Date: 6/25/2018 Existing Conditions The study location is the intersection of Broadway Ave (SR-14) & McCracken Rd (CR-55) in Garfield Heights. SR-14 is a principal arterial and CR-55 is a major collector. The statutory speed limit is 35 MPH on SR-14. The statutory speed limit on CR-55 is 35 MPH east of the intersection and 25 MPH west of the intersection. According to 2016 traffic counts reported in TIMS, SR-14 has an ADT of 12,417 with 6.2% truck traffic south of the intersection. Traffic counts are not provided north of the intersection. CR-55 has an ADT of 5,329 with 6.8% truck traffic west of the intersection and an ADT of 9,895 east of the intersection. Truck data is not available east of the intersection. Crash Information A GCAT spatial query was run from log point 8.11 to 8.21 on SR-14 from 2014-2016 and from log point 1.44 to 1.54 on CR-55 from 2014-2016. The query identified a total of 79 crashes. All crashes were reviewed and hand logged revisions were made where needed. 21 crashes were found to have occurred outside the study limits and were removed from the analysis. Of the remaining 58 crashes, 56 crashes were corrected for log point, NLFID and street reference. The following tables represent the breakdown of total number of crashes per year, type of crash, road condition, crash severity, day of the week, and time of day. HSP History SEGMENT 2014 2015 2016 SLM 8.16 #342 (Urban Intersection) #148 (Urban Intersection) #72 (Urban Intersection) Analysis The most frequent type of crash was rear end, accounting for 48% (28 crashes) of the crashes. The second most frequent crash type was left turn, accounting for 21% (12 crashes) of the crashes. Of the 58 crashes, 33% (19 crashes) were injury crashes. A total of 26% (15 crashes) occurred between 2 PM and 4PM. The ADT on SR-14 has grown significantly since 2014 when it was 9,959. The ADT of 12,417 that is on SR-14 as of 2016 could account for higher levels of congestion, more rear end crashes and fewer acceptable gaps for left turn movements. Countermeasures The following countermeasures should be considered for improving this intersection: Short-Term Continue to monitor crash trends. Medium-Term Conduct turning movement counts and consider implementing a refined timing plan to meet peak and off-peak movements better. Consider the installation of backplates on all vehicular signal heads to increase visibility. Long-Term Consider adding left turn slots to improve safety and operation. Implementation Plan Continue to monitor crash trends.
