4 Travel Plan Aims and Objectives The overall aim of this school travel plan is to ensure that pupils, parents and staff who are currently at The Federation of Bursledon s, and who will attend in the future, are able to make informed decisions about their travel to and from school. Through the travel plan it is hoped the school community will be able to continue to choose more sustainable modes of travel. Aims To sustain, and where possible, encourage a greater use of more sustainable modes of travel for journeys to and from school, and therefore reduce the impact of travel to school on the local community To continue to increase awareness of the importance of safe travel to and from school. To continue to raise travel awareness amongst the whole school community and integrate sustainable school travel within the Curriculum and school ethos. To continue to promote and enable sustainable travel for staff and visitors. Objectives To continue to encourage and enable more children and parents to walk to and from school safely To continue to ensure that Road Safety education including travel issues pertaining specifically to Bursledon is provided to all to ensure safer journeys to and from school To ensure parents and pupils feel safer walking or scooting to school, liaising with Parish, Borough and County Councils and other users of Long Lane, as appropriate To raise awareness of the benefits of leaving the car at home, and the alternatives, amongst children and parents. To continue promote and enable alternatives to the car and reduce car use (for staff and visitors). Where appropriate, encourage car sharing between parents of the school 4

6 Achievements since the Original Travel Plan Since the original 2002 Travel Plan, the following changes have been implemented: a safety zone was established outside the two schools; a speed limit of 30 mph was set up along Long Lane, Road and throughout Old Bursledon; two pedestrian crossing points have been established across the A27 at the junction with Long Lane and near the junction with Church Lane. a Crossing Patrol Officer (SCPO) was provided at the junction of Long Lane and Lane in addition to the two SCPOs in Lowford (to cross Portsmouth Road and Lane); drainage improvements were made to areas that were previously prone to flooding in Lowford and Church Lane; there has been sporadic improvement in the clearing of footways (leaves and dog mess); extra grit bins have been provided between the two schools and at the top of The Grove before and after school clubs now operate from the Federation Site cycle storage for 10 bikes and scooter storage for 36 scooters has been provided on site improvements at the Infant have seen the entrance widened and improved a covered waiting area has been provided at the Infant to encourage walking and waiting by parents crossing improvements on Bridge Road with a traffic island installed near Dodwell Lane An electronic barrier has now been installed across the entrance to the school car park to keep unwanted cars out and to improve safety for pedestrians gate times have been changed to improve flow of pedestrians in and out a Park and Stride has been set up from the Lowford Community Centre to allow those who have to drive to park away from school and walk the last seven minutes resurfacing of The Grove and an improvement to the lighting was achieved with the help of EBC and Living Streets The Windmill Centre has closed reducing the amount of traffic driving to the site from surrounding villages and parking in Long Lane an independent pre school has opened on the Federation site and has two allocated parking spaces for staff, and parents are encouraged to walk to the site The Federation participates in Walk to Week, Living Streets WOW (which gives badges for those who walk regularly), and Modeshift STARS, achieving Bronze level accreditation in 2015/2016 6

7 The recent school census data (HCC Children s Services) shows that 74.6% of children at the junior school and 72.6% at the infant school walk to school. This is at a 5 year high and is due, in the main, to the work the Federation has been putting in with the children and their parents. Bursledon s Pupils The 2017 census data for the pupil numbers at the Bursledon schools can be found in detail in the table below. The Junior currently has nine single age classes with three classes in Year 3, two classes in Year 4, two classes in Year 5, and two in Year 6. The Junior school is therefore currently running under capacity by 131 pupils. SEND (Special Educational Needs) & EHCP (Education Healthcare Plans) Children The Federation employs a Special Educational Needs and Disabilities Co-ordinator (to cater for SEND Children at the school). Currently there are 42 children at the Infant with SEND and 27 children at the Junior with SEND, but this has little bearing on their travel to school. 8 The Day The typical Infant day is between 08:55 and 15:00 with staff often on site from 07:30. The offices are also open between 08:00 and 16:30 Monday to Friday. The Junior day starts ten minutes earlier and finishes 10 minutes later than the Infant to offset the influx of pupils to the school site at peak times. The Junior day is therefore typically 08:45 to 15:10. The Extended Day Breakfast club: Breakfast club starts at 7.45am in the Junior and is situated in the hall. It is run by school staff. The children are looked after until the schools start, and any children from the Infant are walked back to the Infants by helpers in hi viz vests. The children are offered breakfast consisting of fruit juice or milk or water, toast and / or cereals and afterwards the children can socialise with friends and play together until the schools start. This facility is available for each child at 4 per day. Extracurricular activities such as Football and Dance are available each term held in the Junior hall. This means that typically pupils can be on-site at the Junior from 07.45am for breakfast club until 16:20pm when clubs end. After- clubs The after school club is run by a separate outside firm called Creative Kidz held for children of both schools in the Infant Hall. The cost is per session from close of schools until latest. Children have to be registered with the club, spaces have to be booked in advance, but occasional ad hoc use is sometimes available, as long as children are already registered. Educational Visits Both the Infant and Junior school have regular educational trips throughout the school year. Each year group typically goes on three trips. Trips are timed wherever possible to pick up after school drop off and to return before school pick up times. The coach for school visits parks outside the school in the lay by to pick up and drop off children, and the coach follows the voluntary one way system from Portsmouth Road, up Lane and turns left into Long Lane to access the school. If the coach is returning at the end of the day and parents or members of the public or delivery drivers are not following the voluntary one way system, this can sometimes lead to traffic jams. Whole Activities Parents evenings at Bursledon s typically occur once a term and held over two days between 15:10 and By holding events over two nights, the impact of extra visitors on the school site is minimised. productions for the Year 2s and Year 6s are largely held during the day near the end of term. Occasional discos are held at school in the late afternoons/ early evenings usually once a term, run by the PTA. The discos are run on separate evenings to avoid traffic congestion. 8

9 The Fair is usually held in the middle of May on the main playground and field at a weekend and involves both schools. The whole school undertakes walking trips to St Leonard s Church, Bursledon at least three times a year at Christmas, Easter and the end of term (for years 2 and 6) by crossing Long Lane, walking down the path along the side of the car park at Great Down Park to access Church Lane at the other end. Part of the path is often slippery when wet. The church is also regularly used as a learning environment by individual classes. The church at St Paul s in Oak Road is not used as often, as there are no pavements and the road is dangerous, and it therefore requires the involvement of PCSOs and more staff to negotiate classes down the road 9

10 Locality & Catchment Area The catchment area can be seen in the map below (fig 1). The schools sit in the middle of their catchment area which extends almost to Old Netley at Hamble Lane to the west, across the M27 to Dodwell Lane and Heath House Lane to the north-west and as far as the River Hamble to the east. This area falls within the jurisdiction of Eastleigh Borough Council. Adjacent to the Bursledon s, land use is predominantly residential and recreational. In terms of geographical boundaries local to the site, the A27 to the north-west and, more importantly, the M27 provide significant barriers to walking and cycling. At the time of writing, HCC are considering changing the catchment area of the schools to exclude the portion to the north across the other side of the M27, which would mean that, if implemented, children from that part of the catchment would go to schools to the north of the M27 in the Hedge End area. The establishments of Bursledon Infant (BIS) and Bursledon Junior (BJS) are located on the same site accessible from Long Lane, Bursledon. The two schools share space with a private pre-school, Dragonflies, and a building which was previously a Sure Start Centre, which is now incorporated as a central resource for the Federation, The Bursledon Hub, as named by the children, containing amenities for the well being of the children. 10

16 Site Accessibility and Transport Links Vehicular Travel and Access Staff vehicle entrance with new barrier fitted to deter vehicles View up Long Lane at pick up time showing school pavement on the left and cars parked opposite making only one usable lane The schools are situated on Long Lane, and vehicles travelling towards the schools historically have been asked to access the road to schools using a voluntary one way system. Cars are expected to drive from Portsmouth Road up the hill along Road, and then turn left into Long Lane where the entrance to the Great Downs car park can be found immediately on the right, two long parking lay bys with spaces for up to around 25 cars and two accessible spaces, can be found in front of the schools on the left, as can the staff vehicle entrance, accessed by a new large electronic barrier. The schools have a large shared car park with 40 spaces including two accessible spaces. The car park is also accessed by Dragonflies Pre, which is situated at the rear of the Junior building where there are two allocated parking spaces. The Pre has a PAN of 24 and usually has 5 staff on the premises at any one time. Parents vehicles are not allowed in the school grounds. The school gates and barrier are set into the fence, to allow cars to pull in off the road before using the barrier, but this tempts some parents to park or turn in the gate entrance..the barrier is operated by button and answered in the Junior school. The minibus which brings a number of children to school from Hamble each morning has to negotiate its way into and out of the car park to drop off around a dozen children. Cones are often used to keep access points clear. Outside the schools there is a long stretch of parking in two parking bays on the school side, but cars also park on the opposite side of the road, making the useable road only one carwidth wide. As there is no pavement on the other side of the road, when drivers and passengers climb out of their cars, their car doors open onto the road, and they have to walk into the path of oncoming traffic to reach the schools. Drivers coming up to the schools can use the Great Down Car Park at the end of Long Lane. The slight difference in school times allows for a few cars to circulate freeing up a number of spaces when cars carrying Infant children leave before Junior children s parents arrive. The Great Down Car Park holds 45 cars, and on exiting the car park, vehicles are requested to turn right past the schools along the voluntary one way system down Long Lane to avoid snarl ups, and to exit on to the A27. This avoids cars travelling down Road which has no 16

17 pavement on either side meeting cars coming up the narrow lane, so there is one loop in and out of the school zone. It also discourages traffic coming up Long Lane and coming through the school safety zone where there is no room for traffic to pass, and where priority is in the opposite direction. The school needs to continually publicise this to ensure all parents, staff and visitors are aware of the request to follow the voluntary one way. Cars travelling along Portsmouth Road, a busy but narrow road to the north west of the school, are often tailed back, due to cars parking along the pavements at the shops near the zebra crossing and the Crossing Patrols. Cars need to travel along the Portsmouth Road and Lowford Hill to use the Lowford Centre Park and Stride facility and to access the schools up Road. The traffic calming on Lowford Hill to the west of the Lowford Centre is supposed to ensure cars slow down, but they often speed up specifically to get through before oncoming vehicles approach. The Lowford Centre car park is used by the community for the doctors surgery, the library, the Parish Council offices and a café, as well as the local MP, and is therefore heavily used, especially in the afternoons, and often full. There are 37 spaces and 4 disabled spaces available. The Lowford Centre is the schools designated Park and Stride facility, a seven minute walk across the main road using the zebra crossing and two Crossing patrols. Traffic build-up at Lowford Hill View along Portsmouth Road and zebra crossing The junction at the zebra crossing is difficult to negotiate as there are often cars and vans blocking the view along the road at the shops, and traffic often builds up and drivers become impatient. The traffic calming past the junction, the entrance to the Park and Stride car park at the Lowford Centre and the car wash, along with the shops and the zebra crossing all make it a difficult junction to negotiate, and the junction is often shrouded in shadows and bright sunlight. Turning into Road is no easier, as there is a garage on the left hand side as the road slopes steeply downwards towards the Linden Tree pub and there is no pavement on the western side. Road continues on up a narrow, steep hill past towards Long Lane, with no pavements on either side past the pub for most of its length, and overgrown trees and bushes along its length, yet many children have to walk along it to access Kew Lane and Hungerford Bottom to get home. Road and Long Lane now have 30mph speed limits, but they are often used as a rat run from the A27 through the village to avoid the main roundabout at Windhover. This causes great problems in the afternoons when parents are leaving school, as the traffic is then not using the voluntary one way system, and cars come against the flow of traffic and cause jams outside of school. 17

18 Village Hall (capacity 100 guests) with no car park, just on street parking Residents parking on Long Lane causes blind spots on road Bursledon Village Hall situated further down Long Lane from the schools has no car park, so visitors park on-street making it difficult to manoeuvre up and down Long Lane.The road is narrow, hilly and winding and parked cars cause blind spots on the road and the extra vehicles reduce the available number of spaces available for parents to park in. Neighbouring residents vehicles are often parked on the brow of the hill, making passing difficult at any time of the day or night, although some parking does have the effect of slowing the traffic down. Worn give way sign and partially covered double yellow lines Worn school zig zag lines Many of the road markings near the school are worn or covered by leaves or bushes, particularly outside the school itself. Worn give way sign on road where the priority changes, and semi hidden yellow lines due to overgrown bushes on the verge opposite schools make negotiating the school zone very difficult as cars park opposite the schools, narrowing the road to one lane, and as there are no convenient passing places, if someone comes the wrong way up the road from the A27, then this leads to stalemate. 18

19 Walking The Federation is situated on Long Lane which joins Oak Hill/Bridge Road, the A27, opposite Dodwell Lane at one end and leads to Road at the other end. Most of the children at present walk at least 15 minutes from the west of the school from various housing estates, but new smaller housing developments are now springing up to the north, west and south. The main footpath to school is up a very steep, very narrow, dark path officially called The Grove, but commonly dubbed Cardiac Hill by local residents, parents and children of the schools. Cardiac Hill is dark, narrow and in autumn becomes very slippery Field across to the cemetery gets muddy in winter, as does the footpath The surface of the path was recently improved after the school engaged with Living Streets, the walking charity, as was the lighting, but there is still a problem that the path is very steep, narrow, and there is a dog leg three quarters of the way up the path. This makes it very difficult for anyone to pass, especially those with buggies. The path is also too steep to scoot up or down, and it is forbidden to ride cycles on the path. When the schools are opening or closing, pedestrians are forced to walk at the same speed as those in front, as there is no opportunity to get past. Despite the improved lighting, there is still only one lamp, and the overhead foliage means the path can be dark in places even during the daytime. The pavement outside the schools is also dark, as is the path through the Great Down Car Park. Now that the schools are open for pupils from 8am to 6pm it would be prudent to get the lighting improved. 20 In order to get to The Grove, children have to walk past the local garage on Road near Portsmouth Road which has double yellow lines painted on the road outside, but often customers cars park on the pavement, making it difficult and dangerous for children to walk past. The garage has been attempting to improve this with some success. There are two Crossing Patrols on Portsmouth Road, one on the Zebra Crossing and one to help the children cross Road to get down to The Grove. Road has no pavements for much of its length, but at the Long Lane end, nearer the schools, there is another SCP on a narrow piece of pavement to allow those pupils coming up from Hungerford Bottom and Kew Lane to cross Road. Pupils coming from the furthest part of the catchment area to the north have to negotiate the A27, which is a fast moving road with a 40 mph speed limit and very few options to cross. There is no crossing and there are only two central refuges to enable pedestrians to cross between Long Lane and Portsmouth Road which were identified as necessary from the previous Travel Plan. At the moment many of those children tend to be driven to school. In future there could be more children coming from developments to the north of the schools, however a number of children have started using the new pedestrian refuge further to the south of the schools down Bridge Road by the new housing estate and are walking up Hill Place to access the schools. A large section of Church Lane along this route has no footways. Road with no footpath, no pedestrian entrance into school and school fence high above road A27 road with one of the central refuges towards Long Lane There is another Crossing Patrol based on Road at the end of Long Lane going towards Hungerford Bottom where there is only a very narrow pavement on one side of the road. Children get help to cross the road here, but then have to negotiate the lanes with no footpaths and blind bends to get access to housing at Hungerford Bottom and the Pilands Wood Estate. 21 Cycling & Scooters There is a covered cycle rack for those staff wishing to cycle which can hold 10 cycles. Unfortunately at the time of writing, the cover over the bike rack is broken, so bikes are exposed to the elements. Previously it was decided by the Senior Management Team and the governors that the roads around the school were too dangerous for lone children to cycle on, so the cycle rack was originally installed with staff in mind. In the past, the Junior has participated in Bikeability for children in years 5 and 6 which has allowed those children to go on to cycle to secondary school at The Hamble, without necessarily cycling to the Bursledon s. Bike rack which can hold up to 10 bikes, originally built for staff only Scooter racks at Junior can hold up to 36 scooters when full There is provision for children to scooter to school and both buildings have scooter racks installed by Eastleigh Borough Council containing 36 spaces at the Infant and 36 at the Junior. Scooting is not an easy option as the main route for many children walking or park and striding (via The Grove) is so steep that children have to dismount as it is impossible to scoot up, and too dangerous to scoot down. Other roads such as Road and Church Lane have no pavements in parts, so are not suitable for scooting. Children at the schools have had the chance to have scooter training in the past, and funding permitting, it would be worthwhile repeating the scooter training in KS1, so that children can take advantage of the training for longer. Bus Transport and Train Transport There are no bus stops on Road or Long Lane. The closest stops to the school are on the A27 Bridge Road near Dodwell Lane and there are stops on Portsmouth Road near the Post Office. The routes are serviced by Xelabus X4, X5, X15 and X23 but they are not really convenient for the school pupils given their timings. Buses may be suitable for staff or visitors to the school. There is a train station at Bursledon about 1.25 km from the school, which services Portsmouth and Southampton via Swanwick and Hamble. The railway station may be useful for staff or visitors coming to school, but is unlikely to be used by many children as the closest local train stations are outside the catchment area. 21

22 Consultation & Survey Information As travel issues affect the whole school community, it is important to ensure that all affected groups are consulted with. This helps both with finding out what the issues are, and also offering the local community the opportunity to share their ideas as to possible solutions. Therefore a number of groups, including pupils, parents, staff, governors and local residents have been consulted as well as working with the Travel Planning Team at Hampshire County Council, Living Streets, HCC Road Safety, The Bursledon Parish Council, The Bursledon Village Hall, and the Bursledon Traffic Action Group. Travel Survey At the end of October 2016, both schools handed out travel surveys to parents, pupils and staff as to how they travel to and from school. Staff were also provided with a simple survey to complete, to gather general information about staff travel trends and any issues or barriers they may have if they wish to travel sustainably. The results of the surveys,( p23) along with school census data (p22) were used to inform the action plan at the end of this document. Key partners It is important to engage with the whole school community as the impact of travel to and from school is often felt by local residents and local businesses. Therefore, the school has held meetings with representatives from the village hall, the local parish council and neighbours to discuss issues around school travel. Sustainable Travel Embedded in the Curriculum Since 2013/ 2014, Bursledon Junior has engaged with Walk On Wednesdays, an initiative run by Living Streets, encouraging children to walk to school once a week (WOW Scheme). Children are registered in class on an electronic whiteboard and those who walk, scoot or cycle once a week for a month are rewarded at the end of that month with a badge. All children had the chance to participate in a themed walk to school and were involved with a Theatre in Education production by Histrionics. Year 2 pupils at the Infant are all given pedestrian training as part of their PSHE curriculum and are trained by volunteers out on the streets via the Hampshire Road Safety Team. Year 5 and 6 pupils at the Junior have been enrolled in the HCC Road Safety JRSO initiative and two pupils have been trained to deliver assemblies to their peers regarding safe travel to school. A Travel Plan Champion (Clare Finegan) has been running MODESHIFT STARS, the school travel planning accreditation award system, and the schools have both achieved Bronze level accreditation in the last two years. It is hoped the schools will continue on and achieve Silver accreditation within the next two years. Both schools have been given links to curriculum work to enable planning across the Key Stages which aid the integration of sustainable and active travel into the curriculum. 22

25 Highlights of the Report on Parent /Pupil Questionnaire results for The Federation of Bursledon C of E (C) Infant & Bursledon (CA) Junior s (October 2016) This questionnaire was sent out in book-bags during October to 363 families across both schools, accounting for 484 children, 231 at the Junior and 253 at the Infant school, with 91 families having 2 siblings, 13 families with 3 siblings and 2 families with 4 siblings. Children were rewarded with a sticker on completion of the surveys. The survey results give good qualitative evidence on which to base the action plan. 26 Crossing the A27 from Dodwell Lane is dangerous as the island is too near the junction which is practically a crossroads. Could we please have a lollipop lady or other measure crossing the road at the junction of Dodwell Lane/Providence Road and onto Long Lane- very dangerous to cross- a lollipop lady at crossing would be good Currently too small to ride on my own and even then the traffic is far too much and very dangerous on our route, most without footpath. Cycle paths would be great cycle storage at school cycle storage, cycle path (cut through), safe to get up hill (I.e.
