Islands Cup Fisherman Bay, Lopez Island April 5th and 6th, 2014 Hosted by NWISA, Lopez Island Yacht Club and Lopez Youth Sailing Program NOTICE OF RACE 1. RULES The regatta will be governed by the 2013-2016 International Sailing Foundation (ISAF) Racing Rules, the prescription of US SAILING, this Notice of Race, the 2013-2016 Interscholastic Sailing Association (ISSA) Procedural Rules, and by the Sailing Instructions. 2. ELIGIBILITY A team shall be comprised of a minimum of 4 sailors. A responsible adult leader must accompany teams. To encourage new schools and sailors, teams with less than 4 sailors may combine with other schools. Permission to combine schools must be granted by the Regatta Chairperson, PRO, the Northwest Interscholastic Sailing Association (NWISA) President or Vice-President. 3. ENTRY AND COMMUNICATIONS A. Schools shall enter by submitting an Official Entry Form, including the entry fee, signed Waiver and Medical Emergency Authorization Form, funds for meals and the refundable boat damage deposit. These shall be sent to the Lopez Island Yacht Club postmarked no later than March 28, 2014. B. Current ISSA and NWISA membership will be verified at the time of final registration at the regatta site. Teams invited to participate from outside NWISA must meet their home district membership requirements. C. Teams unable to compete shall notify the Regatta Chairperson as soon as possible. 4. ENTRY FEE The entry fee is $30 per team. 5. BOATS At least 20 Vanguard 15 s will be provided by San Juan Island Sailing Foundation, Sail Orcas, Lopez Island Yacht Club and Lopez Youth Sailing Program for the regatta. Other clubs/schools are also encouraged to bring their own V-15s.
6. BOAT DAMAGE REPORT A refundable boat damage deposit of $150 shall be submitted with each entry. In the event that damage to a boat cannot be attributed to a particular team, the repair cost will be divided evenly between all teams competing. 7. SCHEDULE Friday, April 4 1500 Boats will be available for practice 1630 Race Committee will set up race course for informal racing Saturday, April 5 1000 Registration in the Islander Resort s Bayside Room 1030 Rigging of Boats 1045 Coaches Meeting 1100 Skippers Meeting 1130 First Warning. Racing will continue throughout the day. Eat during boat rotation no lunch break. Racing will continue until late, weather permitting. Dinner will be served after boats are derigged. Sunday, April 6 915 Rigging of boats 1000 First Warning. Racing will continue throughout the day. Eat during boat rotation no lunch break. 1430 No race will be started after this time. 1500 Awards Presentation 8. RACING AREA A. The racing area will be the waters of Fisherman Bay, Lopez Island B. Team members, coaches and spectators will be able to watch the racing from the resort docks. Rotations will be conducted on the resort docks. Savvy coaches and sailors will bring their own chairs for comfortable viewing. 9. COURSES Based on weather conditions, the Race Committee will determine the courses. Short collegiate-style courses will be used. 10.FORMAT Format will consist of two races in Division A, followed by boat rotation, then two races in Division B.
11. SCORING The regatta will be scored using ISSA Procedural Rules. 12. BILLETING Billeting is available at the Lopez Island School gym and provided free of charge Friday and Saturday evenings. Bring a sleeping bag and pad. Showers are available. If other accommodations are needed, go to www.lopezisland.com/directory/accommodations. (Lopez is small, book motel/b&b etc early.) 13. FOOD Meals will be available and should be purchased at time of entry. $30.00 per person for Saturday breakfast, lunch and dinner and Sunday breakfast and lunch. No food will be served on Friday. 14. COACHING 15. PRIZES A. Unless it is with the permission of the Race Committee, team leaders, coaches and other support personnel shall not go afloat in the racing area other than at the rotation dock on April 5 and 6. B. Competitors may receive coaching, including instructions, assistance, equipment or sustenance only while on the designated rotation dock or onshore. Prizes will be awarded to the schools placing first, second and third. 16. OFFICIAL NOTICE FOR ALL PARTICIPANTS No contestant shall use, either on or off the water, alcoholic beverages (beer, wine distilled spirits), or use any controlled substance (marijuana, cocaine, etc.). An alleged breach of this rule and/or other disciplinary matters that occur on April 4, 5, and 6, 2014, may be the basis for a hearing under Rule 69.1. The Protest Committee for such a hearing will be the Regatta Chairperson, a member of the NWISA Board of Directors and the Chairperson of the Protest Committee. 17.
