1 Pro Tem Town of Wrightsville Beach Press Release September 17, 2018 Re-Entry Plan into the Town of Wrightsville Beach Beginning on Tuesday, September 18 th at 7 am, re-entry into the Town will begin. Below are instructions and the process for re-entry along with other pertinent information. This process will be in effect until further notice. Please go to to access this press release, the temporary contractor registration form, and the employee registration form, and other pertinent forms. Only the following groups will be allowed back on the island on Tuesday, September 18 th at 7 am Only residents that have a tax decal (re-entry decal) posted on their windshield. Property owners that do not have a tax decal must first go to the west side of the Northeast Branch Library located at 1241 Military Cut-off Road, Wilmington. At this location, you will have to purchase a tax decal to re-enter the island. You must bring some proof of residency to the Library such as a driver s license with a Wrightsville Beach address, a water bill, utility bill, a tax bill or passport to prove that you are a property owner. (bring multiple proofs of residency if possible). The cost of the re-entry pass is $30. Please bring exact change. This decal will allow you to enter the island. This center will only be open from 7am to 5pm. No passes will be sold after this until the following day. See attached form.
2 Business owners will be allowed back but you will need to have a pass to reenter. If businesses need employees to return for assistance, the business owner will need to come to the Town Hall and fill out a re-entry form. This form would include: o The name and owner of the business o The contact information and address for the business o The name of the employee returning (Employee will need to bring ID) This form will be located on the front page of the Town s website at (type into browser bar). Town Hall will be open from 7am to 5pm Caretakers with a pass will be allowed back on the island. If the caretaker does not have a pass, the property owner will have to give the caretaker a letter that gives permission for that individual to inspect the property. The caretaker must first go to the west side of the Northeast Branch Library located at 1241 Military Cut-off Road, Wilmington to fill out a form and receive verification. This center will only be open from 7am to 5pm. No passes will be given after this until the following day. See attached form. The following groups will be allowed back on the island on Tuesday, September 18 th at noon Those contractors working under the direction of a property owner for temporary emergency repairs will be able to enter the island at noon on September 18th. Residents that need to have a contractor, roofer, electrician, insurance adjuster or others for temporary assistance must go to the Wrightsville Beach Town Hall in person and sign those contractors in. This form will be located on the front page of the Town s website at and attached (type into browser bar). The Town will need the following information filled out on the form: o Property information where the work will be performed o Type of work to be performed o Company Name o Name of all employees and their phone numbers o Make, Model and Tag number of all vehicles o Note: This process is only for emergency repairs and initial clean-up only. All permanent repairs or work must follow the normal Town permitting process at a later date. Contractors not signed in at the Town Hall will not enter the island. These contractors must complete work by 7:30pm and leave the island by 8pm each day.
3 Town Hall will be open from 7am to 5pm Those with Wrightsville Beach Contractor Passes and Marina Passes. Individuals with these passes are only permitted to check on their properties to assess damage and to do temporary work to secure these locations. All other Groups The press, general public, vendors, and contractors will be notified when reentry will occur at some point following the previously listed groups. Mandatory Town wide Curfew in Effect A mandatory daily curfew from 8 pm to 6 am will be in effect until lifted by the Town for all residents, caretakers, and business owners, and other permitted to enter the island. Everyone must be located inside their homes or businesses. Police have been instructed to strictly enforce the curfew. Water, Sewer, Other Utilities, Roads and Other Information Currently, the water and sewer systems are under limited operation. A boil water advisory notice is in effect until further notice. Only use water as needed. It is important to conserve water to insure that the Town has sufficient firefighting capability and in order to allow the sewer system to catch up from all of the recent rains. Turn off all irrigation lines, dock water lines, and only flush toilets when absolutely necessary. Power to the island is only partially operational and full power may not be back onto the island for several days. It is very important that residents, business owners and others entering the island take precaution regarding exposed power lines and other downed utilities to prevent injury or death. Roads in the Town are mostly passable but be prepared to encounter limbs, shingles, nails and other debris.
4 Waters of the Atlantic Ocean and Surrounding Waters will be off limits to swimmers. Strong tides and floating debris The Town will not have life guards on duty and all emergency personnel will be focused on re-entry efforts.
