1 RE-PRICING OF 12 MONTH MOORING PERMITS 2015 MARKET AREA REPORT FOR HUMBER TO THE WASH Introduction This report provides the rationale for mooring price decisions for VAT is payable at the rate set by the government for the date when the permit is purchased. Profiles of privately operated sites in the area are appended. We researched and compared their prices with the Canal & River Trust rates to inform our judgements, but because this data is commercially sensitive it has not been included. Local market overview This eastern area of waterways ranges from rural to semi-rural in nature with good access to River and Tidal locations. The moorings generally serve the populations of Lincolnshire, South Yorkshire and North Nottinghamshire. In addition to CRT long term moorings there are approximately 1700 boats registered on private moorings in the same area. Thus the total market comprises of some 2000 occupied berths. Challenges to Pricing Decisions We have made the pricing recommendations below based on a thorough review of auction results and local knowledge. It is our policy, set at Board level, to set prices which reflect market rates and to compete fairly with private operators. The Trust has neither powers nor duty to provide subsidised moorings. If you feel that the price decision made for your mooring site is unjustified having read this report, we ask that you write to the Head of Direct Managed Moorings explaining why you think it is the case. Please explain the reasoning for your challenge including evidence such as price and descriptions of nearby privately operated mooring sites. We will not amend the price without this evidence. We will consider your representation and respond in writing within two working weeks. Site Name Chesterfield Canal 2014 Price Price from April 2015 West Stockwith Basin West Stockwith Linear Forest Lock Notes on pricing decision Based on the Chesterfield Canals gateway into the River Trent, this site can be a popular one. Spaces generally go at auction but around reserve only. A water point on site was repaired this year, with no further improvements being made. Based just beyond the basin moorings, again this mooring is on the Chesterfield Canals gateway to the River Trent. Spaces generally go at auction but around reserve. A current space, at 7.4 metres, continues to be unsuccessful. There have been no improvements made at this site this year. This site is based upon a rural area of the Chesterfield Canal. There has been no churn over last year. Shireoaks Marina Leisure These moorings are just outside the small village of Shireoaks and are a combination of leisure and residential. The whole of the site has seen many improvements this year with the installation of Shireoaks Marina Residential fencing to improve security. It is a popular site with little churn which sells well at auction Fossdyke Canal Torksey Lock >10m Torksey Lock - Non Elec Torksey Lock <10m Torksey Lock - Non Elec <10m Suited locks fitted to either end of the mooring providing better security on the site. Customers from visiting craft are now diverted along the towpath, instead of through the permit holders mooring site. Security fencing to be installed shortly. Suited lock has also fitted to moorer s car park to minimise unauthorised parking. Some churn at this site. Popularity is dependent on length of finger berth available. [R] Lincoln Residential Some churn has occurred but there is always good demand for moorings at the site, resulting in higher than guide price auctions. Lincoln Topside Slight churn recently, auction pending, popular linear site with adjacent parking Lincoln Lowside Frequent churn at this site, auction reserve price to be lowered to 75% to fill the current vacancies. 4 berths sold on 2014 River Trent Hazelford Lock Only 2 craft remain on site, quiet location, no access to the general public.
