RULES 1.1 Racing will be governed by the Rules as defined in the current Racing Rules of Sailing (RRS). 1.2 Regulation 2.0 & 2.1 of the UK Folkboat Association shall apply and Folkboats are permitted to use spinnakers as permitted by Class Rule 9.01. 1.3 For all IRC, Swan Classic, IRC Classic Cruiser, RYA NHC Class, Folkboats, XOD and YOD, only one turn including one tack and one gybe in the same direction is required. This changes RRS 44.1 & 2. 1.4 ISAF Offshore Special Regulations Category 4 shall apply to all IRC boats, with the exception of OSR 4.26.4 (c) and (g) (compulsory trysails) for all boats and OSR 3.14 (lifelines, stanchions and pulpits) for Classic Cruisers. 1.5 RRS 52, Manual Power, shall not apply. 1.6 IRC Rule 22.4 shall not apply. There are no limitations on crew number or weight. 1.7 RRS 35, Time Limits, are changed in these sailing instructions in 11. 1.8 With the permission of the IRC Rating Authority, IRC Rule 8.2 is modified to include GBR boats holding Limited Validity IRC TCCs in the following classes Classic Cruisers and all IRC Classes. 1.9 Boats may use any method of propulsion in accordance with RRS 42.3(h) in an emergency to keep clear of a ship. Such use shall be reported to the race committee within the protest time limit. 2. NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board located in the foyer of the RSYC. 2.2 A briefing to all competitors will be held in the Hudleston Bar at the RSYC on Saturday 4 th July at 0830hrs.
3. CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted on the official notice board in the RSYC by 08:30 each day. 3.2 Oral changes to the Sailing Instructions will be given on the water from the principal committee boats by VHF Radio. 3.3 Boats shall keep radio watch from 55 minutes before the warning signal. 3.4 The race committee will communicate changes to sailing instructions, time checks, committee boat descriptions and locations, courses and other information on VHF Channel 37 [M1]. 3.5 Failure to receive a change of sailing instructions or any other information by VHF radio will not be grounds for redress. RRS 90.2(c) refers. 4. VHF COMMUNICATIONS 4.1 All boats are required to carry an operational VHF radio at all times while racing. For boats with class rules that prohibit the use of VHF radio, there shall be no penalty for breaching the class rule while complying with this sailing instruction. 5. SIGNALS MADE ASHORE 5.1 Signals made ashore will be displayed on the RSYC flagstaff. 5.2 When flag AP is displayed ashore, one minute is replaced with not less than 60 minutes. This changes the AP section of Race Signals. 6. SCHEDULE OF RACES 6.1 Each class, is scheduled to have one race on Saturday and one on Sunday. If the race on Saturday is not run, a second race may be run on Sunday. If the race committee decides to attempt a second Sunday race, a notice will be placed on the notice board no later than 19:00 the previous day. 7. HANDICAPPING 7.1 Handicaps will be determined by the Racing Sub Committee or its nominee, based on their official rating or Club handicap as appropriate. 8. 9. COURSE 9.1 Courses will be displayed at or before the warning signal in a frame on the main Committee Boat. Letters or numbers on a red background indicate that marks shall be rounded to port and letters or numbers on a green background indicate that marks shall be rounded to starboard. The numeric or alphabetical designations of marks used are shown in the Appendix attached. Please note that marks outside zone 2 of the Solent Cruising & Racing Association designations may be used for this race. Designations for these buoys may be found in Appendix 3 and on the chart in Appendix 4. 10. STARTING 10.1 The committee boat will be situated eastwards of Yarmouth Pier in Bouldnor Bay and will be identified by a white banner with ROYAL SOLENT YC COMMITTEE thereon. 10.2 Starting Line (Committee Boat) The starting line will be between a staff displaying an orange flag on the committee boat and the course side of the outer distance mark buoy. 11. FINISHING 11.1 Finishing Line (Grants) The finishing line will be an imaginary line between the signal flagstaff at Grants (approximately 200 metres to the east of the Royal Solent Yacht Club) bearing a horizontally striped orange and white diamond shape and the outer limit mark which is the yellow cylindrical buoy marked with '9' in black, Charles Stanley in blue and Stockbrokers in black thereon with a yellow X top mark, approximately 450 meters Northwards of the signal flagstaff. 12. SCORING 12.1 One race is required to be completed to constitute a series. 12.2 The Low Points Scoring System will be used except that Appendix A2 is amended in that there will be no discard. 13. SAFETY REGULATIONS 13.1 Boats that retire shall make every effort to notify their committee vessel as soon as possible. 14. TIME LIMIT 14.1 RRS 35 is changed in that; The time limit for all classes on Saturday is five hours after the valid starting time. When the first boat finishes within the time limit, the race shall be valid only for those boats which finish within the time limit or within sixty minutes of the first boat to finish, whichever is the later. On Sunday the time limit will be 2hrs or 30 minutes from the first boat to finish, whichever is the later. 15. PRIZES 15.1 The NEPTUNE CHALLENGE TROPHY shall be awarded to the RSYC Member being placed first overall for the Saturday race.
15.2 Prizes will be awarded for first and second place in each class. Third place prizes will be awarded to classes with more than six entrants. 16. PRIZE GIVING 16.1 Prizes will be presented at a Prize Giving Dinner on Saturday 4 th July for Saturday s racing and after racing on Sunday 5 th June for Sunday s races at the Royal Solent Yacht Club. 17. RISK STATEMENT 17.1 Rule 4 of the RRS states: The responsibility for a boat s decision to participate in a race or to continue to race is hers alone. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the race organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; (g) For offshore races, they are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew. 18. INSURANCE. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 2,000,000 (two million pounds) per event or the equivalent. 19. SAFETY 19.1 All skippers should be aware of the ASSOCIATED BRITISH PORTS SOUTHAMPTON Notice to Mariners No 02 & 03 of 2011. Precautionary Area.
