ARGONAUT MARINE Duty Pilot, who may consult with the Harbourmaster, Pilbara Port Authority Dampier if required. The ARGONAUT MARINE Duty Pilot may be consulted at any time to provide towage clarification for clients as it is important that appropriate tugs are ordered to facilitate safe handling of ships. These guidelines have been approved by the Harbourmaster and are designed to ensure the safe and efficient movement of vessels within the port. Please note the following specific wind limitations have been established: a. Berthing / unberthing operations at the DCW are limited to a maximum sustainable wind speed of 30 kts; b. the movement of Jack-up and Semi-submersible rigs within the port is only to occur during daylight hours and with a wind strength of less than 25 knots in accordance with the Pilbara Port Authority Dampier Pilotage Directions. c. The movement of barges with an LOA greater than 90 m into / out of the BMF is limited to max winds of: (i) NNW-NNE (Beam wind) 20 kts (ii) SSE-SSW (Beam wind) 20 kts (iii) all other sectors 25 kts Page 6 of 14
7 The following tug classes have been established: Tug Category Tug type Minimum bollard pull Class A Azimuth Stern Drive (ASD), or Tractor Tug (not twin screw) 40 Tonnes Class B ASD or Conventional Twin Screw 10 Tonnes ARRIVAL REQUIREMENTS Please Note: Tugs should be booked to be in position near the BLB Channel Beacons 7 and 8, fifteen minutes after the scheduled pilot boarding time. Tugs should be monitoring VHF Channel 9 for communication with ARGONAUT MARINE Pilots. In the case of Product Tankers, one Class A tug will need to position in the vicinity of BLB Beacons 2 and 4 for configuration as an escort tug for the transit of the BLB Channel. TYPE OF VESSEL WIND 15 KNOTS WIND 15 KNOTS Highly manoeuvrable vessels less than 100 metres in length. Twin screw with bow or bow and stern thrusters. 8 DEPARTURE REQUIREMENTS Please Note: Tugs should be booked to be in position at the scheduled pilot boarding time. Tugs should be monitoring VHF Channel 9 for communication with ARGONAUT MARINE Pilots. In normal circumstances, tugs will be released after clearing the BLB/DCW Swing Basin. In the case of Ammonia Ships and Products Tankers, one Class A tug will remain configured as an escort tug until clear of the BLB Channel. In the case of vessels fitted with a bow thruster, the agent is to include details of its power capability in the field provided on the booking form. Confirmation is also required that the thruster is fully operational and effective. Towage requirements for vessels not classified as Highly Manoeureable Vessels that are berthing on the Eastern face of the DCW must be discussed with the Duty Pilot. Page 8 of 14

13 APPENDIX 6 TO ARGONAUT MARINE CLIENT INFORMATION PACK DATED APPENDIX 6 PILOTAGE FEES AND CHARGES The following table promulgates fees and charges applicable to work undertaken by ARGONAUT MARINE Pilots on behalf of the Pilbara Port Authority Dampier. Invoices should be paid within fourteen (14) days from the date of invoice. Service Charges Fee 1. A fee for each Piloted Vessel Movement as follows: A. Vessels Less than 10,000 GRT Excluding Pilot Boarding Ground C B. Vessels Less than 10,000 GRT from or to Pilot Boarding Ground C C.
