1 CITY OF LOS ALTOS CITY COUNCIL MEETING May 10, 2016 CONSENT CALENDAR Agenda Item # 6 SUBJECT: Adopt Resolution No , approving Engineering and Traffic Surveys at 26 street segments in Los Altos; and direct staff to draft an ordinance amending Municipal Code Section to reflect the approved speed limits BACKGROUND The California Vehicle Code (CVC) and the California Manual for Uniform Traffic Control Devices (CA MUTCD) requires that local agencies re-evaluate non-statutory speed limits every five, seven or ten years, using an Engineering and Traffic Survey (E&TS). Speed surveys are required on streets that are not designated local or residential streets. On September 10, 2013, the City Council adopted the current E&TS which defined the current speed limits in the City. However, 19 road segments were unenforceable by radar per CVC 40802, which requires a valid E&TS and a speed limit established closest to the 85 th percentile speed of free-flowing traffic. These segments were recommended for a higher posted speed limit. EXISTING POLICY None PREVIOUS COUNCIL CONSIDERATION August 13, 2013 and September 10, 2013 DISCUSSION The requirements set forth by the CVC and CA MUTCD establishes speed limits at the nearest 5 mph increment to the 85 th percentile speed of the free-flowing traffic. However, the posted speed may be reduced by 5 mph from the nearest 5 mph increment of the 85 th percentile speed, where an engineering and traffic survey indicates the need for a reduction in speed to match existing conditions with the traffic safety needs of the community, considering such factors as accident rates, other modes of travel and characteristics of the road not apparent to the motorists. A total of 43 street segments are in the process of being evaluated based on the requirements set forth by the CVC and CA MUTCD. These segments consist of collector and arterial streets. Local streets are not being surveyed. To date, 26 street segments have been evaluated and the remaining street segments are scheduled to be completed in June A summary table of the completed road segments is provided in Attachment 2. The E&TS for these road segments match the existing posted speed limits, thus no speed limits are proposed to be changed. These speed limits may be maintained up to 10 years for the CVC. Additionally, these road segments can be enforced by radar, which is the preferred method for enforcing speed. A copy of the speed zone surveys can be made available upon request; the E&TS will also be sent to the Traffic Court following Council approval. These 26 streets segments are recommended to be reviewed for approval now so radar enforcement can resume. It is worthy to also note that the following collector street segments have yielded an 85% speed that is lower than the 2013 Engineering and Traffic Surveys and match existing posted speed limits:
2 Cristo Rey Drive (Foothill Expy to W. City Limits Fremont Avenue (Springer Road to Miramonte Avenue) Fremont Avenue (Grant Raod to E. City Limits) Portland Avenue (Entire Length) Springer Road (Covington to Cuesta Road) W. Edith Avenue (Entire Length) Homestead Road maintains its posted speed of 35 mph, but the current 85% speed is lower compared to Two segments of Springer Road will maintain their 30 mph posted speeds and their current 85% speed is lower compared to 2013; which makes the entire segment on Springer Road 30 mph, matching posted speed limits. Lastly, the Council approved an E&TS for Fallen Leaf Lane, Granger Avenue, Jardin Drive, and Oakhurst Avenue in However, the California Road System Map classifies these streets as local roads. Subdivision (b) of Section of the CVC exempts an E&TS for local roads. Therefore, it is recommended the E&TS for Fallen Leaf Lane, Granger Avenue, Jardin Avenue, and Oakhurst Avenue be eliminated. Section subdivision (a)(2) of the CVC governs these roads. School Speed Zones The City Council approved the Pedestrian Master Plan in August of The Plan contained a recommendation to lower speed limits around schools to 15 mph to improve safety to further encourage students and parents to walk or bike to school. Attachment 2 lists the streets and schools receiving the school speed limits. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL/RESOURCE IMPACT Prior Capital Improvement Program funds were appropriated for this work. Projected expenditures and estimated savings are shown: Project Budget Projected Expenditures Data Collection $17,050* Projected Savings TOTAL $66,000 $17,050 $48,950 *includes any re-surveying as needed. A private firm was hired to collect speed and volume data required for the E&TS. Upon completion of the project, there is a projected savings of $48,950 as a result of staff performing the analysis and developing the E&TS. Final expenditures will be provided upon completion of the project.
