sl't' ',is l ', {1,kssNVNtVE?s/i2,. ' st hat's You may frquntly ncountr th problm of national bonds in nwspaprs ths days. W'11 mak som basic analyss on what's going on in th mony markt. *** Acumulating govmmnt dbts produc 1. dmands for mony, which rais th intrst rat. 2. supply of bonds, which iowrs th pric ofbonds. Govrnmnt dficits ar growing mor and mor yar aftr yar. Thrfor, th govrnmnt must rais a larg amount of national loan vry yar. But flotation of national bonds raiss th intrst Tat. First of all, lt us study th basic rlation btwn.. national bonds and th intrst rat. In ordr to undrstand this rlation, w must discuss th assts markt. In vry markt, thr is a markting commodity (or srvic), and a crtain pric is givn to ach commodity. Thn, what ar th rnarkting commodity and its pric in th assts markt? In th assts markt, mony and bonds ar tradd (stocks, gold, houss, tc. ar also tradd in th assts markt. but w won't go into such dtails). Strictly spaking, th right to us a crtain amouat of mony for som priod and th right to gt a crtain amount (largr than th original) aftr th priod ar xchangd. If w rgard mony as commodity. for sal, thn th assts markt is calld particularly th mony markt. Th pric of mony 'in th rnony markt is th intrst rat. In cas of rgarding `calamas bonds as markting commoditis, th assts markt appars to b th bond markt. So, th mony markt and th bond markt ar diffrnt sids of th sam coin. Th mony markt,is in quilibrium whnvr th bond markt is in quilibrium. If tht is a glut in th mony markt, thn thr is an xcss dmand in th bond markt. In this cas, th intrst rat (th pric of mony) gos down whil th pric of bonds gos up. Lt us considr a onyar bond of, say, \100, with th coupon of \10. Th holdr of such bond could gt \110 aftr on yar, and th yild on th bond is 109o. If th pric of th bond riss to, say, \105, thos who want to gt th bond must pay \105 to gt \110 on yar latr. So th yild falls to about 59o. Non of this is a thory o' f dtrmination of yild or pric lt mrly points out th rlatibnship btwn pric and. yild. Uonvrsiy, whnvr thr is a glut in th bond markt, thr is an xcss dmand in th mony markt. In thi$ cas, th intrst rat gos up, and thq pric of bonds gos down. If th govrnmnt raiss a larg amount oåí national loan, both dmands for mony and supply of bonds incras. Thrfor, th intrst rat gos up. High intrst rat in th U.S. also raiss th intrst rat in Japan. Capital inflow and outflow dpnd mainly upon th intrst rat. A man of mans will buy th bond,' which offrs th largst coupon, to maximiz his capital gains. So, capital, ttows 18 5S gladio n th fortior' from countris whr th intrst rat is low into whr th intrst rat is high. High intrst rat in th U.S. inducs capital stram fl6wing into th U.S. from othr countris, whr th intrst rat is lowr, such as Japan. Thrfor, high intrst rat in th U.S. rducs th mony supply in Japan, tightns th mony markt, anct raiss th intrst rat. High intrst rat shrinks domstic irvstrnnt dmand. If th intrst rat grows highr, th intrst charg of th govrnmnt grows largr, and th accumulation of govrnmnt dficits is accrlatd. Howvr, mor srious impact of high intrst rat is on th domstic invstmnt dmand. Consumrs rfrain from buying a nw hous, and producrs rfrain from installing nw quipmnts and facilitis, if th intrst rat is high. Othrwis, thy will hav to suffr frorn th havy int.rst charg for th loan thy mad to buy thm. Thus, th domstic invstmnt dmand shrinks and this aggrivats th conjunction. Cration of mony kps th intrst rat low, but causs inflation. Flotation of national bonds raiss th intrst rat (th pric ofmony). But, if th govrnmnt incrass th mony supply simultanously, th intrst rat may rmain constant. Namly, if th cntral bank purchass th national bonds from th public, whil th govrnmnt slls thm to th public, both montary dmands and supply incras, and th intrst rat nithr riss nor falls. But cration of mony is invitably accompanid by inflation. In gnral, inflation dos mor harm to th conomy than th high intrst rat. So, cration of mony is no solution to th high intrst rat. To conclud, flotation of govrnmnt bonds invitably raiss ithr th intrst rat or th,omrnodity pric. *** Th only prvn'oion of both inflation and high intrst rat is rduction of govrnmnt dbts, so what is ncssary is ithr tax incras or govrnmnt xpnditur cut. Eithr option lads to dclin of conomic wlfar of th public; tax incras rducs disposabl incom, and govmmnt xpnditur cut cannot b attaind without cutting subsids, transfr paymnts, supply of public goods, tc. No on would prfr cutting his own incom to laving govmmnt dficits xpanding, for th vils of larg govrnmnt dficits hav so far bn hardly prcptibl; Japan's intrst rat is rlativly low, and infiation is not xtrm. Nonthlss, w must suffr from ithr inflation or high intrst rat som day, if th govrnmnt dficits kp growing and tightning th mony markt. In th worldwid rcssion trnd, thr is no miraculous panaca to cur vrything. Evry altrnativ is to improv som at th cost of othrs. Whatvr option w might mak, w must b rady for both its gains and loss..p.. '. i'i.k. ' ' 'f ie l a'' Pract E.l. #s Shichiro Matsumoto had bn activ in political campaigns sinc socialist party in Japan was stablishd in 1946. H graduatd frorn th Law Dpartmnt (Politics) in 1937 (Showa 12). H coms from Fukuoka Prf. In his high school days, h would oftn play basball, but h injurd his ys. H had com nar iosing his sight, so h wantd lca i./iii I /ntnviw with Shich/'r ucation to go to uppr school at onc, and was a rlation of Shinzo Koizumi. Latr, h was dply imprssd by Chonin Yukichi (a book writtn by Ohta Masataka), and h bcam intrstd in Fukuzawa spirits. Ths things ld him to ntr Kio Univ. His most mmorabl tachrs wr Prof. Takuzo Itakura and ProÅí Taktaka Hayashi. Both thir lcturs wr asy to undrstand, making him fl intrstd in that fild. H bgan to tak a grat intrst in political partis ahd histoty of social thoughts, studid languag as hard as possibl, bcaus h likd thm vry much. H was also a mmbr of rugby tam for on yar. In thos days at Kio, h bcam intrstd in politics. H studid only politics, didn't study subjcts which had nothing to do with it, but h graduatd with top grads along with Yoshito Chigusa (futur conomist). Matsumoto at Kio IsValabl Aftr graduation, th businss world fll into confusion, and ProÅí Hayashi rcommndd him to stay at Kio. H succdd Prof. Hayashi and taught Europan di p lomatic history, but it was insignificant for him, so h workd in companis as wll. His succssor is Masakuma Uchiyama (now Prof. in politics). Soon thy attaind dfat. Thn I thought th chanc for political practic had com for m. H said, In thos days a lot of partis wr fundd. Prof. Itakura introducd m to Wasaku Natori (graduat from Kio Univ.), and Taktora Ogata snt lttrs of rcommndation to Isoo Ab and Toyohiko Kagawa. In 1936 (Showa 21), Nov. 2, thr was th first gnral mting of th Socialist Party. I stood as a candidat in Fukuoka Prf. And h was lctd! H had scurd his sat lvn tims sinc thn, and took part in political activitis. If I had run on yar aftr,i wouldn't hav bn lctd. Bcaus th yar 1947, th nw constitutional rgim had bcom in ffct. I don't know what would hav happnd to m;' h said imprssivly. In gnral, many of us oftn har that knowldg taught at schoo! ar not usful in political practic, but, as for him, thy wr vry usful in his political activitis. H mphasizd that our studis could manifst anything if w try[' Practical studis at Kio wr clarly, valuabl and maningful to him, Th strong points of Kio is an atmsphr which has bn cultivatd by long tradition. It can't b said concrtly. If w wr in that atmosphr, it would stm on's'charactr and xtnd his individual charactr. H majord m History at th Univrsity of Toronto In th third yar of collg, h dcidd to bcom aprofssor of Canadian history, bcaus h wantd to larn mor about it, wut mor about it, and tach mor about it. H rcivd his Ph.D from Univrsity of Toronto m 1972. From 1969 his taching carr bgan and at ptsnt, h is a profssor ofhistory at Univrsity of Saskatchwan and a visitmg profssor of Canadian studis at Kio Umvrsity, Tsukuba Umvrsity, Tokyo Univrsity, and Intrnational Christian Univrsity. Intwiw Staff: What is your motiv ofcommg to Japan, and m what status? Prof.: Th rason of commg to Japan is to larn about Japan,to larn about Japans socity, and politics. Th asist way and chapst way of coming was to b a visiting profssor (ofcanadian studis) Staff: Did you hav any kind of cultur shock whn you cam to Japan? Prof.: Not ral cultur shock but thr is a big big diffrnc. For xampl, th siz of Tokyo, population, transportation, and th languag. But th big chang was not a shock, injoyd it!! Staff: wnat ar th ]mprssions of Japans studnts? ProÅí: Imprssion of Japans studnt is that thy ar much mor polit than Canadian studnt I njoy talkmg to Japans studnts bcaus thy tll m a lot about Japan and hlp m larn about Japan. I think I can larn mor from thm than thy can larn from m. Staff: Do you find any diffrnc among th four univrsitis you tach? And ar thr any problms? Prof.: Studntg of Kio, Tsukuba, and Tokyo Univrsity ar vry similar. I s no diffrnc among th four univrsitis. In gnral, th studnts of introductory class ar kmd of shy and I hav to adjust my tachmg. This is th only minor problm that I am havmg. Staff: What d you think of Japan Canada rlationshipo Prof.: I think thr ar som frictions, but our rlation is frindly and producti'v, bcaus thr ar many similaritis m intrnational rlation. For xampl, in both countns, forign policy and conomic policy considration or ara of concrn is th rlation with th US. Canadians hav th sam concrns about dfnc policy, trad policy, and protctionism in intrnational trad as Japan has. Thr ar mmor problms at th momnt but ths ar th mattrs that dvlop btvlrn countris all th tim and I am sur it will b rsolvd through ngoti, ations and compromiss. Staff: What kmd of rol didcanada hav m th SummitO Prof.: Our main concrn m th Summit was to try to convinc Amncans to chang thir pohcy about m trst rats. Th high intrst rats m th U.S. hav a grat impact in Canada bcaus our conomy is so clos and th high intrst rats ar havrng trribl ffcts in smal1 busmss. So w hav always trid to act as a bridg btwn Wstrn Europ and th U.S Staff: I think Japans popl actually do not know much about Canada. Is thr anything that Japans should know about Canada? Prof.: On of th thmgs that Japans popl may find intrstmg about Canada is that it is a socity vry difftnt from Japans. First of all, it is a scity of immigrants unlik Japan whr th sam population has 1ivd for thousands ofyars. Most ofth population has corn from Europ within th last two cntuns. It is a nw socity and Japans may find it intrstmg bcaus of such a sharp contrast from thir own socity. Scondly, Canadian socity is vry divrs,'vry mixd, thnically, racially, rhgiously. And agam, Japans may find it intrstmg, bcaus thmgs ar quit diffrnt from Japans socity. Fmal thing about Canada may b intrstmg to Japans is that it is a socity that has not had a lot of intrnal conflict, at last violnt confiict. W hav nvr had a rvolution as Amncans and othr socitis hav had. W hav nvr had civrl war as U.S. and som othr countris hav had. Th Canadian political systm is on whr a compromis and an adjustmnt ar vry important as I mntiond arlir and political systm whr usually disputs hav bn sttld by com 'i iihr TOKY Mmhx,iSk;r MS.gK IiftlXAE,pttl1Åq7)2)16 aget(273)ol11()kki) Promis, And I think that maks Canada's history unusual. Most of th socity hav, m th wst at last, and I think m Asia hav had many priods ' of bloody, distructiv warfar, but Canada hasn't. Staff: What do you think of Japans as a whol? Prof.: My main raction is that I find Japans xtrmly intrsting. Bcaus it is so diffrnt. Many of my ractions, you probably hav hard bfor if you hav talkd to Wstrnr how polit and courtous, and kind Japans popl ar to forignrs. I know you had difficultis with forignrs in th last 120 yars, but in spit of that, popl ar always kind. And whn a Wstrnr watchs Japans in an offic, in a rstaurant or m a subway,. h is struck with how carful thy ar to avoid bmg mconvmnt to othr popl and socity has much mor structurd and dtaild ways of social bhawoi than Wstrn socity. I think mamly bcaus you hav larg population in small ara you must hav thos kind of controls to avoid conflict andi thmk for Wstrnrs having th opportunity t obsiv that and try to undrstand how rt works is iallyafascmating xprinc. As wll, of cours, your cultur bing so old and so sophisticatd, it is a fascinatmg thmg for North Amncans. Your ancint architctur, your, forms of music, your dramas, vn som of your sports, Sumo ar' vry mtrsting to an outsidr. Thr is nothmg lik it m North Amrica as far as I know. So your arts, cuitur and your rcration ar vry intrsting to an outsidr again, bcaus it is quit diffrnt. But it is a 1ittl frustrating for m sinc I don't know Japans, I will not larn as much about som of th things, such as drama, and litratur as I would lik to, IJust don't hav th languag skills t larn vn if you ar not flunt in Japans, you can still obsrv som of th cultural and rcrational aspcts of Japan. I am looking frward to gmg out mor into Japans countrysid and sing and xpnncing mor of JAPAN. If you ar mtrstd m Canada, fl fr to drop in and paiticipat m this class. Th class is sur to wlcom you. (

t ThMita Campus luly 1982 PrcptiOn Trap AIESECTrainshi ht ' David Roniss is a 22 yar old Amrican. H graduatd from th Univrsity of Southrn California with a bachlors dgr in Businss Administration. During Fbruary and March of this yar, h was.an AIESECtrain at Japan Institut for Economic and Social Affairs, whr h studid about Japans businss. Currntly, h is studying Japans languag and cultur and will contii u to do so until th nd of this yar. AIESEC, th Intmational Association of Studnts in Businss and Economics, is a studnt run organization in about 60 countris in th world. Through various activitis AIESEC strivs to promot intrnational undrstanding. On of th major ons is th AIESECtrainship, whn forign studnts com to Japan and japans studnts travl ovrsas to acquir a dpr undrstanding of ach othr's soclty. A 4 4 Hllow David, my,good schoolrnat calld out to m as l was walking across my school campus, th Univrsity of Southrn California, Culd you or do yu know of anyon who could provid accommodations for a Spanish studnt for a fw nights? H nds a tmporary plac to stay until w can hlp him locat his own apartmnt. At this tim, I had hard of a businss club namd AIESEC, although I rally did not know much about it. But I wantd to assist my frind, and th Spanish studnt. So that sam night I corcd my thr roommats into squzing on mor body into our alrady crampd two bdroorn apartmnt, assuring thm it would only b for a fw days. To mak a long story short, I ndd up joining AIESEC on wk latr, and Juan from Spain livd with m for 4 months. This xprinc I just ritratd, although prompting m to join AIESEC, was not th sol motivating factor why I bcam a mmbr of this organization. Th main rason was th philosophy which undrscord all th glamour and xcitmnt of mting forign studnts from ach cornr of th glob. This was a philosophy of looking at th By David world from a global prspctiv. A But as I prd dpr, past th phil'psophy ofattmptingtoundrstand surfac of ths many similaritis, I why and how Amrica was diffrnt, noticdsomthing. If you ski and if you don't know what stp skiing is, you ar sur to b intrstd in th following story. W drov about 350 mils from Los Angls, California in a Mustang wjth all our skiing quipmnt to Mammoth Mountain, on of th largst and most njoyabl ski rsorts in North Amrica. On top of Mammoth Muntain, thr is an ara calld th Cornic (Cornic: ovrhanging mass of snow abov a prcipic). It is an ara for advancd and xprt skirs. Thr ar no asy runs. Evry slop is xtrmly dmanding, and a mistak can oftn man a long tumbl to th bottom. No mattr which run you'r skiing, th runs off th Cornic will tst any skir's ability. Th run w dcidd to ski was calld Hangman's Hollow. Hangman's Hollow what a fitting nam for this run! Th guidbook says, This run is xtrmiy dangrous and should b skid by xprts only. Maximum pitch is 55 dgrs and minimum is 50 dgrs, but actually, it rquirs an almost vrtical drop off th cornic lip. Th first sntnc of this dirction had just xcitd us....should b skid by xprts only. Uhhuh, that kind of run is what w'v bn looking for! So w took th gondola all th way to t.h top. Th wathr thr was so finnot a cloud in th skythat w could s bautiful sights of high and solidlooking Sirras. W took som picturs of thm, and thn dcidd to rst a whii bfor braving th run of Hangman's Hollow that had bn waiting for us. Aftr taking a rst, w skid down to whr th top of Hangman's Hollow bgan. But at first, I didn't think that was Hangman's Hollow. I thought that was just a prcipic. Frorr} th top, it was just lik looking down from a skyscrapr. I calld my partnr and said, Hy look. If you wanna commit suicid, this would b th bst plac for you. You can di lik a hro with bautifu1 scnry covrd with pur whit snow and without any agony. H agrd, Yah, that's right! But, that wasn't actually so right. That was not any prcipic for suicid. That was Hangman's Hollow, a slop for skiing. W ralizd that bcaus anothr skir qam and said, Stp, isn't it? Stp nough to b calld Hangrrian's Hol: 1'ow. Thos words had' almost scard th dath out of m. As h prd ovr th prcipic, th skir smd to b asking himslf, Is sombody down thr on th slop? No, nobody thr. AII right, I can mak it. Ys, I can mak it. H startd to run his skl. to th lip of th cornic vry slowly, and thn h pushd off with a big shout. H disappard from our sight, and about two sconds latr, h appard again 20 to 30 mtrs down blow us. H was hitting, skidding on hard icy snow, thn rboundd into th air, jumpturniiig his skis l80 dgrs. Th gully was so narrow and stp that this tchniqu was th most practical way to ski it. His tchniqu transfixd us, and th ypopping stpnss ptrifid us. My partnr bcam jittry and said quickly, Lt's go back! Lt's go up to th top and tak that gondola back to th plain' plac! But, I rfusd, bcaus I knw that th gondola's station was so far from whr w wr that it was impossibl to go back, and I also knw that w wr not abl tog!oback to th plain plac without skiing this ypopping stp slop. So I told my partnr to giv that ida up. It took plnty of tim to chang his mind. About aftr tn minuts of arguing, h at last changd his mind. Suddnly, I don't know why, h startd laughing lik a hors nighing, and h smd to b unabl to hlp it. AftT that strang horslaugh, h said, If h is a mptyhadd crazy skir, I am a mptyhadd Kamikaz skir! What a qur 'way to mak a firm rsolution, l thought! My rsolution was firm nough to jump off that comic, and mayb so was his. I stood on th lip of th cornic and as th first skir had I toid myslf, I can mak it. I can mak it. I can mak it. Finally I jut out into th spac ovr th comic and droppd off into th hollow. Though I can hardly rmmbr what I did in nxt two sconds,i found myslf skiing and skidding on th slop about 20 mtrs blow th cornic lip. Th pitch thr was 55 dgrs, but I didn't fl as though I wr skiing on such a stp run. I was just skidding 'itl.'l,it,g,.s,z. u,,,2' wi) ' c. ljs, t'tav,a). Evntually, I had slowd down nough and at th nd of th run, I mad th last quick tum to stop. I did it, and it was all ovr. It was a hard run, but not so hard as I thought on th lip of th cornic. Nvrthlss I would say that it was th most difficult run I'v. vr skid. I lookd up at th cornic Iip mor than 200 mtrs up my had. My partnr was still up thr. Now it's his turn to play chickn, I thought, but h smd to b so far from rady tojump. I fird him up, Com on! Ifyoucan't do it, nobody can! or Nvr say di! or B mptyhadd!and so on. But it was so far that h couldn't har m. So I waitd. I waitd mor than an hour! I took out th cigartts from th backpack and startd smoking and stoppd watching him. And whn I was smoking my third cigartt, I hard a big strang shout. Ys, h had jumpd off! H droppd into th run as th first skir and I had don, but thr was a big diffrnc. Th diffrnc was that h didn't mak any turns. Actually, h couldn't mak thm. H didn't know how to mak turns on icy junk snow. H just skid straight ahad into th bottom. I had nvr sn anyon ski at such a high spd on such a stp run. It was not surprising that h tumbld wildly at th nd of th run bfor coming to stop. His skis and pols had flown off of him 20 mtrs abov, but fortunat.pt 'li,i... di }tvafi. ly, h was unhurt, without any brokn bons, and all in on pic. As Iwnt to hlp him stand up, I said, Stp, w.asn't it? H didn't answr, but jusjt said, I got xtrm. I gt xtrm7' And I said, So did I. And that is whr this story nds and yours bgins, but only if you want to gt xtrm in skiing. `Mont' at 0ccidn tal Gallry Thr wr, and ar, many disput on asthtics or fin arts. JunzabuTo Nishiwaki Mr. Junzaburo Nishiwaki has don many works in various filds, such as potry, study of ancint and modrn English litratur, drawing and so on. W can find frtil posy with a tranquil flow of trnity in his works. In 1894, h was born of an old family in Niigata Prfctur.H bcam mtrstd in Europan cultur through drawing and English during his junior high school days.h particularly rvald his talnt by natur in drawing. In April of 1911, at th ag of 18, h cam up to Tokyo to b an oilpaintr by rcommndation of his tachr. On th othr hand, h wrot many English potry. H wrot his potry in English in ordr to protst to oldfashiond litrary languag styl in Japans potry, such as in Toson Shimazaki's works. As soon as h cam up to Tokyo, h was admittd to mmbrship of Hakuba drawing group by Takji Fujishima. But it was not long aftr that his fathr did and h had to giv up his ambition to bcom an oilpaintr. Anothr rason for this was h couldn't adapt himslf to th sntimntal atmosphr of painting circl in th days. In 1914, whn h was 21 yars old, h was obligd to choos btwn businss and study. H had to giv up going to th litrary cours, and ntrd th conomic couts at KEIO. Du to such circumstancs, h bgan to visualiz against his socity. At KEIO, h was taught conomics by Prof. Sichiro Takahashi and Prof. Shinzo Koizumi. But h was not intrstd in conomics, and rad such works by Waltr Patr, Arthur Symos, W.B. Yats, all day long. Four yars aftr, h prsntd a graduation thsis on `Pur conomics', which was writtn in Latin, to Prof. Koizumi. In 1921, whn h was 27 yars old, h taught litratur at prparatory cours m KEIO. H bgan to prsnt litrary ssay, around this tim. In th sam yar, h was imprssd by Sakutaro Hagiwara's work, `Tsuki ni Horu', and dtrmind to writ potry in Japans. Aftr two yars, h wnt to England as a studnt to study abroad. In England, h associatd with pots, novlists, and artists. Whil studying ancint English litratur at OXFORD,' h undrwnt a strong influnc of th English litrary circls. (Ths circls influncd Nishiwaki's potry works.) In 1925, at th ag of 32, h issud his first anthology, `Spctrum', which was' writtn in English, and h rturnd to Japan with his wif, Majori, who was an artist. Aftr rtuming to Japan, Prof. Nishiwaki bgan to criticiz potics activity as a ladr of th Dadaism group and Surralism group in Japan. Aftr two yars, as a part of his crit, icism, h publishd `Fukuikutaru Kafu yo', which was th first Surralism anthology in Japan, doing th litrary cours studnt's circl, what is calld `Nishiwaki scholar', whr Syuzo Takiguchi, Saku Sato affiliatd with it. In 1934, (40 yars old), h issud his scond anthology by som popl as a Promising pot. In th nxt tn yars, undr militarism, h continud to kp his silnc and dvotd himslf to studying English litratur, which cam to fruition as An introduction of ancint English litratur'. Bfor long, his potic works shown thmslvs as a voluminous anthology aftr World War II. `Tabibito Karazu' (publishd in 1947), `Ushinawarta Toki' (publishd in 1959), `Jyoka' (publishd in 1969), `Rokumon' (publishd in 1969), thos anthologjs ar known fc,r his mastrpic. On th othr hand, h had stood on th platform at KEIO, and traind prominnt mn, till h put a priod to his instructing carr of 42 yars, in 1962, whn h was 62 yars old. Many popi wr imprssd by his libral Ictur on litratur. H has bn th symbol of th facul' ty of litratur of KEIO for long yars.
