Affiliated Clubs shall take reasonable steps to distribute information in the Bulletins to Individual Members. Such inclusions in the Bulletins are binding upon all Members. These championships will be conducted in accordance with the Rules and Regulations of the SLSA Surf Sports Manual 35 th Edition Revised and subsequent amendments. The latest version of the Surf Sports Manual can be downloaded from the SLSA Members Portal. It is most important that the information in this Bulletin is brought to the attention of all Carnival Officials, Team Managers, Coaches and Competitors. Non receipt of this Bulletin will not be taken as an excuse if a Club, Team or Individual does not comply with the requirements outlined in this and other Bulletins and Circulars. For any event to be contested at the 2018 SunSmart WA Surf Life Saving Championships, Senior, a minimum of three (3) individuals or three (3) teams from (2) different clubs is required. Limited Entry Events at the 2018 SunSmart WA Surf Life Saving Championships, Senior: * Champion Patrol is limited to one team per age group per club. * First Aid Championships are limited to two teams per age group per club. * Champion Lifesaver is limited to two competitors per age group per club. Note 1: For the limited entry events, reserves are encouraged to be entered by the club and ranked in order of preference. It is at the discretion of the Event Manager and the Lifesaving Events Referee as to whether reserves are called upon to fill heats. Once reserves are entered into the entries system, please also send a list via to surfsports@slswa.com.au. Final numbers will be confirmed and sent to participating clubs once late entries have closed for each event. Note 2: The Lifesaver Relay is an unrestricted entry event. Clubs are requested to pre-register/enter their Lifesaver Relay teams in the entries system for the Senior State Championships by 11pm on Thursday 23 Feb Entry numbers will be collated and if there are sufficient entries to run heats, the program for Sunday Day 2 of the Championships will be modified accordingly. If the numbers of entries are sufficient to hold a straight final, then this final will be held as currently stated on the Championships program. For further clarification around the Lifesaver Relay event, please surfsports@slswa.com.au. Note 3: In accordance with SLSA rules for Championship events: - No Under 15 competitor is eligible to contest Under 17 or older team or individual events. - No Under 14 competitor is eligible to contest U15 individual events. - No Under 13 competitor is eligible to enter the Senior State Championships. A2 LIMITED ENTRIES FOR AUSTRALIAN SURF LIFE SAVING CHAMPIONSHIPS Entries for Limited Events at the Australian Surf Lifesaving Championships are selected by the SLSWA Sport and Development Coordinator in consultation with the Lifesaving Championships Referee and may not solely be determined by State Championships performance alone. SLSA Circular Aussies Entry Circular, found on the SLSA Members Portal, contains limited entry numbers and information for all states. Note: (a) SLSA reserves the right to invite selected overseas competitors to compete in any event. (b) ONLY State Centres may submit entries to the Limited Entry events. 5

6 A3 PROGRAM OF EVENTS A program of events will be available on under Surf Sports, Competitions, SunSmart State Championships before the close of entries. Part B - ENTRY CONDITIONS B1 PROFICIENCY OF COMPETITORS All Award holding members must be proficient to participate in competition events and to undertake lifesaving duties. Continuing members from Under 15 up to and including Masters age categories wanting to participate at any SLSA competition must successfully complete the SLSA Proficiency Requalification Test relative to their Award by 31 December each year. Members who gain their Surf Rescue Certificate or Bronze Medallion in the period from 1 June of the preceding year will be considered as satisfying the proficiency requirements for entry to competition. Award Members who are not proficient as at 31 December must complete their proficiency prior to participating in further competition events (and patrol activity). The Proficiency requalification must be completed by close of normal entries to be eligible to participate in a SLS Championship or other event i.e. late entries will not be accepted for members who have not completed their proficiency requalification by the normal close of entries. Proficient age group members, who gain their Surf Rescue Certificate or proficient Surf Rescue Certificate members who gain their Bronze Medallion after the close of entries of a championship, are considered as continuing members, not new members, and therefore may be entered as a late entry into competition. Note: Members gaining their respective award (or SLSA proficiency in the case of recognition of an ILS overseas equivalent member country award), after the normal closing date of entries for a championship, are not permitted entry to that championship. B2 PATROL AND SERVICE HOUR REQUIREMENTS FOR COMPETITORS SLS Clubs are required to enter into a Patrol Contract/Lifesaving Service Agreement with their Branch/State Centre. It is the SLS Club s responsibility to ensure it complies with the Patrol Contract/Lifesaving Service Agreement and to oversee that its members are undertaking their obligations as required by the State Centre and the club (as per the club s constitution, regulations and/or rules). Award members who wish to participate in any SLS Championship competition must fulfil their patrol and/or service hour requirements relevant to their category of membership. Under no circumstance shall any member be granted an exemption from patrol obligations solely for competition reasons. The minimum personal service hour obligations of new members joining or re-joining after January 1 and before December 31 of the preceding year is a minimum of four patrol hours plus proportionate additional patrol and service hours up to the minimum hours detailed in Table 1. Patrol obligations include all voluntary rostered, substitute, voluntary, Duty Officer, Water Safety at club and intra club activities and special events. Refer to Section 7 of Policy 5.04 for the types of other voluntary service that may be approved by clubs in lieu of (partial) patrol obligations (as per Competition Eligibility Policy Section 2.3, Option B). 6

7 For returning and continuing Active, Reserve Active and Under 15 members wishing to participate in any SLS Championship competition, the minimum annual personal patrol hour requirements from 1 January to 31 December of the preceding year is as follows: Table 1: Minimum Annual Service Hour Requirements for Active, Reserve Active and U15 members Membership Category Life Members and Long Service Active and Under 15 Reserve Active Option A. U/14 members completing their SRC after 1 January 2018 must have completed their award but do not require patrol hours to participate in these Championships, even if they are ageing up into U15 team events. B3 HIGH VISIBILITY LYCRA VESTS The provision of a safe environment at all SLSWA competitions is paramount. All competitors in water-based surf lifesaving events held by SLSWA will be required to wear a high visibility pink or yellow lycra vest. Except where otherwise specified, vests must be worn by all competitors and handlers entering the water beyond knee depth. TRAINING/WARM UP/SWIMMING BEFORE OR AFTER COMPETITION Yellow or Pink Lycra singlets must be worn by anyone swimming before or after competition for training/warm up purposes. All participants wanting to enter the water, including but not limited to, competitors, Team Managers, coaches, officials and staff are recommended to bring old Lycra singlets from previous competitions for this purpose as additional Lycra singlets will not be distributed. B4 HELMETS FOR SURF BOAT COMPETITORS Please note Section 5.1 (f) of the Surf Sports Manual re the mandatory wearing of helmets in Surf Boats unless an acceptably low level risk is assessed. B5 (a) (b) RESTRICTIONS & PROVISOS All events shall be contested by teams and individuals representing clubs. Any withdrawal or replacement of a competitor or team shall be notified in writing to the Marshall by the representative of the Club. B6 STATE CHAMPIONSHIP SPONSOR IDENTIFICATION It is also a condition of entry to the Championships that competitors may be required to carry sponsors logos/identification on craft, boats and equipment. However, if this occurs every effort will be made not to cover other signage, provided it does not conflict with the naming right sponsor of the Championships. For further information on sponsorship, refer to SLSA Competition Sponsorship Policy, accessible on the SLSA website. PART C: ENTRIES C1 (a) ENTRY CLOSURE By entering using the online entry system the club declares that the proficiency and patrol hour aspects of all competitors on the entry forms are in accordance with the requirements of their membership categories. The Club Officer must also complete Appendix A Declaration Form and return to SLSWA by close of entries. This should be faxed to or ed to surfsports@slswa.com.au. 7

ENTRIES Entries must be registered with SLSWA by 11pm, Thursday 15 March 2018 listing all competitors, including the "Handlers only". The entries system will provide a separate entry, Equipment Handler, where club members acting only as handlers can be entered in the carnival at no cost (the club will not be invoiced for handlers). Handlers competing in other events should enter the carnival as per other competitors and will be invoiced accordingly. Handlers are required to be a current financial member of the Club, as outlined in the SLSA Surf Sports Manual 35th Edition and its amendments. Officials and photographers are required to be entered into the entries system as well before the close of entries. Officials and photographers names will be removed from the entries system once we have the final numbers and clubs will not be charged for these members, unless they re competing as well. ENTRY FEES The cost per competitor entered in these Championships is $40.00, irrespective of the number of events entered. There is no cost for Equipment Handlers, Photographers or Officials entered in these Championships, unless they are competing in other events themselves. Clubs will be invoiced accordingly for entry fees after the event. Entry fees are non-refundable if members do not take part in these Championships or if events are subsequently cancelled after commencement of the Championships. All prices outlined in this Bulletin include GST. C4 LATE ENTRIES (a) Late entries will not be accepted after 11pm, Tuesday 20 March (b) Late entries will be charged the normal entry fee plus the late entry fee of $40.00 per competitor ($80 total). The Club will be invoiced accordingly after the event. (c) Late entries of new members gaining their respective awards after the closing date of entries will not be accepted as per Section B. C5 (a) (b) C6 (a) (b) DECLARATION It is a condition of entry that by using the online entry system, clubs declare that the competitors entered are financial, proficient and satisfy the patrol requirements as detailed in this bulletin, and the entries are in all other ways in accordance with Association and Club regulations. As a condition of entry, all competitors agree to have any photography taken during the 2018 SunSmart WA Surf Life Saving Championships, Senior which is used for promotional material by SLSWA. This is in accordance with the SLSWA Surf Sports Media Policy. If a member wishes not be photographed for any reason, please communicate this to Chris Inglis at SLSWA prior to the close of entries of the Championships. COMPETITION CONDITIONS Competition conditions for all events not expressed in this Bulletin are set out in the 35th Edition Revised SLSA Surf Sports Manual and any subsequent amendments. The conditions for the 6-Person and 5-Person R&R events are detailed in the 28th Edition of the Rescue and Resuscitation Competition Manual (revised January 2016) and any subsequent amendments. 9 C7 PENALTIES BREACH OF ENTRY REGULATIONS It is mandatory that ALL competitors are listed in the Club s entries. Entry of competitors who are ineligible due to non-qualification or proficiency, default of personal patrol hour obligations, or other breach of association or club entry regulations have penalties provided for as follows: THE PENALTY FOR BREACH OF ENTRY REGULATIONS FOR THE 2018 SUNSMART WA SURF LIFE SAVING CHAMPIONSHIPS, SENIOR WILL BE THE AUTOMATIC REJECTION OF ENTRIES FOR THOSE PERSONS FOUND TO BE IN BREACH OF REGULATIONS AND THE FORFEITURE OF THEIR ENTRY FEES. APPLICATION OF THE AUTOMATIC PENALTY WILL NOT PRECLUDE FURTHER DISCIPLINARY ACTION BY THE ASSOCIATION AGAINST CLUBS OR OTHER PERSONS IF DEEMED APPROPRIATE IN THE CASE OF SERIOUS ATTEMPTS TO DEFEAT ASSOCIATION REGULATIONS. PART D: EVENT INFORMATION D1 SAFETY AND EMERGENCY TEAM (SET) The provision of a safe environment at all SLSWA competitions is paramount. SLSWA endeavours to ensure that the appropriate safety standards as set by SLSA are met at all junior and senior surf sports carnivals/championships, including the provision of qualified personnel, rescue craft and communications. Should an emergency situation arise during competition, correct control and discipline shall be maintained under the direction of the Competition Referee and the Emergency Services Officer. The SET, under whose directions shall be placed all matters relating to the actual conduct of the 2018 SunSmart WA Surf Life Saving Championships, Senior, will fulfil safety related operational, coordination and advisory roles at the event. The SET consists of the Event Manager Jason Wright from SLSWA plus volunteers appointed to the following positions: Championship Referee Sandy Clarke Deputy Referee Carol Gibbs Emergency Services Officer Mark Hills First Aid Coordinator David Reid Powercraft Coordinator Megan Williams The team will consult with Sectional Referees as appropriate and will seek advice from other relevant parties on safety issues as required. D2 CARNIVAL SAFETY Clubs wishing to enter the 2018 SunSmart WA Surf Life Saving Championships, Senior must supply power craft, first aid and water safety personnel on a 'pro-rata' scale based upon club participation from the previous season. This roster for the 2018 SunSmart WA Surf Life Saving Championships, Senior can be downloaded from the SLSWA Website before the end of February. If an IRB, water safety and/or First Aid volunteer does not attend as required, the Club risks being ineligible to participate further in the competition until the matter is resolved. D3 OVERSEAS/INTERSTATE COMPETITORS Competitors from overseas/interstate Clubs wanting to compete in these Championships must apply to the Chief Executive Officer to do so. For consideration competitors must be affiliated with International Life Saving (ILS) to participate in the 2018 SunSmart WA Surf Life Saving Championships, Senior, however international or interstate competitors are not eligible for points or medals. If these competitors finish in a medal or point scoring position, the next placed local competitor will be awarded the medal and points for that event. All international competitors and club teams must gain international clearance from their governing body and must be submitted to SLSWA prior to competition to compete in these championships. The name(s) of the competitor(s) will need to be ed to the Sport and Development department via surfsports@slswa.com.au for manual entry into the events prior to entries closing. International individual competitors may compete in their club caps or, with the permission of their country, compete in their national colours. 9

10 D4 (a) (b) (c) (d) (e) (f) CONDUCT AND DISCIPLINE SLSWA expects and requires of its competitors, officials and members generally, the highest standards of conduct and behaviour. These expectations and requirements are reflected under the rules for competitions in the SLSWA constitution, regulations and this bulletin. In the conduct of competition, situations may arise that may give rise to protests and/or appeals and/or disciplinary matters. Note: A fee may be imposed by SLSWA for an appeal. A competitor or team manager may protest or appeal a decision in the manner set out in this Section. The official start of a competition is when a bulletin or circular is issued calling for entries to a competition. The official completion time of competition is 20 minutes after the completion of the final event at the competition. However, matters currently in train (i.e. protest or appeal or matters of competing unfairly shall continue to a final resolution, the result of which shall be considered as being within the official completion time. D5 MISCONDUCT Misconduct before, during and after the Championships, including tampering with signs, fences or PA system equipment will not be tolerated. Offending members risk disciplinary action. The Illicit Drugs in Sport Policy (SLSA Policy 6.23) addresses the out-of-competition use of illicit drugs, concentrating primarily on education, awareness and prevention initiatives. This policy is designed to help prevent the uptake of illicit drug use and reduce the drug-related harm to individuals, families and stakeholders of SLSA and the broader community. Consumption of alcohol is not permitted at Trigg Beach within the competition, marshalling and spectator areas. Competitors and club supporters drinking in these areas will render their club liable to disqualification and further disciplinary action. A Carnival Disciplinary Committee will be appointed with powers to cite or take whatever action necessary as a result of misconduct. Please refer to Sections 2.26 SLSA Code of Behaviour and 2.27 Abuse/Inappropriate Behaviour in the current edition of the Surf Sports Manual, as well as Member Safety and Wellbeing (SLSA Policy 6.5). D6 PROTESTS All protests shall be lodged with the appropriate carnival official in accordance with the procedures set down in the 35th Edition Revised SLSA Surf Sports Manual, and shall identify the specific sections/ clauses in the Manual upon which the protest is based. All protests must be submitted on the correct form. A copy of the form can be downloaded from the SLSA Members Portal. When lodging a protest form, you must quote the section, page, paragraph and item numbers from the SLSA 35th Edition Revised SLSA Surf Sports Manual which supports your protest. A fee of $220 cash will be charged to lodge a protest or appeal with the Appeals Committee. Should the protest or appeal be successful the fee will be refunded. An appeals committee will be formed after seeking expressions of interest and communicated prior to the event. Protest Categories Protests, which may lead to the imposing of penalties, fall broadly into the following categories: (a) Protests arising from entry procedures or entry eligibility. (b) Protests arising from scrutineering or equipment eligibility. (c) Protests arising during participation in the competition and/or from a breach of rules. Lodging a Protest The conditions relating to lodging a protest shall be as follows: (a) A protest directly challenging a Finish Judge s decision cannot be accepted. (b) A protest against the conditions under which a race or an event is to be conducted must be made verbally to the Sectional Referee prior to an event or race (as appropriate) commencing. The Section Referee or appointed official shall then inform the competitors in that event or race, prior to its start, of such a protest. A protest against the conditions under which an event or race is to be conducted cannot be accepted if it is made at any time other than prior to the event or race. 10

11 (c) (d) (e) (f) A protest (other than a protest under clause (b)) against a competitor or a team or against a decision of an official (including the declaration of a result) must be lodged verbally with the Section Referee within 5 minutes of the completion of the event or the announcement of the result of the event. A written protest must then be lodged with the Section Referee within 15 minutes of the verbal protest being lodged on the protest form provided by the Authority. Alternatively, if the Authority does not provide a protest form, a written protest on plain paper shall be acceptable. Where a protest is lodged, the result of the event shall be withheld until the protest is decided. If a protest is upheld, placings and trophies (where relevant or required) shall be varied according to the amended result. The result of the protest shall be noted on the back of the event result card or result records and also on the protest form. Protest Adjudication The conditions relating to the adjudication of protests shall be: (a) Immediately after the correct lodgement of a protest, the Referee or the Sectional Referee may either adjudicate on the protest, as provided for in this clause 14.3, or refer the matter directly to the Competition Appeals Committee Convener for consideration. (b) Where the Referee or the Sectional Referee considers (in their absolute discretion) that a protest is frivolous, or not of a serious nature, they may choose not to accept the protest. (c) The assistance of video or other electronic aids may be used to consider protests. However, the onus is on the protestor to provide proof of authenticity, and any viewing mechanisms, within 15 minutes of the protest being lodged with the referee. (d) Where the Referee or Sectional Referee accepts the protest, they will adjudicate on the protest in such manner as they see fit having regard to the interests of the competitor making the protest, all other competitors and all officials in the event and also the conduct of the event itself. (e) Where the Referee or Sectional Referee refuses to accept a protest or dismisses a protest, the decision may be appealed by the competitor to the Competition Appeals Committee. Such an appeal must be lodged with the Appeals Committee Convenor in writing within 15 minutes of the Referee or Sectional Referee advising the competitor of their decision. Competition Appeal Committee (a) The Competition Appeals Committee will deal with all protests referred to it by the Referee or Sectional Referee under Clause (a) and all appeals by competitors under Clause (d). (b) In considering protests and appeals, the Competition Appeals Committee shall allow all relevant Parties the opportunity to state their respective case and bring forward any relevant evidence to the Competition Appeals Committee. The Competition Appeals Committee will determine in its discretion who is a relevant Party for the purposes of this paragraph. (c) The assistance of video or other electronic aids may be used to consider appeals. However the onus is on the protestor to provide proof of authenticity, and any viewing mechanisms within 15 minutes of the appeal being lodged. (d) The Competition Appeals Committee shall consider the protest or appeal and make a decision. It may uphold or dismiss a protest or appeal. The Competition Appeals Committee may, in exceptional circumstances, consider whether the breach was material to the outcome of an event when making its decision to uphold or dismiss an appeal. (e) The Competition Appeals Committee will advise the competitor and relevant parties of its decision and of any penalty (if relevant or appropriate) imposed. Reasons for this decision may or may not be provided. Note: If an appeal is upheld any appeal fee paid shall be returned. (f) The decision of the Competition Appeals Committee is final and there is no right of appeal against that decision. (g) The Competition Appeals Committee may refer serious breaches of any SLSWA rule or regulation (including any supplementary regulations) to SLSWA Management for further inquiry. D7 TEAM ENTRIES AND CHANGES Team changes/deleting competitors/adding an event for an existing competitor can be done on Carnival Manager until 11pm Tuesday 20 March The composition of teams will be taken as they are entered. Please ensure that Team Managers have a copy of their entries. If there is any entry dispute, the Team Manager will need to provide these as evidence. By preregistering the teams, this saves time at marshalling and also enables accurate results. If you are unsure of the make-up of your teams, you can submit a team sheet at marshalling for that event however understand that this could slow down marshalling for that event and therefore slow down the program for that arena. 11

12 If the composition of a team is different from that entered, then a new team sheet will need to be presented at marshalling. Subsequent changes are allowable as per the rules and must be accompanied by a new team sheet. Any alterations or changes to teams will require a new team entry sheet to be lodged with the area Marshall prior to the new team being permitted to start in the next round. Team sheets are located at the end of this document (Appendix B). Combined club teams may be entered in accordance with the SLSWA Combined Club Teams Policy. D8 SUBSTITUTION OF COMPETITORS In individual events there can be no substitution. Members shall compete in heats as drawn. Surf Belt events are regarded as individual events (assisted by handlers) and there shall be no substitution of the Beltman. In events where two or more persons comprise a team, substitution of up to and including all team members is permitted providing: (i) (ii) (iii) (iv) (v) Members to be substituted in each team must be suitably qualified members of their club. Such club members must have already been registered as a competitor prior to the commencement of the championships (ie. cannot be a late entry). This is to ensure the competitor is eligible to compete with a current and proficient award relevant to their age group and patrol hours relevant to their membership category. A competitor may be entered for more than one team in the same event provided that if the competitor competes in a round for one of the teams then that competitor is precluded from participating in any other team in that event at the same competition (except Handlers). Any members of a team may be substituted into or out of any rounds of that event. In the event of a substitution the Marshall shall make a record of the names of all competing team members. Any competitor who competes in one team in an event or is disqualified in that event cannot compete or be substituted into another team in the same event at the same competition. Note: Members are reminded that they must compete under their own name and are not permitted to compete in the same event in different Teams. D9 REPLACEMENT OF GEAR BOAT AND CRAFT EVENTS Sections 5.2.4(c), 6.1(e), 8.2.1(c), 8.4.1(e), 8.5.1(f), 8.6.1(d) and 8.7.1(d) of the 35th Edition of SLSA Surf Sports Manual refers to the replacement of gear including boats, oars, skis, paddles, boards or other equipment during a race. Competitors are reminded that if replacement gear is to be utilised, it is the responsibility of the competitor/ team/ crew to ensure that any damaged equipment left in the competition arena does not impede the progress of another competitor/ team/ crew involved in the race. Any equipment utilised as replacement gear is subject to scrutineering. D10 PRESENTATION OF MEDALLIONS/TROPHIES Championship medallions in gold, silver and bronze will be awarded to the first three (3) individual/team place getters in each event. Team Managers must ensure that, where a competitor is required for a medal presentation and need to be in the competition arena for another event, they inform the relevant section arena marshal so that the event is delayed where appropriate while the presentation takes place, otherwise the event will go ahead without the competitor. If any athlete is required to report for another event before or during presentations, it is the clubs responsibility to send a proxy to marshalling. That event will be delayed until the presentation is completed and the area announcers will then coordinate the presentation. Please ensure that all three place getters are at the presentation area at this time in order to receive their medal. COMPETITORS NOTE: Your stand-in/proxy must remain until you return to the competition arena. Competitors will not be permitted to receive their medal unless appropriately dressed. Competitors must present themselves with Club Competition Cap and costumes only, however Club and sponsor t-shirts and rash vests are permitted for sun protection. Every attempt will be made to ensure presentations of medals are conducted as efficiently as possible, so please ensure you are appropriately dressed and present yourself for presentation immediately concluding your event. As each final result of an event is confirmed, a Presentation Steward from that arena will gather the medallists for presentations and take them, along with the results sheet, to their designated dais for their medal presentation. 12

13 In the event of a medal winner not reporting to the dais, the presentation will proceed. The missing medallist will be able to collect their medal from the appropriate presentation area any time during the day, however no additional presentations will be made. Please note there will not be a presentation for a single medallist. The presentations for the State Trophies and Surf Champions Banner will take place at the conclusion of the last event. The Bernie Kelly Medal process has changed, see Section G. A full copy of the State Championship results will be available on the web, on the Wednesday after the Championships completion. D11 THEFT Any person/s found stealing signage or any equipment owned by Surf Life Saving WA or associated sponsors will be immediately reported to the local Police and that person/s will be brought before the SLSWA Judiciary Committee. NOTE: Automatic disqualification from all Championship events will occur if any member is found guilty of theft. D12 BEACH LAYOUT & ACCESS Every effort will be made at these Championships to provide for a fair arena for all competitors and teams. If conditions are deemed unfair the Carnival Committee may relocate the arena. The Championships beach layout can be downloaded from the SLSWA Website by the end of February. ACCESS TO BEACH No unauthorised vehicles will be permitted on Scarborough Beach under City of Stirling regulations. ACCESS TO COMPETITION ARENA The only people permitted in the competition arena are: (a) Active competition Officials (b) Active competitors (those in the marshalling area or in events) (c) Competitor stand-ins/proxies (these people must be wearing the competitors club cap in the marshalling area and competition arena for identification) (d) Team manager (one per club - must present a SLSWA team manager s pass) (e) SLSWA approved photographers The Referee or Sectional Referee has the right to evict any person/s from the arena if the above access requirements are breached. Any person/s that breaches the above access requirement may be subject to disciplinary action. D13 PARKING Parking is as per the City of Stirling s regulations. Please follow instructions provided by the parking marshals. NOTE: The City of Stirling will be enforcing the parking restrictions throughout the weekend. Please abide by all regulations. D14 GEAR TRAILERS AND CRAFT STORAGE Gear Trailers are not permitted on the beach. One trailer per club can be parked on the areas outlined on the event map. No cars are permitted to park in this area. No surf craft is permitted to be left unattended on the beach. No surfboat trailers will be permitted on the beach. A more comprehensive gear storage plan will be released by the end of February. Note: No responsibility will be taken for craft left unattended. D15 SECURITY There will be limited security on Friday and Saturday evenings. No responsibility will be taken for theft/damage of gear that is left unattended. Leave gear at your own risk. D16 CLUB TENTS AND SPECTATOR VIEWING Clubs tents are to be erected in the designated tent areas. There is no draw for tent positions. All spectators and competitors are also requested to utilise all rubbish bins made available to ensure the beach remains tidy at all times and is left in pristine condition. Take out what you bring in. D17 SCRUTINEERING Team Managers and competitors are strongly advised to ensure that their skis and boards, reels, surf lines and surf boats strictly comply with the SLSA Surf Craft/Surf Boat Compliancy Program as applicable, before participating in any State Championship event. All boards and skis must carry the current 2015/16 scrutineering sticker. Scrutineering stickers are available from Chris Inglis at SLSWA upon request or can be collected at the State Championships briefing (see section D22). Officials will do random spot checks on the line at marshalling. 13

14 D18 MARSHALLING It is the competitor s responsibility to report to marshalling within required timeframes, be ready to compete and to present themselves with their equipment and competition attire when called. Failure to comply with directions of the Marshall may render competitors liable for disqualification. The announcing team will announce marshalling is open in an arena for a particular event. Competitors are then required to be in the vicinity of each separate marshalling area as relevant when the call for starters is made by the marshal. Refer to section D7 with regards to marshalling for Team Events. Any changes after the initial marshalling call must be communicated to the Marshall using a revised team sheet. Any competitors warming up after the start of the first heat must not interfere in any way with the conduct of any aspect of the competition. D19 EVENT TIME LIMITS All water events will be subject to a time limit. Such a time limit shall be advised to competitors prior to the commencement of the event. In craft relay, taplin relay and board rescue events where the winning team is across the finish line, any other teams with members yet to enter the water may be withdrawn from the event. In board rescue heats, once the first three place getters have been confirmed, any teams still on the water may be directed to paddle to the side of the course and return to the beach. In ironperson races, once the winner is across the finish line then any other competitor yet to enter the water for the final leg may be withdrawn from the event. In surf races, a time limit will be announced on the day and any competitor exceeding that limit may be picked up by the duty boat and withdrawn from the event. Where practicable, disqualifications due to the time limit being exceeded shall be advised to the competitor by the Referee, Sectional Referee or the Course Judge-in-Boat. D20 JEWELLERY The removal of all jewellery and other body adornments will be in accordance with the rules. The arena referee will have authority in ruling on this. D21 ADMINISTRATION CENTRE The SunSmart Sound tent will be the primary administration centre for officials, photography register, results announcements, lost property and other administrative duties. Please refer to the Championships event layout map. D22 CLUB TEAM MANAGERS AND COMPETITION OFFICIALS BRIEFING A Team Managers and Competition Officials On-Site Briefing will be held at 6.30am Saturday 24 March 2018, in the Scarborough amphitheatre. D23 COMPETITOR IDENTIFICATION Competitors will be allocated a registration number once entries have closed and these will be sent to clubs prior to the weekend. All competitors must have their registration number identified clearly on their upper arm or hands. For team events where a club has more than one team in the same heat/ final, distinguishing letters marked on the upper arm will be permitted. PART E: HEALTH AND FITNESS SLSA MEMBERS HEALTH (a) Competitors and officials should realise the importance of fitness to undertake their respective activities and should seek expert advice on all aspects of their health before participating. (b) Competitors and/or officials who suffer illness or injury should seek medical advice prior to participating or continuing with their activity. (c) In addition SLSWA may, at its sole discretion, require a competitor and/or official to be assessed for physical and/or psychological fitness to participate to ensure that that an unfit competitor and/or official and/or SLSWA is not placed at risk. (d) Members also have responsibilities under the SLSA Anti-Doping Policies. Members have a duty to avoid all prohibited substances and prohibited methods and should be aware of the Policy if medication is required. If appropriate, advice should be obtained from medical practitioners, pharmacists, the Australian Sports Anti- Doping Authority. 14

15 PART F: COMMERCIAL AND OTHER IDENTIFICATION ON APPAREL AND EQUIPMENT The Chief Executive Officer or his representative, Carnival Referee and Sectional Referees, reserve the right to enforce the following from the SLSA Sponsorship Policy at the 2018 SunSmart WA Surf Life Saving Championships, Senior. No competitor, handler and/or Club is permitted to have any sign writing, logos or corporate ID on either clothing, competition apparel, gear, equipment or on the person in the competition arena (including marshalling and presentation areas) which is deemed not in good taste. (a) (b) (c) (d) As outlined in the High Visibility Lycra Vests for SLSWA Competitions Circular, fluro pink or yellow lycra vests are a mandatory requirement for competitors in water-based events. No competitor will be permitted to participate in water-based events without wearing a vest. If wetsuits or other rash vests are worn by the competitors, the high visibility pink lycra vest must be worn as the top layer of clothing. CRAFT & EQUIPMENT BOARDS The front deck of boards will be the event sponsors signage area where a 33cm X 33cm (approx.) decal, etc, may be placed and the remainder of the surface area will be the owners. SKIS The front deck of skis will be the event sponsors signage area where a 33cm X 33cm (approx.) decal, etc, may be placed and the remainder of the surface area will be the owners. SURF BOATS A space 150cm X 30cm above the waterline on both sides of the boat. If the designated spaces are not available or practical due to existing signage, then the naming rights/event sponsors signage will be placed on any suitable alternative spaces. UNIFORMS FULL COSTUMES In this context, means women s costumes or R&R and March Past costumes. A club can display its own sponsors signage, once only, in a space not exceeding 15cm X 15cm. MARCH PAST BANNERS Club sponsors can be shown once only on the banner in an area not exceeding 25cm X 25cm. PART G: WA SURF LIFESAVING CHAMPIONSHIPS TROPHIES Surf Champions Banner Total Aggregate Presented to the Club with the highest total pointscore overall at the 2018 SunSmart WA Surf Life Saving Championships. State Championships Handicap Banner Presented to the Club with the highest total handicap pointscore overall at the 2018 SunSmart WA Surf Life Saving Championships, based on handicap derived from an aggregate of the past three years overall pointscore. Glowrey Trophy Open Events Aggregate Points (Named after JH Glowrey who was a donor and owner of the Palace Hotel until 1921) Presented to the Club with the highest pointscore calculated from Open events at the 2018 SunSmart WA Surf Life Saving Championships. Caris Bros Trophy Open, Under 23 and Under 21 Total Points (Caris Brothers were jewellers in central Perth) Presented to the Club with the highest total pointscore for Open, Reserve, Over 24, Under 23 and Under 21 events combined at the 2018 SunSmart WA Surf Life Saving Championships. A.D. Scott Cup Under 19 and Under U17 Total Points (Donated by A.D Scott) Presented to the Club with the highest pointscore calculated from Under 19 and Under 17 events at the 2018 SunSmart WA Surf Life Saving Championships. 15
