4 Section 1 4 Names and Objectives 1.1 Name The name of this organization will be the Bathurst Women s Hockey Association, hereinafter called the BWHA or Association (Assn.) and shall be affiliated with Hockey New South Wales Hockey Association (HNSW) and will come under the administration of the Bathurst Hockey Association Incorporate The Association aligns to the Hockey NSW Constitution, By- Laws, policies and procedures as part of its affiliation with HNSW through Bathurst Hockey Association Inc (BHA). Refer to for the most current information. 1.2 Objectives The Objectives of the Association will be: To foster and develop the game of Hockey within its boundaries and elsewhere The organisation and management of competitions for senior teams To uphold the principles of sportsmanship in the conduct of competitions to the benefit of all who take part.

5 Section 2 5 Membership and Clubs 2.1 Membership Membership shall be open to all members of affiliated Clubs and to those persons subscribing to the Objectives of the Assn. upon payment of the subscribed fee being set at the February meeting The Members of the Association shall have no liability to contribute towards the payment of debts and liabilities of the Association, or the costs, charges and expenses of the winding up of the Association. 2.2 Clubs A Club may consist of one or more teams. Each Club may elect its own committee which is responsible to the Assn. and must abide by these By-Laws New Clubs an application in writing specifying proposed name and colours of the Club, signed by the Club Secretary, is to be handed to the Assn. Secretary at, or prior to, the February meeting at which time the question of admission is to be decided Any proposed changes to an existing clubs uniform or colours must be presented to the February meeting for acceptance by the Association Each Club shall be entitled to one voting delegate at a meeting. All Clubs are required to have a delegate attend each association meeting. Failure to attend the meeting will result in the Club being penalised. Penalties for the current year will be determined at the first committee meeting held after the AGM The name, address, telephone number and address of a Club contact is to be given to the Assn. Secretary at the February meeting. 2.3 Affiliation Affiliation Each Club will pay affiliation fees to BWHA as determined at the first committee meeting held after the AGM. Clubs will be invoiced after final registrations are received Clubs with outstanding fees will be deemed unfinancial and will be ineligible to play in the Finals series unless the balance of fees is paid.

6 Direct connection with Clubs Persons having a direct connection with a Club shall be: All Association officials, club teams, spectators, coaches and all other persons having a direct connection with a Club All players who play for that Club who are duly registered The parent or legal guardian of any player who is a dependent within the meaning of the Income Tax Act and has had his or her Club fees paid for by such parent or legal guardian Players elected as Life Members of any affiliated Clubs will be recognised as having direct connection with that Club Affiliation between clubs who are both members of the BWHA: One club may affiliate with another club for the purpose of borrowing players to play for a second club in competition games. These players need only register once, with their home club in an appropriate grade Players must not play a lower grade or in the same grade as their registered home grading. All other By-Laws of the BWHA apply to these players Affiliations are on an annual basis. Clubs wishing to affiliate should submit the request to the Association in writing 14 days prior to the AGM. The request will be discussed and voted on at the first committee meeting after the AGM. Once affiliation has been approved, it will stay in force for that season Clubs who are affiliated still retain their separate identities, management, financial responsibilities and club vote in the BWHA. 2.4 Registration Registration Player, Age Team Registration In the competition teams must nominate a minimum of eleven players.

7 Club delegates will hand to the registrar, completed Team Registration Sheets fourteen days prior to the commencement of the competition Teams may be required to nominate umpires as determined by the BWHA Officiating Committee prior to commencement of the competition Player Registration The Association shall use the BWHA Team Registration Sheet for registration of all teams for the current season and submit the file electronically to the Registrar by the due date. Registrations submitted by other means will be invalid All players and Non-playing Officials are required to register online with Hockey NSW and will automatically be governed by the Code of Conduct and agree to abide by the terms and conditions stated Any team playing an unregistered, ineligible or disqualified player shall receive no points for the match. The opposing team will receive points equivalent to a win and a goal difference of at least 2-0. If the result has an actual goal difference greater than 2-0 then the opposing team shall retain that goal difference No player in the B.W.H.A. competition shall play for more than one club at any one time, unless Clubs have a BWHA approved affiliation with each other and as per other rules stated in Late Registrations in the B.W.H.A. Competition cannot play without the permission of the Registrar. The Grading Committee will determine the grading of the late Registrations To assist the grading committee when determining the grading of all late registrations (that is any player registering after submission of original team sheet registration) clubs may be required to provide a playing history of the said player All players within the B.W.H.A. competition must be at least 12 years of age or turning 12 years of age before the conclusion of the upcoming playing season.

8 Supersubs can play up unlimited times into a specifically identified grade and team in the competition. It shall be decided by the Assn. at the first BWHA meeting, after the AGM, each year if Supersubs are to be included in that year s competition and how many are allowed per team Supersubs must be nominated on Team Registration sheets for both grades they will be playing in with SS being noted on the higher of the two grades Team Registration sheets. Should a team need to change an approved Supersub, applications should be made in writing, with an outline of the reasons for the adjustment, to the Grading Committee. The new nomination cannot play as a Supersub until approval is received in writing from either the Grading Committee or Registrar Supersubs must wear a lime green pin band to identify them on the field. The player must also be identified on the match card by noting SS after the player s name. Transfer of Players/Transfer within the Club Transfer of Players Players transferring from one BWHA affiliated club to another must supply to the registrar a clearance from the previous club before playing in any competition match A Club cannot withhold a request for a transfer unless the player requesting the transfer is not financial. A clearance is not required if a player has not played in the B.W.H.A. competition for more than 5 years, or the club they were previously registered with has ceased its affiliation with B.W.H.A A player who changes Club after the commencement of the season must supply a clearance to the registrar and cannot play for the new Club until the transfer is approved by the Registrar and Grading Committee. No transfers between Clubs will occur after 30th June No player may transfer on more than one occasion each season. 8

9 2.4.4 Transfer within the Club A player may play in higher grades than the one they are registered with for two matches. On the third Match the player will be graded into a higher team within that Club by the Grading Committee. This by-law ceases operation at the commencement of the Final series Those playing up in a higher grade than their registered one, but not as a Supersub, must wear a bright orange pin-on ribbon or tag on their shirt to identify them on the field. The player must also be identified on the match card by noting their normal registered grade after the player s name A player who plays only goalkeeper in their registered grade may swing up as a goalkeeper without restriction. The same player may also play as a field player in a grade determined by the Grading Committee upon request A field player may, on approval from the Grading Committee, play as a goal keeper only, in another grade for their club Grading of Senior Players If a Club has two or more teams in the one grade they must nominate distinct teams. No player shall play for more than one team in the same grade Any changes of grading by the Grading Committee must be done so in writing, giving the Club seven (7) days notice of such change and a further seven (7) days to appeal such a decision.

10 Section Year Finance For administrative purposes the period shall be AGM to AGM For financial purposes, accounts and annual financial statements and balance sheets will be the period from January 1 to December An Audited financial statement is to be presented at the Annual General Meeting The Board shall, within the terms of these rules, have sole power to control, dispose of, expand or invest the assets of the Assn The funds of the Assn. shall be derived from the fees of members and Affiliated Clubs, donations, grants and such other sources approved by the Assn Affiliated Clubs and members shall pay to the Assn. all fees, levies, fines and other charges as are determined by the Assn. at a board meeting. Such amounts shall be paid in accordance with these By-Laws Affiliation to or membership of the Assn. shall cease on failure to pay such due amounts All monies received shall be placed to the credit of the Assn. accounts at a financial institution appointed by the Board and all payments shall be paid by cheque or direct deposit. Any of these signatories may endorse cheques on behalf of the Assn. (Treasurer and/or President + one other executive) The treasurer shall ensure that correct books and accounts are kept showing the financial affairs of the Assn. These records shall be available for inspection by any member and shall be held in the custody of the Treasurer. 3.2 Fundraising Fundraising Approval of the Assn. and Bathurst Hockey Inc. must be obtained before any club or district side may hold functions for the purpose of raising money No Club or individual raffles are to be held on carnival days if the Assn. wishes to run one of its own, without the permission of the Assn.

11 3.2.3 All monies raised for the District sides must be receipted by the Treasurer and must be returned to the team with an accounted balance and, where possible, returned to the team before the relevant event. 11

12 Section 4 12 Meetings 4.1 Board of Management The Board of Management shall consist of the following members: The Assn. Executive Club Delegates. One Delegate per Club Financial Life Members of the BWHA The executive shall be empowered to act in matters of urgency and call an Executive Meeting, the outcomes of which are subject to ratification by the Board The Board shall deal with all matters relating to the function of the Assn subject to the provisions of these rules and the decisions of a Board Meeting. The Board shall have the power of the Assn. and its decisions shall be deemed to be the decisions of the Assn The Board shall meet once a month from February to September at a date and time as shall be determined by the meeting A quorum at a Board meeting shall be greater than one-third (1/3) of the members of the Board The Board shall have the power to admit persons other than Board members to its meetings, but no such person shall be allowed to vote or take part in the proceedings of the meeting Questions arising at any Board meeting shall be decided by a majority of votes of those present and voting. In cases of any equality of votes the Chairperson/President shall have a second or casting vote All Clubs must notify the Secretary in writing of their delegate before they have voting rights at a Board meeting. Name of alternate delegates must be provided to the Secretary before any meeting in order to have voting rights. The order of business at a Board meeting shall be: 1. Apologies 2. Minutes 3. Correspondence 4. Treasurer s Report 5. Committee Reports 6. General Business 4.2 Annual General Meeting The Annual General Meeting of the Assn. shall be held each year in February Twenty-eight (28) days notice of the date and place of the AGM must be given. Advertisements to be placed in the local daily newspaper and Club Secretaries notified in writing of same.

13 4.2.3 An AGM shall have the power to make, amend or delete any By- Laws provided that notice of any such proposed alterations has been submitted in writing to the Secretary one month prior to the AGM. Proposed By-Law changes will be finalised at the Board meeting prior to the AGM All members of the Assn. shall be entitled to attend the AGM meeting and may speak on any subject before the meeting, but only two (2) delegates from each Club shall be entitled to vote The quorum of an AGM shall be greater than one-half (1/2) of the Board members Prior to the start of the business of the meeting, voting members shall record their names in a register provided for that purpose Voting shall be by voting members personally present Unless otherwise specified in these By-Laws and, unless a secret ballot is demanded, voting at an AGM shall be by a show of hands Voting for Executive and Committee positions shall be by secret ballot Decisions shall be made by a simple majority vote except where other-wise specified in these By-Laws The order of business at an AGM meeting shall be: 1. Apologies 2. Minutes 3. Correspondence 4. Treasurer s Report 5. Annual Report 6. Report from NSW 7. Election of Executive 8. Election of Committees and Conveners 9. Notice of Motion 10. Election of Delegates to NSW 11. Election of Auditors 12. Election of Patrons Special Meeting Special Meetings/Special Resolution A Special General Meeting may be called: By resolution passed by an Executive meeting or the Board or By a request in writing from three (3) affiliate Clubs Two days notice shall be given of a Special General meeting and of the business for which it was called to be transacted.

14 4.3.3 The order of business at a Special General meeting shall be: Apologies 2. Reading of the notice convening the meeting. 3. Special Business for which the meeting was summoned. 4.4 Special Resolution A special Resolution must be passed by a special meeting of the Assn. to effect the following changes: A change of the Assn. name A change of the Assn. objectives An amalgamation with another Inc. Association or Body A voluntary wind up of the Assn. and distribution of its property Notice of Twenty-eight (28) days of the resolution shall be given to each affiliate Club At least 3/4 of all eligible Board members must vote in favour of such of such resolution for it to be passed.

15 Section Association Executive Office Bearers The Association Executive shall consist of: President Vice President Secretary Treasurer Registrar Assn. officials shall be elected when possible at the AGM each year. Should a vacancy occur during the year it may be filled at a Board meeting. To be eligible for election to any of the above positions the person concerned must be a financial member of BHA or a Life Member of BWHA Executives shall hold office until the conclusion of the AGM at which the succeeding Executives are elected No person shall hold two positions unless with the permission of the AGM Where approved by the AGM to hold two positions, that person shall have one deliberative vote at all meetings Any person absenting themselves from three meetings in succession without the permission of the meeting or without apologies accepted at the meeting shall be deemed to have vacated their position Any official deemed guilty of any conduct prejudicial to the interest of Hockey and the Assn. may be removed from the office at a Board Meeting with a two-thirds majority of those entitled to vote Any official may resign by giving a written notice to the President or Secretary Nominations for all positions must be received in writing to the Secretary by 4pm on the Friday prior to the AGM.

16 Duties and Functions of the Executive and other Officers 5.2 Duties and Functions of the Executive and other Officers President The President will act as a Chairperson at all meetings and shall have a casting vote if necessary The President shall be an ex-officio member at all Committee meetings, except the selection committee The President shall have a deliberative vote at all meetings Vice President Secretary In the Absence of the President shall act as the Chairperson at all meetings Shall have the rights of a Chairperson when acting as Chairperson and at all other times shall have a deliberative vote Shall keep records of all Minutes at the meeting and keep up to date the Minute book, keep records of meeting procedure, keep a record of members attending the meetings Shall a copy of the Minutes of Board meetings to the Executive and Club Delegates and upload a copy to the Bathurst Hockey website Keep the By-Laws up to date and provide a copy of same to the Executive of the Assn. as well as to each affiliated Club Shall attend to all correspondence as directed by the Assn To arrange venues for all Assn. meetings and advise members of times and places accordingly Carry out the instructions of the Executive Secretary shall have a deliberative vote at all meetings.

17 5.2.4 Treasurer Registrar Shall receive all monies due Bank all monies received in a bank or savings account decided at each AGM in a bank, savings or interest-bearing account decided by the Assn Shall hold in custody all cheque and withdrawal and deposit books Shall keep records of all monies owed to the Assn Shall forward all accounts to the delegates meeting for payment, unless otherwise instructed Pay all accounts passed at the delegates meeting Have ratified at the next meeting any accounts which have been paid The Treasurer shall have a deliberative vote at all meetings Keep a record of all matches played within Assn. competitions including participants Keep a record of names of all players and team officials in the Competition Examine all game cards and team sheets for unqualified or unregistered players and take appropriate action Record all player clearances Shall be a member of the Draw and Grading Committees The Registrar shall have a deliberative vote at all meetings Other Officers Patron To be appointed at the AGM, the Patron is one who supports and sponsors the Bathurst Women s Hockey Association. The Patron has no deliberative vote.

18 Property Officer The Property Officer shall be responsible for all Assn. equipment including representative team uniforms, balls, goalkeepers equipment etc. and report to the meeting any problems with same. The Executive shall have the power to impose a fine not exceeding the cost of uniforms or equipment on any player failing to return same. The Property Officer has no deliberative vote Auditor An Auditor shall be elected at the AGM. The auditor shall examine the books and documents pertaining to the financial dealings of the Assn. and shall issue a statement as to their correctness or otherwise. He or she has no vote Sub-Committees Sub-Committees The AGM shall elect annually the conveners and/or members of such sub-committees (herein referred to as committees) as provided in the By-Laws The Executive of the Board may appoint such additional committees as it may deem necessary The President or their representative shall be ex-officio of all committees with the exception of any selection committee Nominations for all committee positions shall be in writing with the signature of the nominee, the mover and seconder Such nominations shall be received by the Secretary by 4pm on the Friday prior to the AGM Voting shall be by secret ballot If only the requisite number or a smaller number of candidates is nominated they shall be elected. If less than the requisite number of candidates is nominated by the said date, nominations shall be called for at the AGM meeting and such nominees may be elected at that meeting to fill the vacancy/vacancies If between elections a vacancy occurs in a selection committee or the conveners of a committee, the vacancy shall be filled at a Board Meeting The convener of each committee shall record minutes and submit a report to each board meeting

19 All committees shall make their own arrangements regarding meetings The committees of the Assn. and their Duties shall be Selection Consisting of three members who shall appoint one of the committee as a Convener To select such squads of players for senior representative teams All selectors should be present for all selections. If the appointed selector is unavailable, a nominated replacement from the executive will be appointed Separate Selection Committees may be formed for Seniors and Masters representation Grading Committee A Grading Committee shall consist of five (5) members. The elected members shall come from three (3) different Clubs participating in the local competition for the forthcoming season plus the Registrar and another Executive member. The Registrar will be the convenor It shall be formed to determine the grading of: Teams Deal with requests for grading and regrading of players by Clubs. Grading of goalkeepers as per By- Law The Grading Committee will also grade late registrations on an individual basis.

20 Officiating Committee Duties: To arrange for the training of umpires in accordance with Australian Umpires By-Laws. To arrange for the grading and testing of umpires. To record the results of annual umpires examinations and names of the graded umpires. To award Community and Level 1 umpires accreditation. To Notify NSW of umpires accreditation awarded. To appoint umpires to matches as required. To grade umpires nominated by Clubs. To arrange for Officiating training and accreditation. Has no deliberative vote Masters Committee Duties: To make decisions relevant to the management of Masters representation. Give a report to each Board meeting Has no deliberative vote Opens Committee Duties: To make decisions relevant to the management of Opens representation. Give a report to each Board meeting Has no deliberative vote.

21 Section Equipment Competition All players should be encouraged to wear protective equipment i.e. mouth guards, shin pads etc. Goalkeepers must wear full protective equipment, including a helmet. 6.2 Uniform Correct uniform must be worn by the third (3) competition match. Any changes to the uniform must be presented to the February Assn. meeting each year for approval Correct uniform must include bike pants or undershorts the same colour and length, or shorter than the skirt or black. Full length compression garments are acceptable if skirt colour, black or flesh colour. Shorts or skorts may be worn if they are the same colour and length as the skirt Long sleeved tops or jumpers may be worn on the field provided they are the same colour as the approved uniform shirt Players not conforming to the right specifications of Dress shall not be permitted to play. Umpires will report incorrect uniform to the officials Jewellery should be removed prior to taking the field wherever possible. Any jewellery that is worn on the field must be fully covered prior to the game commencement. No bobby pins allowed at any time Where Supersubs are playing in a higher grade in a competition game, they must be identified by a lime green band and the card noted with SS next to their name. Any player playing in a higher grade, but not a supersub, must wear a bright orange band with player s normal registered grade to be noted on the card next to their name.

22 6.3 Point Score and Match Rules Point Score WIN = 3 POINTS DRAW = 2 POINTS LOSS = 1 POINTS Notified Forfeit = 0 points to Offending Team (48 Hours notice given to Registrar) with win points awarded to the non-offending team and a 2-0 result Un-Notified Forfeit = Minus 2 points to offending team with win points being awarded to the nonoffending team and a 2-0 result. Wherever possible the number of Byes in the competition shall be the same for all teams The forfeiting team will pay all fees for the scheduled match When a day s competition is cancelled by the Assn. due to inclement weather, all matches scheduled for that day shall be rescheduled where possible No teams shall take part in any official game with less than seven (7) players. Any team not being on the field within ten (10) minutes of the appointed starting time shall forfeit the game. A late player may take the field at any time, provided her position has not been filled. In the event of the team having (7) seven players to take the field and then finding themselves with less than (7) due to a player leaving, injury or suspension, the game shall cease. The non-offending team shall receive a win and a 2-0 result. If the score is already more favourable to the nonoffending team then actual point score stands. In this occurrence both teams still pay their own match fees Senior grades shall be designated 1,2,3,4 etc Deferred Games Teams wishing to defer a game must seek approval from the Registrar no later than 14 days prior to the scheduled game The rescheduled game must be played at a time that is suitable to both teams and at an available time slot as per draw availability. The rescheduled match must be approved by the Registrar and must be played on Association fields.

23 Teams may defer a maximum of two (2) games per season Any team who forfeits three (3) matches during the season shall be removed from the competition All matches will start and finish on a signal from the central timekeeper Match Sheets Sheets must be correctly filled as much as possible before the commencement of the game and fully completed before the opposing team representative and umpire signs off No points will be allotted until sheets are filled in, signed and have the scores printed on the space provided The competition will operate with a maximum of ten (10) teams per grade and a minimum of four (4) Teams who are Minor Premiers and/or winners of the competition may be promoted at the discretion of the grading committee Teams that finish last on the competition ladder may, at the discretion of the Grading Committee be relegated to the next grade. 6.4 Statistics Affiliated Clubs shall supply the following information to the Secretary By February meeting annually, the names and addresses and telephone number of Club officials and Delegate to Board meetings Any information requested by the Assn. 6.5 Misconduct / Mismanagement It shall be incumbent on any player, official or spectator to report to the Executive any matters which may be considered prejudicial to the Objectives or interest of the Assn Such reports must be received by a member of the Executive within 48 hours (Sundays excepted) of the incident, and shall name any person charged with the alleged offence.

24 The report shall record full details of the alleged misconduct/mismanagement and must include the names and addresses of witnesses who may be called before a Disputes Committee Except where the report is made by a member of the Executive or an umpire, it must be accompanied by a fee of $ On receipt of the report the executive shall meet within twenty-one (21) days of the incident. If the Executive decides the complaint warrants the attention of a Disputes Committee, the complainant, witness or person charged shall receive seven (7) days notice in writing of the meeting of the Disputes Committee. The Executive will form a Disputes Committee consisting of 1 Executive and 4 delegates not involved in the dispute In the event of any person named as an offender in the report failing to appear without reasonable cause (as determined by the Executive), she or he will be banned from attending the playing of any match conducted by the Assn. until such time as the Executive meets again to consider the situation In the event of misconduct/mismanagement being proved to the satisfaction of the Assn. it shall impose such penalties as it deems fit, under guidance from the current Recommended Disciplinary and Judiciary Guidelines on the Hockey NSW website. It shall also rule the fee of $20.00 be refunded. In the event of the misconduct not being proved, the fee shall be paid to the Assn. general account Players Cautioned or Sent Off A player, or players, ordered from the field (red card) shall have her/their case determined by the Executive In the event of a player being ordered from the field it is the duty of the umpire to write the send off on the card and notify the Secretary within 48 hours of the ordering off: The name of the player The Club whom she plays with The name of the umpire Any person receiving a suspension from participating in any Hockey Association will not be able to participate in the BWHA competition for the period of the suspension 24

25 Yellow cards (temporary suspensions) will accumulate at 5 points per card; red cards (permanent suspension) will accumulate at 20 points per card. If a player accumulates 20 points they will automatically be suspended from the next competition game Appeals An Appeals committee shall consist of five (5) members 1 Executive and 4 delegates not involved in the dispute, one of which should be a member of the Officiating Committee if it is relevant to the complaint being heard It shall be formed to hear and determine appeals form players, teams and Clubs against any decision of the Officiating Committee or Executive Any Club, team or player shall have the right to appeal to this committee against any decision of this Assn All appeals must be accompanied by a fee of $20.00 which shall only be refunded if the appeal is successful No member of the Appeals Committee shall leave the room during the course of the meeting without the permission of the Chairperson Appeals Committee may seek the advice from professional bodies to clarify matters if they deem it necessary. 6.7 Umpiring Rules and interpretations BWHA Inc umpires will run under the rules and interpretations of Hockey N.S.W The rules and interpretations shall be passed on to Assn members by the Officiating Committee and where possible a workshop held within the Assn to explain rules and interpretations No umpire within the Assn shall interpret the rules of the game in any way but according to the HNSW interpretations Any dispute of interpretations of the rules will be dealt with by the Officiating Committee and its interpretations explained. In the case of no resolution, advice will be sought from the HNSW umpires convener or an internationally ranked umpire. The result will be advised and a copy placed on the notice board for all umpires and players.

26 6.7.2 Ranking All umpires with the Assn. will be ranked and allocated by the Officiating Committee Any substitute umpire organised on any game should be of an equivalent standard or better than the allocated umpire Payment of Umpires Premier League as per premier league rules. Bathurst Women s Competition $ Umpires - Competition Rounds The umpire who starts the game must complete the game unless incapacitated If a substitute umpire commences a game the allocated umpire will have priority if they arrive within 10 minutes of the commencement of play The umpire who starts the game must complete the game unless incapacitated. In such a case the Officiating Committee or a member of the Executive shall organise a suitable replacement All umpires are subject to the Hockey NSW Code of Conduct. 6.8 Competition Finals Series The winner of the point score in a grade is to be considered Minor Premier. If there is a draw on points for a position there will be a count back on goal difference for the whole season. If it is still drawn positions will be decided as follows: Number of goals for Number of goals against Penalty stroke play-off The first four teams will enter the semi-final: Major Semi-Final 1st v 2nd Minor Semi-Final 3rd v 4th Final: Loser of the Major Semi v Winner of the Minor Semi Grade Final: Winner of Major Semi v Winner of the Final.

27 A decision must be reached in semi finals, finals and grand finals. In the final series if a game is drawn at full-time the teams will have (5) minute break followed by ten (10) minutes each way Golden Goal Rule, the first team to score is the winner and the game is deemed completed. If the game is still drawn the team who finished highest on the competition ladder shall be declared the winner Goal difference will be determined as follows: Goals for (GF) minus Goals against (GA) divided by games played during the season. The highest value shall be determined the winner To be eligible to play in the final rotation of matches and final series in the BWHA 1st grade competition, a player must have played 5 matches in 1st grade before the final rotation commences. Pursuant to By-Law this does NOT apply to players registered and eligible from a lower grade In all other grades to be eligible to play in the final series a player must have played a minimum of five games for the team in which they are registered / graded. Once a player has been deemed eligible for the Final series in their grade, then and only then are they eligible to play in the Finals in any other grade Umpires Finals Umpires for Finals will be set by the Officiating Committee and changed only under extreme circumstances. They will be classed as Bathurst umpires and therefore deemed to have no Club allegiance.

28 Section Special Appointment Representative Teams The Executive shall call for applications for the positions for coaches, managers and any other approved appointments as required Such appointments shall be made in accordance with the By- Laws Appointment will be for one year except when filling a casual vacancy with the proviso that the Executive shall have the right to dismiss any appointee who, in the opinion of the Executive, has failed to carry out his or her duties in a satisfactory manner Coaches and Managers The selection of coaches and managers for all representative teams may be made by the Executive after the advertising of the positions Coaches will be issued with a letter within fourteen (14) days of appointment detailing their responsibilities to the representative team and the Assn. Any official being found unsatisfactory shall be replaced at the discretion of the Executive Managers will be issued with a letter within fourteen (14) days of appointment detailing their responsibilities to the representative team and the Assn. Any official being found unsatisfactory shall be replaced at the discretion of the Executive Representative Teams The selection of all representative teams may be by the Selection Committee who may consult with the team coach and shall be by special selection trials The Assn. will have exclusive right to the services of these players on the day or days nominated and all Clubs shall be deemed to have surrendered their claim on the player or players to this Assn. during this period. (All Clubs to be notified of the players involved) Any players not wishing selection in representative teams must advise when approached for selection, otherwise once selected the above conditions will apply with exception.

29 Representative players must be playing in an acceptable competition to be eligible for selection that year. Any extenuating circumstances will be considered by the Executive. This does not extend to Veterans Assn players not selected in the Bathurst Assn teams participating at a Carnival may play for other Associations. Executive to be notified where possible Representative players shall be issued with a letter listing their representative commitments, uniform requirements and a copy of the Code of Conduct expected from representative players by the Assn. Any player failing to meet these commitments or not adhering to the Code of Conduct shall have their case heard by the Executive and appropriate action taken In the event of the representative squad being depleted by injury or any other unforeseen circumstances, a last minute replacement may be made by the coach in consultation with the Selection Committee, or failing that, the Executive. 7.3 State/National Selection Any player in an Assn. representative team, upon selection at State level, is automatically given a grant to assist with costs, the amount to be decided at the next General Meeting.

30 30 Section Awards Awards & Criteria Umpires Awards: Service & encouragement awards shall be nominated by the Officiating Committee Club Championship Will be awarded to the Club with the most consistent performance of all Club teams in the B.W.H.A. competition. The Executive Committee will award the Club Championship Goalkeeper Award Senior Goalkeeper of the Year Dave Bernard Award Senior Player of the Year Kelvin Cooke Memorial Award As per criteria Best & Fairest Award Best & Fairest points to be awarded on a 3, 2 and 1 basis in all competition matches so that awards can be presented in all grades at the end of the season Life membership Shall be considered on outstanding services to the Assn over a considerable period of time. Nominations for such membership shall be in writing at the August meeting and will be voted by the Executive and shall be presented at the Annual Awards presentation night. A financial Life Member shall have a deliberate vote unless being entitled to under other Clauses of these By-Laws Meritorious Service Awards Shall be considered on merit of services to the Association. Nominations for such membership shall be in writing at the August meeting and will be voted by the Executive after the August meeting. 8.2 Clubs and Trophies All perpetual trophies and cups which are the property of the Assn. shall be held in trust by the Property Officer and may only be removed with the express permission of the Executive.

31 Any trophies lost while on loan will be replaced by the offending Club or person with one of similar value and distinction. 8.3 Criteria for Annual Awards Player of the Year To be awarded to the player who achieves the highest representative level for that year. Representative levels to be awarded points as follows: 7 points - Australian Team 6 points - National Hockey League Team 5 points - H.N.S.W. Under 21 team 4 points - H.N.S.W. Under 18 team 3 points - Australian Country team 2 points H.N.S.W Country team or H.N.S.W Masters team 1 point - Bathurst District team Goalkeeper of the Year To be awarded to the Goalkeeper who achieves the highest representative level for that year (As Above point system) Umpire of the Year To be awarded to an umpire who has made an outstanding contribution to umpiring for the BWHA Best & Fairest To be awarded to the player who accrues the most points awarded by Umpires on the match cards, with one award per grade. The point score to be kept by the Registrar. Penalty cards received shall be taken into consideration, such that a player who receives a Red Card will lose 20 points, Yellow Card will lose 5 points and Green Cards will lose 2 points Kelvin Cooke Memorial Award (The family to be asked to present same) This award is to be awarded to a person who has made an outstanding contribution to Bathurst Hockey over a number of years in the areas of administration at an Assn level or at Club level. It can also include contribution toward coaching or managing Assn or club teams This award may only be awarded once to a person This award does not necessarily have to be awarded each year.

32 Nominations can be received from all clubs or individuals Master of the Year Win Long Memorial Trophy To be awarded to the person who achieves the highest representative level for that year and/or contributes to the Assn. over and above that which is normally expected Club Championship (Large and Small) This award shall go to the Club with consistent performance of all club teams with differing points for each grade being allotted. Varying point factors to be based on the format of the competition each year Play the Whistle Award This award shall go to the Team(s) in each grade deemed to display the most outstanding sportsmanship and good conduct throughout the competition. The inclusion, structure and budget for this award are to be determined at a committee meeting prior to the commencement of competition.

33 33 Section 9 Premier League 9.1 Each premier league team must nominate players as per Central West Premier League and the BWHA rules. 9.2 All players playing in their club s highest graded team in the BWHA competition may play in one (1) premier league team unlimited times. Affiliated clubs operate as one combined club for this ruling. 9.3 Rule will apply to all other grades in the BWHA. playing in a higher grade including premier league. 9.4 Bathurst based teams in the Premier League competition are affiliated members of the BWHA and as such are governed by the BWHA By-Laws.

34 Changes to these By-Laws. Section Except in cases of changed circumstances which were not contemplated or reasonably foreseeable at the time of adoption of these By-Laws or which render any provision inoperable or impracticable, the provisions of these By-Laws shall not be altered or amended until the AGM In the case that these By-Laws become inoperable or impracticable the Executive will call a Special Meeting Any proposed changes to the By-Laws shall be in writing to the Secretary one month before the AGM Where a proposed change to a By-Law is submitted to the AGM and a change in phrasing is suggested which does not alter the intention of the proposed amendment then the alternate wording can be accepted and voted on at that AGM. If the suggested phrasing would change the intent of the original proposal then it cannot be accepted and the amendment can only be voted on as it stands and then re-submitted at the next AGM if not passed.
