2 MEMO TO: All Victorian Masters Swimming Clubs FROM: MSV Board DATE: Tuesday 7 th June 2011 SUBJECT: Shortage of officials for pool events At the recent MSV Board Meeting, the Technical Director advised the meeting that there are not enough qualified officials regularly available for the Victorian pool events. This is now a serious issue for the organisation and action needs to be taken to attract people to volunteer for these positions. We need your (the Clubs) assistance in encouraging people to qualify for these technical positions. At the request of the Board, the Technical Director, John Marshall, provided data on which clubs our officials are associated with. The table below shows the distribution by club of our available pool deck officials. The numbers in the table clearly do not even vaguely correlate with the membership numbers of each of the clubs in MSV. Qualified Part qual Trainee Total (no club) VDC 1 1 VMV VNL 1 1 VSP Since the original data was presented at the board meeting, another of our qualified referees has retired so the total is now 9. Of the 9, one is semi retired, one is about to relocate interstate and another lives well out of Melbourne and consequently only officiates at a few meets so the core group is 6 rather than 9. Under MSA rules, there are 6 positions on pool deck which have to be covered by a qualified official for the meet to satisfy its sanction requirements i.e. for records to be certified and for times to be eligible for Top Ten etc. This is the minimum number of officials and is based on having one Inspector of Turns (IoT) at each end of the pool. We can theoretically have one IoT per lane at each end of the pool which means we could use up to 24 officials on deck for a meet at MSAC. In practical terms, 3 or 4 IoTs at each end is a reasonable balance between officials having too many lanes to cover and having too little to do which means 10 or 12 officials are needed per meet. Day 2 of the recent LDSC meet highlighted how tight the current position is. Only 4 of the fully qualified referees were available plus 2 of the partly qualified. Since the 2 partly qualified are accredited in some positions on pool deck we were just able to cover all 6 required positions. Rostering the bare minimum of officials is a risky situation because it leaves no scope if anybody falls ill for example or simply doesn t turn up on the day. One less official and the meet would have been reduced to a time trial. At first glance, having 6 trainees is a good position to be in however, day 2 of the LDSC again highlights how tight the numbers are. Only 2 of the trainees were available and one of those did the marshalling because none of the normal marshalling team, including trainees, were available. We were only able to cope with that shortage in marshalling because it was a long distance meet. If it had been a sprint meet, we would have had to have taken another official off pool deck and that still would have left us short in marshalling. All the preceding information serves only to highlight that we need more officials to be able to ensure we can cover meets adequately, let alone cater for the inevitable retirements. Where will they come from? Most likely from clubs, either swimmers who want to give something back to their sport or associates of swimmers who are interested in getting involved with the sport even though they don t participate themselves. Having a swimming background is an advantage to a swimming official but it is not mandatory. Some sports do have paid officials and many of them officiate regularly because it is a good supplement to their normal income. Masters Swimming is unlikely to be attractive to a professional official because it only offers maybe 8 or 10 opportunities to work per year and then with no regular or predictable pattern to it. Why would a potential professional official put in the amount of time required to train as a swimming official and be assessed as competent in each discipline when they can only work infrequently and irregularly? More common than paid officials, particularly with team sports, is that it is mandatory that each team or club has to provide an unpaid official as a condition of entry into a competition. ACTION: The Board is asking all clubs to submit ideas on finding more individuals to train as officials. Please send all thoughts on the matter to the office. Lists of willing candidates would be appreciated.

3 Coaching in Sri Lanka - Bruce Allender I had the opportunity for a volunteer coaching gig with the Swimming Coaches Association of Sri Lanka in May this year. This was a series of theory and practical workshops over a week, and followed on from the pioneering work in setting up the Association several years ago by Anita Killmier when she lived in Sri Lanka. In the intervening period the usual political changes have occurred, in common with sporting bodies around the world, and the mid level coaches at pools, schools and universities have struggled to maintain an effective level of coaching proficiency. Other factors are the prohibitive cost of bringing in top-level coaches to teach and only basic coaching standards and accreditation. But it did mean that the type of course MSA developed for their L1M Coach training was at about the right level of most of coaches, and stretched some of them. My presentations were a cut down version of the L1M - nowhere near as good as the specialist professionals we use, but hopefully managed to get the principles across (with a translator and lots of gesticulating). It helped that many of the coaches still remembered Anita with great admiration, which boosted my credibility. The workshop program was a work in progress, they did not really know what they wanted, and neither did I until on the ground - for example they suddenly asked for help with the rules and regulations of swimming. Apologies to John Marshall, because being but a trainee official in the Victorian system, I still endeavoured to sound like an authority (after quickly re-reading the FINA and MSA rules fortuitously on my USB stick). Hopefully they have no serious new bad habits, and I managed to correct a few. But that was also part of the pleasure of being there, the desire to learn across the whole swimming spectrum (drew the line at swimming pool maintenance). Coaches from all over the country attended the workshops, with up to 70 at some sessions. They really are starved of current information of swimming, so it was a pleasure to see their enthusiasm and hear their questions. The swimmers themselves were incredibly keen to learn and improve, but just did not know how. Translating the theory into practise remains one of the challenges, with the coaches telling the athletes to do things because they were told to themselves, but not really knowing why. There is now a strong interest in learning to swim especially after the tsunami and the realisation of how many folks cannot swim. AusSwim and ASCTA have been involved in programs already and in Colombo city there are increasing numbers of excellent pool facilities. It is a visit for someone else to get out into the countryside and coastal areas to coach the coaches and teachers there that is the best way to amplify the message and outcomes. And the best compliment at the end - Thankyou, you talked at a level we could understand.

5 Malvern Marlins This year we had 20 competitors at State Long Course Championships. Jan Jeffrey broke National records with her 100m and 200m Breast. and the State record for her 100m Free. Elana McNeil broke the State record in the 200m Fly and Michael Harding also achieved a State Record in the 100m Breast. We were second to Powerpoints overall. Our new club racing suits received lots of comments. Held over two weekends in May, LDSC attracted a small but hardy group of 7 Marlin endurance swimmers. Congratulations to Janette Dickey who broke the National Record in the 400 Fly by over 16 seconds and the State Record for 1500m Back. Pat Galvin and Michael Harding each broke the National Record for their age group in the 400m Breast. Our AGM was held on 28th March. Many thanks to the outgoing committee and welcome to Sharon Pretty, Beth Ashwood and Nicky Kerr who are returning to the committee after having a break. Following the AGM, long service awards were announced. Achieving 10 years of membership in 2011 are John Marshall, Eric Cirulis and Hilary Chatz and 20 year certificates were awarded to Michael O Flaherty, Wayne Woods and Trevor Skinner. A lively team of 20 Marlins headed west to Perth for the Masters National Swimming Championships in April. Seasoned campaigners and some new faces gave their all for our club, in and out of the water. Despite being unwell, Jan Jeffrey broke two National Records in the 200 IM. and 200 Back. Pat Galvin was chuffed to break his own National Record in the 200m Breast. by 5 seconds. (His younger female roommates must have given him wings!!) Nicky Kerr, Jan Jeffrey and George Corones (our 93 year old second claim member from Queensland) won every individual event they entered. Other multiple medal winners included Patrick Devine, Gerry Tucker, Brian Davis, Julia Burns and Joan Simpson. Joan also placed 3rd in the Open Water Swim. Marlins brought home 57 individual medals and 9 relay team medals altogether, well done! In this year s Swim Against Malaria, we raised over $270, by donating $5 each to swim 1500m. This money will go towards buying mosquito nets for children in malaria affected areas of the world. We celebrated the 21st Anniversary of the club at Georges in Camberwell on 21st May, with our annual Presentation Dinner. Julie Johnson was MC. Club Champions for 2010 were Jan Jeffrey and Pat Galvin, Best and Fairest was John Stanton, Most Improved was Mick Wilson and the Marlin Award went to Nicky Kerr. There were many other award winners, delicious meal and an entertaining slide show of club photos on the night! Thanks to Joan Simpson and the social committee for all the work they put in to make this, such a memorable night. Socially, we have also enjoyed a movie night to see Barneys Version. Congratulations to Michael Harding and his wife Sarah on the birth of their son Louis in April; a little brother for Isabella. Also to Sue Nevins on winning her age group at the King Island Imperial 20 ( i.e. 32 km) run on the Labour Day Long Weekend, Nicky Kerr for winning all 5 of the races she entered and her category of the Gatorade Triathlon series and Mick Wilson, who has just returned from Brazil, where he won the Pesadissimo Division of the 2011 Brazilian National Jiu Jitsu Championship.

6 Geelong Catfish We have had 5 of our squad swimmers regularly contesting the open water swims locally and one who travels further. John and Lynette enjoyed the evening Malvern Marlins meet despite goggle malfunctions and slow times. Lynette backed up and joined the other five Catfish women on the Sunday morning at Kardinia Pool for their Swim Classic. In its third year this is a meet for all ages with competitors ranging from 6 years old to 68. As there are relatively low numbers of Seniors entering, the age categories are wider than Masters Swimming but it was fun to line up with the youngsters encouraging them to respect their elders and give us a head start! (They didn t) At least we were used to a fast turn-around of events. Port Mussels squad had a number of Juniors and Seniors and we both tried to recruit for our clubs. Another local open water event is the Moorpanyal 1000, the largest free bay swim. It is a very friendly event with lots of spot prizes and often jelly fish to contend with. John always swims well and Lit and Lynette have become regulars at this event. Martin from the Western Alligators joined us this year in beautifully calm conditions. I only encountered 3 jelly fish but copped a nasty sting from the 2nd one. The Geelong Catfish have been out and about at meets in their new t-shirts and are hoping their new website will go live soon. Casey Seals The Casey Seals are once again preparing for the 24 Hour Mega Swim. We will be participating at the inaugural event at the Casey Arc on July 16th and 17th. The last 24 hour mega swim we participated in the club raised $4, for MS, with Michael Taylor our biggest contributor raising $1, Well done Mike. Anyone wishing to support the Seals in this event can donate at www. megaswim.com Talking about events at the Casey Arc the Seals are also preparing for the annual Seals Splash. As some of you may recall, last year we had to cancel our Seals Splash due to a lack of entries, so we do hope you all keep this date free in your diaries and support us this year. The program can be found at the back of this newsletter or can be downloaded from the Masters Swimming Victoria website. The Seals had a good turnout at the State Short Course long distance meet, with Ebony Ebenwaldner setting nationals records in the 400m and 800m Backstroke and Sarah Byron setting a new state record for the 800m IM. We also had almost every seal do a P.B s (of course including the swimmers who hadn t swum the event before). For those who were at the State SCLD event you would have seen the new Seals uniforms. Our new club bathers have now been complimented with new Club Caps, T-Shirts, Deck Shirts and Towels. The club would like to congratulate Nicole Berry and her partner Chris on their recent engagement. We wish them all the best in the lead up to their nuptials we also wish them well in their house hunting. Finally, the club would like to congratulate Sonia Halsvik, Raelene Warren and Megan Gooey on their outstanding performances at the National Championships. 7 Surrey Park Seahorses Surrey Park Seahorses held their Annual Swimathon in May this year and once again swimmers raised funds for Down Syndrome Swimming Victoria. The Swimathon ran from Friday 1st April to Sunday 3rd April and 15 Surrey Park Swimmers competed during the Swimathon. Swimmers completed 37 events and swam a total of 72,450m. Somewhat short of the usual 100,000m plus of recent years perhaps due to the absence of a few Surrey Park swimmers who were unable to compete due to injury or absence overseas. Tom Fanning, with 5 swims, topped the table with over 10km swum, followed by Cassie Williams-Hill with just over 8km. Ian Betts swam just shy of 7.5km, Martin Haagen 6.75km and Darryl Flukes swam just over 6.5km. Amanda Kozik with the Seahorse banner A total of $ was raised for Down Syndrome Swimming Victoria. The Aggregate competition is again being hotly contested by Seahorse members with Ian Bett in the lead with 125, Mark Taylor second with 103 and Martin Haagen third with 83 and 19 Seahorses are working their way through the Aerobic program. There is still plenty of time for members to make their presence felt in both these competitions. Surrey Park Seahorses will celebrate their 20th Birthday this year and plans are already in the pipeline for a grand celebration to be held in October. The committee is hoping to locate all past Seahorse members to help us celebrate this important milestone. Gippsland Flippers With State Long Course and Nationals in Perth been and gone, we are happy to say we had swimmers in each. Peter Wilson made the Top 5 in 3 events in Perth, joining Powerpoints as a second claim member to secure Silver and Bronze in two relays. Sue Graham, Don Coupe and Peter Wilson all came home with medals from Long Course. It seems refurbishment of change facilities is the go this year, with our local Latrobe Council presently doing their delayed Summer maintenance at both Morwell and Newborough pool change rooms, making us walk down chilly and draughty corridors to access temporary change rooms in the interim brrrr! We are just putting the finishing touches to our proposed inaugural Interclub with a program completely rehashed following the unavoidable cancellation last year. The date has been established as Saturday 12th November, 2011 at Warragul 25m 8 lane pool. The swim calendar shows it as a Pairs Meet, which it is not!, although it has two events which will require a Pair of swimmers doing a 2x50m relay. All of these proposals are subject to approval by the Swim Meet Committee. We hope to have the program out and into circulation in a week or two, and would welcome any constructive criticism you may have to offer. Please forward your ideas to Sue Graham on or Don Coupe on
