18 FA C I L I T Y C O N D I T I O N Facility Condition Index (FCI): A numeric score between 0 and 1 which represents the cost of replacing building systems and components that will wear out over the next 25 years divided by the cost of total building replacement; 0 = new condition and = worst possible condition. Educational Adequacy Factor (EAF): An assessment that rates the various elements of a school building and school site for how well, or how poorly, they support the desired educational programs. For the EAF, = perfect score and = worst possible score. Total Condition Index (TCI): FCI x EAF. For this index, 0 = perfect score and = worst possible score. Allows us to compare facilities in the division against each other, considering both the relative condition of the facilities and the relative adequacy of a facility to support the desired educational program.
