Participating Units: The participating units are the 18 District Councils in Hong Kong. The 18 districts include Islands, Tuen Mun, Yuen Long, Tsuen Wan, Kwai Tsing, North, Tai Po, Sha Tin, Sai Kung, Southern, Central & Western, Wan Chai, Eastern, Sham Shui Po, Yau Tsim Mong, Kowloon City, Wong Tai Sin and Kwun Tong. 3. Eligibility Requirements: (1) Participants must be born in or before 1996 and they must be holders of valid Hong Kong Permanent Identity Cards or valid Hong Kong Identity Cards who have resided in Hong Kong for 3 years or above. (Holders of Hong Kong Identity Cards must produce to the Organiser records of their first entry to Hong Kong, such as One-way Permit or passport. The date of their first entry to Hong Kong must be a date on or before 14 May 2008 to prove that they have resided in Hong Kong for 3 years or above.) (2) All those athletes who participated/will participate in the football competitions of the Olympic Games (excluding the Summer Youth Olympic Games), the Asian Games, the East Asian Games, the National Games of the People s Republic of China, the World Championships (excluding the World Youth Championship), the Asian Championships (excluding the Asian Youth Championship), the World Cup Qualifier, the AFC Asian Cup Qualification Round, the East Asian Football Championships and the futsal event of the Asian Indoor Games between 2008 and 2011 are not eligible to participate in the futsal competition of the Hong Kong Games (HKG). (3) Participants must be selected through local open selection and nominated by the District Council they represent to enrol in the competition. Each participant may only represent 1 district in the HKG. To avoid conflict of interest, no athlete may at the same time hold other posts in the respective district delegation. (4) Participants must reside within the district boundary of the district they represent as at 28 January 2011 and be able to produce proof of place of residence to the person-in-charge in the respective district. (a) Local residents refer to the people who reside within the district boundary of a respective district, which is defined in the Maps showing the Constituency Boundaries for the District Councils Election. For checking the district boundary of a respective district, please browse the website of the Electoral Affairs Commission: (b) Proof of place of residence refers to the original of a valid documentary proof bearing the name of the participant, including: (i) Statements issued by public utilities or commercial organisations or banks within the latest 3 months (e.g. rates demand note, bill for electricity or water charges, monthly bank statement or telephone bill); or (ii) Declaration of place of residence issued by the Home Affairs Department; or (iii) Mortgage statement, tenancy agreement or resident card; or (iv) A valid student s handbook showing proof of place of residence. (If a student handbook cannot be produced, the documents stated in (i) to (iii) bearing the name of the participant s parent(s) together with the participant s birth certificate may serve as proof.) (c) When necessary, the Organiser may request the district that a participant is representing to provide valid proof of place of residence within 2 working days to prove that the participant is the resident of the respective district. Failure to provide such proof will result in disqualification. (d) Student hostels and athlete hostels cannot be regarded as the place of residence. (5) Participants must meet the eligibility requirements (1) to (4) mentioned above. If it is found that any participant fails to meet the eligibility requirements or represents more than 1 district, the Organiser has the right to disqualify the participant from the HKG. Page 2 of 9

3 If he has already taken part in the HKG, the results obtained by him and the team he represents in the competition will be cancelled. (6) All the information entered (except residential address, contact telephone number and occupation) cannot be changed once the enrolment form is submitted. (7) All participants must sign the Declaration by Participants before taking part in the HKG. (For participants aged under 18, the Declaration should be signed by the participants parent or guardian.) (8) The Organiser reserves the right to forbid any participant from taking part in the HKG. 5. Notes on Enrolment: (1) Each district may enter 1 team leader and 1 coach. The team leader and coach shall be aged 18 or above. Each team leader/coach may only represent 1 district and may not hold other posts in the respective district delegation in order to avoid conflict of interest. (2) Each district may enter 1 team and the number of registered players in each team shall be 5 persons at least and 18 persons at most. (3) No participant shall ask another person to play in the competition for him. Should any participant be found to have done so, the participant, his impostor and their team(s) shall be disqualified and all results obtained by the participants and their team(s) will be cancelled. (4) If there are less than 3 teams enrolling in the competition, the competition will be cancelled by the Organiser. (5) The prospectus, enrolment form, notes to participating teams, schedules, competition results and other information about this competition will be announced through the HKG s website: (6) The participants shall be responsible for their own Personal Accident Insurance. 6. Format: (1) In the preliminary rounds, 4 groups on a geographic basis will be divided with 4 or 5 teams in 1 group. The 4 groups are: Hong Kong Island (Southern, Central & Western, Wan Chai and Eastern), Kowloon (Sham Shui Po, Yau Tsim Mong, Kowloon City, Wong Tai Sin and Kwun Tong), New Territories East (North, Tai Po, Sha Tin and Sai Kung) and New Territories West (Islands, Yuen Long, Tuen Mun, Tsuen Wan and Kwai Tsing). The single round robin system on a group basis will be adopted. (2) The 2 teams that come first and second respectively in each group will be qualified for the quarter-finals and another fixture draw will be held. The single knock-out system will be adopted for matches from the quarter-finals to the final. The 4 teams that came first in their groups in the preliminary rounds will be allotted to 4 different groups respectively by drawing lots. Then each group will be allotted a team that came second in its respective group in the preliminary round by drawing lots. (To avoid placing teams that previously came first and second in the same group in a match again, a group that has already been allotted a team that came first in its respective group in the preliminary round will not be allotted another team that came second in the same group. This is done by taking away the lot for the team that came second in the same group before the remaining lots are drawn.) (3) A fixture draw for the 8 teams that are qualified for the quarter-finals is scheduled to be held immediately after the competition of the last match in the preliminary rounds (i.e. Page 3 of 9

4 the fixture draw for the quarter-finals is scheduled to be held at about 7:00 pm on 2 May 2011 (Monday) at Wong Chuk Hang Recreation Ground) and will be presided by staff of the Organiser. All districts that are qualified for the quarter-finals shall send their own representatives to attend the fixture draw. Those districts failing to send their representatives will be represented by the Organiser s staff in the fixture draw and must fully accept the results as no objections shall be raised. (4) The normal time for each match is 40 minutes, with 2 equal periods of 20 minutes and the half-time interval must not exceed 10 minutes. Matches in the preliminary rounds (on group basis) are not played real-time (which means the clock does not stop whenever the ball goes out of play) while matches from the quarter-finals to the final are played real-time (which means the clock stops whenever the ball goes out of play). (5) No extra time shall be played after a draw for matches in the preliminary rounds (on group basis), with 3 points for a win, 1 point for a draw and none for a defeat. (6) In the preliminary rounds (on group basis), if 2 or more teams score the same points as indicated on the score table for the same group, the Organiser will make decision according to the match results between the teams that scored the same points in the same group. The ranking of the teams will be determined according to the following order of priority: i/ the number of points obtained in the group matches between the teams concerned ii/ the goal difference resulting from the group matches between the teams concerned iii/ the number of goals scored in the group matches between the teams concerned If the ranking of the teams scoring the same points cannot be determined on the basis of the criteria (i) to (iii) mentioned above, the teams that have the greater goal difference among all teams in the same group on the score table will be placed in the higher ranking by the Organiser. If the goal differences are also equal, the team scoring more goals as indicated on the scoring table for all teams in the same group will get a higher ranking. (7) If the final ranking cannot be determined, it will be decided by drawing lots. (8) From the quarter-finals to the final, if the match ends in a draw at the end of the normal time, the winner shall be determined by penalty kicks. (9) All matches will be conducted in accordance with the Futsal Laws of the Game set by the Fédération Internationale de Football Association (FIFA). (10) A ranking playoff, in which the single knock-out system will be adopted, will be held for losers in the quarter-finals to compete for the 5th to the 8th positions. 7. Rules: (1) The team leader or coach of each team shall collect valid photo-bearing identity document (e.g. Hong Kong Permanent Identity Card, Hong Kong Identity Card, student card or student handbook) of all players of the team for verification of identity by the staff of the Organiser at the Registration Counter 30 minutes before the commencement time of a match. If players fail to produce the identity documents or their identities are not found to be matched, they will not be allowed to participate in the match. (2) The registration of players for a match will stop 15 minutes before the commencement time of the match. Any team that fails to complete the registration for its players will be taken as the loser in the match. (3) The team leader or coach of each team must be present during the whole match to assist in monitoring and controlling the discipline of the players. If the team leader or Page 4 of 9

5 coach of a team is not present during the match or leaves the field of play during the match, the Organiser will not start the match or will discontinue the match immediately. The team without a team leader or coach on the field of play will be regarded as having withdrawn from the match. (4) If the team leader or coach of any team is unable to be present during a match, the respective district shall complete an authorisation form to delegate another registered futsal coach to lead the team. When the team reports to the Registration Counter, the completed authorisation form shall also be submitted. The delegated coach must not be staff or players of other participating teams. The Organiser reserves the right to cancel all results obtained by a team if it is found that the delegated person is not a registered futsal coach. (5) Before the commencement of each match, each team may submit a list of 5 players on court and up to a maximum of 7 substitutes on the players list. A substitution may be made at any time during a match and the substitute shall only enter the pitch after the player being replaced has left. All substitutions must be made within the designated substitution zone (near the halfway line). Those who have violated this regulation will be cautioned with a yellow card. A player who has been replaced may return to the pitch as a substitute and the number of substitutions made during a match is unlimited. (6) Any team that fails to turn up or dispatches less than 3 players at the commencement of the normal time (implemented according to the latest Futsal Laws of the Game set by the FIFA) will be judged as the loser by the Organiser at a score of 0-3 according to the rules and regulations. (7) If a team leaves the field of play without notification or pulls out of the game during a match, the Organiser shall make judgement as follows: If the winning team wins the ruling, it will win the match by 3-0, or the scoreline shall remain the same (in which case advantage should be applied to the winning team); and If the losing team wins the ruling, the scores will be scrapped. The team that wins the ruling will win the match by 3-0. Matches Scenarios Penalties (i) A team fails to turn up; or (ii) A team fails to complete registration of players; or (iii) A team dispatches less than 3 players; or (iv) The team leader/coach is not present or leaves the field of play during a match. Preliminary rounds (on group basis) From the quarter-finals onwards (i) A team fails to turn up. (ii) A team fails to complete registration of players; or (iii) A team dispatches less than 3 players; or The team will be judged as the loser. The team will be disqualified from playing in the remaining matches and the results achieved by the team will be cancelled. The team will be judged as the loser. Page 5 of 9

6 Matches Scenarios Penalties (iv) The team leader/coach is not present or leaves the field of play during the match. (8) If a player is sent off by the referee because of being shown a red card or having accumulated 2 cautions (2 yellow cards) in a match, the player will be suspended from the next match automatically. The Organiser reserves the right to impose further penalty. (9) All players shall wear appropriate flat-soled sports shoes and shinguards and shall not wear any accessories in a match. If a player needs to wear equipment such as protective spectacles or facemasks, he must make an application to the Organiser 7 working days before (i.e. on or before 7 April) the first match (18 April) and submit the relevant documentary proof (e.g. medical certificate) together with the equipment (such as protective spectacles or facemasks) that needed to be worn for approval by the Competitions Department of the Hong Kong Football Association. The equipment can only be worn in the match after approval has been obtained. The contact person of the Competitions Department of the Hong Kong Football Association is Mr Alex CHEUNG, Senior Competitions Officer (Tel No.: / ). (10) Each team shall prepare 2 sets of approved jerseys in different colours (all jerseys, shorts and stockings worn by the players shall be of the same style; one set in deep colour and another in light colour) for the competition. If the colours of the jerseys are the same or similar, the second team named in the schedule of play (i.e. the visiting team) shall change their jerseys or wear the set of jerseys in a different colour for the competition. The colour of the players jerseys shall be prominently different from that of the jerseys worn by the referees and the colour of the goalkeepers jerseys shall also be prominently different from that of the jerseys worn by other players. (11) Futsal balls provided by the Organiser shall be used in the competition. (12) Participants shall comply with the rules, regulations and announcements of the venue and the Organiser. For participants who have violated the regulations or displayed any misbehaviour which may affect the competition, the Organiser reserves the right to disqualify them and their teams from the competition and the results obtained by their teams will be cancelled. (13) The decision of the referees on the results of the competition will be final. (14) If a participating team intends to raise objection, its team leader/person-in-charge may direct his/her enquiry verbally to the Duty Organiser within 30 minutes after the announcement of the results of that particular match. (15) If the complainant is not satisfied with the decision made by the Duty Organiser, the head or deputy head of the delegation may lodge an appeal in writing to the Secretariat of the 3rd HKG Organising Committee within 2 working days after the match in question. The Secretariat will issue an acknowledgement to the complainant within 2 working days after the receipt of the complaint, and follow up on the complaint with the relevant National Sports Association/unit. The results of the follow-up actions will be regarded as the final decision of the Organiser. Except in extraordinary circumstances, the Secretariat will reply to the complainant in writing within 10 working days after the receipt of the complaint, notifying him/her of the results of the follow-up actions. (16) During the appeal process, all matches will be held according to the announced schedule. If the complaint is substantiated, the results obtained by the participant under complaint and his team in the matches will be cancelled and no points will be scored by him and the Page 6 of 9

7 team. The Organiser will not arrange a re-play in respect of any match that has been completed. (17) For complaints relating to a participant s district of residence, the Organiser will request the district that a participant is representing to provide valid documentary proof of place of residence within 2 working days to prove that the participant is the resident of the respective district. Failure to provide such proof will result in disqualification. (18) Unless explicitly stated in this prospectus, all rules and regulations will follow those currently used in the Futsal Laws of the Game set by the FIFA. 8. Awards and Scoring System: (1) There will be the Overall Champion, 1st and 2nd runners-up prizes for the futsal competition. These prizes will be awarded to the top 3 districts that have accumulated the highest total points from the futsal competition. The scoring system is set out as follows: The Champion to the 7th runner-up will score 10, 8, 7, 6, 5, 4, 3, 2 points respectively, i.e. the Champion will score 10 points, the 1st runner-up will score 8 points,, and the 7th runner-up will score 2 points. The above winners must have played in all play-offs of that event in order to be awarded the points, otherwise no points will be awarded. From the 8th runner-up onwards, if they have participated in all events of a respective competition, they will score 1 point. If the participant/participating team is disqualified by the Organiser due to misconduct, no points will be awarded. The top 3 districts accumulating the highest total points in the futsal competition will be awarded the prizes for the Overall Champion, 1st and 2nd runners-up of the futsal competition respectively. (2) Prizes for the Overall Champion, 1st runner-up and 2nd runner-up of the 3rd Hong Kong Games will also be awarded to the top 3 districts accumulating the highest total points from all the 8 sports competitions i.e. table tennis, badminton, basketball, athletics, swimming, tennis, volleyball and futsal. The scoring system is set out as follows: The Champion (e.g. the Overall Champion of the futsal competition) of a competition will score 10 points, and the 1st to the 7th runners-up will score 8, 7, 6, 5, 4, 3, 2 points respectively. For the remaining districts from the 8th runner-up onwards, a district that has participated in the sports competition will score 1 point. The top 3 districts accumulating the highest total points from all the 8 sports competitions will be awarded the prizes for the Overall Champion, 1st runner-up and 2nd runner-up of the 3rd Hong Kong Games respectively. (3) If 2 or more districts accumulated the same points from all the sports competitions, the one that holds more first places will win; and if they hold the same number of first places, the one holding more second places will win. The same method applies until the overall positions are determined. If all the results are the same, the districts involved will be awarded the same position and presented with the same prize. (4) The District with the Greatest Participation in the 3rd Hong Kong Games prize will be awarded to the district that sends the greatest number of athletes to the 8 sports competitions. The number of athletes means the actual number of participating athletes. (Athletes who have enrolled in the HKG must have turned up for the roll call at a match in the HKG in order to be counted as an actual participant.) (5) The District with the Most Gold Medals prize will be awarded to the district that obtains the most gold medals in the separate events under the 8 sports. If the number of gold medals obtained is the same, the districts involved will be awarded the same prize. Page 7 of 9

8 (6) The District with the Best Progress prize will be awarded to the district with the greatest net score difference by deducting each district s accumulated 2nd HKG Overall Champion Points from its accumulated 3rd HKG Overall Champion Points. 9. Referee: The Hong Kong Football Association will be invited to render referee services. 10. Rescheduling: (1) If a Pre-No. 8 Special Announcement (an advance notice to the public issued by the Hong Kong Observatory when Tropical Cyclone Warning Signal No. 8 is expected within 2 hours) or Tropical Cyclone Warning Signal No. 8 or above or a Black Rainstorm Signal has been issued by the Hong Kong Observatory 2 hours before the reporting time for the first match scheduled to be held on the event day, all matches on that day will be cancelled and rescheduled. Participants will be notified of the details separately. (2) If Tropical Cyclone Warning Signal No. 3 or a Thunderstorm Warning has been issued by the Hong Kong Observatory, or the weather condition is unstable and the venue is closed 2 hours before the time scheduled for a match, the teams shall still arrive at the competition venue and report to the staff of the Organiser at the scheduled time. They shall remain in the venue to wait for the decision of the Duty Referee, and the arrangements announced on the spot by the Organiser on the event day shall be final. (3) The Organiser reserves the right to change the date of competition or make any alternative arrangements in extraordinary circumstances and notify the participating teams of the details. Should any special incident happen during the competition, the referee on the spot or the Organiser will have the sole right to decide whether or not the competition should continue and the participants shall not raise any objection. (4) No application for changing the date of competition by the participating teams shall be accepted. 11. Miscellaneous: (1) All matches from quarter-finals to final will be held at Ma On Shan Sports Centre. To help the teams that come first and second in each group to familiarise themselves with the indoor futsal pitch, one-hour time slots have been reserved for the teams to hold their own training sessions at the Centre on 15 May 2011 (Sunday). No change of the assigned session is permitted. The teams that are not going to hold their own training shall inform the Organiser on or before 13 May 2011 (Friday) to facilitate follow-up actions. 9 (2) The 3rd Hong Kong Games Dynamic Moments Photo Contest 12. By-laws: (a) To enable members of the public to participate in the 3rd Hong Kong Games (HKG) through various activities, the Organiser will hold The 3rd Hong Kong Games Dynamic Moments Photo Contest to encourage photography enthusiasts to take pictures of the fascinating scenes at the sports competitions and ceremonies of the 3rd HKG and capture the dynamic moments of athletes participating in the competitions. All award-winning photos will be displayed at the roving exhibitions in venues under the Leisure and Cultural Services Department in the 18 districts so that members of the public can share the pleasant memory of this spectacular event. (b) At outdoor venues: Spectators or photographers shall stay out of the competition areas. They shall not impede the progress of the matches while watching the event or taking photos. In order not to affect the players, no flashlights shall be used when taking photos. (c) In Ma On Shan Sports Centre: Spectators or photographers shall stay at the spectator stand. They shall not impede the progress of the matches while watching the event or taking photos. In order not to affect the players, no flashlights shall be used when taking photos. (1) Any change of the list of players is not allowed after confirmation of the result of the fixture draw (i.e. after the Team Leaders Meeting). (2) The Organiser reserves the right to amend these Notes to Participating Team in the future. (3) The players and spectators shall abide by the regulations and announcements of the venue and the Organiser. 13.
