NZTA Transit garments to comply to the new CoPTTM standard NZTA has a Code of Practice which specifies the standard of safety garment that a worker must wear while working in or close to hazardous traffic areas. The Temporary Traffic Management Control Code of Practice (CoPTTM) states that each garment must include a certain area of fluorescent orange fabric, and a specific belt and braces configuration of tape. This CoPTTM covers both the compliancy of the design and the high visibility and retro-reflective material. Long-sleeved coats must have a minimum of 0.3m2 of compliant orange material on both the front and back of the torso, excluding sleeves and non compliant collars. Single or double hoops of retro-reflective tape must be added to the sleeves. Reflective braces and garments must be a specific length for a size S. TTMC-W WET test As part of the CoPTTM, manufacturers are required to test and certify their garments at an NZTA approved testing laboratory. New compliance letters TTMC-W (Temporary Traffic Management Control Wet) must be included on the compliant garments label to confirm that the garment meets the requirements. The fluorescent orange fabric used with the TTMC-W garments must comply to a Wet luminance test (hence the -W in TTMC-W). The wet test means that the fluorescent orange fabric must still achieve the minimum luminance level, after influence of rainfall. Extract from 2012 copttm 4th edition section B3 High visibility garments B3.3 Garment compliance Garment compliance is based on the Australian and New Zealand Standard AS/NZS 402.1:2011. Because all background high visibility material must comply with the wet test, as specified in subsection 0 B3.1.1 Colour, new compliance letters TTMC-W of a practicable size must be included on the garment label to confirm that the garment meets the requirements and is compliant with section B3. Garment designs must not be altered without the direct authority of the NZTA. The NZTA may request a garment manufacturer to present a compliance certificate to confirm garment design compliance. In such instances the garment manufacturer will be required to forward material compliance certificates covering colour, luminance and retro-reflectivity with the garment to an NZTA approved industrial testing laboratory. extract from AS/NZS standard Double band of retro-reflective tape - the safest design TTMC-W standards shall as a minimum comply with AS/NZS 402.1:2011. The following is an extract from AS/NZS 402.1:2011 which is the current industry safety expectations. This recommends the use of two retro-reflective strips on sleeves and states that this configuration enhances the long distance recognition of the wearer as a human figure when viewed by retroflected light. APPENDIX B: RECOMMENDED USE OF RETRO-REFLECTIVE STRIPS ON SLEEVES OF GARMENTS Recent research* has shown that where a high visibility garment has sleeves, significant visual benefits can be obtained by adopting an optimum biomotion configuration of retro-reflective strips on the sleeves. This entails placing the strips as shown in Figure BI: Sleeves with a 50mm wide hoop of material around each sleeve just above the elbow and around each wrist. * Figure B1 1
