All award-winning photos will be displayed at the roving exhibitions in venues under the Leisure and Cultural Services Department in the 18 districts so that members of the public can share the pleasant memory of this spectacular event. Scenes at the sports competitions, the Opening Ceremony and the Closing cum Prize Presentation Ceremony of the 3rd HKG 26 March to 5 June 2011 (1) Open Division: open to all local residents of all ages (2) Student Division: open to all full-time students in Hong Kong No limit Free of charge For each division, there will be a Champion, a 1st runner-up and a 2nd runner-up as well as 10 outstanding prizes. (VIII) Entry Method: Those who are interested in participating in this Contest need not enrol in advance. Entrants are only required to submit their entries (please do not write any names or particulars on the entries), together with an entry form (photocopied form(s) will also be accepted) and a copy of their identity document (those who intend to enter the Student Division shall also submit a copy of their student card), in an envelope (with The 3rd Hong Kong Games Dynamic Moments Photo Contest clearly marked on the outside of the envelope) by post or by hand to the Major Events Section, Leisure and Cultural Services Department (Address: 2/F, Leisure and Cultural Services Headquarters, 1 3 Pai Tau Street, Sha Tin; Office hours: 8:45 am to 1:00 pm and 2:00 pm to 6:00 pm from Monday to Friday, except General Holidays) by 6:00 pm on 8 June 2011 (Wednesday). For entries submitted by post, the date of reaching the Department will be determined by the stamped date. Late submission will not be accepted. The Organiser will send entrants an e-mail to acknowledge receipt of their entries within 7 working days after receiving their entries. Entrants who do not have an e-mail address shall write their correspondence address on their entry form for future contact. (IX) Rules for Photo-taking: (1) Entrants shall make their own arrangements for going to the venues of competitions/ceremonies to take photos and no special arrangement will be made for them by the Organiser. For the dates, times, venues and latest arrangements relating to the sports competitions, the Opening Ceremony and the Closing cum Prize Presentation Ceremony of the 3rd HKG, please visit the dedicated website of the 3rd HKG: http://hongkonggames.lcsd.gov.hk. (2) (i) Spectators/entrants may take photos during the sports competitions, the Opening Ceremony and the Closing cum Prize Presentation Ceremony of the 3rd HKG. (ii) A Photo Zone will be designated at the venues of some sports competitions to enable spectators/entrants to take photos of the competitions at a close distance. Given the limited space in the Photo Zone, only a fixed number of Photo Passes will be distributed on site at the venues to interested spectators/entrants on a first-come-first-served basis for admission into the Photo Zone to take photos. The Organiser has the right to prohibit any persons who do not hold a Photo Pass from entering the Photo Zone for photo-taking. (iii) Moreover, photo sessions will be allocated for the Athletics Competition of the 3rd HKG. Staff of the Organiser will gather and lead the Photo Pass holders to the designated Photo Zone for photo-taking. (iv) No Photo Zone will be designated at the venues of the Opening Ceremony and the Closing cum Prize Presentation Ceremony of the 3rd HKG. Spectators/entrants may take photos at the spectator stand or other suitable locations in the venues. (v) As regards the quotas of Photo Passes for various competition venues, please refer to the dedicated website of the 3rd HKG. 2
(X) Rules of Contest: (3) Entrants shall not impede the progress of the sports competitions/activities and no flashlights shall be used when taking photos during the sports competitions. Staff of the Organiser/venue managers may designate an area for photo-taking, restrict the number of persons taking photos or prohibit photo-taking as and when necessary. Entrants shall abide by the rules of the venues and all instructions given by the staff of the Organiser/venue managers when they are taking photos. (4) If a Pre-No. 8 Special Announcement (an advance notice to the public issued by the Hong Kong Observatory when Tropical Cyclone Warning Signal No. 8 is expected within 2 hours) or Tropical Cyclone Warning Signal No. 8 or above or a Black Rainstorm Signal has been issued by the Hong Kong Observatory on the day of the Opening Ceremony or the Closing cum Prize Presentation Ceremony or 2 hours before the first match/race of a sports competition scheduled to be held on an event day, the ceremony/matches/ races will be cancelled. The Organiser will announce the arrangements for the ceremony/matches/races separately. For details, please refer to the dedicated website of the 3rd HKG. (1) Entrants shall participate in this Contest in their capacity as an individual and the results obtained by them will not be counted as points for determining the Overall Champion, 1st runner-up and 2nd runner-up of the 3rd Hong Kong Games. (2) Each entrant shall enter 1 division only. The Organiser has the right to disqualify any person who is found to have entered more than 1 division. (3) All entries must be photos depicting scenes at the sports competitions, the Opening Ceremony and the Closing cum Prize Presentation Ceremony of the 3rd HKG taken by the entrants themselves. (4) All entries must be photos taken by the entrants themselves with a film camera or digital camera and must be their original works. Entrants shall ensure there is no infringement of interests (including copyrights) of other persons. The Organiser shall not be liable for any claims arising from infringement of copyrights or rights of portrait in relation to any entries. All liability and consequences shall be borne by the entrants. (5) The entries may be taken with special lenses. Photo cropping, red-eye removal and adjustments to brightness, contrast or colour saturation are also allowed. However, darkroom techniques and post-production computer processing, including computer-aided colour adjustment, etc. is not allowed. If the Judge Panel is of the view that an entry has been excessively processed, the entrant will be disqualified and no objection shall be raised. (6) Entrants may use any brands of film, printing paper, camera and photo finishing service but the entries shall not be mounted. (7) Each entrant may submit 5 entries at most, each of which shall be of colour print in the range of size from 20 to 23 cm 25.4 to 35.6 cm. Photos taken with digital cameras (3.0 mega pixels or above) must also be in prints. No photos in other forms shall be accepted. 3
(8) Each entrant will only be awarded 1 prize for the Champion, 1st runner-up or 2nd runner-up in each division, but this restriction does not apply to the outstanding prizes. In other words, each entrant may be awarded 2 prizes at most. (9) The decisions of the Judge Panel on all the results of the Contest shall be final. Entrants shall raise no objection (10) All entries submitted will not be returned. The Organiser has the right to require an entrant to submit, as and when necessary, the original film (positive or negative) or a CD-ROM containing the original digital file(s) (3.0 mega pixels or above) of his/her entries for examination or reproduction without paying the entrant any royalty or remuneration. Entrants shall raise no objection. The Organiser has the right to strip an entrant of his/her winning title(s) and cancel his/her award(s) if he/she fails to provide the above film or CD-ROM. (11) The Organiser has the right to display/publish the entries on the Internet, at venues under the Leisure and Cultural Services Department, in publications of the sponsoring organisations and through other publicity channels without paying any royalty or remuneration to the entrants. (12) By submitting an entry to the Organiser of The 3rd Hong Kong Games Dynamic Moments Photo Contest, a person agrees to accept and abide by the rules of the Contest. (13) The Organiser reserves the right to interpret the contents and rules of this prospectus. If there is any inadequacy in this prospectus, the Organiser reserves the right to amend it at any time without prior notice. (XI) Judge Panel: A Judge Panel which comprises 3 members, namely a person appointed by the Organiser and 2 representatives of the Photographic Society of Hong Kong, will be formed to select the winning photos. Assessment of photos will be held in June 2011. (XII) Announcement of The results of the Contest will be announced through the dedicated website Contest Results: of the 3rd HKG (http://hongkonggames.lcsd.gov.hk). Winners will be notified of the results in writing separately. Entrants who do not receive any written notification from the Organiser may assume that their entries have not been selected and they will not be notified individually. (XIII) Exhibition of Award-winning Photos: All award-winning photos will be uploaded to the dedicated website of the 3rd HKG and displayed at the roving exhibitions in venues under the Leisure and Cultural Services Department in the 18 districts for public viewing.
