2 NOTE: Please refer to the QVDA Handbook for additional information regarding the Constitution, Bylaws and Policies. GENERAL INFORMATION ATHLETE ELIGIBILITY AND TEAM REGISTRATION: 1. Team registration will be according to the SHSAA Constitution and Bylaws. All senior teams (grade 10-12) are to be registered on the SHSAA website. All junior teams (grade 6-9) are to have team fees paid to the SHSAA. 2. All teams are expected to carry a copy of their eligibility form (E5) with them. CODE OF ETHICS: 1. All students, teachers, coaches, supervisors, officials and any other persons involved in activities sponsored or organized by the Association or its Members shall abide by the Code of Ethics of the SHSAA. 2. It is the responsibility of Members to make their best efforts to ensure that coaches, supervisors, teachers and students maintain a high standard of behavior. 3. Breaches of the Code of Ethics shall be immediately reported in writing to the QVDA president. It is the responsibility of each Member to encourage participants to report such breaches. 4. The use of alcohol, tobacco or any other drug is not allowed by any student during any activity sponsored by the QVDA or its Members. 5. The use of any non-prescription or prescription drug by students shall be allowed only if authorized and supervised by a qualified medical practitioner. OBSERVANCE OF BYLAWS AND RULES 1. No team shall participate in any match if the other team has been suspended or if a suspended player or coach participates in the game. PROTEST OF RULINGS MADE BY OFFICIALS 1. The decisions of officials shall be followed by all participants. 2. The commissioner shall organize a protest committee to deal with any protests during the district championship. The committee shall consist of a: a. commissioner b. head official c. QVDA executive member (if possible) Any protest regarding the decision of a commissioner or official at any interschool contest shall be made in writing to the protest committee with a copy sent to the QVDA president and to the official. a) Ejection of Player from a Contest 1. If a player is ejected from a contest by an official that player shall be suspended for the remainder of the contest during which the ejection took place, and shall be suspended from the next contest to be played by the student in that sport; 2. Such suspensions shall be automatic and do not require any notice to the team or player from the school, the Member, or the Association. 3. If a suspended player plays in a contest the suspended player s team shall forfeit the contest. QVDA Guidebook Page 1
3 b) Ejection of Coach from a Contest If a coach is ejected from a contest the incident shall be reported in writing by the official and by the host school to the QVDA Executive who shall investigate the matter to determine if there was a breach of the bylaws of the Association. BREACH OF BYLAWS a) Breach by Students or Teams 1. If any team or student violates any of the bylaws of the QVDA/SHSAA the incident shall be reported in writing to the QVDA president (Form E-9). 2. The QVDA executive shall: a) investigate the alleged breach and may speak with the students, teachers and coaches involved and any other party deemed advisable; and b) shall consult with the principal of the school or schools involved. b) Breach of Bylaws by Coaches or Supervisors If any coach or supervisor violates any of the bylaws of the QVDA/SHSAA, the incident shall be reported in writing to the QVDA president. COACHES AND SUPERVISORS 1. All teams which participate in QVDA activities shall be coached by an approved coach or supervisor who shall be: a) individuals who have a teaching contract with a Member, or b) individuals who have been approved as a coach and supervisor by the SHSAA. COMPETITIVE PROCEDURE RECOMMENDATIONS: The QVDA advocates that: 1. Acceptable behavior as related to the standard definitions of sportsmanship must be a priority of all persons who deal with students in any capacity. 2. Supervision of trips be strict, but friendly, so that students will agree to behave in a manner which brings honor to themselves, their school, the sport of volleyball, and to themselves. 3. Schools entering into athletic competitions do so in a host-guest relationship. 4. The host school appoints a person, preferable a teacher, to act as chief host. 5.The chief host and the visiting supervisor cooperate in planning the interschool visit to assure the best benefits for all. 4 SPECTATOR CONDUCT The SHSAA accepts the following as its policy regarding spectator conduct at all SHSAA Events. The guiding principle for all SHSAA activities is that all participants; players, coaches, game and minor officials alike deserve respect and consideration. Respect the players in the game. Fans must cheer showing their support for their team, not disrespect for their opponents. It will be unacceptable for fans to make noise of any kind during situations such as a foul shot in basketball or during the serve in volleyball. School supporters are asked not to applaud errors by opponents, nor heckle, jeer or distract members of the opposing team. Respect the officials. They are doing the best job that they can, and should not be criticized for the judgments that they make but applauded for the service they provide to high school sport. Refrain from taking food or drink into high school gymnasiums when posted. Fans must respect the property of the schools and the authority of the school officials. Refrain from using artificial noisemakers, drums or other musical instruments. The exception to this policy would be a school Pep Band under the direct supervision of authorized school personnel, with the understanding that nothing will be done to interfere with the performance of the opposing team. BE A SPORT - BLEND YOUR CHEERS FOR YOUR TEAM WITH APPLAUSE FOR YOUR OPPONENTS. OBSERVE THE LETTER AND SPIRIT OF THE RULES AND SHOW CONSIDERATION FOR OTHERS. Coaches and school administrators should make certain that the school team, as well as, any team followers taking part in a high school athletic event are made aware of these expectations QVDA Guidebook Page 3
5 COMMISSIONER S RESPONSIBILITIES PRE-DISTRICT PLANNING 1. Complete a bid to host form and submit to the QVDA president at the fall AGM. 2. Book your facility and arrange for any equipment, etc. that may be required. 3. The ASICS V5T-WL ball is the Official Ball. It is NOT provided for you. 4. Please contact your QVDA official s commissioner to notify him/her that you require officials for this playoff. The D.O.C. may consult with you regarding the availability of officials in your area. 5. The QVDA executive will pay the officials at the published rates. 6. Check with the Q.V.D.A. president to obtain a list of teams entered in your competition. a. Have personal contact, either through phone or with each team. b. Teams must be registered by the date designated by the QVDA executive. c. Teams withdrawing after the determined date will be subject to a $50 fine. 7. Determine with the QVDA president the schedule and format of the tournament. 8. Create the schedule and distribute tournament information to all schools. The schedule should be made to balance pools (where applicable) and allow for travel time of teams. 9. There must be 100% agreement by all representatives involved if there is any change of the original dates that were set at the annual meeting. 10. Arrange for all district medals / awards for the event. (Talk to QVDA president) 11. Arrange for staffing and supervision of the scheduled event including: a. Commissioner/acting commissioner for the tournament b. Gate Admission - (Minimum rates are found in the QVDA handbook.) c. Canteen both venues where applicable. d. Hosts/Hostesses e. Hallway Supervision f. Coaches / Officials room g. Dressing room assignments h. Janitorial services i. Team Accommodation (if necessary) 12. Organize all minor officials for the event. Conduct a clinic for all linesman and scorekeepers before the tournament. The more practical experience they receive the more confidence they will have when performing their jobs. a. Lines keepers b. Scoresheet workers c. Scoreclock/number workers 12. Organize for medical personnel, first aid supplies. Expenses for medical personnel should be agreed upon with the QVDA executive prior to the competition. 13. Form a tournament committee that will be in place to deal with on-site details that may arise during the competition. This committee should consist of at least the following: 1. Tournament commissioner, 2. QVDA representative or a school administrator, 3. Head official. These three people may add to their committee any others whom they feel may be deemed necessary in order to reach an informed decision. The committee may postpone any decision to seek further information or assistance from the QVDA executive council. QVDA Guidebook Page 4
6 Qu'Appelle Valley District Athletic Association Including all the schools within the boundaries of the Prairie Valley School Division #208. Independent schools that associated with the QVDA are as follows: NOEC, Cowessess, Muscowpetung, Okanese, Chief Paskwa, Peepeekisis, Payepot, Standing Buffalo, Kahkewistahaw, Kakisiwew, and Notre Dame College. COMPETITION RULES Junior- Grade 6-9 Under the age of 16 as of December 31 of the current school year. Net Heights Jr. Boys 2.24m Jr. Girls 2.l0m Sr. Boys 2.43 m Sr. Girls 2.24 m COMPETITION RESPONSIBILITIES 1. In the event of inclement weather see attached information sheet (Page 15) 2. Visiting team s package - schedules, dressing room keys, etc. 3. Provide scoresheets, line-up cards, scoreclock/numbers, game ball for each court. 4. Provide a court towel in case of spills. 5. Have a broom on each court for clean up. 6. Ensure a tournament commissioner/organizer is present for the duration of the tournament. 7. Officials meeting clarification of rules: jewelry, uniforms, warm up times, language. 8. Adhere as closely to the schedule as possible. 9. Have individual(s) assigned to hand out medals at the completion of the competition. 10. Have ice and plastic bags available for athletes 11. Spectators not allowed to be seated directly behind the serving areas. POST DISTRICT DUTIES Following the competition please complete the online report (See QVDA Commissioner Report Form) This report should include the following: 1.Names of the teams involved. (Team, Coach.) 2.Total results of all round robin and play-off games played and the standings, etc. 3. Names of all teams and placements. 4. Names, addresses, distance traveled and number of games officiated of all major officials. DO NOT PAY THE OFFICIALS. 5. Send 75% of all gate money to the QVDA president. Please DO NOT send cash in the mail. 6. List any teams of concern (no-shows, default, other behavior) 7. Include in your report any suggestions that you may have for future competitions. 7 VOLLEYBALL The commissioner will draw the pools for all district volleyball playoffs. If the host has one court districts will consist of a maximum of 6 teams. Playoffs: The Playoff Format Listed Below Will Be Used 2 Teams. Best Of 5 games.. 1 Match 3 Teams. Round Robin Tournament 4 Matches (Top 2 Teams in final. All games best of 3) 4 Teams Same as 3 Teams. 7 Matches 5 Teams. Same as 3 Teams. 11 Matches 6 Teams 2 Pools of 3 Teams....Top 2 Teams....9 Matches cross over (Gm #1. 3 rd in A vs 2 nd in B, Gm #2. 3 rd in B vs 2 nd in A) cross over (1 st in A vs winner #Gm1. 1st in B vs winner Gm #2) (Winners of each semi meet in the gold final) Winners play in final. All games are the best of 3. 7 Teams 2 Pools (One of 3, the other of 4) 12 Matches Playoff format is the same as 6 Team Tournament. 8 Teams 2 Pools of 4 teams 15 Matches Playoff format is the same as 6 Team Tournament. 10 Teams 2 Pools of 5 teams 15 Matches Playoffs 5 matches. (Game #1-3 rd in A vs 2 nd in B, Game #2-3 rd in B vs 2 nd in A) 1 st A vs winner game #1. 1 st B vs winner Game #2. Gold Final winners of each semi-final.all games are the best of Teams 2 Pools of 6 teams 30 Matches Playoffs 5 matches. Game #1-3 rd in A vs 2 nd in B, Game #2-3 rd in B vs 2 nd in A) 1 st A vs winner game #1. 1 st B vs winner Game #2. Gold Final winners of each semi-final.all games are the best of 3 Awards: a) Q.V.D.A. medals will be presented to members of the winning team. QVDA Guidebook Page 6
8 MISCELLANEOUS A. AWARDS: 1. QVDA Medals. There are 15 gold medals and 15 silver medals for the for the teams in the final. Should a team require extra medals they are available at cost from the QVDA president. 2. No other awards of any kind may be given at the QVDA championship. The QVDA is opposed to the naming of all stars or mvp s at the district championship. B. MEDICAL SERVICES: With the sport of volleyball having trained people in attendance to deal with first aid or any emergency is advisable but not always attainable. Local hospitals and medical personnel should be notified that the event is on, in order that they may be prepared for any emergency treatment, etc. Individuals supervising the event must know the emergency plan. A good supply of ice at each venue is highly recommended. A supply of tensors would also be beneficial to secure ice. C. PROGRAMS: Optional for the host. D. COMMISSIONERS SUGGESTIONS 1. MINOR OFFICIALS: ***a) Training of the minor officials is imperative (scoresheet/lines/gate/clock) b) Post a schedule for all workers/officials. c) Playoffs use your best student officials or volunteer off duty officials. 2. SCORE SHEETS / WALL CHARTS: Post results immediately after each match. 3. GATE COLLECTIONS: Manned by S.L.C. members with adult supervision. 4. CHANGE ROOMS: a) Schedule posted if not one room per team. b) Security person with one key. 5. COACHES / OFFICIALS ROOM: Should be supplied with the following: a) Coffee / Juice / Water / Snacks E. FINANCIAL INFORMATION a) An admission charge must be collected at all Q.V.D.A. sponsored competitions according to the following rates. (These rates are the minimum to be charged.) ADULT..$5.00 STUDENT (Grade 7-12) $3.00 CHILDREN..FREE IF ADMISSIONS ARE NOT CHARGED, OR REMITTED, ALL TOURNAMENT EXPENSES WILL BE THE RESPONSIBILITY OF THE HOST. b) In all Q.V.D.A. sponsored games and/or tournaments the gross gate will be divided as follows: Q.V.D.A 75% HOST 25% QVDA Guidebook Page 7
9 SHSAA VOLLEYBALL COMPETITION RULES 1. RULES: The current Volleyball Canada rules will apply with the following SHSAA amendments and special rulings: a) A maximum of 15 players may be dressed for any match and 12 of these players must be recorded on the score sheet. Additional team members may be exchanged for those on previous score sheets, as long as no more than 12 take part in any given game of any match. b) Six players shall be on the floor to play at all times. c) The provision for a libero player WILL be used for district play. d) SUBSTITUTIONS: Each team shall be allowed a maximum of twelve (12) substitutions in any one set. 1) There is no limit to the number of times a player may leave or re-enter the set as long as the maximum number of 12 substitutions is adhered to and as long as they leave or reenter for the same player. 2) Once you have a designated partner, that is the only player that you may leave or re-enter that set for (this may change between sets). 3) These substitutions may occur at any point in the set. 4) All other substitution rules must be followed. e) RALLY SCORING will be used for high school play with the exception that the third set of a best of 3 match is to be played to 25. 1) A team must win by two points. 2) There is no point cap. 3) There is a coin toss prior to the third set to determine service and side, as this is a tiebreaker set. 4) Teams WILL change sides in a third set to 25 points. The teams change sides when one team reaches 15 points. f) Warm-up Procedure: 1) Prior to each teams first game of the day the warm-up period will consist of: i) Five minutes general warm-up with both teams on the court ii) iii) Five minutes for Team A at the net. Five minutes for Team B at the net. 2) The procedure listed above will be followed for the entire tournament if time permits. Should the tournament run behind schedule the following warm-up procedure would be used until such time as the tournament is back on schedule. i) General warm-up by both teams conducted off court. ii) iii) Three minutes for Team A at the net. Three minutes for Team B at the net. Note: Using the gym clock to time each segment of the warm-up is recommended. QVDA Guidebook Page 8
10 2. UNIFORMS: a) All players must appear in similar uniform, clean and presentable, and of the same colour. Numbers must be worn on the front and back of the uniform, according to the rules. b) For all interschool volleyball games the on-court officials are instructed to penalize teams that change from their warm-up tops to their team uniforms at courtside by issuing a yellow card (loss of serve or point) to the offending team. c) The ASICS V5T-WL ball is the Official Ball for all playoffs. 3. TOURNAMENT PROCEDURES: a) Each match (round-robin and playoff round) will consist of the best two of three games. b) Placing at the end of the round robin will be determined as follows: 1) The first criteria is by matches won for best of three. Sets won for 2 game matches. 2) In the case of a tie for any position, the tie-breaking procedure will be that outlined in the current VC rules. c) The schedule should be adhered to as best as possible. Note warm up rules listed above. Games should not go ahead of schedule to ensure fan attendance. d) When two or more adjacent courts are being used, the matches must begin simultaneously to avoid warm-up interference with a match in progress. ARTICLE XI -GUIDELINES FOR COMMISSIONERS Section 1- It is suggested that the QVDA competitive Divisions may consist of the same organizations as indicated in the QVDA Constitution. Section 2- Whenever possible, district play-offs should be held on Saturdays. Section 3- Sites will be selected by a bid-to-host at the QVDA Sept. Annual Meeting. QVDA Guidebook Page 9

14 Qu APPELLE VALLEY DISTRICT ATHLETICS INCLEMENT WEATHER As volleyball playoffs approach, it is important to remember the winter months in Saskatchewan can bring about some tricky weather which will make travel difficult for school teams. The QVDA would like to remind ALL District Host Commissioners to pay careful attention to the weather. In a case of inclement weather where a district playoff may need to be suspended or cancelled, please keep the following points in mind: o Common-sense, good judgment, and safety of students should guide all decisions regarding district playoffs. o Address potential inclement weather situations as early as possible with all teams/coaches involved. When considering timelines for canceling or suspending the playoff, be aware of the team that has the furthest distance to travel. o The QVDA Executive should be consulted regarding any issues arising from inclement weather.
