Players must be registered team members with SNB (cost $27/player). If a team plays an unregistered player, the player or team will be suspended, the team will lose all points gained from games in which the player played. Registration forms are available from Soccer NB. 2. All players must be 16 years of age and older. A player that is turning 16 during the second half of the season is not permitted to play. Players must be 16 and older upon registration. THERE WILL BE NO EXCEPTIONS. 3. All teams are required to submit a copy of their Soccer NB registration to the Indoor Soccer League (ISL) committee chair, to be checked against game sheets prior to play. 4. An injured player is advised to contact SNB immediately, re: claim form. 5. Players wishing to transfer to another team must apply to SNB. A copy of the form must be submitted to SNB and the ISL committee chair. 6. The player registration deadline is December 21, and the transfer deadline is January 5. PLAYING RULES: 1. Teams are permitted 20 registered team players but can play with as few as 6 (normal game is 7 plus goaltender). Any number of players less than 6 will result in forfeiture of the game. The referee will identify forfeits on the game sheet, and forfeited games will be recorded as a 2-0 win for the opposition. 2. Substitutions can be made on the fly but must be made from the halfway line. 3. Throw-ins will be awarded when the ball passes the outside touchline; a corner kick or goal kick will be awarded for a passing outside the end line (defending player must be a minimum of 6 yards away). 4. Ball is out of play when it strikes ceiling. Indirect free kick will be awarded to the opposing team from where ball hit (defenders must be 6 yards away from ball). 5. Players must wear shin-guards, and must have numbers on their jerseys. If player are unable to wear shorts all long pants must be underneath shin-guards and socks. 6. Penalty kicks shooter can only take two steps. 7. No slide tackles are permitted. 8. Games will consist of two 24-minute halves, with a 5-minute half-time break. 9. If at the end of regulation time, the score is tied, kicks from the penalty mark will be used to determine a winner. 10. In the event of severe winter weather, a decision on cancellation will be made at least two hours prior to the first scheduled game for the evening. Your team contact will informed of all decisions immediately. 11. Each team must supply a match ball.
2 GAME SHEETS: 1. Game sheets must be checked and filled out by each team at least 5 minutes prior to game time and given to the referee or game will not commence and total game time will be reduced. 2. Game sheets must be signed by each team s representative following the game and before being handed in to the supervisor. Once game sheets are handed in to the supervisor (signed or not signed), no changes will be permitted. It is up to each team to ensure compliance with this regulation and to confirm accuracy of the game sheet before signing it. FACILITY RULES: 1. Participants must wear clean/dry footwear (no outside footwear is permitted in gym). All other posted rules apply as well. 2. Non-marking footwear must be worn. Do not attempt to rub out scuffmarks on the new floor. 3. Balls are not to be kicked in the hallways, upstairs or down. Violators may be asked to leave the building. 4. Smoking and/or alcohol will not be tolerated anywhere on the premises. Violation of this policy will result in action against the offending individuals through the University s normal Safety and Security procedures. 5. No food or drinks in gymnasium. ONLY exception: water or Gatorade in sealed container. 6. NO SPITTING IN GYMNASIUM. REFEREES: Officials are to be respected by coaches, players and supporters at all times. Any verbal or physical abuse toward referees could result in expulsion from the league Soccer NB will be invited to assess and evaluate the indoor league referees. NB Soccer rulings will be a guideline for all League rulings but the league will impose the final sanctions which will be no less than those imposed by NB soccer (revised October 1, 2015). PLAYOFFS: Playoff schedule will consist of: top 4 teams per division, determined by league standings after last regular season game is played. Semi-finals and finals will take place on two separate days. In the event that there is not enough time to host semis and finals on separate days due to gym availability, only then will they be on the same day. If at the end of regulation time, the score is tied, kicks from the penalty mark will be used to determine a winner. Determined at beginning of the year by Executive Committee based on number of teams and the time available for the league. POINT SYSTEM: Win 3 Pts. Loss 0 Pts. Tie 1 Pts. In the event of a forfeit, the team in attendance will receive 3 points as it will be considered a win, with a score of 2-0. The forfeiting team will take the loss and receive no points. There will be no point deductions for forfeits, rather a fine will be issued. LEAGUE STANDINGS: Final league standings prior to playoffs will be determined by: 1. Season record between the teams involved 2. Goal difference, between for and against. 3. Most goals for 4. Most wins 5. Fewest losses 6. Coin toss
3 LEAGUE FEES: Team registration fee will be a total of $1250. Fees are to be paid in full, no installments, upon registration by the deadline provided (Deadline may vary from season to season). The Indoor Soccer season is based on a per season cost, not a per game cost. There will be no refunds given in the event that a team is removed or ejected by multiple infractions or dropping out after already playing in the league. A performance bond of $100 is included in the total cost and will not roll over into the following season. At the end of the season teams will be refunded the $100 granted they have not used up their performance bond. PERFORMANCE BONDS/DISCIPLINE: First Red Card: Minimum one game suspension with possible expulsion from league and Performance Bond fine of$25 (Severity to be reviewed) Second Red Card: Minimum two-game suspension with possible expulsion from league and Performance Bond fine of $50 (Severity to be reviewed) Accumulation of 3 Yellow Cards: Performance Bond fine of $25 and minimum one game suspension. First Forfeit: Performance Bond fine of $25 Second Forfeit: Performance Bond fine of $50 Third Forfeit: Ejection from the league for the current season. Playing an unregistered/illegal player: $25 per occurrence. Any player who receives a red card must leave gym immediately. Team officials are responsible for the conduct of their players. Should a team exceed their $100 performance bond; the Executive Committee will enforce one of the following two options: 1. Expel team from league (no refund of registration fee) and find a replacement team; or 2. Double the amount of the team s performance bond to $200 (payable upon receipt of decision) and also double fines. If this bond has been exceeded the team will be ejected from the league, no refund. Please note: If a referee sends a report to SNB, the offending player will be dealt with by SNB. Any resulting punishment will be in addition to or including the above suspension, which will be at SNB s discretion. All suspensions, expulsions, and red and yellow cards will carry into the playoffs. All misconduct and discipline problems go through the Executive Committee, who will discuss, review and/ or investigate any incidents and come to a final decision for the player(s) and/or team(s) in question. Depending on the severity of an incident(s) a final decision could mean: disciplinary action based on guidelines of Code of Conduct. Should a team exceed their $100 performance bond; the Executive Committee will enforce one of the following two options: o Expel team from league (with no refund of registration fee) and find a replacement team; or o Double the amount of the team s Performance Bond to $200 (payable upon receipt of decision) and also double fines. If this Bond has been exceeded the team will be ejected from the league. The Bond has been put in place to create an environment that allows the enjoyment of winter soccer. Performance bonds are also put in place to make teams and players accountable for their actions, conduct and behavior. REMINDER: THIS IS A RECREATIONAL LEAGUE. This does not mean that the nature of play is not competitive. Players/Teams must ensure that they are participating in a fun and safe manner. It is imperative that players/teams maintain control of their actions (on and off the pitch) and play the game as it is meant to be played, for exercise and enjoyment. Violations will be dealt with by the ISL Committee accordingly.
4 CODE OF CONDUCT: FOREWORD UNB Saint John is a unique university environment where students, faculty/staff and community members are able to enjoy and participate in physical activity. The mission of the UNB Saint John Athletics, Recreation and Wellness Department is: To promote healthy lifestyle behaviors among students, faculty/staff and the community by providing opportunities for participation through sport, recreation and wellness programs in a safe environment. All members of the university community staff, faculty, students, administrators and participants of our many programs and activities have the right to work, study and play in an environment which affords them respect and dignity and is free from danger, discrimination, harassment, intimidation and behavior which is destructive, disruptive or unlawful. The university recognizes participants freedom to manage their personal lives, behavior and interpersonal relations in a manner consistent with the above principles, with the laws of Canada and New Brunswick, and with university regulations. In exercising their entitlement to participate in university programs and activities, students, staff/faculty, administrators are expected to: 1. Abide by university regulations 2. Respect the integrity of university programs and activities 3. Acknowledge the diversity of the university community and the freedom of all members to participate in university programs and activities. 4. Promote the peaceful and safe enjoyment of university facilities by other members of the university and public; conduct themselves at all time in a manner that will reflect credit on themselves and the University. Keeping this in mind, the Indoor Soccer League falls under the same set of expectations, the university has defined standards of participant behavior and made provisions for discipline when they engage in conduct that is inconsistent with the foregoing principles. Individuals participating in the UNB Saint John Athletics, Recreation and Wellness Department initiatives, activities and programs are fully expected to abide by all university rules and regulations in addition to the rules and regulations included in the UNB Saint John Indoor Soccer League Code of Conduct. This code was created to give participants a means to engage in self-discipline as well as to have a clear set of rules, regulations and expectations. Participants are expected to abide by and be accountable to this Code of Conduct. As the types of misconduct are occasionally stated in general terms, participants are advised to familiarize themselves in greater depth with University regulations, and to consult with the League s Chair where they have any doubt about the propriety of an intended action or behavior. CODE OF CONDUCT Level 1 Minor offence, inappropriate action which warrants disciplinary action. Level 2 Serious incident with longer lasting consequences than level two incident, it guarantees immediate disciplinary action. (Severity to be reviewed by ISL Committee) Level 3 Very serious incident which results in a (minimum) 5 game suspension, League Committee review, and possible referral to SNB Disciplinary System. (Severity to be reviewed by ISL Committee) Level 4 Indoor Soccer League ejection, probationary period with return to play, League Committee review and referral to SNB Disciplinary System. (Severity to be reviewed by ISL Committee) Please Note: All incidents are reviewed by the ISL Committee. The League Chair will investigate all incidents and if the incident is severe enough to warrant a suspension, the committee will inform the team contact (and alternate contact if necessary, if one has been provided). A player must contact the League Chair to discuss their actions before returning from Level 2 suspensions.
5 Classification of Incidents: IMPORTANT Any incident the League Chair and/or Head Official believes is severe enough may be referred to SNB who may impose their own disciplinary action in addition to the disciplinary action taken by the ISL Code of Conduct. The referee/official has authority over every call made during a match. Incidents listed below are intended to be used as general guidelines. The League Chair and Committee have the responsibility of classifying individual incidents and are done on a case to case basis. Classification and penalties will depend upon the severity of the offence. Level 1 Incidents (1 game suspension) - Participant ejected from a game for a red card offence resulting from subsequent yellow cards in a match (also $25 performance bond). - Continuous unsportsmanlike conduct. - Throwing an object on the playing surface in protest. - Players getting into verbal confrontations with spectators. Taunting/provoking other players, including (but not limited to): throwing water or objects at another participant, throwing/kicking a ball at another player in a malicious manner. - Spitting in the gym. - Other major team infractions. - Accumulation of 3 yellow cards ($25 performance bond and minimum 1 game suspension). - Striking, punching, slapping, kicking, shoving etc. are all examples of misconduct. Level 2 Incidents (3 game suspension, Severity to be reviewed by ISL Committee) - Participant ejected from a game for a red card offence (foul and abusive language and serious foul play). - Second Level 1 offence. - Intimidation, harassment, verbal abuse, arguing or profanity directed towards an official (may be referred to SNB). - Leaving the bench or side-line with the purpose of getting involved in an alternation (without fighting). - Roughness or excessive aggression directed towards other participants (i.e.: intentionally shooting, throwing or kicking objects at participants). - Verbal abuse, arguing or profanity directed towards other participants or UNB Saint John staff. Level 3 Incidents (5 game suspension, severity to be reviewed by ISL Committee and meeting with League Chair) - Participant ejected from a game for a red card (violent conduct). - Intentional striking or shoving of a participant (not to the head). - Playing as an ineligible player (also $25 performance bond). - Second or subsequent Level 2 offence or third Level 1 offence. - Two separate cases of intimidation and harassment of an official (may be referred to SNB). - Use of racial, sexually degrading or threatening language (may be referred to SNB). - Fighting between two participants. - Leaving the bench with purpose of getting involved in an altercation. Level 4 Incident (1 year ejection from ISL and a probationary period for future participation, severity to be reviewed by ISL Committee) - Intentional striking to the head of a participant with one s body or any object (may be referred to SNB) - Returning after being ejected with purpose of getting involved in altercation. - Intent to injure a participant. - Striking an official or Student Staff (may be referred to SNB). - Spitting on a participant, official, or UNB Saint John staff (may be referred to SNB) - Playing while suspended. Level 5 Incident (Possible team ejection and no return to league invite) - Playing a suspended player. Note: The University of New Brunswick Saint John has rules and regulations regarding vandalism, drinking, being intoxicated and drug use at the University events and on campus. Campus Security will be altered when these events do occur.
6 CONDUCT OF SPECTATORS Any altercation, which involves any physical contact with a fan by a player, will result in immediate dismissal from the league. Any verbal confrontation with any fans will result in a minimum 2 game suspension. The responsibility is on the player to make sure no altercations take place. It is the responsibility of the league participants to control their team spectators. Disciplinary actions such as removal of points may be taken from a team that is not cooperative in controlling their spectators. Spectators not acting in an appropriate manner will be asked to leave the playing area, and if necessary, UNB Saint John Security will be called. ONLY players/coaches are permitted on team benches. Spectators must be seated in the bleachers. Spectators are expected to conduct themselves respectfully and accordingly. If children are brought into the gymnasium they are to be supervised by parents or guardians at all times. In the event that a spectator or child impedes on supervisor, referee or staff duties or interruption of game play occurs, they will be asked to leave. Rules and Regulations are subject to change at any time. All team representatives will be informed. Incidents outside the scope of current regulations and code of conduct that have no definitive policy will be reviewed and decided by the Indoor Soccer League Committee.
